The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) will carry out mandatory inspections and re-inspections across the country.
In a notice released on Thursday, 27 March, ZETDC said these inspections are meant to ensure the safety and reliability of electrical systems, helping to protect the lives and property of electricity users. ZETDC said:

Recent incidents of house fires and electrical accidents underscore the critical importance of maintaining safe electrical installations.
These inspections are not just procedural, but are a vital step in preventing potentially devastating consequences.
Unsafe wiring, faulty connections, and non-compliant installations pose serious risks to electricity users and members of the public.
ZETDC is dedicated to ensuring that all electrical systems meet the highest safety standards. These inspections will identify and rectify potential hazards, minimizing the risk of electrical fires, shocks, and other dangers.

To facilitate these essential safety measures, ZETDC announced that a fee of US$25 will be charged to all customers for statutory inspections and re-inspections.
For generator verification and safety inspections, the fee for generators up to 100KW (petrol, diesel, solar, wind, etc.) is US$5, while for generators above 100KW, the fee increases to US$50.
For advanced safety inspections, owners of generators below 100KW will pay US$20, while those with generators above 100KW will pay US$100. Operators of prototype generators below 100KW will also be required to pay US$100.
The power utility further advised its customers that all payments must be made through official ZETDC payment platforms, and a receipt will be provided as proof of payment. ZETDC said that no payments should be made to individuals during the inspection process. ZETDC added:

We understand that inspections may cause some inconvenience, but the safety of your family and property is paramount. We urge all customers to cooperate fully with our inspection teams.
By adhering to these statutory requirements and cooperating with ZETDC, we can collectively create a safer environment for everyone.
The Zimbabwe Energy Regulatory Authority (ZERA) will be closely monitoring that these inspections are done within the confines of the regulations to ensure the safety of all installations.

ZERA CEO Edington Mazambani told Southern Eye that the initial report from the Zimbabwe Electricity Transmission and Distribution Company suggested the incident was not fatal. Said Mazambani:

ZERA Probes Electrocution Incident In Hwange

Villagers are voicing their frustration over ZESA’s apparent negligence, alleging that live power lines have been left on the ground for over three years without any action taken to address the hazard.
In an interview with the Southern Eye, Ward 12 Nakabandana Councillor Jowan Chuma confirmed the alarming incidents, which have resulted in two people sustaining serious injuries, while the teenager’s death occurred in a separate incident last week. Said Chuma:

A 30-year-old villager was severely injured in the Kasese area sometime in November last year while two boys, aged 13 and 17, suffered an electric shock on March 2.
The first one got injured at around 4 PM, while the 17-year-old boy was hit an hour later. The three were taken to United Bulawayo Hospitals by the Zimbabwe Electricity Transmission and Distribution Company.

17-Year-Old Electrocuted By Fallen ZESA Power Line In Hwange

Energy and Power Development Minister, July Moyo, said that the power utility, ZESA Holdings, has lost 6,000 transformers countrywide to thieves, making it difficult for the company to effectively deliver on its mandate.
Responding to Murehwa South legislator Noah Mangondo (ZANU PF) during a Question-and-Answer session, Moyo said the country currently doesn’t have the capacity to manufacture enough electricity transformers to replace those that have been stolen. He said:

The main problem we are facing is vandalism of infrastructure, and as we speak, 6,000 transformers were stolen countrywide. We have no capacity locally to produce enough to replace them timeously.
For the wooden poles, the policy we now have is that we replace them with concrete ones which are more durable.

Mangondo had demanded to know the government’s policy on replacing damaged or vandalised electricity transmission infrastructure for learning institutions and health centres, which sometimes go months without power.
According to a recent report, ZESA reported losing over US$2 million in equipment to theft and vandalism between January and October 2024.
The power utility detailed the theft of nearly 30 tonnes of copper conductors worth US$600,000 and 10 tonnes of aluminum conductors valued at US$103,000. 
Additionally, 1,543 litres of transformer oil worth US$7,700 were stolen, and 136 transformers sustained damage costing US$848,558. Vandals also removed bolts and nuts from high-voltage pylons, leading to damages over US$4,300.
In total, ZESA recorded 1,317 incidents of theft and vandalism, resulting in losses of US$2,163,207.

Energy Minister Says ZESA Has Lost 6,000 Transformers To Thieves

The Zimbabwe Power Company (ZPC), a unit of ZESA Holdings, has increased power generation at the Kariba South Hydropower Station to mitigate a severe electricity crisis following the shutdown of two generators at the Hwange Thermal Power Station.
Since Tuesday, March 4, Kariba has been generating a maximum of 485 MW, a significant increase from the 185 MW it had been producing over the past several months due to low water levels at Lake Kariba.
Although the lake level remains low, with a mere 9.60% Usable Live Storage on February 3, 2025, compared to 15.36% on the same date in 2024, the Zambezi River Authority (ZRA) has noted a gradual rise as the rainy season progresses.

On Friday, ZESA announced that two units at the Hwange Thermal Power Station would shut down for maintenance.
Unit 7, one of the two new units commissioned in 2023 and generating 300 MW, will undergo maintenance from March 2 to March 29, 2025. Unit 6, an older unit producing 150 MW, will be shut down from mid-March to May.
As of Friday, Hwange was generating 1,076 MW, while the total national output stood at 1,341 MW.
However, on Wednesday, March 5, Hwange was generating 666 MW, Kariba was producing 485 MW, and Independent Power Producers (IPPs) contributed 79 MW, giving a total output of 1,230 MW.

