Farmers unions have welcomed the changes to the country’s land tenure system that were announced by the government on Tuesday.
Under the reformed system, beneficiaries of the land reform programme will now receive a bankable, registrable, and transferable document of tenure from the government.
The government said that these adjustments will unlock the full value of the land and boost the country’s overall economic performance.
In an interview with <a href="https://www.herald.co.zw/land-tenure-overhaul-heralds-new-era-for-farmers/">The Herald</a>, the Zimbabwe Farmers Union (ZFU) Secretary General said the new model will enable farmers to access capital from financial institutions. Said Zakariya:
<blockquote>
I think this settles a matter that has been long outstanding, the need for farmlands to be used as security for all agricultural borrowings or for borrowings related to farm development, including agricultural production.
So, over the last two decades, farmers were securing loans using properties outside the farmlands and that was not sustainable.
Number one, because of the size of the borrowings for instance, if you are using a house, that house would not secure a long-term asset.
So, before, the values were very low, because the assets outside the farms were also not carrying so much, you can imagine someone using their house in Budiriro to develop a commercial farm somewhere.
The transferability of land gives comfort to financiers, that if anyone, by any means, defaults on their loans, the bank now has a fallback, which means the debt can actually be financed by somebody else and the firm then transfers ownership to whoever may have financed the debt.
So, this is a game changer in terms of unlocking value on our land under the Land Reform Programme. And indeed other lands too. They had lost the value completely. They had zero value. Now, this restores value, the value of land.

Zimbabwe Indigenous Women Farmers Association Trust (ZWIFAT) president Depinah Nkomo said the new land tenure system will allow farmers to develop infrastructure on their farms. She said:

Now we will be very confident especially us women because we will be able to access financing and we will also be able to transfer ownership as stipulated.
Before this development, we were not even confident to build proper infrastructure on our land so the President has heard our cry and as women, we are very happy we can now start our projects confidently and freely because we will now have that security.

Economist Prosper Chitambara, speaking to <a href="https://www.newsday.co.zw/local-news/article/200033401/new-land-laws-biggest-heist">NewsDay</a>, said the changes to the land tenure system are important not only for the land itself but also for Zimbabwe’s broader economic development. He said:
<blockquote>
I think it is critical in terms of ensuring the productive utilisation of the land and also unlocking full value, private sector investment and finance from private financial institutions while allowing land to be transferable.
That is one of the things a lot of scholars and observers have been advocating. I think that is the way to go to unlock the full value of land in Zimbabwe.

Bankers Association of Zimbabwe (BAZ) president Lawrence Nyazema said that while the new land tenure system provides farmers with more secure and transferable land rights, banks will still need to see evidence of sound business plans and the ability to generate steady income streams. Said Nyazema:

Land is not as collateral that a farmer can walk into a bank requesting a loan because he or she has land. A farmer must have a project that generates money.
It is very difficult for a farmer to just approach a bank and ask for money just because they have the land. If he or she fails to pay for the loan, the bank should be able remove them from the land.
It is prudent for the farmers to come up with project proposals that they can develop to make sure that they are able to access the funds and repay the loans.

Farmers' Unions Hail Land Tenure Reforms As Game-Changer For Agricultural Sector

Self-exiled former cabinet minister, Walter Mzembi, says ZANU PF sympathiser Wicknell Chivayo, who is at the centre of a US$40 million Zimbabwe Electoral Commission (ZEC) tender scam, will not be prosecuted or ostracized by the “system” but his erstwhile colleagues who turned against him are in trouble.
Chivayo’s former business partners, Mike Chimombe and Moses Mpofu have accused him of fraudulently changing their contract with South African company Ren-Form and Better Brands to supply voting material to ZEC in the run-up to the 2023 general elections.
Chimombe and Mpofu are also suspected to have leaked Chivayo’s voice notes in which he claimed to have captured President Emmerson Mnangagwa.
Chivayo accuses Chimombe and Mpofu of employing advanced Artificial Intelligence to fabricate the voice note, making it appear as if he self-incriminated.
Mzembi contends that the ZANU PF Youth League and certain bureaucrats, including Information Ministry spokesperson Nick Mangwana, “punched above their weight” when they criticised Chivayo after the exposé. He wrote on X:

WC (Wicknell Chivayo) is not going anywhere, the last fortnight’s episodes just helped ED to understand who is standing with him and his choices to the end. The saga assumed political dimensions steeped in factional politics.
Chivayo will be counselled and will change his engagement modus with ED to a subtle &amp; respectful distance, it’s too risky to withdraw him from association, the stakes are too high; in my books, he has the credentials of an Ambassador at Large already and his continental footprint perhaps international attests to that.
ED won’t embarrass himself or him to his colleagues that he was mixing them with the wrong James Bond so he will stand by him as some victim element of our toxic politics. It’s on public record that our politics is toxic so its a convenient explanation to other constituencies.
WC will be forgiven at least in the Zim jurisdiction but his colleagues may sing the blues as a compromise… after all, according to the system, they torched a situation they could have resolved in boardrooms and sucked in everyone else.

Wicknell Chivayo Will Be Forgiven But His Colleagues Will Suffer, Says Mzembi

A recent <a href="https://www.pindula.co.zw/2023/12/14/china-donates-us28-million-worth-of-military-hardware-to-zimbabwe/">donation of Chinese military hardware</a> to the government of Zimbabwe has caused a stir among analysts with some saying it was misplaced as it does not address real issues affecting the southern African nation. The donated equipment includes armoured fighting vehicles, personnel carriers, ambulances, motorised water purifiers, patrol boats, and various weapons.
Some analysts argue that the donation is part of China’s strategy to further its interests in Zimbabwe’s mineral resources. Farai Maguwu, a human rights defender and director of the Centre for Natural Resources Governance, suggests that the Chinese donation is driven by their desire for access to Zimbabwe’s mining sector. He told <a href="https://www.newsday.co.zw/local-news/article/200021097/chinese-military-donation-raises-eyebrows">NewsDay</a>:

