Zimbabwe is projected to harvest approximately 2.3 million tonnes of maize during the 2024/25 agricultural season, marking the fourth-largest yield in the nation’s recorded history.
This projection was announced by the Minister of Information, Publicity and Broadcasting Services, Hon. Jenfan Muswere, during a post-Cabinet media briefing held in Harare on Tuesday. He said:

Cabinet received an update on the Second Round Crop, Livestock and Fisheries Assessment Report. The report indicates that the area planted to maize increased from 1 728 897 hectares in the 2023/24 season to 1 839 373 hectares in the 2024/25 season.
The 6,4% increase is marginally above the target of 1,8 million hectares. Based on this assessment, maize production in the 2024/25 season is estimated at 2 293 556 metric tonnes, the fourth highest ever production by the country.

This comes after a difficult 2023/24 season marked by an El Niño-induced drought, which brought prolonged dry spells and delayed rainfall across several provinces.
The impact was not confined to Zimbabwe alone but stretched across southern Africa, causing widespread cereal shortages and heightened food insecurity.
Muswere attributed the projected bumper maize harvest for the 2024/25 summer cropping season to improved rainfall distribution and the continued implementation of conservation farming methods, notably the Pfumvudza/Intwasa programme.
Muswere also reported notable growth in key cash crops, with tobacco output increasing by 15%, cotton by 52%, and sunflower by an extraordinary 303%.
In the livestock sector, beef production rose from 90,000 metric tonnes in 2023 to 94,623 metric tonnes in 2024. The national cattle herd registered a modest increase of 0.4%, reaching 5.7 million. Said Muswere:

Communal areas continue to dominate livestock farming, accounting for 64% of the total herd. Mashonaland East, Manicaland and Midlands were the top milk-producing provinces in 2024, accounting for 89% of the country’s total production of 115 million litres, a 10% increase from last year.

Despite the outstanding payments for cotton delivered to the Cotton Company of Zimbabwe (COTTCO) in 2024, preparations for the transportation of this year’s crop are already underway, with transporters currently being engaged.
COTTCO’s Chief Executive, Rockie Mutenha, told <a href="https://www.herald.co.zw/cottco-readies-for-60-000t-cotton-intake/">The Herald</a> that the company had contracted 109,362 hectares and was expecting no less than 60,000 tonnes of seed cotton this season. Said Mutenha:

He called on farmers who need picking bags and woolpacks to approach their business units.

The Crops, Livestock and Fisheries Assessment Report: First Round (CLAFA-1) for the 2024/25 summer season indicates an improvement in cotton production compared to the previous season, which was adversely affected by the El Niño-induced drought.
According to the report, farmers planted a total of 122,493 hectares of cotton across the country.
The crop is reported to be in good condition, owing to a favourable rainfall season.
In 2024, Zimbabwe recorded its lowest seed cotton output in recent years, producing just 13,500 tonnes due to the impact of the El Niño drought, which affected both the area planted and overall productivity. Of this total, COTTCO received 9,828 tonnes.
By contrast, in 2023, the country produced 90,100 tonnes of seed cotton, with COTTCO taking delivery of 69,200 tonnes. COTTCO is currently spearheading the Presidential Inputs Support Scheme for cotton.

Unpaid Cotton Deliveries Cast Shadow Over 2025 Marketing Season

Tobacco farmers in Zimbabwe have made around US$279 million from selling 81.3 million kilogrammes of flue-cured tobacco since the 2025 marketing season began on 5 March, according to the Tobacco Industry and Marketing Board (TIMB).
By day 31 of the selling season, figures from TIMB show that 77 million kilogrammes had been sold through the contract system, earning farmers US$265 million at an average price of US$3.44 per kg.
A further 4.3 million kg had gone through the auction floors, bringing in US$14.2 million at an average of US$3.30 per kg.
The highest price paid at the contract floors was US$6.30 per kg, while the auction floors capped out at US$4.99 per kg.
On the export side, 50 million kilogrammes of tobacco have been shipped out, generating US$315.2 million at an average price of US$6.31 per kg.
The Far East remains the biggest buyer of Zimbabwean tobacco, importing 29.8 million kg worth US$240.1 million — an average price of US$8.05 per kg. African countries bought 7.2 million kg for US$30.3 million.
The Middle East took in 5.5 million kg valued at US$12.4 million, while the European Union bought 4.4 million kg for US$23.5 million.
Buyers from the Americas took 2.3 million kg worth US$7.1 million, and other European countries bought 477,200 kg worth US$1.4 million.
Oceania imported the least, buying just 28,560 kg, but paid the highest price per kg — US$8.45 — bringing in US$241,332.
Tobacco is one of Zimbabwe’s biggest earners, pulling in over US$1 billion a year. However, experts say the country could make even more if it processed the crop locally and exported finished tobacco products.

TIMB said its inspectors uncovered two corruption scams within 48 hours at the Tobacco Sales Floors.
The tobacco board said the busts are part of ongoing efforts to stop illegal activities that hurt fair trading and take advantage of struggling tobacco farmers. It added:

Their strategy was to solicit bribes from unsuspecting farmers, offering them favourable auction outcomes in return.
After paying the requested amount, part of the money was passed to a checker representing one of the merchants, while another portion was handed over to an outside trader who would later purchase the manipulated bales at a lower cost.

The Zimbabwe Tobacco Growers Association (ZTGA) has urged farmers to adopt best production practices, particularly in the reaping, curing, and grading of tobacco to maximise their returns from the golden leaf.
ZTGA president George Seremwe emphasized the importance of maintaining the quality and market value of the crop, warning that poor handling could lead to significant financial losses. He said:

In terms of curing and grading of tobacco, there are some gaps affecting our farmers. We urgently need refresher courses for our new farmers to stay abreast with best standards as required. If done well, farmers will get better prices for their produce.