ZESA in Zimbabwe is making more electricity in Kariba because some generators in Hwange stopped working. This is helping because the country does not have enough power. The water levels in Lake Kariba are low, but they are slowly rising because of the rain. Two units in Hwange are getting fixed, so they won't make electricity for a while. ZESA Ramps Up Kariba Power Generation As Hwange Units Shut Down

The Zimbabwe Energy Workers Union (ZEWU) has called for full disclosure from ZESA Holdings regarding its ongoing discussions with Indian firm Jindal Africa Investments, reported <a href="https://www.theindependent.co.zw/local-news/article/200038579/union-demands-transparency-in-zesas-us350m-power-deal">The Independent</a>.
The discussions centre around a joint venture between Jindal and ZESA to refurbish six units at Hwange Thermal Power Station for US$350 million, a project expected to add around 400 megawatts (MW) to the national grid.
In a letter dated February 13, 2025, addressed to Zimbabwe Power Company (ZPC) managing director Norbert Matarutse, ZEWU general secretary Martin Chikuni expressed concerns about the secrecy surrounding the deal and the lack of transparency regarding the activities at Hwange Thermal Power Station. He wrote:

We are reliably informed, by our members, that your management is at an advanced stage in negotiations with some company or individual from India, for the partial or total takeover of Hwange Thermal Power Station.
There is no doubt that such a development will invariably have a negative impact on the workers’ welfare and conditions of service yet they were never consulted or participated, through their union in the decision, despite their inalienable right to be involved and participate in any decision.
If this is indeed true, we find your approach to be inconsiderate, disrespectful and reckless to the almost 700 employees working at Hwange as well as their families whose livelihoods rely entirely on their breadwinners currently employed by ZPC, at Hwange.

ZPC, a division of ZESA, is responsible for electricity generation.
Chikuni called for an urgent meeting with ZPC management to address the issue, warning that if their request was ignored, they would “pursue all available legal options within the next five working days.”
In response, ZESA Holdings said that the discussions are still in the early stages, awaiting cabinet approval, and therefore cannot be disclosed as finalised. It added:

However, when Jindal came with its expression of interest they brought their top management who engaged with the power station management and worker representatives.
Management is fully aware of the need to engage workers once there is a clear direction on the expression of interest.

Union Demands Full Disclosure On US$350 Million Hwange Power Station Deal

ZESA Holdings (ZESA) owes US$350 million for renovations at the Kariba South Power Station, which it has been unable to service due to the long-standing subsidised tariff regime, reported <a href="https://www.newsday.co.zw/business/article/200038201/zesa-owes-us350m-for-kariba-south-renovations">NewsDay</a>.
Currently, Kariba South has a capacity of 1,050 megawatts (MW) but is only generating 185 MW due to depleted water levels at Lake Kariba.
This was revealed by the Parliamentary Portfolio Committee on Energy and Power Development in an update on the current state of electricity supply in Zimbabwe. It said:

According to ZESA Holdings, they possess a huge loan burden in renovating some of the units at Kariba, South which amounts to US$350 million.
ZESA created a huge debt burden on the utility, including foreign currency commitments for loan repayments and spare parts purchases.
Management added that repayments need to be done in foreign currency, and they have resorted to exporting power in order to generate foreign currency.

The committee urged the Treasury to disburse funds promptly for servicing loans related to power projects, to address Zimbabwe’s long-standing debt servicing challenges, improve the country’s creditworthiness, and facilitate access to affordable energy financing.
ZESA’s foreign currency obligations are preventing the power utility from servicing even the Hwange Thermal Power Station.
The committee highlighted that Zimbabwe continues to experience severe power outages as the distribution supply fails to meet the nation’s growing demand.
The committee also revealed that Zimbabwe Power Company, a subsidiary of ZESA, has been forced to import power from neighbouring countries to alleviate load-shedding.

ZESA Owes US$350 Million For Kariba Power Station Renovations

A 6-year-old girl was reportedly electrocuted last week in the presence of workers from the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) at her home in Beitbridge.
ZETDC is a subsidiary of ZESA Holdings, the state-owned firm tasked with generating, transmitting, and distributing electricity in the country.
According to <a href="https://www.newsday.co.zw/local-news/article/200037769/electrocuted-girl-buried">NewsDay</a>, Nothando Vurayayi was laid to rest in her home village near Sosera Halt, Bikita.
ZETDC covered the funeral expenses, which included the coffin, food, hearse, and transportation for mourners who travelled from Beitbridge for her final journey.
When approached by NewsDay for a comment, Alaina Suliwa, ZETDC’s stakeholder relations executive, declined to provide specific details about the organisation’s involvement, saying only that a thorough investigation with other stakeholders is underway. Said Suliwa:

All I can say at the moment is an investigation to establish the exact circumstance is ongoing. We will share details when the exercise has been completed.
</blockquote>
A relative of the deceased said they had a meeting with ZETDC officials at their office. He said:

We ended up going to their office where they offered to meet all the expenses for the funeral, which they did.
We buried Nothando in Vurayayi village near Sosera Halt and Pamushana Mission.

It is alleged that ZETDC workers improperly connected an earth cable to a water tap, which Nothando and her friend approached to drink from when the tragic electrocution occurred.
When her friend attempted to pull her away, she was thrown against a fence by the electric current, which had been connected directly to test a faulty meter.
In the moments following the accident, ZETDC workers attempted to resuscitate Nothando, who had just begun school this year, but their efforts were unsuccessful.
They subsequently transported her to a doctor, where she was pronounced dead on arrival.

A 6-year-old girl named Nothando Vurayayi was electrocuted in front of ZESA workers at her home in Zimbabwe. ZESA is a company that provides electricity in the country. The workers were trying to fix a faulty meter and connected it to a water tap by mistake. Nothando and her friend got electrocuted when they tried to drink from the tap. ZESA paid for Nothando's funeral expenses. Nothando's family met with ZESA officials, who promised to investigate the incident. Nothando's friend also got hurt when she tried to save her. Despite the ZESA workers' efforts to save her, Nothando passed away.

