Police have released the names of 19 people arrested in connection with the violence that resulted in the abandonment of the high-profile Castle Lager Premier Soccer League (PSL) match between Dynamos and Highlanders at Barbourfields Stadium on Sunday, 10 September.
Zimbabwe Republic Police (ZRP) Senior Staff Officer (Press and Public Relations), Assistant Commissioner Paul Nyathi, said they are still conducting investigations to account for other suspects who were involved in the violence.
The 19, who were arrested for public violence, have been identified by the police as follows:

Police Release Names Of 19 Barbourfields Stadium Violence Suspects

<a href="https://www.pindula.co.zw/Yadah_FC/">Yadah Football Club</a> has requested a change of venue for its match against <a href="https://www.pindula.co.zw/Highlanders_Football_Club/">Highlanders Football Club</a> from <a href="https://www.pindula.co.zw/Barbourfields_Stadium/">Barbourfields Stadium</a> citing concerns about the security situation in Bulawayo.
The club said it is hesitant to travel there due to recent incidents where Highlanders supporters threw objects and invaded the pitch during a match against <a href="https://www.pindula.co.zw/Dynamos_Football_Club/">Dynamos Football Club</a>, resulting in abandonment. Yadah believes that their players, officials, and supporters may be at risk in such an environment. As a result, they have formally requested a change of venue for the match, suggesting Bata Stadium in Gweru as an alternative.
In their letter to the <a href="https://www.pindula.co.zw/Zimbabwe_Premier_Soccer_League/">Premier Soccer League</a>, Yadah’s lawyers argued that the referees might face pressure from Highlanders supporters, potentially affecting their impartiality. Said the club’s lawyers:

In light of these circumstances, our client, Yadah FC, is of the firm view that the safety and well-being of its fans, players, and officials as well as other stakeholders which is of paramount importance have since been compromised in the wake of its impending fixture against Highlanders.
Consequent to these unfortunate events, our client is of the firm belief that it will be extremely challenging for it to receive fair treatment from the match officials.
The psychological impact of the violence, coupled with the lack of accountability for those responsible, casts a shadow of doubt on the objectivity and impartiality of the officiating team that will be in charge of the match in circumstances where the Highlanders fans will be in attendance.
This situation greatly undermines the principles of fair play and jeopardises the integrity of the game.
Our client anticipates that its players will be inhibited from performing to their full potential due to the fear of incensing Highlanders FC supporters. This fear could lead to a detrimental effect on their performance, resulting in an unfair competition, where the principle of fair play cannot be achieved.
All the circumstances considered, particularly the volatile and unsafe environment as well as the potential risks involved, we are instructed to request for a change of venue and subsequently propose an alternative solution for the upcoming match against Highlanders FC, which is likely to be played before the prevailing situation stabilises.
We are instructed to formally request, as we hereby do, for a change of venue for the aforementioned match from Barbourfields Stadium in Bulawayo to Bata Stadium in Gweru or any other neutral venue which is located outside the City of Bulawayo.

Yadah said they had also notified the Sports and Recreation Commission about the issue.
The <a href="https://www.pindula.co.zw/Zimbabwe_Republic_Police/">Zimbabwe Republic Police</a> has arrested 12 individuals believed to be connected to the violence at Barbourfields Stadium. Assistant Commissioner <a href="https://www.pindula.co.zw/Paul_Nyathi/">Paul Nyathi</a>, the national police spokesman, confirmed the arrests and stated that two suspects were charged with violating the Firearms Act, four with criminal nuisance, and six with public violence. Nyathi assured the public that comprehensive investigations are ongoing to hold all involved individuals accountable.

Yadah FC Wants Highlanders Match Moved From Barbourfields Stadium Over Security Reasons

The Zimbabwe Republic Police has condemned public violence occurring at soccer matches within the country saying the force is committed to ensuring that individuals involved in hooliganism are arrested without bias or favouritism. This statement follows an incident during a Premier Soccer League match between Highlanders and Dynamos at Barbourfields, where Highlanders fans invaded the pitch to protest the referee’s decision not to award their team a penalty. The match was subsequently abandoned shortly before halftime with Dynamos leading 2-0.
In a statement seen by Pindula News, police national spokesperson, Assistant Commissioner Paul Nyathi said preliminary investigations reveal injuries to four police officers and four members of the public, as well as damage to three police vehicles due to the violence. Read the statement:

<h3>POLICE CONDEMN PUBLIC VIOLENCE AT SOCCER MATCHES IN THE COUNTRY</h3>
The Zimbabwe Republic Police condemns all forms of public violence at soccer matches in the country and will ensure that arrests are effected on hooligans without fear or favour.
The Police assures the public that comprehensive investigations are underway in connection with the violence which erupted during the Premier Soccer League match between Dynamos and Highlanders at Babourfields Stadium on 10th September 2023.
Preliminary investigations have established that four (04) police officers and four (04) members of the public were injured during the pitch invasion and subsequent violence which erupted inside the stadium. Three (03) Police vehicles were stoned and damaged by the soccer hooligans.
The Zimbabwe Republic Police acted professionally as police officers initially deployed at Babourfields Stadium tried to contain the situation through cooperation of marshals and did not throw tear smoke within the stadium. This strategy assisted to avoid stampede, fatalities or injury to the fans from the two opposing teams. Police managed to evacuate the soccer players, match officials and VVIPs from the stadium and sought for reinforcement to assist in containing the situation. Tear smoke was only used outside the stadium to disperse the violent crowd who openly threw stones and other objects at police officers.
On the other hand, the Zimbabwe Republic Police is disturbed by some politicians who tried to take advantage of the high profile soccer match to incite violence before, during and after the soccer match. Some of the political undertones have been clearly seen on social media platforms. The Police warns such political activists that they risk being arrested for inciting violence at soccer matches.
Meanwhile, the Zimbabwe Republic Police appeals for information which can assist to account for some of the suspects who instigated or participated in the violence at Babourfields Stadium. The Police reiterates that the law will take its course on hooligans at soccer matches as no stone will left unturned to account for the suspects involved in the Babourfields Stadium violence.

During her first term as Minister of Youth, Sport, Arts, and Recreation, Kirsty Coventry, a former Olympic gold medalist and IOC member, faced criticism for various issues. One major concern was Zimbabwe’s ban from international football due to government interference in the affairs of the Zimbabwe Football Association (ZIFA). FIFA suspended Zimbabwe’s membership in 2022, and there have been calls for the reinstatement of the suspended Felton Kamambo-led board as demanded by FIFA.
Another issue was the bad state of Zimbabwe’s stadiums, resulting in a ban on hosting international matches. Several deficiencies were highlighted, including poor maintenance, poor playing surfaces, insufficient perimeter support structures, poor drainage systems, lack of proper ablution facilities and dressing rooms, absence of facilities for the physically challenged, absence of bucket seats, direction signs, standard doping rooms, medical facilities, press rooms, television camera points, and modern electronic turnstiles.
These shortcomings collectively contributed to Zimbabwe’s stadiums failing to meet the expected standards required for hosting international matches. The lack of proper infrastructure and facilities negatively impacted the country’s ability to participate in and successfully host international sporting events, further highlighting the need for improvement in this area. Coventry was allegedly among the Ministers whose performances were below standard in the previous term.

Highlanders Condemns Violence In Abandoned Castle Lager PSL Match Against Dynamos

Dynamos Football Club emerged victorious against <a class="MarkdownLink_linkifiedLink__KxC9G">Chicken Inn</a> in <a class="MarkdownLink_linkifiedLink__KxC9G">Premier Soccer League</a> (PSL) matchday 15 held at <a class="MarkdownLink_linkifiedLink__KxC9G">Barbourfields Stadium</a> in Bulawayo, propelling them to the fourth position on the league table. 2023/24 PSL Results And Fixtures For Matchday 15

Dynamos Football Club has condemned the hooliganism by fans during a Premier Soccer League (PSL) match at Barbourfields Stadium on Saturday.
DeMbare, who were the hosts, were held to a 0-0 draw by reigning champions FC Platinum.
<a href="https://www.herald.co.zw/dembare-accused-of-being-bad-tenants/">The Herald</a> reported that some Dynamos fans who were at the Mpilo End brought the fence down after the match.
Dynamos chief executive officer Jonathan Mashingaidze condemned the behaviour by the fans, saying it “taints” the club. Said Mashingaidze:

As Dynamos we have zero tolerance to any form of conduct that brings the name of the club and the game into disrepute.
As a club, we won’t condone unruly behaviour that taints brand Dynamos.
We urge fans, through the marshals to identify such individuals who don’t value property and life so that they are brought to book.
As Dynamos, we want to show the world that football is a family sport, hence we urge fans to behave in a manner that promotes the sport.

This is not the first time that Dynamos fans have damaged Barbourfields Stadium.
Last season, DeMbare supporters brought down the fence and uprooted the goalposts after their team’s 0-1 defeat to Highlanders.
Dynamos will likely be penalised by the Premier Soccer League (PSL) and the Bulawayo City Council, who are the proprietors of Barbourfields Stadium, for the damage.
Last year, Highlanders were forced to pay for the damages caused by Dynamos fans after being told that as the home team, they failed to provide adequate security.

