Newly-elected City of Bulawayo Mayor Cllr David Coltart said he was astonished by the self-aggrandisement of some opposition councillors in the city over the past two decades.
Speaking at an engagement meeting with Civil Society Organisations (CSOs) on Tuesday, Coltart said some of his predecessors have been demeaning the values of opposition parties.
He claimed some opposition councillors undermined what the opposition stands for, by using their positions to get preferential access to stands and other benefits from the council. Said Coltart, as quoted by <a href="https://cite.org.zw/bulawayo-only-has-5-ambulances-needs-30/">CITE</a>:
<blockquote>
There are policies in place that a councillor may get one stand per five years, that’s OK because this is an honorous task, but that’s where it ends.
We must have total transparency. We need to have deep introspection as leaders, we cannot thrive to get on particular committees for particular benefits for ourselves. That has to end.
As councillors, we need to remember that we are elected to serve not to be served. I hope that that will be a dominant theme for the next five years.
We are not here to prioritize what benefits we might get for ourselves by virtue of our positions.
I have watched with astonishment and sat deep in thought in the last 20 years. The opposition in control of this council, has used its elective position to get preferential access to stands and other benefits and in so doing have completely demeaned the office of the councillor and the city council.
They have also undermined what we stand for as the opposition in this country.
We stand for being something different from the regime that has been in power for 40 years.
If we get into office and we do the exact same thing, we don’t just undermine the political party we represent, we undermine the very notion of democracy in our nation. And we undermine the people we love, the people we must serve.
If we don’t demonstrate a different standard of leadership, how can we expect a different standard from other people?
Maybe there are some recently elected individuals who may be seeing this as an opportunity for themselves, we need to set a new standard.

Coltart also revealed that he will forgo getting a new mayoral vehicle during his term of office and prioritise the acquisition of ambulances, fire engines, and refuse collection trucks for the local authority.

Self-aggrandisement Must End, Coltart Tells Opposition Councillors

The City of Bulawayo Mayor Councillor David Coltart said he will forgo getting a new mayoral vehicle during his term of office and prioritise service delivery.
Speaking at an engagement meeting with Civil Society Organisations (CSOs) on Tuesday, Coltart also revealed that the local authority is operating with only five ambulances and needs a fleet of thirty to fully service the city.
He said the City of Bulawayo has an acute shortage of ambulances, fire engines, and refuse collection trucks. <a href="https://cite.org.zw/bulawayo-only-has-5-ambulances-needs-30/">CITE</a> quoted Coltart as saying:
<blockquote>
There is a car at the city council, it has been there for the past nine years. It will be enough for my five-year term.
I’m not going to buy a new mayoral vehicle unless this one breaks down or unless we get a full complement of our ambulances.
How can we have only five ambulances when we need thirty and still prioritize mayoral vehicles, that is absolute nonsense.

Over the past two decades, service delivery in local authorities has sharply deteriorated and urban dwellers have mostly been affected as water supplies and refuse collection have become irregular, exposing residents to medieval diseases such as cholera and typhoid.
Councillors, especially in urban councils, have been accused of abusing resources for personal benefit instead of prioritising service delivery.

I Can Do Without A New Mayoral Car - Coltart

Bulawayo Ward 4 councillor, David Coltart (CCC) has said if elected as Bulawayo mayor, the local authority will start by cleaning the city which he said has become a cesspit.
Coltart is CCC leader Nelson Chamisa’s choice for the Bulawayo mayoral job, and councillors have reportedly been instructed to vote for him.
Speaking during an interview with <a href="https://www.newsday.co.zw/southerneye/local/article/200016429/coltart-lays-out-vision-for-bulawayo">Southern Eye</a> on Friday, Coltart said the Council will engage businesses, churches and other pertinent parties to rid the city of filth. He said:
<blockquote>
Bulawayo has become a cesspit. There is rubbish everywhere. Before we can do anything else, we have to start trying to clean the city up. That cannot just be done by council alone. It will have to involve local businesses and the general public along with residents, associations, churches and the like. But that is my first immediate plan if elected.

Coltart also said the incoming council will review all existing contracts that the city council has entered into over the years to ensure that the local authority was shortchanged. He said:
<blockquote>
I want to establish in my own mind that these (contracts) have been properly entered into, that they are lawfully entered into, that they followed correct tender procedures and that they are in the best interests of the citizens of Bulawayo. If I find that they are not, I will certainly consult the city council’s lawyers to see if there is any way in which they can either be amended or if need be, cancelled altogether.

Some of the controversial contracts entered into by Bulawayo City Council over the past few years include the US$60 million tender awarded to Terracotta to refurbish Basch Street terminus and the vehicle parking deal with Tendy Three Investments (TTI).
Coltart said the Council will try to persuade the central government to be granted more autonomy “in line with the devolution aspirations of the constitution.”

Coltart Lays Out Plans To Address Bulawayo's Challenges

Some CCC councillors in Bulawayo are reportedly plotting to defy party leader Nelson Chamisa’s directive to vote for David Coltart and Dumisani Nkomo for the city mayor and deputy mayor position, respectively.
In the run-up to the 2023 Harmonised Elections, Chamisa publicly endorsed Coltart as the party’s mayoral candidate in Bulawayo.
Coltart is a lawyer and former Minister of Education, while Nkomo is a civil rights campaigner.
The election for the city’s new mayor was initially scheduled to be conducted after the swearing-in ceremony on Wednesday.
However, the election was postponed to Monday after the Ministry of Local Government ordered all councillors to attend an induction meeting in Gweru on Thursday and Friday.
<a href="https://cite.org.zw/byo-councillors-plot-to-defy-chamisas-directive-on-mayor-deputy-mayor/">CITE</a> reported that some senior CCC officials in Bulawayo summoned the councillors on Wednesday morning before their swearing-in ceremony and instructed them to choose their preferred candidates.
A councillor who spoke to CITE on condition of anonymity claimed that the CCC officials are against the election of Coltart and Nkomo because the two will not give in to their demands. Said the councillor:

The challenge is that there are people who want to go against what the party planned. There are external people, with huge amounts of money and with ulterior motives (of corruption) who are trying to push for their candidates to be elected on Monday.
They don’t want Coltart and Nkomo because they know they will not bend to their demands. There are reports that some councillors have already been given money by these people.
We also have it in good authority that they are hoping if Mabuto is the one to be elected as deputy mayor, then they can ride on that to push for their candidates again to chair strategic council committees to push their agenda.
It’s a pity because if they fall into this trap they will be recalled. That is the party position.