6-Year-Old Girl Electrocuted In Front ZESA Workers

A parking marshal employed by Tendy Three Investments (TTI), the Bulawayo parking management company, was assaulted this week by a Zimbabwe Electricity Supply Authority (ZESA) employee after he clamped a ZESA vehicle.
The ZESA employee was also filmed using a hacksaw to cut the padlock on the clamping device, which had been placed on the vehicle—a white single-cab pickup—after it violated city parking by-laws.
In the video, the ZESA employee is seen sawing off the padlock while being encouraged by a passerby. He later slaps the TTI marshal in the face, with the marshal not retaliating.
TTI managing director Bongani Nyathi told the <a href="https://www.chronicle.co.zw/tti-opens-criminal-charges-over-assault-of-its-parking-marshal/">Chronicle</a> that the company has opened a criminal case at Bulawayo Central Police Station against the motorist for assault and damaging company property. He said:

It’s unfortunate that a ZESA employee, known by the name Mr Maseko, was caught on video vandalising a clamping device and a case has been opened at Central Police Station.
Law enforcement authorities are dealing with the case and we understand that he is in Harare on company duty. The law will take its course when the police find him.
We condemn Mr Maseko’s actions of vandalising TTI property and assaulting our employee. We urge all motorists to desist from attacking our employees or damaging our property.

Nyathi also said essential service vehicles, such as ambulances, utility companies like ZESA, and government ministries, are exempt from clamping. He said:
<blockquote>
Vehicles from essential service providers such as ZESA are exempt from clamping but in the not so common event that they are clamped, TTI employees are under instructions to release them without payment.
Aggrieved motorists are encouraged to visit our offices at Fidelity Building, on the second floor and their queries will be professionally attended to.
If a motorist feels that their vehicle was wrongfully clamped, TTI will assign a senior employee to go and check if an offence was committed or not.

A parking marshal from TTI was attacked by a ZESA worker after clamping his vehicle for parking violation. The ZESA worker was caught on video cutting off the clamp with a saw and hitting the marshal. TTI has opened a case against the ZESA worker for assault. TTI clarifies that essential service vehicles like ZESA are not usually clamped, and if mistakenly clamped, they will be released for free. Motorists can visit TTI's office for complaints about clamping. The incident is being handled by the police, and TTI condemns attacks on their staff and property.

ZESA Employee Assaults TTI Parking Marshal After Vehicle Clamping

The Zimbabwe Power Company (ZPC) initially reported on Thursday, January 2, 2025, that the Kariba South Power Station was generating 599MW.
However, about three hours later, the power utility revised the figure, stating that the station’s generation was actually 185MW.
ZPC, a subsidiary of ZESA Holdings, had earlier on Tuesday provided an energy generation update, claiming Kariba was producing 599MW, Hwange Thermal Power Station was generating 700MW, and Independent Power Producers (IPPs) were contributing 54MW, for a total of 1,353MW.
After the revision, the output from Hwange and IPPs remained the same, but Kariba’s generation was significantly lowered to 185MW. The utility did not provide an explanation for the sudden change in Kariba’s output.
The initial claim of 599MW from Kariba raised questions, particularly after a report from the Zambezi River Authority (ZRA) on Monday, December 30, 2024.
ZRA, responsible for managing the water levels in the Kariba Dam, warned that the lake’s water levels had continued to drop, despite minor fluctuations due to rainfall.
On that day, the Usable Live Storage (for power generation) was only 2%, down from 11.83% on the same date in 2023.
Given the current water scarcity, it seems unlikely that Kariba could be generating 599MW, especially after months of low output due to insufficient water for power generation.

ZESA Reports 599MW For Kariba, Later "Corrects" Electricity Generation Figures To 185MW

Zimbabwe’s debilitating power cuts, which last for several hours a day or even days on end, are expected to continue into 2025.
The country’s power utility, ZESA Holdings, is struggling to generate enough electricity to meet demand due to low water levels at Kariba Dam and frequent breakdowns at the ageing Hwange Thermal Power Station.
The Kariba hydropower plant, with a total capacity of 1,050 megawatts (MW), has seen its generation drop to less than 200 MW.
During a press briefing, ZESA Holdings executive chairman, Sydney Gata, said that the power utility does not have the foreign currency required to import electricity from neighbouring countries. Said Gata (via <a href="https://www.thestandard.co.zw/news/article/200036350/load-shedding-here-to-stay-says-zesa">The Standard</a>):

More than 50% of our dependable capacity has been wiped out. This is the main reason behind load shedding.
The other factor is that power inputs to supplement the deficit are expensive and they demand foreign currency.

Gata reiterated his previous claims that 18 new power stations, collectively adding 4,600 MW of capacity, were under construction and set to commence operations by 2025.
However, Zimbabwean authorities have a history of making promises that are not fulfilled. In fact, Zimbabwe’s power crisis has been worsening over the years, rather than improving.

Zimbabwe and Zambia experienced a synchronized electricity blackout on Tuesday after South African power utility Eskom triggered a shutdown due to a surge, reported <a href="https://www.zimlive.com/zambia-zimbabwe-suffer-fresh-national-blackout-after-eskom-pulls-plug/">ZimLive</a>.
The power outage occurred just before 1 PM on Tuesday, with restoration efforts starting about an hour later.
Eskom switched off the Southern African Power Pool (SAPP) system to prevent serious infrastructure damage.
The latest blackout was linked to failures in Zimbabwe’s infrastructure, which ZESCO (Zambia’s power utility) uses to import power from Eskom and Electricidade de Moçambique.
ZimLive was told that Zambia, whose electricity generation shortfall is more severe “has been importing power from Mozambique like crazy.” Said a source:

Zambia is over-importing electricity through the SAPP system and the systems in Zimbabwe are struggling to cope, leading to an overcurrent.

As all three countries monitor the SAPP system, Eskom ultimately decided to pull the safety plug, plunging its northern neighbours into darkness.
ZESA Holdings (Zambia’s power utility) confirmed the system disturbance in a statement on Tuesday evening.
ZESA said restoration to most parts of the country had been completed, except for areas under load shedding.