Dynamos "Hooligans" Damage Barbourfields Stadium

A supporter of the Zimbabwe African National Union-Patriotic Front (ZANU-PF) was allegedly assaulted at Barbourfields Stadium (BF) in the Mpankweni stand on Sunday for wearing party regalia during the Highlanders and Triangle United match. Children of Zimbabwe War Veterans Association (COZWVA) posted on Twitter:

The case highlights the ongoing issue of political violence in Zimbabwe after the opposition Citizens Coalition for Change recently reported that its members were assaulted by ZANU PF MPs in Gutu South following a visit by Nelson Chamisa. 
Zimbabwe has a long history of politically motivated violence, with incidents occurring especially during election periods. The 2018 presidential election saw several violent incidents, including a military crackdown on opposition supporters protesting the election results. The upcoming 2023 harmonised elections scheduled for August 23 provide an opportunity for the government to demonstrate its commitment to reducing political violence and promoting a peaceful and democratic electoral process.
Leaders of political parties, human rights activists, election watchdogs, and other electoral stakeholders have been calling for tolerance, peace, and unity ahead of the elections. The international community has also called for peaceful, credible, free and fair elections for re-engagement with Zimbabwe to be considered.

ZANU-PF Supporter Assaulted For Wearing Party Regalia At Barbourfields Stadium

Dynamos are reportedly considering using Barbourfields Stadium in Bulawayo as their temporary home venue when Castle Lager Premier Soccer League (PSL) games resume on 01 July.
Babourfields is home to DeMbare’s arch-rivals, Highlanders and matches between the two clubs at the venue have in the past often degenerated into violence among fans.
<a href="https://www.soccer24.co.zw/2023/06/24/dynamos-set-to-use-babourfields-as-temporary-home-venue/">Soccer24</a> quoted a top Dynamos official as saying the Glamour Boys will be using Babourfields while waiting for Rufaro Stadium in Harare to be ready. Said the official:

We will be using Babourfields Stadium when the league resumes. Another option we could have settled for was Bata Stadium in Gweru, but we then decided to go for Babourfields.
If you look at how Kaizer Chiefs operate in South Africa, they can host a home match in any city in, because they have fans everywhere, and the same applies to us.
We also command a huge following in Bulawayo so why not? We will use Babourfields until Rufaro is ready.

The Sports and Recreation Commission (SRC) announced that the National Sports Stadium will not host more than two games per week when the league resumes.
This means that the eight clubs which were using it as their home ground have to look for alternative venues.
Earlier this week, PSL Chairman, <a href="https://pindula.co.zw/Farai_Jere">Farai Jere</a>, said that the resumption of topflight matches may be delayed by a week or two with clubs failing to secure venues to host matches.
Jere also indicated that Rufaro Stadium, Nyamhunga Stadium in Kariba and Wadzanai Stadium in Shamva, will not be ready by 01 July.

Cranborne Bullets, CAPS United and Yadah are planning to continue using the National Sports Stadium while Simba Bhora and ZPC Kariba hope to get their stadiums, Wadzanai and Nyamhunga, respectively, ready in time for resumption.
The PSL suspended all matches on 07 June for a three-week period to allow for maintenance works on various stadiums to be completed.
The National Sports Stadium, which is owned by the Sports and Recreation Commission (SRC),  had hosted 43 matches in 77 days as eight teams were using it as their home ground.

In a statement seen by Pindula News, PSL said the acts of misconduct occurred when the Harare-based football giants played <a href="https://www.pindula.co.zw/Hwange_Football_Club">Hwange FC</a> at <a href="https://www.pindula.co.zw/Barbourfields_Stadium">Barbourfields Stadium</a> over the weekend. Reads the statement:

The Premier Soccer League has summoned Dynamos FC Team Manager, Richard Chihoro to appear before the PSL Disciplinary Committee following acts of misconduct that took place at a Castle Lager PSL match between Dynamos FC and Hwange FC played at Barbourfields Stadium on Saturday 18 March 2023.
Mr Chihoro will not be allowed anywhere near the team bus, changing rooms or to sit in the technical area during PSL matches until the matter has been finalised.
Mr Chihoro is being charged for breaching Order 31 of the PSL Rules and Regulations which makes it an act of misconduct on the part of a player, official, servants or duly authorised (express or implied) representatives of a club who; 31.2.16 Commits any act or makes any statement, either orally or in writing or has been responsible for conduct which is considered ungentlemanly, insulting or improper behaviour, or likely to bring the game, sponsors, any member, the League, ZIFA, CAF or FIFA into disrepute.
31.2.17 Behaves in a manner which brings the League or any of its sponsors into disrepute or endangers the welfare of the League.
The disciplinary proceedings shall take place on Wednesday 5 April 2023 at the PSL offices.

PSL is summoning the Dynamos Team Manager for a disciplinary hearing after he was <a href="https://zero.pindula.co.zw/dynamos-manager-performs-bizarre-juju-rituals-on-goal-line/">filmed performing alleged anti-juju rituals</a> during the Glamour Boys’ opening match of the 2023 season.
During the half-time break, Chihoro went onto the Mpilo end goalpost and sprinkled an unknown substance across the goal line.
Dynamos had numerous chances in the first half but could not convert them into scores.
They eventually scored a solitary goal through Tinashe Makanda from a <a href="https://www.pindula.co.zw/Denver_Mukamba">Denver Mukamba</a> assist, to grab maximum points.