CCC national spokesperson Promise Mkwananzi told CITE that the councillors have been instructed to vote for Coltart for the mayoral position. He said:

As a party, we work with clear guidelines. Bulawayo has been advised accordingly on who will be mayor, and that is David Coltart. He was even endorsed at a rally in the city.
As for the deputy mayor, the councillors there have been told who has been chosen by the party.
Any other rumour will not be entertained and the party members are expected to act according to the guidelines of the party.

CCC won all the Local Authority seats in Bulawayo as well as all the parliamentary seats in the province in the 2023 Harmonised Elections.

Some Bulawayo Councillors Plot To Defy Chamisa's Directive On Mayor

Councillor Dumisani Nkomo, a potential candidate for the deputy mayor position in Bulawayo, has expressed his readiness to compete for the role. His remarks come amidst reports of a plan by some councillors to defy the party’s chosen candidates for the mayor and deputy mayor positions.
Citizens Coalition for Change (CCC) leader Nelson Chamisa publicly endorsed Ward 5 Councillor and former education minister David Coltart as the future mayor of Bulawayo. According to sources, party official Senator Gideon Shoko conducted interviews, and Ward 9 Councillor Donaldson Mabuto was recommended for the deputy mayor position.
However, Nkomo claimed to be unaware of this process and criticized its secretive nature. He told CITE:

I was not aware that such a process was taking place. It was not done openly. Very few people knew about it. I personally do not recognise it.
I believe in the cause of a progressive Bulawayo. I agreed to this challenge after serious consultations with family, friends and colleagues who also believe in the same cause. When I was approached, I gladly accepted the offer because I believe in a better Bulawayo. I don’t mind competition, there is nothing wrong with having various candidates to run for deputy mayor, what I am against is that this happens in a secretive manner.
There are a lot of people opposed to this because of selfish reasons. They want to perpetuate corruption for their own benefit. They want to benefit through tenderpreneurship. I’m not that kind of a person. The reason why I was approached and asked to work with Coltart as his deputy is because they believed that I have the capability to do so. We are ready to fight for a noble cause, to fight those who want to drive corruption in a city that means so much to so many people.

Senator Shoko declined to comment on the issue. The election for the new mayor and deputy mayor of Bulawayo is scheduled for Monday.

Councillor Dumisani Nkomo Says He's Ready To Compete For Bulawayo Deputy Mayor Position

Former Education Minister David Coltart says he will review all contracts awarded by the Bulawayo City Council if he becomes the city’s next mayor.
Coltart made the remarks after he was promised the position by CCC leader Nelson Chamisa at a rally in Bulawayo on Sunday.
Coltart, an experienced lawyer and long-time opposition activist, will contest Ward 4 which covers most of affluent Khumalo. He said:

I want to use my experience as a lawyer to review all the contracts in Bulawayo’s council, to see if they are in the interests of the citizens of Bulawayo.
If we find that they are benefiting a small number of people then we will do everything in our power to cancel them
Our vehicle licences when paid go to Harare and that means we cannot rehabilitate our roads.
We will fight to ensure that the wealth that is generated in this city is kept here. We will fight to keep our wealth here.

Speaking in an interview with State media last week, Coltart said he will review all the contracts entered into by the City of Bulawayo including the one awarded to the parking management company, Trendy Three Investments (TTI) if he is elected. Said Coltart:
<blockquote>
No, I have not said I will cancel it. I said I will review all contracts entered into by BCC to see whether they have been lawfully entered into and are in BCC’s best interests.
If they are not and can be lawfully cancelled, I will do whatever I can to act in the citizens’ best interests. 
Regarding the TTI contract, I said that it is one I will look at as I am concerned about the manner in which it is being executed.

TTI runs the city’s parking management, having been awarded the tender in 2020 under a build, operate, and transfer (BOT) arrangement with Bulawayo City Council getting 30 percent from every dollar generated.
Meanwhile, Coltart is contesting against Minias Mpofu (ZANU PF), Dumisani Marira (NAP), and Chabalisa Mwinde (MDC-T) in Ward 4.

Coltart Intends To Review All Contracts If Elected Bulawayo Mayor

CCC leader Nelson Chamisa has endorsed former Minister of Education David Coltart to be the next mayor of Bulawayo if the party wins the upcoming election.

The CCC presidential candidate said the party wants to have accountable and credible councillors who will deliver services for Bulawayo residents. Said Chamisa:

We have realised that there are problems in Bulawayo’s local authority. There are some councillors who went with MDC, and they were being very funny and very dangerous.
So, we have said we are starting on a clean slate. We don’t want funny tricks in local government.

Coltart, who is a lawyer, with 40 years of experience, said:

If we find that they are not, that they are benefiting a small number of people, then we will do everything we can to cancel them.
We will also work hard to ensure that the income that is generated in this city is kept in this city.
At present, our water fees go to Harare, and so does the money that is remitted from our vehicles.
This means that we can’t fix our roads and deliver other services. We plan to keep our wealth here and use it accordingly.

The opposition has dominated urban councils in the past two decades, a period that saw a rapid collapse in service delivery characterised by erratic water supplies, dumping of garbage in undesignated spaces, and raw sewage flowing in streets, among other issues.