Eskom Power Cut Plunges Zambia And Zimbabwe Into Darkness

The Zimbabwe Electricity Supply Authority (ZESA) lost over US$2 million worth of electricity transmission and distribution equipment to theft and vandalism between January and October of this year, reported <a href="https://www.sundaymail.co.zw/us2m-zesa-equipment-lost-to-theft">The Sunday Mail</a>.
The power utility reported that nearly 30 tonnes of copper conductors, valued at US$600,000, and 10 tonnes of aluminium conductors, worth US$103,000, were stolen during this period.
In addition, thieves siphoned off 1,543 litres of transformer oil, valued at US$7,700. A total of 136 transformers, critical to the electricity transmission process, were vandalised, resulting in losses of US$848,558.
Vandals also targeted bolts and nuts from high-voltage pylons, causing damages exceeding US$4,300.
In total, ZESA recorded 1,317 incidents of theft and vandalism, amounting to a staggering US$2,163,207 in losses.
Harare Region saw 12 transformers worth US$114,200 vandalised, alongside the theft of 5,895 kilograms of copper conductors valued at US$11,790.
The Northern Region (which includes Chinhoyi, Kadoma, and Bindura) reported losses of US$607,250, including the destruction of 43 transformers valued at US$378,000.
The Eastern Region, covering Manicaland and parts of Masvingo provinces, experienced equipment thefts totalling US$190,810, including 23 transformers worth US$99,058.
The Western Region, including Bulawayo and parts of Matabeleland, suffered losses of US$742,106. 
The Southern Region, covering parts of Masvingo, Gweru, and Kwekwe, incurred damages of US$157,824.
The rise in thefts and vandalism has been attributed, in part, to prolonged power outages, which have made ZESA infrastructure vulnerable.
With power supply disrupted in some areas, criminals have found it easier to steal essential components, further exacerbating the country’s energy crisis.

Theft And Vandalism Cost ZESA Over US$2 Million In 10 Months

A 30-minute nationwide power outage in Zambia over the weekend was due to a technical fault in the interconnected power networks between it and Zimbabwe, a senior government official has said.
Addressing the media in the capital Lusaka on Monday, Peter Mumba, permanent secretary in the Ministry of Energy, said state power utility ZESCO Limited worked diligently to resolve the outage, which occurred Sunday evening. He said (via <a href="https://www.aa.com.tr/en/africa/zambia-says-power-outage-caused-by-fault-in-interconnected-network-with-zimbabwe/3404401">AA</a>):

During the power outage, there were two mines that had people trapped underground. These mines included a Chinese mine in Chambishi and Mopani Mine at Mindolo shaft. The people who were trapped were all safely rescued as the mines were supplied with an alternative power supply.

Thabo Kawana, the Permanent Secretary of the Ministry of Information and Media, said that no loss of life occurred in hospitals due to the power outage.
Kawana said that key institutions, including the University Teaching Hospital in Lusaka, Zambia’s largest referral health facility, had power restored within 30 minutes and are equipped with backup power sources.
ZESCO Acting Managing Director Justin Loongo said the Southern African Power Pool is investigating the source of the outage.

A power surge on Sunday night caused widespread blackouts in both Zimbabwe and Zambia, plunging the two southern African countries into darkness.
Both nations are already grappling with an ongoing power crisis, largely due to the declining water levels at Lake Kariba, which is a key source of hydroelectric power for both countries.
Zambia’s power utility, ZESCO Limited, confirmed that the system disturbance occurred just after 8 PM on Sunday. Said ZESCO acting managing director Justin Loongo:

Despite having the installed capacity at its power stations, ZESA is struggling to generate enough electricity to meet demand.
Hwange Power Station is currently producing around 1,000 MW, while Kariba Power Station, typically the most reliable, is operating at just a tenth of its installed capacity due to falling water levels at Kariba Dam.

ZESA "System Disturbance" Plunges Zimbabwe Into Darkness

ZESA Holdings Executive Chairman Sydney Gata said that the decision to adopt electricity tariffs reflecting costs has led to increased investments in the energy sector, which could help address the power crisis Zimbabwe is currently experiencing.
While speaking to delegates at the inaugural Zimbabwe-Zambia (Zim-Zam) Energy Projects Summit on Tuesday in Victoria Falls, Gata said that since the change in December, there has been increased investment in the sector. Said Gata:

Immediately after the tariffs were corrected, we called in industry, mining in particular and told them that now they can also invest in electricity infrastructure.

Gata said miners were advised to stop relying on the government to underwrite the energy risks associated with their operations, and their response has been positive. He added:

As we are talking right now our sector demands approximately 700 megawatts and from the projections from the survey that we did we anticipate that in the next three to five years we will be requiring about 2,000 megawatts, which is above what the country is currently generating.

Several projects are set to come online next year to address Zimbabwe’s energy shortages, including the refurbishment of coal-fired plants by Jindal Steel and Power, and the development of solar power facilities by Tsingshan Holding Group Co’s Afrochine Smelting and PPC.
These initiatives aim to alleviate the persistent power outages exacerbated by a severe drought, which has drastically reduced hydroelectric generation at the Kariba Dam, the country’s primary energy source.
Currently, the Kariba power station is operating at just 10% of its installed capacity of 1,050 megawatts. As of November 19, total power generation in the country stood at 1,273.5 megawatts, which is just over half of the total demand.
The power shortfall is also being fueled by high demand from the mining sector. Isaac Kwesu, Chief Executive Officer of the Zimbabwe Chamber of Mines, said that the mining industry is experiencing an average annual growth of 9%, driven by key sectors like lithium, coal, iron, and steel.