PSL Summons Dynamos Team Manager For Disciplinary Hearing

Dynamos players have been blamed for inciting the violence that forced their Premier Soccer League match against Highlanders at Barbourfields Stadium to be abandoned before the fulltime on Sunday.
The high stakes match was disrupted by crowd trouble on two separate occasions in the second half.
The first lengthy stoppage, which lasted for 15 minutes, occurred in the 60th minute when Dynamos striker Bill Antonio’s challenge left Andrew Tandi with a broken leg.
Despite Antonio being shown a straight red card, players and officials from both sides clashed following the tackle.
The second stoppage occurred when Highlanders took the lead in the 93rd minute through Washington Navaya’s header.
Bosso fans stormed the pitch to celebrate the goal while Dynamos players surrounded the referee, protesting his decision to allow the goal.
Dynamos players were arguing that Shadreck Nyahwa and goalkeeper Timon Mvula were fouled during the build-up to the goal.
As the melee unfolded on the pitch, DeMbare fans invaded the pitch, uprooting the goalposts and tearing the nets.
Speaking during ZTN’s coverage of the game, former CAPS United captain David Sengu blamed Dynamos players for causing the chaos. Said Sengu:

Do we need to be known because of violence whenever these two sides meet?
They were playing entertaining football, but the fans will make the headlines more than the players on the pitch at the end of the day.
The players are to blame for these incidents because they are the ones who are causing the chaos.
The moment you start confronting the referee, the fans get agitated. If it’s not a foul, you should admit it.
If there is no whistle blown, continue to play football.

Sengu added that both Nyahwa and Dynamos goalkeeper Taimon Mvula were wrong to claim they were injured in the build-up to the Highlanders goal. He said:

The goalkeeper has the advantage of using his hands. Mvula never tried to catch the ball because he wanted a foul.
Why did Nyahwa remain on the floor (after losing the ball) when the referee didn’t blow his whistle?
When Highlanders scored their goal, he quickly rose and protested to the referee.
I thought he should have stood up, continued playing, and do the confrontation later.
Captain Jaure is the one who should talk to the referee, not any other players, but you can’t complain about every decision made.

Dynamos Players Blamed For Barbourfields Stadium Violence

A Highlanders fan who was caught on camera holding a hammer inside Barbourfields Stadium two weeks ago has been arrested and fined.
Bongani Ncube from Emakhandeni faced two charges namely threatening behaviour and failing to wear a mask.
A Premier Soccer League (PSL) official told Chronicle that Ncube accepted both charges and was fined ZWL$3 000 in total before being released. Said the official:

Ncube was fined $2 000 for threatening behaviour and $1 000 for not wearing a face mask in the stadium.
Follow-ups were made with the police after his images went viral and they managed to arrest him on Wednesday.
We urge spectators to desist from acts of hooliganism at the stadia.

Ncube’s arrest comes after another fan was nabbed for performing sexually explicit acts at the Soweto End.
The unnamed fan also ran onto the pitch and was arrested in Cowdray Park five days after the match.

Highlanders 'Hooligan' Fined $3 000

The government has ruled out the demolition of Bulawayo’s Barbourfields Stadium (BF) even if it fails to meet the standards acceptable to the International Federation of Association Football (FIFA) and the Confederation of African Football (CAF).
Speaking during a tour of the stadium on Saturday morning to assess the ongoing renovations, Ministry of Youth, Sport, Arts and Recreation principal director, Benson Dube said BF is of sentimental value to the city and government will not destroy it but rather build another stadium. Said, Dube:
<blockquote>Highlanders’ history is intertwined with that of BF for a better part of its existence hence we are aware of the sentimental value the stadium has not just to the club but football history in the country. We are of the opinion that if our efforts to make the required improvements cannot be done, structurally, then we would have to build a new stadium for Bulawayo.
Remember BF was constructed just over 60 years ago and it would be difficult for us to make it fully meet 2020 specifications. There are sections we can modify, there are some that structurally we cannot alter and if Fifa is not happy then as Government we will construct a new stadium for the city.</blockquote>
The tour held in preparation for the second visit by a Fifa/Caf inspection team scheduled for next month also included Sports and Recreation Commission director of sport, Sebastian Garikai, Bulawayo City Council community services officer, Nkosiyavuma Sivela, Zifa’s First Instance Body officials, Piraishe Mabhena, Xolisani Gwesela and Francis Mabika and officials from the Ministry of Youth, Arts, Sport and Recreation.