Chamisa Endorses David Coltart For Bulawayo Mayorship

Nelson Chamisa, the leader of Citizens Coalition for Change (CCC), told party supporters at the White City Sports Stadium in Bulawayo this Sunday that the party’s agents had been deployed to all 12,374 polling stations. He confidently stated that the party would have the election results by August 24.
Polling agents play a crucial role in ensuring fair elections. They are appointed representatives of political parties tasked with monitoring polling stations. In the 2018 elections, the MDC Alliance, under Chamisa’s leadership, encountered challenges due to the absence of agents at certain polling stations. This resulted in allegations of rigging, but without their presence, the party was unable to substantiate the claims. Polling agents act as vigilant observers, safeguarding the integrity of the electoral process and enabling parties to address any irregularities or concerns that may arise.
Chamisa also introduced David Coltart, a former Education Minister and council candidate for the party. Coltart, a seasoned lawyer, pledged to address pressing issues in the local government authority of Bulawayo. These issues include corruption, water scarcity, violation of vendors’ rights, corrupt tender allocations, and resident abuse. With his legal expertise, Coltart expressed his commitment to reviewing council by-laws that do not prioritize the public’s interests.

Zimbabwe's Ex-Education Minister Coltart Expresses Concern Over BBC Article On Chamisa

David Coltart has issued an apology to the former Information Minister, Jonathan Moyo following a tweet he posted which referenced the killing of Moyo’s father during the Gukurahundi atrocities in the 1980s. Moyo, who is in self-exile, took to Twitter to announce that he had accepted Coltart’s apology, praising him for his gentlemanly conduct.

Bulawayo Mayor Councillor Solomon Mguni has slammed CCC local authority candidate David Coltart for insinuating that there is endemic corruption within the city, <a href="https://www.sundaynews.co.zw/mayor-pours-vitriol-on-coltart/">The Sunday News</a> reported.
Mguni likened Coltart to an “over-excited toddler” who has just been introduced to “jiggies” for the first time.
Coltart, who is contesting Ward 4, has been touted as Bulawayo’s next mayor if CCC wins a majority in the local government elections.
In an interview with a local online publication, the former Education Minister vowed to rid the local authority of corruption. Said Coltart:

Bulawayo is not working because of corruption; it is driving away potential investors. I want our city to have more investments and we can do that by eradicating corruption, which has become endemic.

Responding to the remarks by Coltart, Mguni said the former minister’s utterances were reckless and unfortunate. He said:

We take great exception to such reckless utterances from an individual of such maturity and professional calling who once occupied a Cabinet Ministerial position in the Government of Zimbabwe.
While we are open to criticism as a public institution; we frown upon unfounded and baseless accusations of corruption and malpractices.
His assertions imply that all the Government agencies; including ZACC who carried out investigations and inquiries relating to the operations of the City of Bulawayo are incompetent.
We challenge him to produce proof of such corrupt practices on the part of management and councillors of the City of Bulawayo.
His behaviour is akin to that of an over-excited toddler who has taken sight of jiggies.

Mguni accused Coltart of pushing what he termed the agenda of white monopoly empowerment. He said:

We call upon all patriotic residents to ignore unsubstantiated claims that have the potential to harm the image of the city and drive away potential investors.
It is the likes of Mr Coltart who, historically, have been pushing the agenda of white monopoly empowerment at the expense of disadvantaged black entrepreneurs who are now seeking to reverse black economic empowerment by labelling it as corruption.

Mguni joined the Douglas Mwonzora camp after the controversial 2020 pre-COVID lockdown Supreme Court ruling on MDC-T succession and as a result, was not among the Bulawayo councillors who were recalled.

Bulawayo Mayor Likens David Coltart To A "Toddler" Excited Over "Jiggies"

Witness Dube, a former senior official of the Movement for Democratic Change (MDC), has made a statement on social media claiming that the “radar of democracy” is now permanently located within the ruling party, ZANU PF. This statement was made in response to criticism from David Coltart, a former Education Minister during the Government of National Unity (GNU), who had accused Dube of defecting and joining ZANU PF.
Dube had posted a photo on Twitter showing himself at a ZANU PF event while wearing the party regalia, which Coltart criticised as “utterly shameful”. In response, Dube claimed that ZANU PF was now the home of democracy. Dube’s initial tweet reads:

His remarks are significant given his previous position within the MDC as the national spokesperson. It suggests that he no longer believes that the MDC can provide a viable alternative to ZANU PF in terms of promoting <a class="MarkdownLink_linkifiedLink__KxC9G">democratic ideals</a>. The Radar Of Democracy Is Now Permanently Resident In ZANU PF: MDC Defector

Former Minister of Education, David Coltart, who is the CCC aspiring Bulawayo Ward 4 councillor, said that he will strive to restore the city to its former glory.
Coltart, a former Cabinet Minister in the Government of National Unity (GNU), has been touted as Bulawayo’s next mayor.
In an interview on This Morning on Asakhe, a Twitter Space run by <a href="https://cite.org.zw/coltart-vows-to-rid-bcc-of-corruption/">CITE</a>, Coltart said he decided to run for council after he was asked to do so by several party members and other political players.
Responding to reports of him likely to land to mayoral position, Coltart said it was too early to talk about that. He said:

There is a lot of talk about me being mayor. I am not counting those particular chickens before they hatch.
There is a process, I must be elected as councillor for Ward 4, the CCC will have to have a majority number of councillors and then I would have to secure the support of other councillors to become mayor.
It is a long road to travel in that regard, so I am not making any assumptions in that regard.