Electricity Tariff Hike Sparked Growth In Energy Investments, Says ZESA Boss

The Batoka Gorge Hydroelectric Project, meant to solve perennial electricity shortages in Zimbabwe and Zambia, may not proceed due to significant hurdles, an official has revealed.
The multi-billion-dollar power plant, planned since 1972, is expected to generate 2,400 MW to alleviate power shortages.
Despite renewed efforts in the past decade, ZESA Holdings executive chairperson Sydney Gata said that the project is fraught with risks.
Gata, who was speaking during the ongoing Zimbabwe-Zambia Energy Projects Summit in Victoria Falls, said (via <a href="https://www.newsday.co.zw/local-news/article/200035198/no-end-in-sight-to-zims-power-woesas-mega-project-may-never-take-off">NewsDay</a>):

The other thing that I would like to mention, especially in respect of Batoka, is that we always need to do more exhaustive feasibility studies.
The project has not seen the light of day since 42 years ago. One of the reasons is that there has not been an exhaustive review of markets and also hydrology.
The project that we have today, in our experience, will not work. There is also a question of enforcement risk.
Enforcement risk is my translation of the experience we had in the reconstitution of CAPCO (Central African Power Corporation) and the formation of ZRA (Zambezi River Authority). That process was not clean.

Due to low water levels at Kariba Dam, power generation at both Kariba North and Kariba South Power Stations has been severely impacted, resulting in up to 20 hours of load shedding per day in both Zambia and Zimbabwe.
The Kariba South Power Station, operated by ZESA, has a generation capacity of 1,050 MW but is currently producing only 124 MW. Said Gata:

… decisions were being made at a political level without regard to the position of technocrats”.
I said that not all the political leadership is aware of this. We tried very hard to advocate for further extensive studies.
Certain hydrological models and models of investment can overcome this ugly picture. Batoka, as it stands now, is a victim of load factor risk.
It is also a victim of load profile risk, but you can mitigate both. If you do further feasibility studies, there are other options. In fact, some of them we knew about in 1984.
I am surprised that they have not been taken into account. Batoka also needs a market study that is honest and relevant.

In 2021, the Zambezi River Authority (ZRA) announced that the consortium chosen to build the project was having difficulty securing funding.

2,400 MW Batoka Gorge Hydroelectric Project May Never Take Off

The Zimbabwe Electricity Supply Authority (ZESA) has extended load shedding to over 24 hours on some days, following a reduction in electricity generation at its largest power plant, Hwange Thermal Power Station, and its most reliable station, Kariba Hydro Power Plant.
According to Zimbabwe Price Check, many neighborhoods experienced power outages lasting the entire day on Tuesday this week. It said:

If you did not get any power last night in your neighbourhood, you are not alone. Many people in Harare have reported the same issue.
ZESA power was never restored yesterday evening. This means many households are now facing more than 24 hours of load-shedding.
</blockquote>
In some areas of the country, including Chitungwiza, electricity was restored just after 10 PM on Thursday, only for residents to be plunged back into darkness less than three hours later.
This week, ZESA confirmed the ongoing power shortage, attributing it to a technical fault at Hwange Power Station and low generation capacity at Kariba Power Station, which is struggling due to low water levels. The power utility said:

ZESA Holdings would like to advise its valued stakeholders that the national power grid is currently experiencing reduced electricity generation capacity due to a technical fault at Hwange Power Station.
This has been further compounded by low generation capacity at Kariba Power Station, resulting from low water levels.
Our technical teams are actively working to resolve the fault at Hwange to minimise the impact on our customers.

On Friday, November 15, ZESA’s power generation unit, the Zimbabwe Power Company (ZPC), reported that Hwange was producing 874 megawatts (MW), Kariba was generating 124.5 MW, and independent power producers were contributing 66 MW.
Despite these figures, many ZESA customers are puzzled by the severity of the load shedding, which seems disproportionate to the daily electricity generation statistics provided by ZPC.
In the past, load shedding was less severe when ZESA’s total generation was under 1,000 MW. This has led the public to question why they are facing 16-hour or longer blackouts now, when ZESA is generating more than half of the country’s electricity needs and also claims to be impoerting power from neighbouring countries.

ZESA Extends Load Shedding To Over 24 Hours

Kudakwashe Choga, a 50-year-old resident of Mvuma, recently appeared in court for stealing 364 units of electricity from the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a subsidiary of ZESA Holdings.
Choga was charged in the Mvuma Magistrates’ Court with violating the Electricity Act, which prohibits the unlawful abstraction or diversion of electricity current.
The Act states that it is illegal to “abstract or divert any electric current or cause any electric current to be abstracted or diverted, or knowingly use any electric current which has been unlawfully abstracted or diverted.”
The court heard that from March 26 to May 2, 2024, Choga tampered with the electricity line conductor supplying power to his meter.
He connected the conductor directly to his load, effectively bypassing the meter and avoiding payment for the electricity consumed.
As a result of his actions, Choga caused ZETDC to suffer a loss of 364 units of electricity, valued at ZWL$1,237.60.
He was sentenced to six months in prison, with four months suspended on the condition that he restitutes the ZWL$1,237.60 by November 30, 2024.

A 50-year-old man named Kudakwashe Choga from Mvuma stole 364 units of electricity from ZESA. This is against the law. He tampered with the electricity line to bypass the meter and not pay for the electricity he used. As a result, ZESA lost money. Choga was sentenced to six months in jail. He can avoid two months of jail time if he pays back the money he owes by a certain date. It is important to follow the law and pay for the services we use.