Barbourfields Stadium Won't Be Demolished

A preliminary inspection of the upgrading of Barboufields Stadium to meet CAF minimum standards has revealed that little progress has been made to date.
The inspection was conducted by a member of the First Instance Body (FIB) Xolisani Gwesela, Sports and Recreation Commission (SRC) Bulawayo coordinator Sam Dzvimbu and Bulawayo City Council officials led by the stadium projects manager Thembinkosi Ncube. Speaking after the inspection, Gwesela said:
<blockquote>This is just a preliminary inspection where we want to see the progress of the work done so far looking at what the city council has done since our last visit.
We will also advise them of what is expected, but early next month a full First Instance Body committee will be here for a final inspection of the venue ahead of the Caf inspection team’s visit.</blockquote>
Currently, Barbourfields Stadium’s dressing rooms are just 35 square metres while according to FIFA, a standard dressing room must be 240 square metres.
Further, the media tribune, a key area in terms of FIFA standards, is yet to be fitted with chairs and desks.
Notable changes have been the installation of power sockets in the media tribune and six speakers in the press conference room as well as a walled plasma television set in one of the three commentary boxes.

Barbourfields Stadium A Long Way Off From Meeting CAF Standards

According to a senior city council official, CAF recommendations to the council require that Bulawayo City Council demonish Barbourfields Stadium especially the VIP section and start to construct it afresh to meet international standards, The Chronicle reports.
According to the publication, the unnamed city official said:
<blockquote>The council has done most of the recommendations that include installation of televisions, fridges, medical equipment, media centre and conference rooms. All that has been spruced up and we also did work on the dressing rooms, but the Caf fellows said they were too small so for the city to meet those expected standards, it literally means demolishing Barbourfields Stadium, especially the VIP end.
You must remember that the stadium was built in the 1930s, but started taking shape around 1956, so for us to compare such a facility with South African stadiums that were built or worked on in preparation for the 2010 Fifa World Cup will be asking for too much given the time and economic considerations. It’s just like trying to convert a Peugot 404 into a Mercedes Benz or something, it’s impossible
So for us as a city to have a totally compliant stadium we really need to demolish it (Barbourfields) or maybe work on White City Stadium, which has some space for structural changes, but that needs financial impetus.</blockquote>
ZIFA will be in Bulawayo to inspect the stadium ahead of the CAF team which is expected to visit the country soon.

BCC Must Demolish Barbourfields Stadium And Construct It Anew To Meet International Standards - Report

Zimbabwe’s main stadiums, the National Sports Stadium and Barbourfields have once again failed to meet the minimum requirements set by the Confederation of African Football (CAF).
The country has been refurbishing its stadia in a bid to get approval from CAF to use local stadia for international matches, but, sadly, CAF’s inspection that was conducted in March also condemned both stadiums.
The latest development was revealed by the Zimbabwe Football Association (ZIFA) in its update on the state of stadiums after CAF’s latest inspection. ZIFA said in a statement:

Government and Bulawayo City Council have been notified of the recommendations made by CAF inspectors, and the urgent need to attend to issues raised cannot be further emphasised.
If work on recommendations is complete, ZIFA will invite CAF to conduct another inspection between 15 June and 20 July to determine whether or not we can play senior men’s competitions at home.

ZIFA added that local stadium inspection team, the First Instance Body (FIB) will conduct weekly inspections to ensure that refurbishments at National Sports and Barbourfields Stadiums meet CAF and FIFA expectations. 

Were it not of the outbreak of the novel coronavirus, Zimbabwe could have hosted Algeria for the Africa Cup of Nations qualifiers in South Africa after all the stadiums had been condemned.

Zimbabwe Stadia Fail Yet Another CAF Inspection

The <a href="https://www.pindula.co.zw/Bulawayo_City_Council">Bulawayo City Council</a> is working flat out to ensure that <a href="https://www.pindula.co.zw/Barbourfields_Stadium">Barbourfields Stadium</a> is ready for an inspection by FIFA scheduled for Saturday, The Chronicle reports.
This was revealed by BCC’s Director of housing and community services Dictor Khumalo who is confident BCC will meet the deadline:

CAF banned all Zimbabwean stadiums from hosting any international matches under the banner that they don’t conform to standards. BCC and the government are hoping that the FIFA delegation to inspect the NSS and Barbourfields Stadiums will allow international matches to be played on Zimbabwean soils again.

BCC Working Flat Out To Meet FIFA's Saturday Inspection Deadline

A Cabinet Minister has accused <a href="https://www.pindula.co.zw/Bulawayo" rel="noopener noreferrer" target="_blank">Bulawayo City Council (BCC)</a> of a lack of seriousness in renovating <a href="https://www.pindula.co.zw/Barbourfields_Stadium" rel="noopener noreferrer" target="_blank">Barbourfields Stadium</a>, which has been scheduled to host the Zimbabwe, Algeria <a href="https://www.pindula.co.zw/Africa_Cup_of_Nations" rel="noopener noreferrer" target="_blank">Africa Cup of Nations</a> Group qualifier at the end of March.
During a tour of the facility recently, Deputy Minister of Youth, Arts, Sport and Recreation Tino Machakaire, who was accompanied by the principal director in the Ministry, Benson Dube, said:
<blockquote>I think we need to call the town clerk (Christopher Dube). You (Bulawayo City Council) are not serious guys. We want to meet the deadline. We can’t meet the deadline when you are doing nothing.</blockquote>
The local authority, however, insisted that the renovations were going according to plan and should be completed by March 9.
The renovations follow the Confederation of African Football’s (CAF) ban of all Zimbabwean stadiums from hosting international football matches, with the Warriors likely to play their home matches away from home.