Kutsaga Chief Executive Officer Frank Magama described curing as the cornerstone of flue-cured tobacco production. Said Magama:

When done properly, it enhances the flavour, aroma and colour, attributes that define grade and market value.
In fact, up to 75% of a leaf’s price is based on colour alone.

He said farmers should adhere to standard curing procedures, which typically span seven to eight days.
The process begins with the colouring stage at temperatures between 30°C and 35°C, followed by moisture loss and colour fixing. 
It then advances to lamina drying at 50°C to 60°C, and finally to midrib drying at 61°C to 71°C.
On the eighth day, the heat is turned off to allow moisture to re-enter the leaf, conditioning it for handling and storage. Added Magama:

Colouring must be followed by timely colour fixing and drying to preserve quality. We encourage farmers to monitor barn conditions closely and avoid over-curing, which leads to leaf breakage or mould…

ZCFU Matabeleland North vice-chairperson Clive Munakandafa told NewsDay that the national cattle herd has seen little to no significant growth over the past decade. Said Munakandafa:

Our national cattle herd has not recorded significant growth, hovering between at five million to 5,5 million beef herd for at least the last 10 years as an example.
While we acknowledge that recurring droughts and disease outbreaks have undeniably played a role in this stagnation, there has been an untapped opportunity to empower communal farmers by helping them transition from subsistence practices to commercially viable livestock production.

Munakandafa added that the artificial insemination programme aims to improve the genetic quality of existing cattle and goat herds, thereby increasing productivity, sustainability, and profitability for rural communities.
The initiative will introduce superior breeds, including Brahman, Boran, and Beefmaster for cattle, as well as Boer and Saanen for goats. These breeds are renowned for their faster growth rates, higher meat and milk yields, and greater resilience to climate change.
Farmers will receive both online and hands-on training covering artificial insemination techniques, livestock management, breeding cycles, and fodder production, ensuring that technology is supported by knowledge and best practices.

In a statement issued on Wednesday, April 9, GMB Chief Executive Officer Edson Badarai confirmed the disbursement. He said this latest payment brings the total amount paid to farmers so far to US$23 million and ZiG215 million. Said Badarai:

The Grain Marketing Board has received USD 5 million for wheat payments this week bringing total payments for wheat deliveries to USD 23 million and ZWG 215 million.

However, Badarai has not disclosed the outstanding amount still owed to farmers for wheat delivered last year.
This lack of clarity may raise concern among farmers, especially as GMB has yet to fully pay for wheat deliveries made in 2024—at a time when preparations for the 2025 winter farming season are already underway.
GMB has developed a reputation for delaying payments to farmers, a pattern that has led to cash flow challenges and made it increasingly difficult for many farmers to operate their enterprises efficiently.
Commenting on the situation, George Charamba, Deputy Chief Secretary for Presidential Communications in the Office of the President of Zimbabwe, remarked, “Something is not right!”
GMB’s announcement coincided with a separate statement by the Minister of Finance, Economic Development and Investment Promotion, Mthuli Ncube, who revealed that the government had disbursed US$3.1 million in cash to 378 white former commercial farmers who lost land during Zimbabwe’s land reform programme.

The government gave GMB $5 million to pay farmers for winter wheat. GMB got a total of $23 million. The CEO thanked the government for the money. But, he didn't say how much is still owed to farmers. Zimbabwe National Farmers Union (ZNFU) president, Monica Chinamasa, said farmers also need to know whether the payment will be 100 percent in foreign currency or a split portion, as well as the timing of payment after delivery.
Zimbabwe Women Farmers Trust president, Depinah Nomo, said they welcomed the prices but expected the government to review them in line with increases in input prices and also ensure that farmers are paid in foreign currency.

Emmanuel Matsvaire has been serving as the acting CEO since September 2022, following the dismissal of Meanwell Gudu.
Rugeje made these claims while giving oral evidence before Parliament’s Portfolio Committee on Lands, Agriculture, Fisheries, Water, and Rural Development on Tuesday, where TIMB directors were questioned about the prolonged delay in appointing a substantive CEO. He said:

The absence of a substantive CEO has caused significant toxicity. But we thought, as a committee that oversees our industry, you could assist in resolving this issue. The situation is far from ideal—there are numerous challenges.
Some of the issues being raised are directly related to the absence of a permanent CEO. If we had one, many of these problems would be alleviated. We are handicapped as a board without leadership…
The industry is in a good place, but there is toxicity. There is too much interference—not just within management, but also from external pressures.
There are vested interests, including politicians, businesspeople, and traders, who want to know what is happening at TIMB.
If we do not resolve the CEO issue soon, the “elephant in the room” will continue to linger.

TIMB board chairman, Patrick Devenish, said that the board is in the final stages of compiling a shortlist, which will soon be submitted to the Minister of Lands, Anxious Masuka.

Zimbabwe’s 2025 tobacco selling season kicked off in Harare on Wednesday, with the first bale selling for US$4.65, a notable improvement from the US$4.35 recorded in 2024.
Speaking at the official opening of the selling season, Tobacco Industry Marketing Board (TIMB) Chairman Patrick Davenish announced that 32 buyers and 43 contractors are purchasing from 56 selling points across Zimbabwe. He said:

The Board has also approved decentralised contract sales to be conducted at 56 selling points and 7 centres. Concerning payment modalities, the Reserve Bank of Zimbabwe (RBZ) advised that the foreign currency retention for tobacco is 70% in line with the retention level for other market players. This means that 30% will be paid in local currency.

However, farmers have raised concerns that all farming inputs are sold exclusively in United States dollars.
Some farmers are in debt to suppliers in USD, but with 30% of their earnings paid in local currency, they find themselves in a difficult position.