Mvuma Man (50) Jailed For Stealing 364 Units Of Electricity From ZESA

The Zimbabwe Electricity Supply Authority (ZESA) plans to invest US$62 million in a home solar systems project aimed at rural households, as part of the government’s initiative to achieve universal electricity access by 2030. The project targets 500,000 households.
This was made by Milton Munowadafa, ZESA’s managing director for the Eastern region, during the ninth Infrastructure and Investment Summit organised by the Global Renaissance, which commenced in Nyanga on Monday. ZESA Targets 500,000 Rural Households In Solar Energy Programme

Mpilo Hospital’s Chief Medical Officer, Dr Narcisius Dzvanga, has slammed the City of Bulawayo and the Zimbabwe Electricity Supply Authority (ZESA) for failing to exempt the hospital from water and power cuts, respectively.
Dzvanga made the comments after a power outage interrupted a visit by United States Ambassador Pamela Tremont, who was touring the hospital’s HIV laboratory, which is supported by the U.S. government.
Senzeni Ncube, writing for <a href="https://cite.org.zw/power-outage-disrupts-u-s-ambassadors-visit-to-mpilo-hospital/">CITE</a>, reported that due to the power outage, Ambassador Tremont was unable to see the laboratory equipment in operation. Said Dzvanga:

As I was coming here, I had my secretary send a reminder to the parent ministry about our request for exemption from outages.
We have several key institutions here, including lines that serve the State House and even water supply, but they can’t separate us from the general grid.

Dzvanga said that Bulawayo Mayor David Coltart indicated it is feasible to dedicate a water supply to Mpilo without interruptions, although ZESA said it would be difficult to guarantee uninterrupted power supply. He said:

Dzvanga also revealed that Mpilo Hospital has a solar farm capable of powering the entire facility, but a vital cable for connection is still being sourced from Germany.
He added that once the power cable is installed, the hospital will no longer experience power outages.

The boss of a hospital in Zimbabwe is mad because they had no power during a visit by a US Ambassador. He wanted the hospital to be exempt from power and water cuts. Power Outage Disrupts U.S. Ambassador’s Tour of Mpilo Hospital’s HIV Laboratory

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a subsidiary of ZESA Holdings, has successfully transitioned 95% of its domestic and small business customers from a post-paid to a prepaid billing system.
ZESA Executive Chairman Sydney Gata recently disclosed that the power utility is owed over ZiG5.7 billion by its customers, which includes domestic households, industries, commercial entities, and government departments.
In a recent statement, ZETDC announced that all medium and large customers in the commercial, industrial, tourism, and mining sectors, and institutions still on post-paid billing will be required to switch to prepaid billing for their electricity consumption starting next month. Reads the statement:

ZETDC would like to advise its valued customers that the migration of domestic and small business customers from post-paid platform to the prepaid platform has progressed well with 95% of the customers on the new platform.
This notice serves to advise that ALL medium and large customers in the Commercial, Industrial, Tourism, Mining sectors and Institutions that are still on postpaid billing, will be required to Prepay for their electricity consumption with effect from 01 October 2024.
Customers are therefore advised to settle all their outstanding bills by 30 September 2024, and implementation modalities will be communicated to account holders ahead of implementation.
Customers can contact their account managers or their nearest customer service centre for more information and assistance during the transition.
The prepayment system will empower customers in managing their electricity consumption and capacitate the utility in improving service delivery and achieving energy security.

Gata said as of August 12, 2024, the mining industry owed the power company ZIG684.8 million, or 12% of the total debt, while industrial users owed ZESA 50% of the debt, or ZiG2.8 billion.
The amount owed by domestic consumers is ZiG84.6 million (1%) while the amount owed by commercial debtors is ZiG656.99 million (12%).
This substantial debt has placed considerable strain on ZESA’s financial position, restricting its capacity to invest in infrastructure and cover operational costs.

ZESA Migrates 95% Of Domestic Users To Prepaid Electricity Billing

The Zimbabwe Electricity Supply Authority (ZESA) has assured wheat farmers of 150 megawatts (MW) of electricity starting this month, an increase from the 100 MW previously allocated for this year’s winter crop.
Sydney Gata, Executive Chairman of ZESA, announced this week that wheat farmers will be exempt from load shedding. He said:

ZESA on the other hand, has been prioritizing power to the winter wheat farmers. Ring-fenced power for these farmers has been increased from 100MW to 150MW starting August 2024. The farmers therefore have been spared from load shedding, except in instances of technical faults.
Furthermore, to increase the reliability of supply, there has been a reinforcement of the network and installation of switch gear for the winter wheat farmers.

Gata said as a way of improving power generation, ZESA is mobilising funds for the installation of 120MW solar plants at productive farms. He said:

As a way of supporting production by farmers, farming load has been prioritised when power generation is not adequate to meet demand.
ZESA Holdings is mobilising financing for the installation of about 120MW of solar power at productive farms.
This will ease the demand from farming load on the system, and at the same time allow farmers to feedback excess energy to the grid.

ZESA Increases Power Allocation To Wheat Farmers to 150 MW

The Zimbabwe Electricity Supply Authority (ZESA) has incurred losses of critical infrastructure valued at US$24 million due to vandalism since 2019.
In a recent press release, ZESA Executive Chairman Sydney Gata said equipment theft and vandalism pose significant risks, costing the power utility an estimated US$4 million annually.
Thieves primarily target copper and aluminium conductors, cables, transformer oil, pylons, and transformers.
In response, ZESA has been advocating for harsher, longer sentences for individuals convicted of infrastructure theft.
According to ZESA records, from 2019 to June 2024, there have been 7,186 recorded incidents, resulting in losses totalling US$24.4 million.
Gata also noted that the power entity is currently experiencing a supply shortfall of up to 540 MW during the high-demand winter period.

On Thursday, August 29, the 1,050 MW Kariba South Hydroelectric Power Station was generating 215 MW, while the Hwange Thermal Power Station, with an installed capacity of 1,520 MW, was producing 1,099 MW.