There is no free lunch, nations are driven by interests not love. The most important thing is to find out what the motive behind the donation is. So, when you look at the destructive role of China in Zimbabwe’s mineral sector, it’s not meaningful.
The Chinese involved in the mineral sector have not been able to build even a school or clinic in communities they have been working in.
We have not been at war with any country since independence. The real enemy we want to fight today is poverty, climate-induced disasters, droughts, fight against decline in health and education standards, that is what we need.
</blockquote>
Others, like political analyst Tendai Reuben Mbofana, view the donation as dishonest and misplaced. Mbofana argues that Zimbabwe faces pressing issues such as extreme poverty, inadequate healthcare facilities, and a lack of basic necessities like schools. He said:
<blockquote>
The deal was an anti-people one. We are looking at a country that is globally known for its poverty, nearly half of the population is living in extreme poverty, we do not have hospitals equipped to serve the people and basic essentials.
We do have cancer machines. We do not have ambulances and we have children who are learning under trees because they do not have schools.
What do we need guns for when our children are languishing in extreme poverty? Who are we fighting? This equipment can be used to kill civilians.
</blockquote>
Professor Stephen Chan, a World Politics expert at the University of London, suggests that the equipment provided by China is primarily for border wars. He said:
<blockquote>
For the most part, the Chinese donation is light tactical skirmishing equipment for border wars — not all of it useful, such as the patrol boats.
Zimbabwe’s only real water border is Lake Kariba, and its neighbour on the other side, Zambia, poses no military threat. This is a goodwill gesture from China, probably excess equipment it no longer needs itself.
Having said that, the motorised water purifiers might have a beneficial non-military use in helping to alleviate the cholera epidemic caused by impure water. For the most part this donation has no global geo-political context.
</blockquote>
Former foreign minister Walter Mzembi criticised the donation, likening it to a friend providing weapons during a conflict. He warned that if harm befalls one’s family or children due to these weapons, the friend who provided them should be held accountable.

Analysts Say Chinese Military Hardware Donated To Zimbabwe Does Not Address Real Issues

Dr. Walter Mzembi, Zimbabwe’s former Tourism Minister, suggests that the political deadlock in the country can be resolved through negotiations involving key stakeholders. He believes that the opposition group, Citizens Coalition for Change (CCC), led by Nelson Chamisa, should engage with President Emmerson Mnangagwa and organise a “Great Zimbabwe Indaba.”
Mzembi argues against participating in by-elections without first reviewing observer mission reports and agreeing on reforms. He explains that the state views participation as invalidating the election observer missions’ reports, while the opposition’s involvement may be seen as insincere. He said these contradictions create difficulties for external entities, such as the Southern African Development Community (SADC), in assisting Zimbabwe. Mzembi added:
<blockquote>
 So an Indaba on Zimbabwe and I don’t know what will occasion it except that it will be a stalemate, in the absence of wisdom by the President himself to lead the process, is the solution. What does he want himself, i can guess its legitimacy, opposition’s consent. 
What do the hawks tell him? You can still get it by obliterating the Opposition. Is it healthy, certainly not. Why? Because a stable State is the Sum total of all its diversity which must be celebrated. The pain of illegitimacy is never felt the same by appointees than the degree with which it is felt by the President himself, so it is clear he wants wholesome people consent at all cost. 
What the Opposition wants is to subsist with their gains. The ” Nyunyus ” are clearly not ready for a total Recall or absolute withdrawal. So go to the Negotiation table as phase one. The second round is the Great Zimbabwe Indaba itself; The future State we all want our children to live in when we are not in power and not there anymore.

The political deadlock started because of the disputed elections in August 2023 and got worse when CCC members were removed from Parliament and local authorities. The CCC asked SADC to pressure Zimbabwe to conduct new elections, but SADC suggested that the parties should find solutions within the country’s legal system, including going to court.
CCC Members of Parliament went to court to reverse their expulsion, but the High Court rejected their request. This cleared the way for by-elections scheduled for this Saturday and December. Some people think that participating in these elections under the same conditions criticised by observer missions would harm the CCC. Others are urging CCC members to withdraw together to force a nationwide by-election. Temba Mliswa, a former MP for Norton, suggested that CCC members should participate with a new party name or as independent candidates to avoid future recalls.

Negotiations Must Be The 1st Step To Resolving Zimbabwe's Political Deadlock - Mzembi

Fadzayi Mahere, a Member of Parliament for the Mt Pleasant constituency, expressed concern that people who have been abducted and tortured are scared to report their ordeal to the police. She said they fear the government will treat them like they did with Joana Mamombe, Cecilia Chimbiri, and Netsai Marova. These three individuals claimed to have been abducted and tortured by suspected state security agents, but the State accused them of faking their abduction and were arrested for spreading lies. The case against them is still ongoing.
Recently, another MP from the opposition party, Takudzwa Ngadziore, along with former MP James Chidhakwa, claimed they were <a href="https://www.pindula.co.zw/2023/11/02/police-say-ngadziore-yet-to-report-alleged-abduction-and-torture/">abducted, tortured, and injected with an unknown substance.</a> Ngadziore’s abduction was recorded live on Facebook before he was taken to Mazowe, where he was tortured and left naked.
The public expressed outrage over the incidents on social media. The Zimbabwe Republic Police (ZRP) stated that they are trying to contact Ngadziore to gather more information about the alleged abduction. In a short statement on X, the ZRP said:

The ZRP has been keenly following an allegation of abduction and torture on Social Media. The Police inform the public that no such case has been reported. We are trying to make contact with the alleged victim so as to elicit the facts beyond what is on social media.