ZOAC Rebranded To Zimbabwe Agricultural College (ZIACO)

Tobacco Industry and Marketing Board (TIMB) chairperson Patrick Devenish has said Zimbabwe is expecting a record tobacco harvest of 300 million kilogrammes this year, thanks to good rainfall and increased production by smallholder farmers.
Devenish said this while giving evidence before the Parliamentary Portfolio Committee on Lands, Agriculture, Fisheries, Water, and Rural Development on Tuesday. He said:

The crop has performed exceptionally well since the rains began in January, and we’re anticipating a substantial harvest.

Devenish said that the current estimate is 280 million kilogrammes, with the potential to exceed this figure as the third estimate is being finalised. He said:

While we are cautious about making guarantees, we believe a 300-million-kilogramme crop is achievable.

He attributed the increase in tobacco production to the growing success of smallholder farmers, who have greatly benefited from the tobacco contracting system. Said Devenish:

The contracting system has been in place for some time but continues to strengthen, helping the smallholder sector to flourish.
A significant part of the industry’s success is due to these farmers. Their yields have risen sharply, and the quality of their tobacco has improved as well.
This has led to the emergence of a new rural middle class, boosting the desirability of our tobacco.

Ahead of the 2025 tobacco selling season, set to begin this Wednesday, TIMB has licensed 31 A-Class buyers and 44 contractors. Devenish said:

Zimbabwe's 2025 Tobacco Harvest Set To Hit 300 Million Kilogrammes

Zimbabwe’s 2025 tobacco marketing season is set to begin this Wednesday, March 5, with the opening ceremony scheduled for the Tobacco Sales Floor in Harare. Contract sales, which will handle 95 per cent of the crop, will officially start on Thursday.
Patrick Devenish, the chairperson of the Tobacco Industry and Marketing Board (TIMB), pointed out that national tobacco production has grown significantly in recent years. He said this growth has helped smallholder farmers in rural areas to achieve a better standard of living.
Devenish made these comments while appearing before Parliament’s Portfolio Committee on Lands, Agriculture, Fisheries, Water, and Rural Development on Tuesday.
The committee, led by Chivi South MP Felix Maburutse (ZANU PF), inquired about the preparations for this year’s tobacco marketing season.
Devenish also said that Zimbabwe’s tobacco is considered among the highest quality in the world, competing strongly with top producers like Brazil and India. He said (via <a href="https://www.herald.co.zw/tobacco-marketing-season-opens-today-amid-bumper-crop/">The Herald</a>):

The first one is the ministry that has provided superb leadership to the tobacco industry. The contracting system has been around for some time, but it is growing stronger and stronger and that has allowed the development of smallholder farmers.
The success of the industry is due to the success of smallholder farmers. The yields of smallholder farmers have gone up significantly, and so has the quality of the products.
We are looking up to the smallholder sector which I personally believe is the future of the African continent. So, I think that is a big factor.
The recognition from the global cigarettes and other tobacco manufacturing markets, that Zimbabwe is indeed the best producer of smoking leaf in the world, has made a huge difference.

Devenish revealed that TIMB has licensed 31 buyers and 44 contractors for the upcoming season.
Under the new payment structure, farmers will receive 70 per cent of their proceeds in foreign currency, with the remaining 30 per cent paid in local currency, converted at the prevailing auction exchange rate on the day of sale.
The foreign currency will be directly deposited into the growers’ foreign currency accounts, while the local currency payments will be credited to their local bank accounts or e-wallets.
Prices on the auction floors will be determined through a competitive bidding process, with the highest bid setting the final price for each bale of tobacco.

Zimbabwe will start selling tobacco on March 5, 2025, with most of it sold through contracts. The chairperson of the Tobacco Industry and Marketing Board said that tobacco production has increased, helping small farmers. The quality of Zimbabwean tobacco is very good, competing with other top producers. The government has licensed buyers and contractors for the season. Zimbabwe’s 2025 Tobacco Marketing Season Opens

Warthogs are threatening food security in Insiza District, where farmers, whose crops were devastated by the El Niño-induced drought during the 2023/24 season, had hoped to harvest grain this year following decent rains.
Driven by hunger, the warthogs are damaging fields of maize and small grains, leaving farmers in despair.
In an interview with the <a href="https://newsday.co.zw/southerneye/local/article/200038967/warthogs-wreak-havoc-in-insiza">Southern Eye</a> on Sunday, Nhlanhla Sibanda, a farmer from Sikongonya Montrose 4A in Ward 19, said that the warthogs invade their fields at night, causing widespread destruction to their crops. Said Sibanda:

They come and eat or bring down our maize. I farm maize, sorghum, and millet on my two hectares of land, but these animals are making it difficult for us to get a good harvest.
We also have kudus coming in from the Bhangalume farm nearby.
We appreciate that these animals promote tourism, but they are harming us, especially now when we are already battling the effects of El Niño.
We are trying to preserve our crops, but these animals are making it impossible.
</blockquote>
Sibanda added that they have been forced to sleep in the fields to protect their crops from the wild animals.
Another farmer, 61-year-old Johnson Ncube, appealed to the authorities, urging them to address the growing problem of wildlife destruction. Said Ncube:

It is heartbreaking. Every grain means a lot especially in times like these when hunger is at our doorstep.
We are pleading with the government to assist us with wire to fence off the areas where these animals roam.
We need to harvest as much as possible. We cannot afford to lose what little we have.
We cannot live on hope for tomorrow when today’s survival is already at risk. Something needs to be done.
</blockquote>
Insiza Agritex supervisor Christabert Moyo warned farmers that trapping or killing the warthogs could result in imprisonment. Said Moyo:
<blockquote>
The only thing they can do is stay up at night and chase them away.
We do not allow them to use a trapping system where they dig holes or trenches and cover them with grass to catch the warthogs.
This method can reduce the species population in the community, so we discourage it.
</blockquote>
Moyo alleged that while some villagers are familiar with traditional methods for deterring problem animals, they are unwilling to share this knowledge, even with Agritex.