Coltart said his vision of Bulawayo was to eradicate corruption and make the city attractive to investors. He said:

Coltart Vows To Tackle Corruption If Elected Bulawayo Mayor

CCC member David Coltart has rejected claims by some political commentators that party leader Nelson Chamisa “has a mountain to climb” to win the presidential race based on the results of the recent Afrobarometer survey.
The Afrobarometer and Mass Public Opinion Institute recently released pre-election survey findings indicating a decline in support for the CCC and a surge in support for ZANU PF.
According to the report, 27% of respondents said they will vote for Chamisa, a decrease of 6% since June 2022, and 35% said they will vote for President Emmerson Mnangagwa, a 5%.
Posting on Twitter, Coltart argued that the most important finding is that 85% are unhappy with the current state of affairs in the country. <a href="https://twitter.com/DavidColtart/status/1678694469724516353?s=20">He wrote</a>:

I fundamentally disagree with Afrobarometer commentators who say that [Nelson Chamisa] has a mountain to climb. I believe the following slide is the key – namely that 27% “refuse to answer”.
In a country where 85% have said the government is “performing badly” as revealed in another section of the poll, in a country where there has been a long history of political violence – decades-long- supported by another poll question where 6 in 10 people “fear political violence” – these 27% are not swing voters in the usual sense but voters who “refused to answer”.
Swing voters are those “who don’t know”. People who support ZANU PF have nothing to fear &amp; that is why they are happy to reveal their voting intentions.
I agree that CCC and Chamisa can’t just take for granted that the 27% “refusenics” will vote for them they may vote for CCC or some other party or candidate.
The one thing one can be sure about is that they certainly won’t vote for ZANU PF. So my reading is that it is Mnangagwa and ZANU PF who have a mountain to climb, not CCC and Nelson Chamisa.
One final point – some of the 35% who say they will vote for Mnangagwa &amp; ZANU PF – may themselves be so fearful that they have stated that they will vote for ZANU PF and Mnangagwa rather than record a “refusal”.
The most important finding is that 85% are unhappy.

Zimbabweans go to the poll on 23 August 2023 to elect the president, members of parliament and councillors who will serve for the next five years.
However, the run-up to the elections has been marred by the Zimbabwe Republic Police’s refusal to allow CCC to campaign, a development that will most likely result in a disputed poll outcome.

Coltart Says Afrobarometer Survey Shows Mnangagwa "Has A Mountain To Climb"

Zimbabwe Lawyers for Human Rights (ZLHR) have filed an urgent appeal on behalf of the <a href="https://www.pindula.co.zw/LEAD/">Labour, Economists, and African Democrats (LEAD)</a> political party, seeking to declare the government’s efforts to modify the country’s constitution through the use of a Statutory Instrument unconstitutional.
The government issued Statutory Instrument (SI) 114 of 2023 just before the Nomination Court convened on June 21, 2023, to correct an amended Section 268 of the Zimbabwean Constitution. The amended section stipulated that ten women must be elected to provincial or metropolitan council positions under a proportional representation system, thus excluding men. SI 114 now allows both men and female candidates to be nominated for political party lists.
ZLHR filed the appeal on June 24, 2023, arguing that SI 114 of 2023 is unconstitutional. The opposition also pointed out that the ZANU PF-led government enacted SI 114 of 2023 to benefit its candidates as the ruling party had ignored the constitutional amendment and utilised the zebra system to nominate male and female candidates for the 10 provincial or metropolitan council seats. 
Following the publication of SI 114, ZEC published a press release on June 21, 2023, alerting political parties that they can proceed with nominating both female and male candidates for provincial or metropolitan council seats.
Political analysts have criticised the government’s and Parliament’s inability to take note of the constitutional amendment before signing it into law, demonstrating incompetence. Citizens Coalition for Change (CCC) member and lawyer, David Coltart said the SI 144 demonstrated “gross ineptitude by the ZANU PF regime and was also <a href="https://www.davidcoltart.com/2023/06/zlhr-files-urgent-application-against-si-that-seeks-to-amend-constitution/">“thoroughly illegal.”</a> He said:

One cannot just amend a Constitutional provision, which has been in place for almost two years, on the day before nomination day, or at any time. It’s utterly bizarre
The new constitutional provisions, Sections 268 and 269, bad as they are, state all the candidates must be women. A mere SI can’t change that.
No doubt ZEC will again ignore this brazen breach of the Constitution. But how incompetent is it for someone to wake up on the eve of an election to ‘correct’ an ‘error’ in the Constitution which was published almost two years ago? The bumbling is breathtaking.

According to Tendai Biti, a Constitution cannot be amended by an SI, even if an error was made recording the amendments made in the National Assembly. He argued that the Senate debated and adopted that erroneous position, which the President signed into law. He said:

Under such circumstances, only a constitutional amendment can undo the original position. Besides, a law affecting an election cannot be made once an election proclamation has been made. This is therefore a scandalous mongrel’s breakfast but one which not many mongrels will touch.
</blockquote>
Political analyst Iphithule Maphosa said the government and Parliament’s failure to revise the constitutional amendment – Section 268 – before signing it into law demonstrated incompetence. Maphosa added that they are now making changes when an election is imminent to suit the ruling party, which shows a lack of seriousness in carrying out oversight duties.

LEAD Ropes In Lawyers To Declare Govt's Constitutional Amendment Bid Illegal

Jailed Zengeza West MP Job Sikhala, who is the Citizens Coalition for Change (CCC) vice chairman, has set up a trust fund to solicit financial support from well-wishers who wish to support his family.
This was confirmed by human rights lawyer David Coltart, who is also a CCC member.
Coltart said a new Notarial Deed called The Sikhala Family Trust has been established to assist Sikhala and his family. He posted on Twitter:

I recently visited Honourable Job Sikhala at Chikurubi Maximum Prison where he signed before me a new Notarial Deed named The Sikhala Family Trust, which is designed to support him and his family. 
The Trustees of the new Trust are a prominent Bulawayo lawyer and a Bulawayo-based pastor.
Yesterday the Deed was completed and now there is a lawful Sikhala Family Trust in place which can receive donations from well-wishers.
The law firm Webb, Low and Barry has been instructed by the Trust to manage the Trust.