Govt Urges BCC To Expedite Barbourfields Stadium Facelift

The central government has joined hands with Bulawayo City Council to refurbish Barbourfields to meet a deadline that was set by the Confederation of African Football (CAF).
CAF said Zimbabwe will only have the Africa Cup of Nations qualifier match against Algeria played in the country if it finishes refurbishing Barbaourfields before or on Tuesday next week.
The Deputy Minister of Youth, Sport, Arts and Recreation, Tinoda Machakaire, said that the central Government has released $13 million to BCC for the refurbishment of Barbourfields. He said:
<blockquote>I’ll be able to give details after Monday because from the meeting we had, we were told that most of the things would be done oy Monday. I’ll be here again to check progress and make sure what has been agreed on is done. I’m happy with the progress made but they were a bit slow. I’m here to push them to be a bit quicker so that we meet the deadline.</blockquote>
The Chronicle reports that the procurement of material needed for the refurbishment Barbourfields was being done this Friday.

Govt Joins BCC To Refurbish Barbourfields To Meet CAF Deadline

The <a href="https://www.pindula.co.zw/Bulawayo_City_Council">City of Bulawayo</a> will exempt suburbs surrounding <a href="https://www.pindula.co.zw/Barbourfields_Stadium">Barbourfields Stadium</a> and ZITF grounds from water rationing in the wake of the annual trade fair and the country’s 40th independence celebrations to be held in succession in the city of Kings, The Chronicle reports.
This was confirmed by BCC’s senior public relations officer Mrs Nesisa Mpofu who said:
<blockquote>Water shedding will be suspended in and around these two venues so that visitors are not inconvenienced</blockquote>
However, the city will maintain the 96-hour water ration schedule for all other areas.

Former Premier Soccer League fixtures-secretary, Beadle Musa Gwasira, has donated 100 bags of cement towards the developments that need to be done at Barbourfields Stadium.
Speaking to The Herald on Sunday, Gwasira said he has also pledged to provide the fridges needed in the dressing rooms for the match officials and doping experts. He said:

Meanwhile, the Council of Southern Africa Football Associations (COSAFA), is reportedly lobbying the Confederation of African Football (CAF), to reverse the ban on the use of Zimbabwean stadiums for international matches.
The stadiums were banned as they do not meet the minimum requirements established by CAF, forcing the <a href="https://www.pindula.co.zw/Zimbabwe_Football_Association_(ZIFA)" rel="noopener noreferrer" target="_blank">Zimbabwe Football Association</a> to look for alternative venues in neighbouring countries.

Former PSL Boss Pledges Cement, Fridges For Barbourfields Stadium

<a href="https://www.pindula.co.zw/Bulawayo_City_Council" rel="noopener noreferrer" target="_blank">Bulawayo City Council (BCC)</a> said it has budgeted for the maintenance of <a href="https://www.pindula.co.zw/Barbourfields_Stadium" rel="noopener noreferrer" target="_blank">Barbourfields Stadium,</a> and, all things being equal, it will meet the requirements stipulated by the Confederation of African Football (CAF).
BCC senior public relations officer, Nesisa Mpofu said Council will also welcome donations from well-wishers to complement its efforts. Said Mpofu:
<blockquote>The City of Bulawayo budgeted for the maintenance of the stadium to attend to the issues raised by Caf. We anticipate that all things being equal we should be able to sustain the repairs and maintenance of the stadium.
Council will also welcome any funding from its partners to complement its efforts. Some of the issues being attended to include the floodlights maintenance, signage, dressing rooms, spectator seats, mixed zones, media rooms, parking among other aspects.
While Barbourfields was constructed in the 1950s we have been having constant upgrades at the stadium to meet the requirements for hosting regional and international games as well as Caf requirements. We believe that we will have significantly attended to most of the matters raised by the time Caf inspectors visit the stadium again.</blockquote>
Mpofu added that BCC has been having periodic infrastructure maintenance of the stadia since its construction.