Insiza Farmers Face Warthog Threat After El Niño Drought

Lingiwe Ravasingadi, a farmer from Kwekwe in Midlands Province, is using drone technology to fight the African armyworm, which has been damaging crops in the area.
Drones equipped with GPS and advanced sprayers allow farmers to precisely spray pesticides on affected areas. They can fly over fields, targeting spots with pests like the African armyworm.
In an interview with the <a href="https://www.chronicle.co.zw/farmer-deploys-drones-to-combat-devastating-armyworm/">Chronicle</a>, Ravasingadi said that she expects a maize yield of 10 tonnes per hectare from her 120-hectare crop, which is now in the milking stage.

The crop has reached the milking stage and if we successfully deal with the armyworm, we are expecting an average yield of 10 tonnes per hectare.
The drone is very effective in dealing with pests. Our crop had grown so much that the boom spray was no longer viable to use.
However, with the use of drone technology, we have managed to deal with the problem of the armyworm as it managed to penetrate the plants.
We are happy with the good bill of health being presented by our crop at the moment.

She explained that using a drone for spraying is not only faster but also more cost-effective compared to traditional methods like tractors and boom sprayers. Drones can cover large areas quickly, reducing the time spent on manual spraying. 
Drones also require less labour and fuel, making them a more economical choice for farmers. This efficiency allows her to target specific problem areas with precision, minimising pesticide use and cutting down on operational costs.

Lingiwe Ravasingadi, a farmer from Kwekwe, uses drones to fight armyworms damaging crops. Drones spray pesticides precisely on affected areas, helping increase maize yield. Drones are faster and cheaper than traditional methods like tractors. They target specific areas, reducing pesticide use and operational costs. Ravasingadi credits drone technology for the success of her crop. She expects 10 tonnes of maize per hectare thanks to drones. Fighting pests with drones is more efficient, saves time, labor, and fuel, making it a better choice for farmers.

Drone Technology Helps Kwekwe Farmer Tackle Armyworm Infestation

The Confederation of Zimbabwe Industries (CZI) says the country should focus on adding value to its cotton to help grow the sector and earn more foreign currency.
CZI Chief Economist Cornelius Dube said that instead of just exporting raw cotton, the country should aim to produce products like yarn, which have a higher value. Said Dube (via <a href="https://businesstimes.co.zw/czi-calls-for-value-addition-to-revive-cotton-sector/">Business Times</a>):
<blockquote>
Cotton is one of the strategic pillars identified under the National Development Strategy 1 (NDS1) as an area with significant industrialization potential.
However, while we have a comparative advantage in producing lint, we lack the same advantage in manufacturing value-added products.
If we shift focus to processing lint into yarn and other finished goods, we can increase export revenue and maximize economic benefits.
</blockquote>
Dube also called for the commercialisation of cotton farming and the introduction of incentives to encourage farmers to boost their yields. He said:
<blockquote>
The major challenge is the absence of incentives to encourage farmers to boost output, which would, in turn, support value addition.
More farmers participating in cotton farming means greater opportunities for industrial growth beyond lint processing.
If we increase cotton production, we can attract more investment into the textile industry.
</blockquote>
Dube also said it is imperative to bring large-scale commercial farmers back into the cotton sector and allowing them to market their produce independently. He said:
<blockquote>
Currently, small-scale farmers dominate the sector, but their yields are low. In the past, when commercial farmers were active, production levels were much higher.
One way to bring back commercial farming is by leveraging the newly announced title deed program, enabling farmers to own land and cultivate cotton on a commercial scale.
This would allow them to market their produce independently, sell lint to spinners and weavers, and reduce dependence on lint exports.
</blockquote>
Southern Cotton Company Managing Director and Cotton Ginners Association member Caos Nzenze, said:
<blockquote>
We need to address the primary production of seed cotton, which has significantly declined. There is substantial potential to expand and revive the sector to its former glory when we used to export large volumes of cotton.
There is considerable room for growth in value addition. Most ginners currently sell their cotton seeds to oil expressers.
However, individual companies could enhance their operations by extracting oil and producing stock feeds for farmers, adding more value to the crop.
</blockquote>

The CZI wants Zimbabwe to make more money from cotton by making products like yarn instead of just exporting raw cotton. They say this will help the country's economy and create more jobs. They also want to give incentives to farmers to grow more cotton. They think this will attract more investors to the textile industry. They also want big farmers to come back to growing cotton and have their own land. This will help bring back the sector to its former glory when they used to export a lot of cotton. They also want companies to add more value to the cotton by making oil and stock feeds from the seeds.