Information Secretary, Nick Mangwana, said investigations on all matters including those around the unverified pictures and video clips are also underway. He said:
<blockquote>
 We have been keenly following an allegation of abduction and torture trending on Social Media. We have also been handling a number of Media Inquiries on the same matter. We are liaising with the @PoliceZimbabwe who advise us that no such case has been reported to them so far. They also informed us that they are trying to make contact with the alleged victim so as to get more facts about this case, as currently they only have Social Media chatter to go by. They will issue a more operational statement in due course. Thank you.
</blockquote>
Dr Walter Mzembi, a former Tourism Minister who is currently living in exile, stated that it didn’t make sense for the police to wait for a report from Ngadziore when there is clear footage showing the alleged perpetrator carrying an AK47 rifle. He said:

Is @PoliceZimbabwe so complacent let alone our security forces that they will wait for a Police Report when there is footage of people marauding with AK47 Assault Rifles in suburbs substituting them in their role unless the only explanation being that they know the people in the footage and it was an authorised operation?

Former PetroTrade board chair, Tinomudaishe Chinyoka suggested that the said footage was no admissible evidence in a court of law. He responded to Mzembi:

Ahh, Minister! Footage doesn’t mean it’s a crime, it could be a film being shot. Are you saying the police should investigate things based on tweets? Will we be safe?
</blockquote>
In response to Nick Mangwana’s statement saying police had not received any report, Mahere said the victims were afraid of what happened to Mamombe and colleagues. She said:

Last time, Joana, Cecilia and Netsai reported their abduction and torture. You guys turned on them. They were arrested and prosecuted for “communicating falsehoods.” The perpetrators went free. This is why we describe you as a violent, corrupt dictatorship that offends the Constitution at every turn. Your call for a police report to be made is not bona fide at all.

In the past, authorities have made claims suggesting that people who reported being abducted were possibly staging the abductions themselves in order to damage the government’s reputation. They have also suggested that there could be a “third force” that was responsible for carrying out these abductions in an attempt to tarnish the government’s image.

Abduction Victims Afraid To Report Fearing What Happened To Mamombe And Colleagues - Mahere

<a href="https://www.pindula.co.zw/Walter_Mzembi/">Walter Mzembi</a>, the former Tourism Minister of Zimbabwe, has claimed that ZANU PF members were in agreement about the need to remove Zimbabwean former President <a href="https://www.pindula.co.zw/Robert_Mugabe/">Robert Mugabe</a>, but differed on the timing of his removal based on their individual and factional interests. 
According to Mzembi, party members were divided on the timing of Mugabe’s removal, as different factions and individuals sought to benefit from the situation. Mzembi made these comments on social media, emphasising that there were behind-the-scenes developments within ZANU PF that the public was not aware of. Responding to a ZANU PF member on X, Mzembi said:
<blockquote>
Munoti ndimi makatanga nekuda kubvisa (You think you were the first to plot to remove Robert) Mugabe here, there was far much more happening inside than from outside, but interestingly it was a battle of timing and the conspirators. The team in office now was protecting him, they wanted to remove him themselves when it would benefit them only.
</blockquote>
Political analysts have long argued that Zimbabwe’s founding leader, Robert Mugabe, intentionally fostered factionalism within his party, ZANU PF, by delaying the announcement of a successor. By doing so, he created a power struggle among party members who believed that aligning themselves with him would increase their chances of assuming power upon his retirement.
One notable manifestation of factionalism was the <a href="https://www.pindula.co.zw/Tsholotsho_Declaration/">Tsholotsho Declaration</a> in 2004. This secret meeting was allegedly organised by a faction loyal to <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa/">Emmerson Mnangagwa</a>, with the objective of elevating him to the vice presidency ahead of <a href="https://www.pindula.co.zw/Joice_Mujuru/">Joice Mujuru</a>, following the passing of <a href="https://www.pindula.co.zw/Simon_Muzenda/">Simon Muzenda</a>. Although Mnangagwa had the support of six out of ten provinces, Mugabe amended the party’s constitution to ensure that one of the vice presidents had to be a woman. This move resulted in Mujuru being appointed as vice president instead.
In 2008, a new faction led by <a href="https://www.pindula.co.zw/Simba_Makoni/">Simba Makoni</a> emerged within ZANU PF, but his close supporters were afraid to openly back him as President Mugabe strengthened his control over the party and country. Consequently, Makoni decided to run as an independent candidate in the March 2008 Presidential elections representing his own political party called Mavambo/Kusile-Dawn. He managed to secure 8% of the total votes cast. 
Factional battles within ZANU PF intensified over time. The Gamatox faction, allegedly led by then Vice President Joice Mujuru, emerged as a major contender. However, in 2014, several members of the faction, including Mujuru, were expelled from the party. This allowed Mnangagwa’s faction, then known as Team Zvipfukuto, to regain power. When Mujuru was fired, Mnangagwa was appointed as Vice President.
Subsequently, the G40 faction, composed of younger members, sought to challenge Mnangagwa’s influence and gain favour with Mugabe. Eventually, Mugabe fired Mnangagwa whose faction had rebranded to Team Lacoste, accusing him of plotting against him. This led to <a href="https://www.pindula.co.zw/November_2017_Military_Coup/">Operation Restore Legacy</a>, a military intervention that resulted in Mugabe’s resignation and the dismantling of the G40 faction. Members of the G40 faction fled the country, fearing retaliation from Mnangagwa’s government.

