ZANU PF is offering title deeds to around 1.3 million people before this year&#8217;s elections, a move the ruling party says is aimed at shutting down land barons.
President Emmerson Mnangagwa recently issued 265 deeds of grant to Epworth residents. ZANU PF spokesperson Christopher Mutsvangwa told NewsDay yesterday that they had identified the owners of the properties. He said:
<blockquote>
We now have a system that creates title deeds. We are targeting to issue a prospective 1,3 million title deeds before elections. The houses have been built by developers and owners of the properties and they have been physically identified.
What is only left with is the regulatory framework which is the most painstaking process because we can’t make a mistake with a title deed because it is a document which can be passed from a generation to a generation and people can now apply for loans at the banks because of the title deeds.
Issuing the title deeds to the Zimbabweans is a blow to the land barons because they are the ones who were causing confusion in the parcelling of land and causing evictions.
</blockquote>
Political analyst Rejoice Ngwenya expressed skepticism about Zanu PF fulfilling their promise, saying that similar promises have been made before elections in the past. He added:
<blockquote>
However, as long as the surveying, boundaries are done and properties don’t violate environmental and other development laws, it can be done if they are genuine.
</blockquote>
ZANU PF has been accused of making empty promises towards elections.
In Zimbabwe, the issue of land barons is a significant concern, particularly in the lead-up to elections. Land barons are often connected to powerful political figures, and their activities have been linked to corruption and the abuse of power.

Mashonaland West Minister of State, Mary Mliswa-Chikoka, has warned land barons that it is a crime to conduct farm and land invasions.
She speaks amid reports that some land barons are invading farms and grazing lands.
Speaking last Friday in Mhangura after a monitoring and evaluation visit at Gandawasvika Clinic being constructed by Makonde Rural District Council in Ward 13 using devolution funds, Mliswa-Chikoka said the period of farm invasions “was now behind us”. She added:
<blockquote>We want people to follow the right procedure of acquiring pieces of land. There is a process that one has to follow and the lands committee will verify the applications accordingly.
My office is seized with complaints of land invasions in Mhangura area where fights and bloodshed, have ensued. It is a crime to conduct any farm or land invasions.</blockquote>
Makonde legislator and Information, Publicity and Broadcasting Services Deputy Minister, Kindness Paradza, recently lamented farm invasions, saying they were affecting production.
Elsewhere, land barons have in the past two decades been illegally acquiring and selling land to desperate and unsuspecting home-seekers.
Resultantly, thousands of home-seekers have seen their structures erected in undesignated sites demolished by authorities leaving them counting their losses.
While the central government and local government authorities have in the past spoken against illegal selling of land, the practice has lingered for a long time.
Some analysts believe that land barons are politically connected, therefore, they violate the law with impunity, at least until elections are over, as land is being used to amass votes.

It's A Crime To Conduct Farm Or Land Invasions - Minister

Some provincial land officers in the Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement have been accused of selling peri-urban land that was earmarked for the diaspora community.
This comes after the government has invited Zimbabweans living outside the country to apply for land. The completed forms would then be submitted to the Lands Ministry through a courier or an individual duly appointed to do so.
The Provincial Land Committees have the mandate to screen the applicants in terms of set criteria and recommend to the Minister for allocation.
However, some provincial officials have reportedly taken advantage of desperate local land seekers with deep pockets to illegally parcel out the land to them.
Business Times reported an unnamed official from the Lands Inspectorate Department, which is a security arm in the Lands ministry, as saying the latest land offering by the government to the Diaspora community has created a land rush across the country. The official said:
<blockquote>We are yet to open dockets but there are some reports from Marondera and Chinhoyi where some Provincial Land officers are dishing out land to the people who are based in Zimbabwe but use Mastercard and Visa cards to apply for the land.
We are still in talks with our principals to map the way forward on the course of action.
Once the investigations are concluded, the provincial land officers and district land officers are expected to appear in court soon.</blockquote>
Areas such as Melfort and Goromonzi in Mashonaland East are some of the areas where these illegal activities are taking place.
Reports suggest that desperate land seekers are being fleeced of over US$25m yearly with village heads and rural district councils being accused of living lavishly.
The land deals are prevalent in areas closer to Harare such as Ziko in Chitungwiza, Domboshava, Mazowe, Norton, Juru, Goromonzi and Murewa.
When contacted for comment by Business Times, Lands ministry permanent secretary John Basera said he has not heard about the issue but will “certainly take action if that happens”.