Sikhala has been in pre-trial detention for almost a year following his arrest on incitement to commit violence and disorderly conduct charges.
He was arrested following violent clashes in Nyatsime at the funeral of Moreblessing Ali, a CCC activist who had been missing for three weeks before her mutilated body was discovered in a disused well on 11 June 2022.
Sikhala was arrested on 14 June alongside Chitungwiza North MP, Godfrey Sithole, and 14 other CCC activists.
While the other CCC activists were released on bail, Sikhala is still in pre-trial detention at Chikurubi Maximum Security Prison in Harare.
On 03 May 2023, Sikhala was convicted of obstructing the course of justice and was given a wholly suspended six months sentence and a six-month jail term with an option of paying a US$600 fine.

Jailed Job Sikhala Sets Up Trust To Support Family

Former Zimbabwean cricketer and cricket coach Heath Streak is reportedly extremely ill.
In a Twitter post this Saturday, former Minister of Education, David Coltart who is an avid cricket fan, revealed the development without stating the nature of the illness. <a href="https://twitter.com/DavidColtart/status/1657260955774926848">He wrote</a>:

This is a call to prayer warriors in #Zimbabwe and beyond. Heath Streak, one of the greatest cricketers our nation has ever produced, is extremely ill and needs our prayers. Please could we all be in prayer for him and his family.
</blockquote>
Streak played for and captained the Zimbabwe national cricket team and by his statistical record, he is the best bowler to have played for Zimbabwe.
He is the all-time leading wicket-taker for Zimbabwe in Test cricket with 216 wickets and in ODI cricket with 239 wickets.
Streak retired from international cricket in October 2005 to become captain of Warwickshire County Cricket Club having previously played county cricket for Hampshire in the United Kingdom.
In 2021, Streak was banned for eight years after being charged with multiple breaches of the International Cricket Council (ICC)’s anti-corruption code.
Streak committed the offences during his role as coach of Zimbabwe and various domestic teams around the world.

Former Zimbabwean Cricketer Heath Streak "Extremely Ill" - Coltart

A senior Citizens’ Coalition for Change (CCC) official, David Coltart, alleges that unidentified people tampered with his car’s braking systems.
He also said in the past 23 years, the vehicles he has driven have been tempered with four times.
In a post on his Twitter page on Monday, Coltart, who was the Minister of Education in the Government of National Unity (GNU), said his mechanic informed him that there was no doubt the incident was an act of sabotage. Wrote Coltart:

Last week, I was advised by the mechanic who maintains that an attempt has been made to sabotage my vehicle.
As will appear from the attached affidavit statement made by him before local lawyer Brazhnev Mathonsi, the front left brake system of my vehicle has been interfered with since the vehicle was last serviced.
As is stated, my mechanic is adamant that this was sabotage. He says it is impossible for that particular valve to come loose of its own accord and he personally checked the braking system the last time it was serviced.
Had I travelled in the car approximately another 100 to 200 kms the brake system would have totally failed with potentially devastating consequences for me and my family, including my grandchildren who routinely are driven in that car.
I have sought to protect the identity of the mechanic so that he is not affected by this statement. I am grateful to him for his diligence and professionalism.
This is now the fourth time in the last 23 years that vehicles I use have been tampered with. The first occurred to a Nissan vehicle in the early 2000s when the brake lines were cut.
The second occurred to the same vehicle a year later when the right inside tyre was deliberately burnt in a small area with the intention of causing it to burst.
The worst was in 2012 when some of the front left wheel nuts were loosened in the same car affected by this incident, and the entire front left wheel came off when I was driving the car with my wife and youngest daughter in the vehicle with me.
I of course have a good idea who is behind all of these attempts to cause me and my family harm.
It is part and parcel of a modus which has been used effectively against many people over decades.
However, what I need to convey to you all is that my overwhelmingly dominant emotion isn’t fear but gratitude.
In the first two acts of sabotage to my vehicle, I was saved by fortuitous sequences which revealed the sabotage.
In the 3rd event in 2012 the wheel came off at a point where I was travelling slowly; literally, if the wheel had come off 500 meters before or after a serious accident would have happened.
In other words in all three I was saved by the good Lord’s providence.
Exactly the same has happened in the latest incident. My vehicle was not due for a service for about another 500 kms and so the brakes would have failed well before the next service.
However, a warning light came on 10 days ago that my timing belt needed attention (something completely unconnected to the brake system).
I took the car to my mechanic and I asked him to attend to the timing belt – and said he may as well service it early!
Because he is so diligent he checked the brake system and discovered that someone had loosened the valve which channels brake fluid into the brake calliper.
In other words, providentially a warning light came up which then revealed this sinister act before it could do harm.
… Whilst I have of course taken this attempt as a stark reminder that there are people in Zimbabwe who wish me harm, and will act with more caution going forward, this incident has been a profound reminder to me and my family that the Lord is trustworthy and I have nothing to fear so long as He is the stronghold of my life.