CZI Calls For Focus On Value Addition To Boost Cotton Sector

The Cotton Company of Zimbabwe (COTTCO) owes cotton farmers US$5.6 million in legacy debt from the 2022/23 season, with half of the amount expected to be settled in local currency.
COTTCO’s acting CEO, Rockie Mutenha, confirmed the outstanding payments, saying that while farmers have received the US dollar component for the 2023/24 season, the local currency equivalent—amounting to US$400,000—remains unpaid. Said Mutenha (via <a href="https://businesstimes.co.zw/cottco-owes-farmers-us6m-delays-threaten-livelihoods/">Business Times</a>):
<blockquote>
We have paid 100% of the US dollar component for the 2023/24 season. What remains is the US$400,000 portion paid in ZWL.
We anticipate clearing this amount before the marketing season begins. We are still ginning, and as we sell the processed cotton, we should be able to pay the farmers.
</blockquote>
Mutenha said that COTTCO has reached out to the relevant authorities for assistance and is hopeful of clearing the outstanding payments soon. He said:
<blockquote>
We acknowledge that we owe farmers US$5.6m from the previous season, half of which will be paid in local currency.
We are making frantic efforts to secure funds, and our applications for assistance are under consideration. We deeply value our farmers and are committed to ensuring they are paid.
</blockquote>
Cotton Producers and Marketers Association (CPMA) chairman, Stewart Mubonderi said COTTCO’s delays in paying farmers fuels side marketing. He said:
<blockquote>
This delay is eroding farmers’ trust in COTTCO and forcing many into side marketing. Farming is a business—if farmers are not paid on time, they become disillusioned and discouraged.
What’s shocking is that COTTCO has already sold all the cotton delivered, yet the farmers remain unpaid.
</blockquote>
Communities in cotton-dependent areas such as Gokwe, Mwenezi, Chiredzi, and Checheche are among the hardest hit by COTTCO’s failures, as cotton is often the only viable cash crop for these regions. Said Mubonderi:
<blockquote>
This is not just about late payments; it’s about survival. Cotton is the lifeblood of these communities. If farmers continue to be shortchanged, it leads to poverty, social problems, and even crime.
We call upon COTTCO to settle these debts immediately to restore confidence in the sector and improve farmers’ livelihoods.
</blockquote>

COTTCO Owes Cotton Farmers US$5.6 Million In Legacy Debt

The Grain Marketing Board (GMB) has received US$7.5 million and ZiG$100 million for wheat payments over the past week, according to the company’s CEO, Edson Badarai.
This latest cash infusion from the Treasury brings the total payments for wheat deliveries to US$18 million and ZiG$215 million. Added Badarai:

The Grain Marketing Board (GMB) got US$7.5 million and ZiG$100 million to pay wheat farmers. The money is from the Treasury. So far, GMB has paid US$18 million and ZiG$215 million to wheat farmers. Treasury Injects US$7.5 Million And ZiG$100 Million Into GMB For Wheat Payments

The Horticultural Development Council (HDC) has expressed concern over the Reserve Bank of Zimbabwe’s (RBZ) decision to reduce the foreign currency retention threshold for exporters from 75% to 70%.
HDC CEO Linda Nielsen said that this policy change poses major challenges for Zimbabwe’s horticulture sector, which depends on foreign earnings to sustain operations, drive growth, and remain competitive in global markets. Said Nielsen:

The horticulture industry operates within tight cost margins, with most inputs such as power, fuel, seed, fertilisers, packaging, and freight-denominated in US dollars.
The reduction in forex retention means exporters will have less hard currency to meet these critical expenses, placing strain on cash flow and investment in the sector.
Producers of export-oriented crops such as peas, which have high production and logistics costs, may be forced to scale back operations.
Some farmers may pivot to alternative crops and shift focus to local cash markets, which do not provide the same foreign currency inflows or long-term economic benefits as exports.
</blockquote>
Nielsen reiterated the HDC’s previous recommendation that local utility providers, such as ZESA and municipal authorities, should charge for their services in ZiG to align with the new foreign currency retention framework.
She explained that exporters are currently required to pay many domestic obligations in foreign currency, creating an imbalance where they retain less forex while still facing high USD-denominated costs.
The HDC argued that adjusting local utility pricing to ZiG would ease the financial pressure on exporters and support the broader shift towards the use of the local currency.
In this regard, Nielsen urged policymakers to engage with the sector to find solutions that balance the need for foreign currency reserves with the long-term sustainability of Zimbabwe’s horticulture industry.
She added that a stable and predictable policy environment is essential for maintaining Zimbabwe’s competitiveness in regional and global horticulture markets.

Zimbabwe's horticulture industry is worried because the Reserve Bank is reducing how much foreign money they can keep. This is a problem because most things they need to run, like power and seeds, are bought in US dollars. Having less foreign money will make it hard to pay for these things, and some farmers might have to stop growing certain crops. South Africa Names 14 Soldiers Killed In DRC Conflict

The Cotton Company of Zimbabwe (COTTCO) said that it will take delivery of a 60-tonne oil-expressing plant from a Chinese partner, expected to arrive in the first or second quarter of 2025.
Updating on the current cotton planting season on Friday, COTTCO’s acting chief executive, Rockie Mutenha, said that the new plant will be located in Gokwe. He said (via <a href="https://www.herald.co.zw/cottco-to-install-oil-expressing-plant-in-gokwe/">The Herald</a>):
<blockquote>
On oil expression and green energy projects, COTTCO is acquiring a 60-tonne oil expressing plant from a Chinese firm, and the plant will be stationed in Gokwe.
We chose Gokwe because it has the highest throughput for factory processing and population. We expect the plant to be delivered in the first or second quarter of 2025.
</blockquote>
COTTCO is also advancing its green energy project to power the Muzarabani ginnery, which is facing electricity challenges. Said Mutenha:
<blockquote>
We expect to generate more energy than we require, with excess power channelled into the national grid for consumption by other electricity users in Muzarabani.
The project has not yet taken off as we are in discussions with financial and technical partners, but it will take place this year.
</blockquote>
Regarding the current season, Mutenha announced the introduction of a farmer classification system to streamline input distribution.
This new system categorizes farmers based on their historical performance in production, productivity, and loyalty in delivering to COTTCO.
Farmers are classified into three groups: gold for those with 4 hectares or more of cotton, silver for those with 1 to 3 hectares, and bronze for those with less than 1 hectare or practising Pfumvudza/Intwasa.
Mutenha said that the crop stages indicate a very late season, with most of the crop not yet reaching the productive stage. He said:

About 12 percent of the crop has just emerged, having been planted late; 31 percent is between two and four pair leaves; 32 percent is between four and six leaves; 18 percent is squaring; seven percent is at flowering to ball formation stages; and one percent is at full ball formation.
The crop is healthy, and a good harvest is expected if it continues to rain into February and March.
</blockquote>
Mutenha said COTTCO has successfully paid 100% of the foreign currency payments due from last year, accounting for 75% of the value.
However, the remaining 25%, amounting to US$400,000 to be paid in local currency, is still outstanding.
Mutenha assured that the company is committed to clearing the balance before the 2025 marketing season begins.