Lands Ministry Officials In Diaspora Land Scandal

Mashonaland Central Minister of State for Provincial Affairs and Devolution Monica Mavhunga has ordered land barons in the province to stop allocating residential stands with immediate effect.
Mavhunga on Thursday met chief executive officers of all rural district councils and town clerks of urban councils and told them that the province had set up a committee to look into illegal settlements on wetlands and ecologically sensitive spaces.
She said no land allocations will be allowed in the province until the committee finishes its investigations and presents its findings. Said Mavhunga:
<blockquote>All land barons, if any, in the province must cease operations forthwith until the committee presents its report. Those found on the wrong side of the law will be brought to book.
Politicians across the political divide are not spared. Those who broke the law or by-laws will be brought to book without fear or favour.
Land barons will not only have their day in court but must be made to compensate the desperate home seekers whom they callously fleeced and exploited.</blockquote>
The committee is being led by the director for Local Government in the province, Cosmas Chiringa and was mandated with mapping wetlands and other ecologically sensitive places at growth points, in towns and in peri-urban areas.
Chiringa and his team are expected to draft a provincial master plan that will feed into the national master plan on ecologically sensitive spaces where human settlements are unsustainable.

Deputy National Housing Minister Yeukai Simbanegavi has unwittingly revealed how the ruling ZANU PF party was responsible for the emergence of land barons across the country.
Land barons are, in the Zimbabwean context, individuals connected to the ruling party and at times working with local authorities to illegally sell residential land to desperate home seekers.
In a video recording in which she was addressing a small crowd, the youthful minister said the intention was to enable all people to acquire land at low cost but the noble idea was hijacked by land barons. She said:
<blockquote>The government decided that for it to become easier for all people to acquire residential stands, it was prudent to find local people who would help with compiling names of home-seekers so that they would be able to buy land at low prices and to service the residential areas.
That is why you saw some people being allocated land who unfortunately turned into land barons.</blockquote>

The government in a bid to fight graft has decided to forfeit assets belonging to Land Barons because they were bought with proceeds from illegally selling state and council land, The Herald reports.
The matter came to light during a meeting between Chitungwiza Municipality management and Harare Provincial Development Coordinator Mr. Tafadzwa Muguti. Mr. Muguti said he had a meeting with the Local Government and Public Works Minister July Moyo, and senior police officers and they discussed the issue. Said Mr. Muguti:
<blockquote>There are people amassing enormous wealth at the expense of the poor. I am happy to say that with effect from today, we are going to start asset forfeiture from people like land barons. This morning, I met Minister Moyo, commissioners of police and their spokesperson, Assistant Commissioner Paul Nyathi, and we have put a taskforce in place.
These things (forfeiture) have always been provided for under the law. It is not like we are crafting a new law. This week you shall see ZRP going after assets of those who acquired wealth illegally by selling land which was not theirs. So to those who have got houses and cars we will take what belongs to the State. That means if the money was supposed to have benefited Chitungwiza Municipality, it should be directed there.
We are not looking at the political party you support. As you committed these crimes, we are coming after you. We are doing this for the sake of progress of this great nation.
We have people that have taken the power of local authorities, some of them conniving with staff members to issue offer letters. Offer letters are not title deeds.</blockquote>

The State To Forfeit Land Barons' Assets

Zimbabwe Republic Police last week arrested 6 land barons in Harare, The Herald reports. The six according to the publication are:

Meanwhile, a Harare Businessman was fingered in a massive scandal that involves turning state land into housing stands while it had been allocated to other people by the government.

ZRP Arrests 6 Harare Land Barons

<a href="https://www.pindula.co.zw/Norton">Norton</a> legislator <a href="https://www.pindula.co.zw/Temba_Mliswa">Temba Mliswa</a> (independent) has vowed to deal with illegal land barons in his constituency as soon as the fight against the deadly coronavirus pandemic is over.
Speaking to members of rural Norton during a distribution programme of COVID-19 foodstuffs, Mliswa said that residents in the area were supposed to be the protectors of the land and other natural resources in their area.
In the past, local government authorities have been demolishing houses and other infrastructures which would have been erected in undesignated sites.
Desperate land seekers would have lost their hard-earned money which they would not recover after the demolitions.