Infrastructure Vandalism Costs ZESA US$4 Million Annually

Consumers owe ZESA Holdings more than ZiG5.7 billion when it is experiencing limited electricity generation due to low water levels at Kariba Dam, which supplies water to the 1 050 MW Kariba Hydropower plant, and ageing equipment at Hwange Thermal Power Station.
In a press release, ZESA Executive Chairman, Sydney Gata, revealed that the power utility has reduced imports from neighbouring countries due to its inability to service the arrears. He said:

Furthermore, to try and mitigate the demand and supply gap, we have to resort to imports from other regional utilities and ZETDC is actively involved in the Sapp Day Ahead Market to access any excess power from the region.
The imports have, however, been reduced as we do not have full capacity to service the arrears.

Gata also said ZESA is owed a staggering ZIG5.7 billion by various customers, including domestic households, industries, commercial entities and government departments.
Gata said as of August 12, 2024, the mining industry owed the power company ZIG684.8 million, or 12% of the total debt, while industrial users owed ZESA 50% of the debt, or ZiG2.8 billion.
The amount owed by domestic consumers is ZiG84.6 million (1%) while the amount owed by commercial debtors is ZiG656.99 million (12%).
This substantial debt has placed considerable strain on ZESA’s financial position, restricting its capacity to invest in infrastructure and cover operational costs.
In light of ongoing supply shortages, ZESA has been compelled to export electricity during non-peak hours to generate foreign currency.
These funds are essential for meeting critical obligations, including loan repayments, water bills, coal purchases, and infrastructure maintenance.
Gata urged customers to pay their electricity bills promptly, noting that ZESA has begun disconnecting those with outstanding arrears. He said:

We have embarked on a disconnection blitz to ensure that those who pay for electricity get the service due to them.
This will also see an enhanced installation of prepaid meters across the customer segments.

Gata said that following government approval of a cost-reflective tariff in December, cash flows have significantly improved, though they remain insufficient due to exchange rate losses.
The cash flow situation reveals a negative variance between cash received and cash obligations, indicating that the foreign currency generated is primarily used to meet critical commitments.
These include monthly loan obligations for the Hwange 7 and 8 expansion, averaging US$36 million and payable exclusively in US dollars, as well as Afreximbank loan obligations.
Other essential expenses encompass payments for water, coal, fuel, and critical spare parts for generation, transmission, and distribution. Additionally, funds are required for legacy loan instalments, operational vehicle replacements, national grid rehabilitation, and the refurbishment of distribution infrastructure.

ZESA Has No Money For Power Imports, Utility Owed ZiG5.7 Billion

ZESA Holdings says the load-shedding experienced across the country is set to ease, as a technical fault that had affected Hwange Power Station Unit 8 since last week has now been resolved, reported <a href="https://www.herald.co.zw/zesa-puts-measures-to-ease-power-shortages/">The Herald</a>.
Addressing the media in Harare on Monday, August 26, ZESA Executive Chairman Sydney Gata said that the unit is now awaiting synchronisation.
Gata also said the power utility plans to install a utility-scale battery energy storage system, which will provide 600 megawatts of power during morning and evening peak periods for up to three hours. He said:

We experienced a fault at the Hwange Power Station Unit 8 last week and we had to switch it off.

This project is at the procurement stage. The energy to charge the batteries will be supplied or procured off-peak.

Gata also announced that Hwange Power Station Units 1 to 6 will undergo a repowering project to boost the current output from 485MW to 840MW.
He further revealed that there are plans in the pipeline to construct an additional four new units with a total capacity of 1,200MW at the Hwange Thermal Power Station. He said:

Jindal of India will invest in an additional 4 new units at Hwange introducing 1 200 MW of new capacity. Feasibility studies for these have commenced.
This will see an improvement of consistent output from the current average of 485 MW to 840 MW. The programme will be executed unit by unit in the next 36-48 months, with work having commenced on Unit 5, using internal resources.
Hwange Power Station’s ongoing Repowering Programme is a significant initiative aimed at enhancing the station’s reliability and output.
With this investment (US$800 million), the project is set to upgrade Units 1 to 6, ensuring increased capacity, and reliability, and extending the operational life of the units by 15 to 20 years.
Currently, the station is maintaining a commendable output of 485MW, even as Unit 5 is being upgraded.
The completion of Unit 5 repowering effort is strategically scheduled for April 2025, which will bolster the station’s capacity in preparation for the high demand during the winter peak season.

Gata said ZESA has entered agreements with ferrochrome companies to supply their own power. He said:

Construction work has already started at one site targeting to produce 300 MW of thermal power in Hwange, with the first 100 MW coming on stream by mid-2025.
Construction work will commence this Q3 on a 720 MW thermal power station by one of the ferrochrome companies for self-supply and supply to other ferrochrome companies.
Ferrochrome companies will be investing in renewable energy, solar and wind, commencing this year.
In total, smelting companies have reached an advanced stage for the construction of a total of 300 MW of solar and 100 MW of wind power.

According to the Zimbabwe Power Company (ZPC), on Monday, August 26th, the power generation figures were as follows: Hwange Power Station was generating 780 MW, Kariba Power Station was generating 215 MW, and Independent Power Producers (IPPs) were producing 47 MW. ZESA Executive Chairman Announces Measures To Ease Power Shortages

ZESA Holdings, Zimbabwe’s power utility, has reported a loss of 800 megawatts of electricity generation capacity due to hydrological challenges at the Kariba South Hydroelectric Power Station, further exacerbating the country’s ongoing power crisis.
This was disclosed by the Minister of Energy and Power Development, Edgar Moyo, in Parliament last week while responding to questions from lawmakers regarding the electricity supply situation in Zimbabwe.
According to the Zambezi River Authority (ZRA), the water available for power generation (usable live storage) at Lake Kaiba on 20 June 2024 stood at 12,54% compared to 31,23% during the same period in 2023. Said Minister Moyo:

The issue of power supply in the country is heavily affected by hydrological issues in Lake Kariba, where we have lost over 800 megawatts.
The stored capacity at Kariba is 1 050 megawatts and we are only able to produce 214 megawatts on average because of the water rationing which has resulted in low inflows in the lake.
From that perspective, after losing over 800 megawatts, it makes it very difficult to sufficiently supply power in the country.