David Coltart Claims His Vehicle's Brakes Were Tampered With

A Citizens Coalition for Change (CCC) official, David Coltart, says it is now clear that ZANU PF has banned the opposition party from holding meetings across the country.
This comes after police blocked several CCC rallies that were scheduled for this weekend in different parts of the country.
Posting on Twitter, Coltart said authorities use “every trick in the book” to block CCC from holdings meetings while those who attend private meetings are arrested. <a href="https://twitter.com/DavidColtart/status/1623937887766188032">Wrote Coltart</a>:

It’s abundantly clear that ZANU PF has banned the #CCC. Our structures have been applying to have meetings throughout #Zimbabwe and every trick in the book is used to prevent these meetings from taking place. Then when we have private meetings people are arrested.
</blockquote>
Police recently blocked a CCC rally that was scheduled for the 11th of this month citing objections by some property owners.
In response to a CCC notification of its intentions to hold a rally at Rowa Grounds in Mutare, the Chief Superintendent (Supt) Regulating Authority ZRP Mutare Rural District, P. Mbira raised a number of issues.
Supt Mbira said CCC had failed to comply with the law and that the intended venue is also lined up for sporting activities by local football clubs who usually use the same venue.
Mbira also claimed that some property owners are against holding the rally at their doorsteps.
Award-winning journalist and filmmaker Hopewell Chin’ono said to date, President Emmerson Mnangagwa’s government has used the police to ban 68 CCC rallies. <a href="https://twitter.com/daddyhope/status/1624300241393446912">Said Chin’ono</a>:

It Is Clear That ZANU PF Has Banned CCC - Coltart

Former Education minister David Coltart says the government’s announcement that it will introduce free education beginning this term is impractical.
Speaking to NewsDay, Coltart, who is the Citizens Coalition for Change (CCC) interim treasurer, said the government failed to allocate adequate funds in the budget to support free education. He said:

They can only roll out free education if they have a budget to support it. An analysis of the budget shows that it is a ridiculous budget and we have seen that education in real terms is relegated and made subordinate to the Office of the President and Cabinet, and the budget for rural areas.
Unless the budget allocates sufficient money for school fees to be supported, there can be no genuine rollout of free education.
We know from past years that the actual money allocated to education is generally way below, so there is no indication that anything will change.

Economic commentator Gift Mugano said the government cannot roll out free education when it cannot pay teachers decent salaries. Said Mugano:

The first question would be, is it really in motion? Where I am coming from, is that already the teachers are not being paid decent salaries and parents are taking the burden to sustaining the teachers.
Salaries are not going up, we cannot talk of free education when we cannot pay teachers well.
The Finance minister has said they will pay for three teachers’ children, not to talk of the whole country.

Last month, Finance and Economic Development Minister Mthuli Ncube told Parliament that the free education programme will need more time to implement.
In his vote for the Primary and Secondary Education ministry, Ncube allocated $631.3 billion (US$976 million) towards providing quality infant, junior and secondary education.

2023 National Budget Doesn't Support Free Education - Coltart

Opposition Citizens’ Coalition for Change (CCC) Treasurer-General, David Coltart, said the failure of the Registrar-General’s Office to process birth certificates and national identity cards (IDs) for two months is a ZANU PF strategy to prevent young people from voting.
Posting on Twitter, Coltart said it was unbelievable that a whole government fails to issue birth certificates and national identity cards for two months. He said:

I have no doubt that this is yet another means of preventing some young new voters from being able to register to vote.
For goodness sake how can a whole Government fail to issue IDs for 2 months? The reality is without an ID one can’t register to vote.
</blockquote>
On Monday, Registrar General Henry Machiri said a system fault has halted the issuance of birth and death certificates though the documents are still being produced manually in emergency cases.
He added the issuance of passports and National Identity Documents (IDs) remains unaffected.
Machiri did not reveal when the problem is going to be rectified but said the department will be providing regular updates on the progress being made toward resolving the technical glitch.
However, an unidentified employee at one of the Registrar General’s offices in Harare told <a href="https://www.newzimbabwe.com/zimbabwe-fails-to-process-ids-birth-certificates-for-over-two-months/">NewZimbabwe.com</a> the challenges are being experienced nationwide. The staffer was quoted as saying:

Since the month of September, we have not processed any documents and we cannot assist you in any way until the system is up.
We have not been told when it will be up, but all I can tell you is that even if I retrieve the application documents you submitted and hand them back.
You will not be able to get any assistance since this is being experienced nationwide.

Govt's Failure To Process IDs A Vote Rigging Strategy - Coltart

Former Minister of Education, David Coltart, who is CCC interim treasurer-general, says President Emmerson Mnangagwa should not intervene in the court case involving CCC interim vice-chairperson Job Sikhala.
Sikhala, Chitungwiza North MP Godfrey Sithole (CCC) and 14 other opposition party members have been languishing in pre-trial detention since June following their arrest over violence in the Nyatsime area. They have been denied bail several times.
The CCC members, referred to as the Nyatsime 16, were arrested on allegations of inciting violence in Nyatsime and obstruction of the course of justice in the aftermath of the brutal murder of Moreblessing Ali, a CCC member.
Coltart’s comments came after National Constitutional Assembly (NCA) leader Lovemore Madhuku suggested that CCC must engage ZANU PF in dialogue to facilitate the release of Sikhala and his co-accused.
Coltart, a lawyer in his own right, said Mnangagwa should stay out of court processes and doing otherwise would be a breach of the rule of law. He posted on his Twitter page:

As hard as this may appear, I do not want Mr Mnangagwa to intervene in Job Sikhala and the Nyatsime case because that would itself breach the rule of law.
Our Courts must apply the law justly in terms of the Constitution, which they have not done to date.
When I said that Mnangagwa should not get involved in directing the courts to release my friend Job Sikhala the converse also applies.
It is clear that the Executive is involved in the Judiciary in determining who should get bail and who should not.
Judges must be independent. The reality of Zimbabwe is that there are no longer 3 arms of government, only two, Parliament and the Executive.
The Judiciary is no longer recognisable as an independent arm of government in Zimbabwe. It has been swallowed by the Executive and is now part and parcel of it.