Mliswa Declares War On Land Barons In Norton

The government has, since 2005, lost close to US$3 billion due to a lack of valuation when urban State Land was expropriated by local authorities, developers and cooperatives for human settlements.
This was revealed in a report by the Commission of Inquiry into the Sale of State Land in and around Urban Settlements chaired by Justice <a href="https://www.pindula.co.zw/Tendai_Uchena" target="_blank" rel="noopener noreferrer">Tendai Uchena</a>. Part of the report reads:
<blockquote>The commission’s computation of the total value of the farms, according to the ministry responsible for Local Government, is US$3 004 368.931.
However, the Government has recovered less than 10 per cent of the intrinsic value of the land and is owed almost US$3 billion by beneficiaries of urban State land. To be exact, the total full prejudice to the State stands at US$2 977 072 819.</blockquote>
The Commission was appointed on February 1, 2018, and completed its mandate in October. On Tuesday, December 10, 2019, it presented its findings to President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" target="_blank" rel="noopener noreferrer">Emmerson Mnangagwa</a>.
Land barons, usually politically-connected, have over the years been selling State land to desperate home seekers and pocketing the proceeds.
Some of the land illegally sold for home construction was on wetlands and some of it was reserved for schools, clinics and recreation or other functions other than housing.

Govt Loses US$3 Billion To Land Barons

ZRP in Harare has arrested 8 people believed to be land barons including a former MDC Councillor for duping home seekers more than $18000, Newsday reports.
Assistant Commissioner <a href="https://www.pindula.co.zw/Paul_Nyathi">Paul Nyathi</a> confirmed the incident and said:
<blockquote>Boniface Manyonganise (54) has been arrested in <a href="https://www.pindula.co.zw/Chitungwiza">Chitungwiza</a> for defrauding a complainant of US$700 through fictitious stand offers in Nyatsime area, Chitungwiza under Yemurai Housing Co-operative.
Moffart Siwizane (48) has been arrested in Kuwadzana 5 for misrepresentation in which complainants lost US$3 000 in a housing stands deal through Vanhuvatema Housing Co-operative. His accomplices Pedzisai Chibondo and Alista Kurumbi are being sought by the police.
Precious Maphosa, Silvester Mamova Taurai, Simukai Matangira and Kundishora Maruwabvu were also arrested for illegally pegging residential stands and cultivating on a stand in Waterfalls</blockquote>
These arrests are coming at a time the government has intensified its fight against corruption.

Police Arrest 8 Land Barons Including A Former MDC Councillor

Addressing Zanu-PF supporters at Chinhoyi University of Technology (CUT) yesterday, President Mnangagwa said he will name and shame land barons like he did with individuals and organisations that externalised foreign currency.
Mnangagwa blamed Zanu-PF&#8217;s G40 Faction members for being land barons. Said Mnangagwa:
<blockquote>We have people that are building everywhere without roads, water and sewer systems and other requisite infrastructure. That is now a thing of the past. That was done by the G40, it is now all over. Land barons you are warned we have a commission into that and we now have a commission of inquiry looking into that and from the preliminary report they have produced we now know who these land barons are although they have not yet finished their work. Just like I did with those externalised foreign currency, I am going to expose the land barons. I was discussing with the RBZ governor the other day and he said so far $850 million had been returned to the country so I am saying to the land barons what happened to these ones will happen to you.</blockquote>

President Emmerson Mnangagwa has warned land barons that the day of reckoning is coming for them. Mnangagwa who criticised urban councils said that he knows who the land barons are after receiving an interim report. Addressing a rally at White City Stadium in Bulawayo, Mnangagwa said,
<blockquote>I am disappointed by urban councils. Most urban councils have gone to waste. The roads are poor, service delivery is poor&#8230;We have launched an inquiry into urban and rural councils. I have received a report on Harare alone and it’s terrible. The interim report I have, I now know who are the land barons, their cellphone numbers, their addresses, and what they are doing and how much they have stolen. So the day of Armageddon is coming for them. It’s not only Harare, all other cities and councils. We now want to have a housing programme that is for a modern Zimbabwe.</blockquote>