Moyo said to address the power challenges, the government has commissioned Hwange Thermal Plant Units 7 and 8, which produce a combined 600 megawatts daily. He added:

We also have Units 1 to 6, where we have 4 units in operation and they are producing an average of 300 megawatts. Some of those units are not very reliable and we have come up with a mechanism to constantly repair them…
The other measures that we have put in place include renewable energy, efforts where we have given licences to several IPPs which are developing their own projects.

Zimbabweans are experiencing extensive rolling blackouts, with power outages lasting approximately 15 hours per day, except on Sundays in certain areas.

"ZESA Lost 800MW Capacity At Kariba Hydropower Station"

The Zimbabwe Power Company (ZPC), a ZESA Holdings subsidiary, requires US$500 million for the repowering of Hwange Power Station Units 1 to 6, an official at the power utility has said.
The repowering programme is expected to take four to five years to complete.
Addressing members of the Parliamentary Portfolio Committee on Energy who were on a fact-finding mission recently, ZPC general manager Shepherd Mukundu said they have borrowed US$50 million to kick-start the project. He said (via <a href="https://www.sundaynews.co.zw/us450-million-to-repower-hwange-units-1-6/">The Sunday News</a>):

We are still talking to Exim Bank of India who are going to be the financier for that repowering initiative, it’s going to come in two tranches, one of them is US$310 million and another one US$110 million which was originally meant for Bulawayo Power Station.
So, we have taken it upon ourselves to borrow money from Stanbic, a US$50 million facility to kick-start the repowering process such that when we eventually get funding from Exim Bank of India it will find us somewhere.
But what we would have wanted is to get all the money that we want so that we can then increase traction.

In addition to about 600 MW being generated by two new units (7 and 8), Units 1 to 6 are producing 420MW at most, according to Mukundu. He said:
<blockquote>
In terms of power generation, our low-hanging fruit currently is the repowering of Units 1 to 6, we are producing 420MW which is not easy to sustain given the conditions of the plant but we thank God that we are doing that capacity currently.
One of the deliverables that we expect to see coming from repowering is increased capacity, increased reliability and also extension of life from 15 to 20 years that is what we seek to achieve in terms of repowering.
</blockquote>
Mukundu also said ZPC has started using its own resources to finance the repowering. He said:
<blockquote>
Our revenues remain subdued compared to critical obligations such as financing operations that include offsetting loans, spare parts purchase as well as the import bill. ZPC requires US$5 million for spare parts that are imported.

In the first quarter of 2024, Hwange Power Station generated 1 696.4 gigawatt-hours (GWh) of electricity, accounting for 75.4 per cent of the total electricity generated during that period.
This comes as generation from Kariba Hydro-Power Station has continued to decline due to falling water levels in Kariba Dam, attributed to severe drought during the 2023/24 rainy season.
Kariba contributed 19.6 per cent (440.5 GWh), and Independent Power Producers (IPPs) provided the remaining 5.1 per cent.
On 21 June, Hwange was generating 929 MW, Kariba a paltry 292 MW, and IPPs were producing 23 MW.

ZESA Seeks US$450 Million To Repower Hwange Units 1 To 6

Power utility ZESA Holdings is pursuing cost containment measures and at the same time trying to convince some suppliers to accept a portion of payments in the ZiG currency.
This was said by ZESA group financial controller, Eliab Chikwenhere when he appeared before the Parliamentary Portfolio Committee on Energy recently.
The power utility is currently servicing two loans of US$319 million and about US$1 billion provided by China Exim Bank for the expansion projects at Kariba Hydro Power Station and Hwange’s units 7 and 8, respectively.
Chikwenhere said ZESA is engaging the China Exim Bank and Sinohydro Corporation to negotiate the imposed penalties due to delays created by monetary policy changes and restore its Escrow accounts. Said Chikwenhere (via <a href="https://www.chronicle.co.zw/zesa-seeks-to-settle-loans-in-zig/">Chronicle</a>):

We have come up with a programme to ensure that at least we try by all means to save money through cost containment measures and at the same time try to the extent possible that some of our operational requirements are paid in ZiG
There is a programme that we have now to ensure that at least while the bill for Hwange 7 and 8 is US$36 million, we sincerely believe that some of the things can be paid locally.
We have identified certain things we can pay for locally in ZiG. It’s a programme that we started about two months ago and we are trying to engage some of the suppliers.
While the contract says you are paid in USD, we want to convince them to accept perhaps payment half in ZiG or a portion payment that will be the way to go because there is no way we can sustain a bill of US$36 million, it’s not possible.
Every month, we are required to pump out US$18 million each for units 7 and 8, which is US$36 million and this is 100 per cent in USD.
</blockquote>
He said ZESA Holdings’ revenue remains subdued compared to critical obligations such as financing operations, repaying loans, buying spare parts and paying for electricity imports. Said Chikwenhere:
<blockquote>
We’ve established a trend after the tariff adjustments in November-December. Every month, we collect close to US$51 million, which we use to finance our requirements.
Out of that US$51 million, Hwange Power Station Units 7 and 8, require $36 million and yet we are also required to import power from the region for about $25 million monthly.
If you add the two figures they will go beyond the total that we are getting as ZESA. Over and above that, we need US$5 million to import spares.
</blockquote>
He said ZESA was collecting about ZiG400 million per month and hoped to ride on the firming local currency to push for certain services to be paid in ZiG. Added Chikwenhere:
<blockquote>
We now have to identify specific customers that will pay directly into those Escrow accounts (funds held in trust).
I can confirm that some of the customers that we have identified include the new mines Bikita, Kao Investments, Gwanda and Kamativi.
The bills will increase gradually and this will assist us in resolving some of the challenges we are having in terms of payment.