COTTCO is getting a new 60-tonne oil-expressing plant from China for Gokwe. They are also working on a green energy project for Muzarabani. They are classifying farmers based on their performance. The current cotton crop is behind, but if it keeps raining, they will have a good harvest. COTTCO has paid 75% of foreign currency payments from last year, but still needs to pay 25% in local currency. They promise to pay before the 2025 marketing season.

COTTCO Plans To Install 60-Tonne Oil-Expressing Plant In Gokwe

Zimbabwe’s grain farmers are urging the government to make payments entirely in United States dollars (USD) within one week of delivery, reported <a href="https://businesstimes.co.zw/farmers-demand-full-us-dollar-payments/">Business Times</a>.
This request comes after the Grain Marketing Board (GMB) announced a producer price of US$335.14 per tonne.
While farmers appreciate this price, they are worried about payment delays and the use of local currency in the payment process.
Farmers have argued that many of their operational costs, such as seeds, fertilizers, and chemicals, are in US dollars.
Receiving partial payments in local currency poses difficulties, especially given its rapid depreciation.
Patrick Chiruka, a farmer from Shamva, called on the government to fulfil its commitment to USD payments. He said:

What we want is to receive the full US$ 335.14 per tonne on time. Receiving part of the payment in local currency makes it difficult for us to plan our next steps. The government must honour its commitment to paying in US dollars.

Goromonzi-based farmer Alfred Nyarambi said he has no use for the local currency, as he purchases all his inputs in US dollars. Added Nyarambi:

Edward Dune, an agriculturist and former executive of the Zimbabwe National Farmers Union, said the new maize price is a positive step, aligning with global market standards.
However, he stressed that the government must ensure timely and full payments in US dollars to encourage farmers to continue selling their grain in the formal market.

Grain farmers in Zimbabwe want to get paid in US dollars within a week of delivering their crops. The Grain Marketing Board is offering $335.14 per tonne, but farmers are worried about delays and getting paid in local currency. They need US dollars to cover their costs for seeds and chemicals. Farmers like Patrick Chiruka and Alfred Nyarambi want the government to stick to its promise of paying in US dollars. Edward Dune, an expert, says the new price is good, but full and on-time payments in US dollars are important to keep farmers selling their grain in proper markets.

Grain Farmers Demand Full USD Payments

A new chilli processing plant with a capacity of 80 tonnes per day, alongside a hybrid out-grower scheme, is being established in Mashonaland West Province.
The project combines a cluster approach to involve smallholder, medium, and large-scale commercial farmers.
As reported by <a href="https://www.herald.co.zw/chilli-outgrower-scheme-launched/">The Herald</a>, StaGri Brands, the project’s off-takers, includes investors, the ZIMRA Pensions Fund, and multinational company De Smit Food International. They are setting up the factory at Nyahondo Farm in Zvimba district.
The factory is said to be over 70% complete, with processing plant equipment already in the country. The plant will join others in countries like Egypt, Thailand, Vietnam, and China.
It will process both fresh and dried chillies for the international market, including China, with its 1.4 billion-strong population.
It will also produce paste for internationally recognized brands such as Heinz and Indo Foods.
Contracted farmers are growing the Tejaswini chilli variety, which can yield up to 400kg per quarter acre.
With a market price of around US$1.50 per kilogramme, this translates to $1,500 per tonne of the hot vegetable.
Initially, the Zimbabwean plant will contribute 5% of De Smit International’s retail packaged and bulk paste, with the potential to increase production to 10%.
De Smit Food International team leader, Erwin De Smit, explained that the company is expanding internationally and will need more raw materials to meet growing demand. Said Smit:

Due to climate change, we have to spread our risk to several countries and we feel that Zimbabwe will give us great opportunities.
I didn’t know that agriculture was developed in Zimbabwe and gave that many opportunities.
I was immediately impressed the first time I came into the country.

Partner Jack Men from China said that the venture would create value for farmers and empower communities, highlighting the vast potential of the chilli product market. He said:

We are here in Zimbabwe to look for healthy and qualified products. Look at the weather here; it is perfect for growing the best chillies.

StaGri Brands CEO, Valentine Tapfumaneyi, called for the product to be granted Export Processing Zone (EPZ) status. Said Tapfumaneyi:

Hybrid Chilli Out-grower Scheme Launched

Statement by Ben Freeth, Spokesperson for SADC Tribunal Rights Watch, Zimbabwe, regarding the Zimbabwean government’s issuance of title deeds to holders of land expropriated from white commercial farmers:

SADC Tribunal Rights Watch is concerned about the Zimbabwe government’s current plans, overseen by the highly controversial and US-sanctioned businessman, Kudakwashe Tagwirei, to issue “title deeds” for farms that already have legally issued title deeds owned by former white commercial farmers, small holders, members of the Zimbabwe People’s Revolutionary Army (ZIPRA) whose properties were seized, and others.
These title deed owners have not been compensated for their land, despite having final and binding court judgments which confirm that such original title deeds are still bona fide.
At an event on President Mnangagwa’s Precabe farm near Kwekwe on Friday 20 December 2024, a handful of farmers, including Mnangagwa, received “title deeds” to the farms they are currently on.”
Such deeds fly in the face of international law and the Southern African Development Community’s SADC Treaty of 1992.
The final and binding judgement of the Southern African Development Community’s SADC Tribunal in the Campbell case, will render these new “title deeds” unbankable and, in the final analysis, worthless unless there is first a full and fair settlement with the owners of the original title deeds.
In 2008, the tribunal found for a group of Zimbabwean farmers on the basis that they were deprived of their land without the right of access to the courts and the right to a fair hearing, both of which are essential human rights.
In this way, the tribunal held that the Zimbabwe government breached the provisions in the SADC Treaty: Mike Campbell (Pvt) Ltd and Others v Republic of Zimbabwe (28 November 2008).
As is the case with the various and numerous attempts to issue new currencies in the Zimbabwean economy — there have been six attempts in 15 years to replace the US dollar as the primary currency — these new “title deeds” will become worthless.
We fully support any initiative to issue bona fide title deeds on farms that have been authentically bought by the Zimbabwe Government and in communal areas where Zimbabweans have never enjoyed the benefits that freehold title deeds accrue to their owners.
We applaud governments like the Rwandan government and others for their bold move to issue many millions of bona fide freehold title deeds to their people and thereby emancipate those people, creating wealth for them and the country from “thin air”.
We are convinced that this, along with the firm establishment of the rule of law, is the fundamental game changer which will allow Africa to overcome poverty.
As the president of the African Development Bank, Dr Akinwumi Adesina pointed out in November 2023, “Our governments must realise their responsibility to lift people out of poverty and into wealth as quickly as possible.”
The current move by the Zimbabwe government to issue what have been described by some as “counterfeit title” will only create more confusion and stagnation in the agricultural economy and in Zimbabwe generally.
The Zimbabwe Government needs to return to the rule of law, re-establish justice systems, obey final and binding judgments such as the Campbell judgement in SADC Tribunal, and allow its people the freedom to develop by ensuring freehold title deeds are fully bankable and transferable to all Zimbabweans, irrespective of their political allegiance, tribe or race.
If this is done, the economy will grow exponentially in a dramatic and exciting way and investment will pour into the land of Zimbabwe, securing our status as a great African success story.

The Zimbabwe government is giving out new title deeds, but they are not real. People who already own the land legally are not being compensated. This goes against the law. The new title deeds are worthless and cannot be used in banks. The government needs to follow the law, issue real title deeds, and support the people to grow the economy. If they do this, Zimbabwe can become a successful country with lots of investment and opportunities for everyone.

"Zimbabwe Government’s Newly Issued 'Title deeds' Unbankable And Worthless"

Zimbabwe has lifted its ban on importing cloven-hoofed animals and their products from certain provinces in South Africa, a decision that has been met with approval by key industry bodies in the neighbouring country.
The Red Meat Producers’ Organisation (RPO) and the Agricultural Business Chamber of South Africa (Agbiz) both welcomed the move, which was officially communicated last week.
On January 7, 2025, the Veterinary Services Directorate of Zimbabwe issued a notice confirming the lifting of the ban.
However, the move came with a significant caveat: while imports from some South African provinces are now allowed, stringent conditions remain in place to ensure the safety of Zimbabwe’s livestock and agricultural sectors.
The details of these conditions were outlined in the notice, which stressed the continued monitoring and compliance with health standards. It reads:

This lifting applies exclusively to animals originating from the provinces of Gauteng, North West, Northern Cape, and Western Cape. Exports from other South African provinces remain prohibited until further assessments are conducted.
The notice added that these precautionary biosecurity measures are a crucial component of Zimbabwe’s strategy to monitor and manage the ongoing foot-and-mouth disease outbreak affecting parts of South Africa.

Wandile Sihlobo, the chief economist at Agbiz, lauded the government and industry’s efforts to control animal disease spread. Said Sihlobo, via <a href="https://www.iol.co.za/business-report/economy/zimbabwe-lifts-ban-on-cloven-hoofed-animal-imports-from-south-africa-6a719c6e-6bbf-4ba1-8607-051bde537f60">IOL</a>:

The past three years have been challenging for South Africa’s livestock and poultry industry because of the spread of animal diseases.
Throughout this period, we have had various cases of foot-and-mouth disease (FMD) in cattle, African swine fever in pigs, and avian influenza in poultry.
While animal disease outbreaks are not unique to South Africa and are indeed common worldwide, South Africa’s challenges have intensified in recent years.

In 2022, six of South Africa’s nine provinces reported foot-and-mouth disease outbreaks. Said Sihlobo:

This was the first time in the country’s history that the disease had spread this wide. The country’s challenging situation prompted the government and industry stakeholders to increase their focus on strengthening farm biosecurity controls and surveillance.

However, Sihlobo said that on October 25, 2024, the Department of Agriculture announced positive news regarding the Foot-and-Mouth Disease (FMD) outbreak that had affected South Africa between 2021 and 2022.
The outbreak in the North West, Free State, Gauteng, and Mpumalanga Provinces was successfully contained, with animal testing on quarantined farms confirming that the disease was no longer present.
This resolution was subsequently verified by the World Organisation for Animal Health.
Despite this progress, KwaZulu-Natal and the Eastern Cape provinces remain affected by ongoing FMD outbreaks.
Dr. Frikkie Maré, CEO of the Red Meat Producers’ Organisation (RPO), said that the reopening of the Zimbabwean market offers significant benefits for both Zimbabwean and South African farmers.
Zimbabwean farmers will now be able to access genetic material such as semen and embryos, while South African farmers can resume exporting this valuable genetic material to Zimbabwe.