Mzembi: ZANU PF Members Agreed On Need To Remove Mugabe, Differed On Timing

Dr <a href="https://www.pindula.co.zw/Walter_Mzembi/">Walter Mzembi</a>, former Tourism Minister of Zimbabwe, has expressed concerns about <a href="https://www.pindula.co.zw/2023/10/28/army-commander-named-zanu-pf-politburo-ex-officio-member/">the appointment</a> of General <a href="https://www.pindula.co.zw/Philip_Valerio_Sibanda/">Philip Valerio Sibanda</a>, the Commander of the Zimbabwe Defence Forces (ZDF), as an Ex-officio Politburo member within the ruling party, ZANU PF. The <a href="https://www.pindula.co.zw/Zanu-PF_Politiburo/">Politburo</a> is the ZANU’s highest decision-making body. President Emmerson Mnangagwa made the announcement during the ZANU PF 20th National People’s Conference in Gweru. 
“Ex officio” means that someone holds a position automatically or because of their other responsibilities. It grants them certain rights and powers without being appointed or elected specifically for those duties. However, this appointment of Valerio Sibanda, the Commander of Zimbabwe’s Defence Forces, as an ex officio member of the ruling party’s Politburo, is likely illegal and goes against the country’s constitution. The constitution prohibits members of the security services from being active in any political party. This situation reflects the issue of party-state conflation, which hampers the process of democratization in Zimbabwe, as highlighted by political commentators. Mzembi said:
<blockquote>
The implications are that much of Cabinet Policies are generated or given direction from the Politburo of Zanu PF as a Ruling Party, and inviting the interest of Securocrats at this policy formulation or generation stage simply reflects an extension of November 2017 power-sharing understanding of Zanu PF and the Military. It is also a consolidation and reset to Liberation War High Command political architecture that steered the liberation struggle. 
The unspoken is the subordination of the Military Factor under Zanu PF, which would be problematic in the future if there is a new generation non military leader. It appears a natural now because in the hierarchy of Zanu PF itself is a former CDF to whom General Sibanda reported but Mnangagwa himself, a Chairman of the Joint Operation Command under Mugabe, former Defense Minister but right from Independence Minister of State Security. 
The precedent though has been of former CDFs joining the Politburo after retirement, as was the case with Generals Mujuru and Zvinavashe which was a cleaner arrangement constitutionally. Sitting inside a Politburo where the fate of Opposition Parties is plotted and decided creates conflict for a CDF no matter how professional he may want to be seen. It’s untidy. It is these boundaries lately that relate to our State design that are being crossed with reckless abandon and disdain, and it should worry any right-thinking Zimbabwean.

Mzembi mentioned that for a professional soldier, especially the Chief of Defense Forces (CDF), the appointment is a difficult and challenging role. General Sibanda is well-regarded by the public, and Mzembi hopes that he will consider declining the appointment and handle it wisely. Mzembi suggests that if General Sibanda accepts the role, he should be involved in all political party hierarchies to ensure fairness. However, it is important to note that the Constitution explicitly states that the CDF cannot be partisan.
Brighton Mutebuka, a Zimbabwean lawyer based in the UK, stated that the appointment of General Philip Valerio Sibanda as an Ex-officio Politburo member is unconstitutional. Mutebuka mentioned that General Sibanda had the option to decline the appointment but chose not to. He said:
<blockquote>
This is a straightforward situation. The appointment is unconstitutional. He could have declined it but failed to do so. Many said he was ZAPU &amp; principled but they overlooked that he wasn’t beyond prioritising personal ambition &amp; survival. 
</blockquote>
Mutebuka argued that attempts to convince Sibanda to do the right thing based on his conscience or moral values is pointless and will not succeed. He believes that the situation is becoming more intense. Mutebuka says Zimbabweans should brace themselves for the challenges ahead.

General Valerio Sibanda's Appointment Should Worry Any Right-Thinking Zimbabwean - Mzembi

Self-exiled former ZANU PF member <a href="https://pindula.co.zw/Walter_Mzembi">Walter Mzembi</a> has advised the Nelson Chamisa-led CCC to withdraw from Parliament and boycott the upcoming by-elections.
This comes after President Emmerson Mnangagwa proclaimed 09 December 2023 as the date for by-elections in nine National Assembly constituencies left vacant following recalls by self-proclaimed CCC interim secretary general Sengezo Tshabangu.
Posting on X, Mzembi said if the Nelson Chamisa-led party participates in the upcoming by-elections, it will have endorsed “Mambara of the Year” (in reference to Tshabangu), as the leader of CCC. Said Mzembi:

Dump Parliament, it’s time for Politics!
Participation in the forthcoming By-Election ;
1. Endorses ” Mambara of the Year ” as Leader of CCC. In fact, he is being assisted in this blitzkrieg!
2. Reality we may arrive there after his Congress of CCC after which he will make it illegal for anyone to run on this label. 
3. All legislators missing his Congress will be recalled or sanctioned. 
4. There will be calibration and balancing of these expulsions, to align to the new Budget year; collect money first from the Treasury and fire those non-aligned. 
5. There may be a beeline of new allegiances to the one who recalls. 
6. The SADC Report will be history after the By-Elections which will be run differently and used as a future reference. 
7. 2/3 Majority is already in the bag so is the One Party State!
The Chinese model of coopted opposition is upon us. Denial is the biggest issue now and soon some “clapping” is required to wake some of us up, especially elected officials from this horrible dream that their dalliance with the opulence of Parliament was just but a mirage! 
The theatre of change is outside Parliament. Get real, No Salvation without Sacrifice!

Meanwhile, journalist Hopewell Chin’ono said ZANU PF did not initiate the CCC recalls but has simply taken advantage of factionalism with the opposition party. Said Chin’ono:

These recalls have not been initiated by ZANU-PF. Mnangagwa and ZANU-PF are only taking advantage of the CCC chaos.
Tshabangu has handlers inside CCC who are disgruntled as they have said on numerous occasions both directly and indirectly.
They say they are disgruntled with how their party has been personalised by Nelson Chamisa. We shouldn’t be lazy to ascribe everything to ZANU PF.
ZANU PF is only making it easier for the CCC faction because ZANU PF controls the state. ZANU PF is predatory, it is taking advantage of the fights in CCC because a divided CCC is a manna from heaven for ZANU PF. Chamisa knows that is happening!

Mzembi Advises CCC To Withdraw From Parliament And Boycott By-elections

Self-exiled former Foreign Affairs Minister Walter Mzembi has rubbished claims by the Government that the Zimbabwe Republic Police (ZRP) has blocked more ZANU PF gatherings compared to those of its main rival, CCC.
Mzembi, who is working closely with the presidential aspirant Saviour Kasukuwere, said only the devil will believe the claim.
Commenting on the claims, which were reported by The Herald, Mzembi said State media has always been the Government’s propaganda mouthpiece since the Federation period. He said:

Only Satan will believe this… Even during Charles Coghlan, Ian Smith’s Rhodesia, Sir Roy Welensky ‘s Federation of Rhodesia &amp; Nyasaland [The Herald] was like this young man, it will be like this even under a democratic govt. Its default setting is propaganda.