Mnangagwa Should Not Intervene In "Nyatsime 16" Court Case, Says Coltart

Top CCC official, David Coltart, who was the Minister of Education from 2009 to 2013, said that it is regrettable that Zimbabwe did not benefit from the leadership of Queen Elizabeth II over the past two decades following its withdrawal from the Commonwealth.
Queen Elizabeth II, the United Kingdom’s longest-serving monarch, died on Thursday afternoon at Balmoral in Scotland aged 96, after reigning for 70 years.
In his condolence message to the British Royal Family, Coltart said he will miss the Queen’s Christmas messages and other communications which he said were a source of stability and hope. He wrote:

Please accept my sincere condolences following the passing away of Her Majesty Queen Elizabeth II.
My deepest sympathy is extended to the Royal Family, the people of the United Kingdom and the Commonwealth.
My prayers and thoughts are with you all. I am sure democrats across Zimbabwe will join me in saying how much we treasured her principled leadership of the Commonwealth over so many decades.

In response, one Innocent Chibaya wrote: “Senator don’t say on behalf of Democrats in Zimbabwe, say on behalf of your family leave us Zimbabweans from this.”
Meanwhile, South Africa’s second-largest opposition political party, EFF led by Julius Malema, says it will not mourn the death of the Queen as she never apologised for the plunder of African resources and the brutal killings of millions of African people by the British during the colonial era.
In a statement issued by National Spokesperson, Sinawo Thambo on Thursday, the party said that if indeed there is life after death, Elizabeth and her ancestors should be punished for their alleged crimes.

The International Air Transport Association (IATA) has reported that Zimbabwe owes US$$142 million to international airlines from ticket sales, cargo space and other activities.
<a href="https://www.news24.com/fin24/economy/zimbabwe-among-countries-that-owe-airlines-r15-billion-for-services-20210821">News24 cites IATA as saying</a> about $963 million (R14.6 billion) in airline funds, including Zimbabwe’s US$142 debt, are being blocked from repatriation in nearly 20 countries.
Other countries that owe substantial amounts were Bangladesh ($146.1 million), Lebanon ($175.5 million) and Nigeria ($143.8 million). 
IATA noted that these countries’ debt alone accounts for more than 60 per cent of the total amount owed adding that there have been recent positive progress in reducing blocked funds in Bangladesh and Zimbabwe. 
In Zimbabwe, the introduction of the foreign currency auction system where economic players can bid for foreign currency has also helped in making foreign payments as well as to repatriate funds. According to IATA director general Willie Walsh:

Governments are preventing nearly $1 billion of airline revenues from being repatriated.
Airlines will not be able to provide reliable connectivity if they cannot rely on local revenues to support operations. That is why it is critical for all governments to prioritise ensuring that funds can be repatriated efficiently. Now is not the time to score an ‘own goal’ by putting vital air connectivity at risk.
We encourage governments to work with industry to resolve the issues that are preventing airlines from repatriating funds. This will enable aviation to provide the connectivity needed to sustain jobs and energise economies as they recover from Covid-19.

Commenting on the report, MDC Alliance Treasurer-General, <a href="https://www.pindula.co.zw/David_Coltart">David Coltart</a>, said these reports make it difficult to believe claims by Finance and Economic Development Minister, <a href="https://www.pindula.co.zw/Mthuli_Ncube">Professor Mthuli Ncube</a> that Zimbabwe has been registering a surplus since 2018. Said the former Education minister:

This is yet another reason why Mthuli Ncube and the likes of <a href="https://www.pindula.co.zw/Eddie_Cross">Eddie Cross</a>’ claims – that we have a surplus, inflation is coming down, the economy is on the up etc – are pure fiction. According to this report #Zimbabwe owes foreign airlines, principally @flysaa, US$142 million.

Some suggested the alleged surplus could be in Zimbabwe dollars which means the Southern African country could not pay IATA hence progress after the introduction of the forex auction system.
In July this year, <a href="https://news.pindula.co.zw/2021/07/16/zimbabwes-fiscal-surplus-not-superficial-wold-bank/">World Bank country economist Stella Ilievak said the alleged surplus was not superficial</a> as critics say. She, however, warned the government against taking comfort in the proclaimed fiscal surplus as it does not include future liabilities such as the country’s debt overhang.

MDC Alliance treasurer, <a href="https://www.pindula.co.zw/David_Coltart">David Coltart</a>, said the <a href="https://www.pindula.co.zw/Constitutional_Amendment_Bill_No.2">Constitutional Amendment Bill Number 2</a> will only pass at Senate this afternoon if MDC-T led by <a href="https://www.pindula.co.zw/Douglas_Mwonzora">Douglas Mwonzora</a> supports it.
Coltart was responding to a tweet by MDC-T which informed of a senate session on the bill. In response, the former Education Minister, GNU era said:

It appears from the tweet by the MDC-T that the reason for voting for the Constitutional Amendment Bill is to promote gender equality.
It can be observed, however, that Sections 17, 56 and 80 of the Constitution of Zimbabwe adopted in 2013 stipulates that there should be 50% – 50% gender equality.
Therefore, gender equality can be attained by merely implementing the constitution in its current form and not amending it.

Constitutional Amendment Bill No. 2 Passes If MDC-T Votes It

MDC Alliance treasurer-general David Coltart said it is clear that Zanu PF is working with its surrogates, the Douglas Mwonzora-led MDC-T and a PDP faction led by Lucia Matibenga to decimate his party and stop the exposure of corrupt cartels.
This follows the recent recall from Parliament of Harare East legislator Tendai Biti and five others at the instigation of the PDP which contested the 2018 elections under the Joice Mujuru-led People’s Rainbow coalition.
Posting on Twitter, Coltart pointed out what he called contradictions in National Assembly Speaker Jacob Mudenda’s action to remove the six MDC Alliance MPs from Parliament last week. Wrote Coltart:
<blockquote>There are so many contradictions in the Speaker’s action to remove @BitiTendai &amp; others from Parliament.
If they were elected as PDP members then why is it that their percentage share of the vote is included in the calculation of money now illegally being paid to MDC-T?
The Political Parties Finance Act is clear that a threshold has to be achieved before payment can be made. Parties cannot collate their votes.
The “PDP” fiction never got enough votes to clear the threshold yet MDC T receives payment of the entire MDC Alliance share of the vote.
How is it that the Speaker so readily accepted a letter from an unknown person purporting to be SG of the PDP, without any scrutiny or opportunity given to @BitiTendai &amp; others to dispute the authenticity? Mudenda is a lawyer &amp; should know about the obligation to hear both sides.
There are more contradictions of course – but all point to clear connivance between ZANU-PF and its surrogates to decimate the MDC Alliance &amp; to remove feisty MPs who are exposing corruption using the cover of Parliamentary immunity.</blockquote>
Biti was recalled from Parliament on Wednesday, 17 March 2021 alongside Hon William Madzimure (Kambuzuma), Hon Settlement Chikwinya (Mbizo), Hon Mahlangu Sichelesile (Pumula), Hon Regai Tsunga (Mutasa South Constituency), and Hon Phulu Kucaca (Nkulumane).