Zimbabwe Lifts Ban On Cloven-Hoofed Animal Imports From South Africa’s Selected Provinces

South Africa is currently importing thousands of tonnes of maize, marking the first import of this grain since the severe drought in March 2017.
<a href="https://www.moneyweb.co.za/news/south-africa/sa-receives-first-shipment-of-imported-white-maize-since-2017/">MoneyWeb</a> reports that the current imports are necessary due to poor crop yields and record-high grain exports to Zimbabwe in 2024.
André van der Vyver, executive director of the South African Cereals and Oilseeds Trade Association (SACOTA), said the African Baza, a bulk carrier sailing under the Bahamas flag, is currently offloading 23,700 tons of white maize from the US.
Another vessel carrying 46,000 tonnes of white maize is expected in February.
In the 2023/24 production year, grain and oilseed crops suffered significantly, with maize production declining by approximately 22.5% and soybeans by 33.5% compared to the previous year.
The Crop Estimates Committee, in November 2024, estimated white maize production at just over six million tonnes, a 29.3% decrease from the previous year. Yellow maize production was estimated at 6.716 million tonnes, down 15.4%. Said Van der Vyver:

In the South African seasonal crop cycle, these products should last until approximately March/April 2025 before the new crop [planted in November and December 2024)] will become available again.

However, as early as February 2024 it became evident that South Africa would have to import yellow maize and possibly white maize and soybeans. Said Van der Vyver:

South Africa had just enough grains to feed itself, but we also supply grain to countries in the SACU [Southern African Customs Union] region.
We did not fully anticipate that the drought would also affect crop production in these countries, and we saw a strong demand from particularly Zimbabwe for white and yellow maize…
Yellow maize and soybean meal imports continued throughout the latter part of last year.
To date, SACOTA’s multi-national grain trading members have imported approximately 518,000 tonnes of yellow maize.

According to Van der Vyver, maize imports are expected to continue until the end of April. The new production season began with good and continuous rain shortly before Christmas, and most planting has already been completed.
South Africans consume approximately 11.7 million tonnes of maize per year. On average, about 1.5 million tonnes of maize have been exported annually to other African countries over the past five years.
Van der Vyver noted that white maize remains a staple food for many South Africans, while yellow maize and soybeans are primarily used in the broiler industry.

Zimbabwe’s tobacco export earnings reached an impressive US$1.3 billion by the end of December 2024, an increase from US$1.23 billion during the same period the previous year.
This growth was fueled by strengthening global prices and rising demand, marking the second consecutive year that the country’s tobacco exports surpassed the US$1 billion threshold.
Chelesani Tsarwe, Public Affairs Officer at the Tobacco Industry and Marketing Board (TIMB), credited this surge to the distinctive flavour of Zimbabwe’s flue-cured tobacco, which continues to be highly sought after in international markets. She said:

As of December 27, a total of 243,356,791 kilograms of tobacco valued at US$1,389,185,982 had been exported, compared to 235,431,092 kilograms worth US$1,232,112,788 during the same period last year.

The majority of Zimbabwe’s tobacco exports are directed towards Far Eastern markets, particularly China and South Korea, followed closely by Middle Eastern countries like Iran.
According to the TIMB, Zimbabwe’s tobacco was shipped to over 52 destinations worldwide.
The rising prices of tobacco have sparked increased interest among farmers, resulting in a remarkable 30% surge in seed sales this year.
Predictions of normal to above-normal rainfall for the 2024/25 cropping season have further fueled optimism within the agricultural sector.
By late 2023, TIMB data revealed that 95,375 growers had registered, a significant increase from 69,640 during the same period the previous year.
Tsarwe said many farmers registered early to meet deadlines and avoid issues related to side marketing.
She also said that the registration process is crucial, as it provides essential statistical information about the number of growers and anticipated crop output.

The Grain Marketing Board (GMB) has announced pre-planting prices for the 2024/25 summer season.
Maize and traditional grains will be priced at US$335.14 per metric tonne, while soya beans will fetch US$619.31 per metric tonne, and sunflower US$712.20 per metric tonne.
This announcement, made by GMB chief executive officer Edson Badarai, represents a decrease from the June 2024 prices of US$390 per tonne for maize and traditional grains, and US$713 per tonne for sunflower.
The soya bean price also shows a slight decrease from the previous US$620 per tonne.
GMB has a history of delayed payments to farmers, undermining their financial stability and hindering their ability to plan for future planting seasons.
This issue was starkly illustrated during the 2022/23 winter wheat season when millions of dollars in payments were outstanding, leading to a standoff between the GMB and affected farmers.
The delays were attributed to a vetting process designed to prevent side-marketing, but this measure caused considerable frustration and hardship among farmers.

GMB Sets Pre-Planting Prices For 2024/25 Summer Season

Lands, Agriculture, Water, Fisheries, and Rural Development Minister Anxious Masuka announced last week an extension of the deadline for destroying tobacco seedbeds from December 31 to January 15, 2025.
This decision follows delayed rains and a prolonged dry spell, giving growers additional time to transplant their crops.
The Plant Pests and Diseases (Tobacco) Regulations, 1979, mandate that all tobacco seedbeds be destroyed by December 31 to break the life cycle of pests and diseases that could affect tobacco plants.
However, many farmers relying on rain-fed dryland tobacco were unable to transplant in time due to erratic rains.
The Tobacco Industry and Marketing Board (TIMB) welcomed the decision, stating it ensures that farmers can preserve their investments and benefit from their months of hard work.
Statistics from TIMB indicate that as of December 27, 2024, growers had transplanted 84,661 hectares, surpassing the 82,392 hectares recorded during the same period in 2023.
The number of registered growers has also increased to 126,092, up from 112,904 the previous season.