On Monday, the Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage, Gerald Gwinji said between January 1 and July 10 this year, police have blocked 86 ZANU PF gatherings and 65 CCC public events.
He said political gatherings in the country were governed by the Constitution and the Maintenance of Peace and Security Act. Said Gwinji:

Some of the requirements of these laws are that these gatherings are notified to the police to avoid clashes and any other public disorders that might inconvenience members of the public or other parties. All political players are required to comply with these provisions.
Since January 2023 operational districts across the country are maintaining registers of all notifications to hold public meetings made by political parties.
Different political parties have notified police of their gatherings and some have met legal requirements while some did not meet the legal requirements.

Gwinji was briefing observers and diplomatic missions on the Government’s state of preparedness ahead of next month’s harmonised elections.
The meeting was convened by the Ministry of Foreign Affairs and International Trade.
CCC has since disputed the statistics, with the party’s spokesperson Fadzayi Mahere on Tuesday saying the police and ZANU PF have blocked or disrupted 101 gatherings organised by the country’s main opposition.

Saviour Kasukuwere’s campaign team has castigated President Emmerson Mnangagwa’s government following a ruling by High Court judge Justice David Mangota delivered on Wednesday morning, which barred the self-exiled former Cabinet Minister from running for the presidency in the upcoming elections.
In a statement released on Wednesday, 12 July, the chairman of Kasukuwere’s campaign team, Walter Mzembi, said Mnangagwa cannot choose his own competitors. He said:

Today’s judgement by the High Court prohibiting our independent candidate Honourable Saviour Kasukuwere has been received and noted by our Legal Team in Harare who are now seized with it and taking the necessary responsive action. 
The judgement does not deter our ground activation, which is running full steam on our constitutional rights and freedom of choice in this election, and nothing has changed.
We remain focused on our pursuit of a new united and prosperous Zimbabwe, A ZIMBABWE FOR US ALL. Our campaign is against elitism and family capture of the state.
Removing Kasukuwere from the ballot does not translate into ballots for ED. He cannot choose his own competitors. He remains unelectable.
In fact, it is an own goal by the Mnangagwa regime and will not assist them in any way.
You cannot continuously use lawfare to disenfranchise a suffering people who desperately need leadership change.
People now want to know why Emmerson Mnangagwa is so hell-bent on stopping Saviour Kasukuwere from participating in the forthcoming election.
On reflection, the judgement is doing a splendid job of campaigning for our candidate, on and off the ballot. For us, this is a generational fight which no one can stop.
This judgement is not only against Kasukuwere but against all Zimbabweans whose birthright to vote and be voted for is being violated. It takes away the right of choice of the candidate.
No amount of judgements and threats will stop an idea whose time has come.

Justice Mangota ruled that Kasukuwere was out of the country for over 18 months and therefore ceased to be a registered voter.

Kasukuwere Vows To Continue Electoral Campaign Despite High Court Ruling

Dr Walter Mzembi, a former Tourism Minister who is currently in self-imposed exile, has criticised President Emmerson Mnangagwa for purportedly attempting to impede Saviour Kasukuwere’s candidacy for the presidency in the upcoming elections.
This follows an application filed by a <a class="MarkdownLink_linkifiedLink__KxC9G">ZANU PF activist</a> named Lovedale Mangwana, which requested the court <a href="https://www.pindula.co.zw/2023/06/28/zanu-pf-activist-moves-to-bar-kasukuwere-from-contesting-in-the-presidential-election/">to prevent Kasukuwere from running</a> on the grounds that he is no longer a registered voter in his constituency, having been absent from it for a period exceeding 18 consecutive months.
Mangwana argued that the acceptance of Kasukuwere’s nomination papers by the <a class="MarkdownLink_linkifiedLink__KxC9G">Nomination court</a> was unconstitutional, citing the provisions of the <a class="MarkdownLink_linkifiedLink__KxC9G">Electoral Act</a> which stipulate that a voter who has not resided in a constituency for an uninterrupted span of 18 months cannot have their name retained on the voters’ roll for that constituency. He said:

I submit that the decision to accept the first respondent’s nomination paper is in breach of section 91(1)(d) of the Constitution and invalid.

Saviour Kasukuwere has been in self-imposed exile in South Africa since 2017. He skipped the country when the late former President, Robert Mugabe, was ousted from power. In response to the application, Mzembi said:

This is the zenith of electoral cowardice and fear of Kasukuwere by the President of Zim ED Mnangagwa. If you cant manage internal party divisions and diversity and you resort to expulsions you reap rebellion and dissent. You had 6 years to fix this!

Saviour Kasukuwere, who registered as an independent candidate for the upcoming presidential election, will know his eligibility to contest on Thursday, June 29th when the <a class="MarkdownLink_linkifiedLink__KxC9G">High Court</a> convenes to adjudicate the matter. His spokesperson and chief election agent, Jacqueline Sande, has confirmed that the legal team is preparing a response and will fight the case in court. Sande has expressed confidence that Kasukuwere will succeed in his bid to contest the presidential election, stating that there is no sustainable case to prevent him from running.
Some observers have suggested that the clause in the <a class="MarkdownLink_linkifiedLink__KxC9G">Electoral Act</a> which disqualifies individuals who have been out of their constituencies for a specific period from participating in an election should be abolished. They argue that this will affect many Zimbabweans living abroad who return home to vote during elections. There are many Zimbabweans living in exile or working in neighbouring countries who are still listed on the voters’ roll, and it is uncertain if they will be prevented from returning home to vote.