Coltart Points Out Contradictions In Mudenda Latest MDC-A Cull

During a press conference held in Harare today, the Nelson Chamisa led MDC Alliance publicly released the results of their party’s accounts, ZimLive reports.
According to the publication, the party’s treasurer-general David Coltart said the audit from the independent firm show that their accounts are in order:
<blockquote>The auditors looked at our entire books of accounts including all state funds that came to us and found that allegations of abuse of funds are baseless.
Most of our funds are public funds and we are showing the taxpayers how their funds were used as some of the money came under the Political Parties (Finance) Act. This is what we will do when we are in government.</blockquote>
The audit came after allegations of <a href="https://news.pindula.co.zw/2020/06/20/full-text-mdc-alliance-speaks-on-allegations-of-abuse-of-party-funds/">misuse of funds made by some party members like Tapiwa Mashakada</a> who has since defected to the outfit led by Thokozani Khupe made headlines sometime last year.
Commenting on the audit results which will be shared with members of the media the party’s spokesperson Fadzayi Mahere said:
<blockquote>As the MDC Alliance, we hold ourselves to a higher standard. As a government-in-waiting, transparency and openness are at the heart of our financial affairs. We insist on the highest levels of integrity and probity in all matters financial, and administrative.
These financial statements give a true and fair view of the financial position of the MDC Alliance as at December 31, 2019, and the results of its operations and its cash flows for the year then ended in accordance with international financial reporting standards. We have to be the change we want to see in the society.</blockquote>

MDC Alliance Releases Audit Results

The opposition MDC Alliance led by Nelson Chamisa has said that it has embarked on an ambitious recruitment campaign to beef up its support base.
The campaign is launched following a number of setbacks including the seizure of the party’s headquarters – Harvest House, and the allocation of the party’s $7 492 500 under the Political Parties (Finance) Act, to MDC-T led by Thokozani Khupe.
MDC Alliance treasurer-general, David Coltart, told The Standard that the MDC Alliance had set a target to mobilise one million members as part of an ambitious campaign. He said:
<blockquote>It is not so much how much we hope to raise, but rather how many members we hope will join and subscribe.
That will provide us with the most secure support base going forward. We have set an ambitious target of one million members.
We have had a very good response so far, but we are a long way off our target.</blockquote>
The party has also witnessed the defection of some of its members to the Khupe-led MDC outfit, a move that is believed to have been triggered by the expulsion of some of Chamisa’s loyalists from Parliament and councils.

Chamisa-Led MDC-A In Ambitious Recruitment Campaign

The Treasurer General of the opposition MDC Alliance, David Coltart has claimed that he was told that the arrest of an award-winning journalist, Hopewell Chin’cono on Monday was being opposed by a faction in the ruling ZANU PF.
Chin’ono was arrested after he exposed corruption by government officials and departments. Posting on social media following Chin’ono’s arrest, Coltart said:
<blockquote>I’ve just been informed by a reliable source that <a class="link-complex" data-user-name="daddyhope" href="https://twitter.com/daddyhope/" rel="noopener user noreferrer" target="_blank">@daddyhope</a> is safe &amp; that this is being done by one faction of the government, but it’s an action not supported by others in authority. No prizes for guessing which part of the regime is hurt by his revelations.</blockquote>
Meanwhile, Mduduzi Mathuthu, the founder of online publication, ZimLive believes the alleged there was no faction from the ruling party that was good for the nation. Responding to Coltart, he said:
<blockquote>If you see George Charamba and Nick Mangwana converging DC (David Coltart), it means the regime is UNITED. There’re no good guys on this one. Careful not to be sold a November 2017… No good guys. Repeat!</blockquote>
This comes amid reports that security chiefs and a faction in ZANU PF were plotting to dislodge president Mnangagwa from power.
The state has since refuted the claims.

Coltart Told A ZANU PF Faction Is Opposed To Chin'ono's Arrest

MDC Alliance (MDC-A) treasurer-general David Coltart has refuted reports claiming that that grieving party leader Nelson Chamisa appointed Welshman Ncube to be the party’s acting president because he no longer trusts his other deputy Tendai Biti.
Responding to a social media user who had claimed that Biti was no longer trusted because he has indicated an intention to contest for Presidency in 2023 and total control of the party, Coltart said:
<blockquote>What sheer unadulterated nonsense this is – this is a routine rotation and nothing should be read into it. On other matters, I have spoken to Chamisa, Ncube and Biti this morning. We are a coordinated and united team, working together to bring democracy and freedom to Zimbabwe.</blockquote>
On Monday Chamisa’s spokesperson, Nkululeko Sibanda released a statement informing party followers that Ncube would be taking over as the acting president until further notice.
Chamisa lost his mother, Mbuya Alice Chamisa who died suddenly on Monday last week at her homestead in Gutu, Masvingo Province.
Chamisa has three deputies – Biti, Ncube and Lynette Karenyi Kore – and they have all been acted as president on a rotational basis.