The <a href="https://www.pindula.co.zw/Zimbabwe_Football_Association_(ZIFA)" rel="noopener noreferrer" target="_blank">Zimbabwe Football Association (ZIFA)</a> has been given a few more days to make up its mind by the Confederation of African Football (CAF) about its plans for the upcoming 2021 Africa Cup of Nations qualifier match against Algeria.
ZIFA has been given until Monday, 2 March 2020, to inform CAF if they wish to have <a href="https://www.pindula.co.zw/Barbourfields_Stadium" rel="noopener noreferrer" target="_blank">Barbourfields Stadium</a> re-inspected or provide the continental body with a venue outside the country for the match against Algeria. This was revealed by Xolisani Gwesela, the ZIFA communications and competitions manager. He said:
<blockquote>The Caf deadline was 27 February, we asked for extension up to Monday, we will tell them the way forward, that is to re-inspect our facilities or give them an alternative venue.
They (BCC) have demonstrated commitment to fix Barbourfields Stadium, we need to put our heads together to solve this crisis.</blockquote>

ZIFA Still To Inform CAF About Its Plans On Venue

During Cabinet briefings in Harare this Wednesday, the government announced a number of resolutions passed on a number of issues including the increase of maize producer price, the introduction of a savings fund and the introduction of garrison shops.
Surprisingly, nothing was said on the stadia crisis despite the ban on the use of all local stadiums in the country for international football matches.
The expectation was that following the <a href="https://zero.pindula.co.zw/full-text-zimbabwe-v-algeria-afcon-match-no-longer-played-at-barbourfields-stadium/">CAF ban on the use of the stadiums</a>, the cabinet would discuss the matter and come up with measures to address the crisis.
Most of the stadiums which were being used to host international matches are owned by local government authorities but the issue has grown to be a national one hence the need for the central government to work with local authorities and other stakeholders in solving it.
The central government owns and is supposed to be servicing the neglected National Sports Stadium, while Barbourfields and Rufaro in that order are owned by the Bulawayo City Council and Harare City Council.
Local teams, FC Platinum and Highlanders who are set to participate in the Caf Confederations Cup this year, will also be affected as they will play their matches out of the country.

Speaking after a four-hour meeting between ZIFA and Bulawayo City Council officials on Wednesday, ZIFA communications and competitions manager Xolisani Gwesela:
<blockquote>We are delighted by the commitment and maximum cooperation from the <a href="https://www.pindula.co.zw/Bulawayo_City_Council" rel="noopener noreferrer" target="_blank">City of Bulawayo</a>. They presented to the meeting areas which they are committed to addressing in the immediate future and those that can be long term projects like the structural and architectural things.
Their commitment has given us hope that this decision might be reversed, but we need a letter of that commitment from them.
However, I must hasten to say that this is no longer a Zifa or City of Bulawayo baby, but every patriotic Zimbabwean, including central government.</blockquote>
Reports claim that CAF decided to ban Barbourfields Stadium from hosting international matches after a visiting Algerian advance party reportedly complained about the size of <a href="https://www.pindula.co.zw/Barbourfields_Stadium" rel="noopener noreferrer" target="_blank">Barbourfields Stadium’s</a> dressing rooms.

ZIFA Hopeful CAF Will Lift Stadia Ban

<a href="https://www.pindula.co.zw/Bulawayo_City_Council" rel="noopener noreferrer" target="_blank">Bulawayo City Council (BCC)</a> Town Clerk Christopher Dube said they were caught unaware by the Confederation of African Football’s (CAF) decision to ban <a href="https://www.pindula.co.zw/Barbourfields_Stadium" rel="noopener noreferrer" target="_blank">Barbourfields Stadium</a> from hosting continental competitions.
Dube said Council had already started the process of revamping the facility to meet CAF standards. He said:
<blockquote>What delayed the process of improving certain things at Barbourfields Stadium was that there were processes that needed to be followed that include approval of the budget, which was done a couple of weeks ago. Also, some of the things have to be imported and foreign currency isn’t easily available. As it is, there’s an ongoing Government programme we are hoping to get help from for the development of Barbourfields Stadium.
As Bulawayo, we are committed to hosting international games in the city because that promotes tourism and improves revenue inflows. We are always ready for international games and I think it was only fair to give us time to attend to any shortcomings. What is important is to work together with Zifa and Caf and as Bulawayo City Council we can make a written commitment stating the timeline when renovations will be completed and then be held accountable if we miss the deadline.</blockquote>
On Tuesday the <a href="https://www.pindula.co.zw/Zimbabwe_Football_Association_(ZIFA)" rel="noopener noreferrer" target="_blank">Zimbabwe Football Association (ZIFA)</a> announced that it was searching for an alternative venue outside the country to host the 2021 Afcon qualifier next month between Zimbabwe and Algeria.

BCC Pledges To Revamp Barbourfields To Meet CAF Standards

CAF banned international matches <a href="https://news.pindula.co.zw/2020/02/26/warriors-to-play-their-home-matches-in-neighboring-countries-as-caf-bans-all-zimbabwean-stadiums/">to be played at Bulawayo’s Barbaourfields stadium</a> because it doesn’t meet the requirements of the African football body. Here is a full list of the thing Barbourfrilds Stadium needs to work on in order to meet CAF standards for international matches to be played in the stadium.