Mzembi Criticizes Mnangagwa For Allegedly Blocking Kasukuwere's Presidential Candidacy

Self-exiled former ZANU PF Political Commissar <a href="https://pindula.co.zw/Saviour_Kasukuwere">Saviour Kasukuwere</a> said that threats of arrest will not deter him from coming back home to contest for the presidency in the upcoming elections.
Kasukuwere responded to State media reports on Saturday, that he is a fugitive, through the chairperson and convenor of his presidential campaign, <a href="https://pindula.co.zw/Walter_Mzembi">Walter Mzembi</a>, who is also in exile.
Speaking on Saturday evening, Mzembi, who is a former Minister of Foreign Affairs said:

No amount of threats or intimidation will deter him from his impending travel to Harare.
</blockquote>
Mzembi rejected claims by Justice, Legal and Parliamentary Affairs Permanent Secretary Virginia Mabhiza that there are two arrest warrants hanging over Kasukuwere’s head. He was quoted by <a href="https://www.newzimbabwe.com/https-www-newzimbabwe-com-defiant-kasukuwere-dares-mnangagwa-says-not-intimidated-by-arrest-threats/">NewZimbabwe.com</a> as saying:

For the avoidance of doubt, the charges related to the warrants of arrest against president Kasukuwere were quashed by the High Court in its judgement No. HH562/19 which the State has not appealed against.
We call upon all Zimbabweans to ignore these attempts to weaponise the criminal justice system by creating a public perception that president Kasukuwere is a fugitive from justice.
After his charges were quashed president Kasukuwere’s bail conditions fell away.
His bail deposit was reimbursed and the High Court ordered the state to release his title deeds which order the state is in contempt up to this day.

Mzembi said the passport that Mabhiza told the state media about expired and was renewed by the same state with no challenges at all confirming that all was in order.
Mabhiza said Kasukuwere should submit himself before the law and seek cancellation of the warrants. She said:

When someone is issued with a warrant of arrest, they should submit himself before the law.
What he should do is submit himself before the law and seek cancellation of the warrants.
He has his lawyers, so they should advise him on what he should do. His submission to the law is standard procedure.

Kasukuwere is among 11 candidates that successfully filed their nomination papers to contest the presidential elections.

Kasukuwere Says Not Intimidated By Arrest Threats

Self-exiled former Tourism Minister, Dr <a href="https://www.pindula.co.zw/Walter_Mzembi">Walter Mzembi</a>, has said it is madness for the ruling ZANU PF to blame the late former President <a href="https://www.pindula.co.zw/Robert_Mugabe">Robert Mugabe</a> for the current power crisis.
He made the remarks after ZANU PF spokesperson, <a href="https://www.pindula.co.zw/Christopher_Mutsvangwa">Christopher Mutsvangwa</a> claimed that the <a href="https://zero.pindula.co.zw/zanu-pf-blames-mugabe-for-electricity-crisis/">power crisis that the southern African country is facing is a product of years of neglect</a> within Zimbabwe in particular. Mutsvangwa said:

The mismanagement, the arm-fisted mismanagement of the last two decades of Mugabe and his G40s obviously has a negative pull.
It is retarding the speed of recovery, but you can’t doubt that recovery is going on.

Mutsvangwa’s remarks attracted Mzembi’s wrath. He responded:

Mzembi is among several former senior government officials who skipped the country’s borders in <a href="https://www.pindula.co.zw/November_2017_Military_Coup">2017 following the ouster</a> of the late veteran leader <a href="https://www.pindula.co.zw/Robert_Mugabe">Robert Mugabe</a>. 
He said he is part of the ZANU PF leadership despite the party electing new Central Committee and Politburo members at last month’s elective Congress, <a href="https://www.newzimbabwe.com/exiled-former-minister-mzembi-insists-he-is-still-a-zanu-pf-member-and-promises-surprises/">New Zimbabwe</a> reported. Mzembi is cited as saying:

Legally and technically, I am still a Zanu-PF Central Committee member, in party audits my cell location is Rupike township, Masvingo.
I don’t think my standing in the party is urgent business to them, they are focused on elections. It won’t be anytime soon, l am busy with other things too.
I have never recognised my other comrades’ expulsion, it was by all accounts an illegality, null and void to the extent that Zanu-PF did not follow due process or its own Constitution.
In its summary dismissal of party members, only made known to me under duress resulting in loss of office in both party and government, it is only Zanu-PF which can correct its illegality, not the victim.

Mzembi’s remarks come as other self-exiled former ministers, <a href="https://www.pindula.co.zw/Jonathan_Moyo">Jonathan Moyo</a> and <a href="https://www.pindula.co.zw/Patrick_Zhuwao">Patrick Zhuwao</a> have written to ZANU PF <a href="https://zero.pindula.co.zw/full-text-zhuwao-and-jonathan-moyo-apologise-to-zanu-pf-for-association-with-the-opposition/">apologising for their association with the opposition.</a>

Exiled Former Tourism Minister Mzembi Says He's Still A ZANU PF Member

Self-exiled former Tourism minister, <a href="https://www.pindula.co.zw/Walter_Mzembi">Walter Mzembi</a>, has disputed President Emmerson Mnangagwa’s claims that only three airlines were flying into the country in 2017 against 17 currently jetting in courtesy of the new dispensation.
Responding to a Twitter post by Information Secretary, Nick Mangwana, Mzembi warned departments against abusing President Mnangagwa by giving him fake statistics. 
Mnangagwa told the <a href="https://zero.pindula.co.zw/7th-zanu-pf-national-peoples-congress-today/">7th ZANU PF National People’s Congress</a> that things had improved under his leadership, <a href="https://www.newzimbabwe.com/ex-tourism-minister-challenges-mnangagwas-fake-airlines-statistics-at-zanu-pf-congress/">NewZimbabwe.com</a> reported. He said:

The number of airlines flying into our beautiful country has grown from three in 2017, to the present 17 airlines,” said the 80-year-old leader to wild applause from delegates at the party’s 7th congress.
We have moved from a state of isolation to an active member within the community of nations and a favourable tourist destination.”

In response, Mzembi said Mnangagwa who was endorsed as the party’s candidate at next year’s polls, was not being factual. He said:

He argued Mnangagwa was at the event.

Former Tourism Minister Disputes President Mnangagwa's Airlines Statistics

Exiled former Tourism Minister Walter Mzembi said that the majority of top ZANU PF officials are so old they will be dead by 2028.
The South African-based former G40 kingpin suggested that the demise of “old things” will result in the emergence of a new system that rewards merit not entitlement.
Mzembi made the remarks while contributing to a heated Twitter conversation over the weekend.
A ZANU PF sympathiser had declared that the new parliament building under construction in Mt Hampden will not accommodate opposition members when it is finally commissioned. In response, Mzembi said:

Old things are passing away, by 2028 the remnants will be gone to be with the ancestors.
Zimbabweans shall redefine a new value system not based on entitlement but on merit and only the people’s choices will make laws from this building.
</blockquote>
Mzembi said by “old things”, he was referring to the older generation in government, adding that older generations would have died.
President Emmerson Mnangagwa is 79 years old and will be 85 in 2028 while his deputy Constantino Chiwenga will be 71.
ZANU PF vice president and second secretary Kembo Mohadi would be 78 in 2028.
Mzembi left the country at the height of the 2017 military coup that deposed Robert Mugabe before Mnangagwa eventually took over the reins.

Top ZANU PF Officials Will All Be Dead By 2028 - Mzembi

Exiled former Minister of Tourism and Hospitality Walter Mzembi is not planning to return to Zimbabwe any time soon in spite of a recent High Court judgment that acquitted him of corruption charges.
Mzembi who was arrested after the late former President Robert Mugabe was deposed in a military coup in November 2017, is now living in South Africa.
He said he went into exile on health and political grounds and as long the same political environment continues to exist he will not be coming back any time soon. Mzembi said:
<blockquote>One day I will be back but I will not be prompted to come back soon, not by man, certainly not by acquittals.
The reasons for my being out are still valid, they are political in addition administratively I am here by the permission of the Courts on medical grounds notwithstanding the banter you may read from time to time.</blockquote>
Mzembi believes the charges against him were politically motivated and concocted by his erstwhile colleagues who had triumphed through the coup. He said:
<blockquote>All my accomplices were acquitted by the lower courts for the other case and charges withdrawn because the charges were extremely frivolous, they were framed in the heat of the moment in November 2017 when comrades were bloodthirsty.
My charges are absolutely political, how I can be arrested for donating TVs to churches yet there was a cabinet directive that was put in place to promote religious tourism and that directive is still in place.</blockquote>
In a judgement made available this week, Justice David Mangota of the Harare High Court cleared Mzembi on charges of abuse of office and stealing funds during the United Nations World Tourism Organisation (UNWTO) conference which was co-hosted by Zimbabwe and Zambia in 2013.
However, he still faces charges of donating four television sets to churches during his tenure.

"Here Is Proof ZANU PF Was Usurped By The Army," - Former Tourism Minister

Former Minister of Tourism, <a href="https://news.pindula.co.zw/2020/01/30/member-of-mzembis-newly-formed-party-resigns-citing-huge-risk/">Dr Walter Mzembi who now leads the People First political party</a> has claimed that ZANU PF does not rig elections on the voting day or after.
Posting on Twitter, Mzembi said that he, in an article he is writing, intends to reveal how ZANU PF wins elections. He said:
<blockquote>I am doing an article on what happens inside a Zanu PF cell from pre-independence to date which keeps our people voting for Zanu PF. There is no rigging on voting day or after. The minds of our people have been rigged for over 40 years, get it?</blockquote>
His remarks come when there is a standoff between the opposition MDC led by Nelson Chamisa and ZANU PF over the disputed 2018 election which the former claims was manipulated in favour of ZANU PF presidential candidate, President Emmerson Mnangagwa.
Another former Cabinet Minister, Professor Jonathan Moyo has since released a book, <a href="https://news.pindula.co.zw/2020/01/02/diagrams-in-excelgate-show-how-zec-created-an-illegal-route-to-transmit-presidential-election-results-to-harare/">EXCELGATE</a>, in which he ‘reveals’ how the 2018 elections were manipulated in favour of the ruling party.

"There Is No Rigging On Voting Day Or After," Mzembi Intends To Explain How ZANU PF Wins Elections

Mail and Telegraph reports that former Cabinet minister, Walter Mzembi  is battling cancer of the colon since June and is in South Africa receiving treatment.
This was revealed on Monday in a court application that Mzembi’s lawyer, Job Sikhala made seeking for an administrative warrant of arrest. An administrative warrant of arrest will be easy to remove before court when Mzembi does appear after his chemotherapy treatments.
All his matters have been remanded to December 4 and in the meantime an administrative warrant of arrest has been issued while they wait for the State to furnish them with State papers to prepare for trial. Mzembi was last week issued with another administrative warrant of arrest in another case where he is accused of criminal abuse of office.

Mzembi Suffering From Colon Cancer, In South Africa Receiving Treatment

Former Foreign Affairs Minister Walter Mzembi has appealed to President Emmerson Mnangagwa to ensure that his right to privacy is protected after reports on his health.
Mzembi is in South Africa where he is recovering from a surgery and has appealed to Mnangagwa to ensure that his privacy is protected. There have been reports that a warrant of arrest has been issued for Mzembi after he violated his bail conditions. Mzembi said he harbours no political ambition and appeals to Mnangagwa for assistance. Part of Mzembi’s appeal reads:
<blockquote>That notwithstanding I have and still renew the assurances of my highest consideration for the office of Head of State and Government, and President of Zanu PF, my party of birth. I am fully conscious that this is not my political season and am equally not in a hurry to find relevance in the current political space. My family and I do not desire to be mixed up in any of the goings on in Zimbabwe’s political landscape and I am hoping my constitutional rights for privacy and wishes for a civil nonpartisan life will be respected and reciprocated, especially my recuperation from such delicate surgery and post b treatment.</blockquote>

Walter Mzembi Responds To Reports On His Health, Appeals To Mnangagwa To Protect Right To Privacy