<ul>
<li>Pitch condition must be improved, and the surface must be green and marked clearly in white.</li>
<li>Team benches area needs general renovation and painting.</li>
<li>For evening matches, the floodlights LUX capacity must be according to the Caf CL match requirements. A minimum 1200 Lux should be provided all over the pitch, covering uniformly every area of the playing field.</li>
<li>Implementation of a uniform signage system around the stadium to facilitate entry/exit of people: Approaches to the stadium must be adequately signposted to guide spectators to their sectors;</li>
<li>Entry gates, exit gates and doors must be operational and similarly clearly indicated by signs which are universally understood;</li>
<li>Creation of proper signage at entrance for players, officials, fans and for VVIP area; Installation of stadium specific signage from media entrance to all the various facilities for the media;</li>
<li>Installation of signage around the medical facility and throughout the stadium to notify supporters;</li>
<li>The teams dressing rooms must be of high-quality standard, with appropriate seats and lockers. In addition, it should have:</li>
<li>Five (5) individual seated toilets;</li>
<li>One (1) massage table;</li>
<li>One (1) tactical board (white board/flip chart with pens); Good ventilation or air-conditioning.</li>
<li>The referees dressing must be of high-quality standard, with appropriate seats and lockers. In addition, it should have:</li>
<li>Four (4) seats;</li>
<li>Four (4) lockers;</li>
<li>Internet connectivity;</li>
<li>Good ventilation or air-conditioning;</li>
<li>Fridge;</li>
<li>Tactical Board;</li>
<li>First-Aid kits;</li>
<li>Electronic Substitution boards to be used during the match;</li>
<li>Pump and Pressure gages for the match balls.</li>
<li>The doping control room must meet the following requirements:</li>
<li>Must be near the teams dressing room and it must be inaccessible to any person that is not involved with the doping control process unless an approval is granted by the Doping Control Officer;</li>
<li>It must contain a TV, a refrigerator equipped with non-alcoholic drinks in sealed mineral water bottles, wastepaper bin for bottles, a ventilator and sufficient seating for at least eight (8) persons; The office of the Doping Control officer must contain one (1) desk with four (4) chairs, one (1) lockable cabinet, a washbasin and a mirror, two (2) large wastepaper bins, one (1) desk for doping control equipment;</li>
<li>The toilet area must be immediately next to the doping control room, with direct private access. It must contain a seated toilet, toilet paper, a sink with running water, a mirror, towels, wastepaper bin and, if possible, a shower.</li>
<li>The stadium must be equipped with a dedicated room for first aid and medical treatment of players and officials. Adequate medical equipment needs to be sourced and must be readily available as per the CAF requirements below:</li>
<li>One (1) examination and treatment table;</li>
<li>Emergency Medicaments;</li>
<li>Minor Surgery Supplies and equipment;</li>
<li>Automatic Ventilator;</li>
<li>Oxygen with appropriate masks/oral airway;</li>
<li>Splints (spinal injuries and fractures of the limbs);</li>
<li>Stretchers;</li>
<li>Suction machine;</li>
<li>I/V Drip set with emergency injections and medication;</li>
<li>Defibrillator with rhythm and patient data recording (AED);</li>
<li>Cardiac monitor;</li>
<li>External cardiac pacing;</li>
<li>Central vein catheters;</li>
<li>Intubation equipment;</li>
<li>Immobilisation equipment like vacuum mattress, spinal board, cervical;</li>
<li>Collar-set;</li>
<li>Stethoscope;</li>
<li>BP monitor with cuff size 10cm/66 cm;</li>
<li>Pupil lamp; Reflex hammer;</li>
<li>Blood sugar gauge and/or blood sugar test sticks;</li>
<li>Digital thermometer;</li>
<li>Pulse oximeter;</li>
<li>Capnometer;</li>
<li>The stadium must have eight (8) Stretcher Carriers (Four (4) on each side of the pitch).</li>
<li>The seats for spectators must be:</li>
<li>Individual, fixed (e.g. to the floor), separated from one another, shaped, numbered, made of an unbreakable and non-flammable material, and have a backrest of a minimum height of thirty (30) cm when measured from the seat.</li>
<li>At least one (1) commentary position must be equipped with dedicated broadband Internet access.</li>
<li>Clear and barricaded system for parking in the VVIP/VIP area with an advanced ticketing/accreditation system.</li>
<li>The dedicated parking area for the VIP/VVIP and Media must be safe and secure.</li>
<li>Sanitary facilities must be clean, hygienic and for both sexes.</li>
<li>Wi-Fi connection must be available in all working offices on match day.</li>
<li>Fully equipped first-aid facilities for fans and spectators, approved by local authorities.</li>
<li>In the photographer’s area (behind goals), seats, Wi-Fi, plugs, power extensions and cables must be available; General Cleanliness and painting of stadium.</li>