Former Tourism minister Walter Mzembi yesterday challenged the $1,8 million fraud charge levelled him stating that the State misdirected the court to believe that the permanent secretary in the Tourism ministry was the complainant instead of the United Nations World Tourism Organisation (UNWTO).
Through his lawyer Job Sikhala, Mzembi filed his application challenging placement on remand when he appeared before Harare magistrate Rumbidzai Mugwagwa yesterday. Mzembi is alleged to have defrauded the government of $1,8 million when he co-hosted the UNWTO conference in Victoria Falls last year together with his Zambian counterpart. Sikhala said if there was any misconduct against Mzembi, there was supposed to be a resolution by the UNWTO General Assembly to have him investigated. He said that the State misdirected itself by charging Mzembi who is not a signatory in  Aaron Mushoriwa and Sussana Makombe Kuhudzayi’s company called Africa Conventions.
Sikhala also argued that the theft of motor vehicle charge against Mzembi does not hold water as the said stolen motor vehicle was currently in the hands of the Tourism ministry. The State, represented by Michael Reza, opposed the application challenging placement on remand, saying Mzembi must go to trial and answer questions relating to why he authorised funds to be deposited into an unregistered company. The matter was remanded to February 19 for ruling.

Walter Mzembi Challenges $1,8 Million Fraud Charge

Former Foreign Affairs Minister, Walter Mzembi has dismissed rumours that he applied for political asylum at the Cuban Embassy after the military takeover. When the Zimbabwe Defence Forces (ZDF) launched Operation Restore Legacy,<a href="https://news.pindula.co.zw/2017/11/19/disgraced-foreign-affairs-minister-seeks-asylum-cuban-embassy-claims-mnangagwa-ally/"> Gokwe-Nembudziya MP Mayor Justice Wadyajena claimed that Mzembi was seeking asylum from the Cubans.</a> However, Mzembi dismissed this claim as false, saying that his family checked into a hotel in order to protect themselves. Mzembi also stated that his home had not been attacked by ZDF soldiers like what happened to <a href="https://news.pindula.co.zw/2017/11/15/images-ignatius-chombos-house-guards-exchanged-fire-soldiers/">former Finance Minister Ignatius Chombo</a> and <a href="https://news.pindula.co.zw/2017/11/28/jonathan-moyo-claims-25-sas-snipers-attacked-kasukuweres-home-firing-indiscriminately/">former Local Government Minister Saviour Kasukuwere.</a>
In an Interview, with the Daily News, Mzembi said:
<blockquote>I am hoping this interview can lay to rest the many falsehoods and fake news that have been generated and disseminated by my name and whereabouts in the most recent past, amounting to hate speech! Thank you for the opportunity to set the record straight. Now back to your first question, we were of course in bed at that wee hour but had been kept wide awake by anxiety over the statement by the military and its implications and also queries from the region on what was going on, remember on the night in question I had missed a flight to South Africa, where I had been granted an appointment with the South African Foreign Affairs minister in Pretoria in the morning of the 15th and later a meeting with President (Jacob) Zuma at 6 pm in Cape Town as part of my regional diplomatic tour but also as the ex-president’s special envoy. I had just completed a similar assignment in Zambia the previous day, where I had met both the Foreign Affairs minister and President Lungu. So my colleagues in the region were equally anxious. As to our reaction as a family, we stayed on and only moved into a hotel around 6 am, as we were now responding to various messages on the insecurity of Cabinet ministers getting to us from various sources.
We never were visited by the military contrary to falsehoods peddled by social media, and some of my colleagues in government who have been authoritatively peddling lies about my whereabouts and supposed fugitive status. I never left Zimbabwe nor sought sanctuary anywhere including the Cuban Embassy as asserted by some. My immigration and passport records can confirm this, including checking with the said embassies that are clearly irritated by these falsehoods. It’s just malice!</blockquote>
Mzembi went on to say that he was willing to take a break from politics if it was in the best interests of Zanu-PF. Said Mzembi:
<blockquote>I am yet to meet my constituency to sound them out on this, but if it’s not Zanu PF representation as predicated by my expulsion from the party, it’s time for a sabbatical. I will lend my support to any Zanu PF cadre nominated by the Party and I hope they can support me in my private life trajectory as well.</blockquote>

I Never Claimed Asylum At The Cuban Embassy: Mzembi

Foreign Affairs Minister Walter Mzembi has said that he is going to engage Western countries after years of frosty relationships. Mzembi wants to establish robust commercial diplomacy. speaking at the United Nations Day commemorations on Monday, Mzembi said:
<blockquote>I also intend, going forward, to pursue a thrust on rapprochement, we need to get back together with many of our friends that have gone away.
…We need to convert our political relations now into economics so that we can uplift the lives of our people.
My desire is to keep the flame burning around old friendships and we have many of them, they are manifest in this room.
It will be marked by my own deployment in this sector, which in itself is very symbolic of the regeneration of our government. I am arguably the youngest Foreign Affairs minister to be deployed in this portfolio and in itself it is a signal from the President on how we are going to engage together.</blockquote>

Mzembi To Mend Diplomatic Relations With Western Countries

The government of Zimbabwe through Minister of Foreign Affairs, Walter Mzembi has said that it respect’s the World Health Organisation’s (WHO) decision to rescind President Robert Mugabe’s appointment as the goodwill ambassador for non-communicable diseases. According to Mzembi, WHO had more to gain from Mugabe’s appointment than Mugabe himself.
Said Mzembi
<blockquote>We respect the WHO decision as much as we respected their initial decision to honour our President
The inordinate noise around the designation of the President [Mugabe] as WHO Global Ambassador for Africa does not assist the cause in the first place. If anything it is WHO that has benefited tremendously from its decision in nominating President Mugabe to lead the fight against NCDs through media amplification of WHO itself, and curiosity by the general public on what really are NCDs, by tagging the name Mugabe to the debate. On a name recognition scale, this name beats them all, but it is our business to protect its brand equity from unnecessary besmirching
So on the balance, it is wiser to let go, and help WHO focus on its mandate while we focus Zimbabwe on its membership obligations. That notwithstanding, the President will carry on with his passion for NCDs which are killing over 40 million people per annum with 80% of them from the developing world.</blockquote>