"Armageddon Is Coming For Them" - Mnangagwa Warns Land Barons

The revised Regional, Town and Country Planning Act will see land barons found guilty of occupying or illegally selling State land as well as settling people on undesignated places spending five years in prison, while repeat offenders will be jailed for 10 years.
This was revealed by Local Government, Rural Development and National Housing Minister Saviour Kasukuwere, while addressing delegates at a joint meeting of provincial and district administrators, chief executive officers, town clerks and secretaries in the capital on Friday. Kasukuwere said that his ministry is still working on amending the current legislature. Said Kasukuwere:
<blockquote>With regards to uncontrolled residential developments, the Ministry is working on the amendment of the Regional, Town and Country Planning Act to ensure that punitive measures are taken for all those selling land illegally. Where it was fines, we have now said any first offender who illegally sells land and develops it will get a mandatory sentence of five years jail time. There is so much lawlessness in our country and this time, there will be no scared cows. I am saying don’t be bullied by anybody as long as you follow the laws of our country, we will defend you 100 percent. Whether it is a powerful man or woman, if you break the law, we will deal with you. In rural areas, some traditional chiefs are busy settling people on state land and you remain quiet, why? In urban areas it is the same where illegal land barons are selling state land. There are two authorities that are mandated in terms of the law: the state and local authorities.</blockquote>

Land barons face up to 10 years in prison

<blockquote>Land barons must be exposed and prosecuted
The recent much publicised public spat between Phillip Chiyangwa and Saviour Kasukuwere disclosed shocking details about the activities of land barons in Zimbabwe. The MDC is deeply concerned that whilst millions of Zimbabweans are homeless and struggling to acquire land to build decent homes for their families, some well – connected individuals within the Zanu PF regime have access to thousands of hectares of both urban and rural land that they are now selling for private gain.
Whilst the MDC firmly and strongly believes in the rule of law and the protection and upholding of private property rights, we are extremely concerned by the public disclosure that a private individual like Phillip Chiyangwa has managed to amass for himself huge pieces of land that he is now busy selling to desperate home seekers at huge profits. We call upon the Parliament of Zimbabwe and indeed, the Zimbabwe Anti–Corruption Commission, to immediately institute a thorough investigation into how certain individuals in Zimbabwe have somehow managed to corruptly acquire huge pieces of rural, urban and peri – urban land. There are reports that several Zanu PF politicians, including senior Cabinet Ministers, own several farms whilst thousands of Zimbabweans are struggling to be allocated agricultural land.
The MDC is a social democratic political party that advocates for the provision of decent housing to all Zimbabweans, regardless of political affiliation. Presently, we are facing a situation whereby most, if not all, local authorities, have virtually lost control of one of their most essential functions which is to provide people with residential stands after they have formally registered on the housing waiting lists. Land barons have now virtually taken over all available urban land and they are now profiteering from the sale of residential stands.
Revelations that a senior Cabinet Minister also solicited for a US$5 million bribe in order to facilitate a land deal for Phillip Chiyangwa should also be taken very seriously. The scourge of corruption has ripped the socio – economic fabric of Zimbabwe and it is high time that corruption, particularly by politicians and other well – heeled people in both the public and private sectors, be ruthlessly dealt with. Whilst the MDC has got absolutely no business getting itself involved in the public feud between Chiyangwa and Kasukuwere, we have got every right to raise our serious concern about the exposition of high level corruption and wheeling and dealing that has been disclosed by this public spat.
The Zimbabwe Republic Police, the Parliament of Zimbabwe and the Zimbabwe Anti – Corruption Commission have got their work cut out. They should immediately move in and launch thorough investigations into how thousands of hectares of State land is finding itself under the corrupt and selfish control of politically well – connected land barons.

President Robert Mugabe has reportedly appointed a Cabinet committee to probe illegal land deals in all major urban centres. The committee will be led by Chief Secretary in the Office of the President and Cabinet, Misheck Sibanda and comprises of permanent secretaries from ministries of Lands, Local Government and other officials from the President’s Office.
Although Information minister Christopher Mushohwe was unreachable for comment, government sources told NewsDay that:
<blockquote>There is a feeling that land in urban areas, be it State land or municipal land, was not sold properly and some dubious people have abused it, something which the President knows is a political time bomb. Also, the issue of the land meant for party youths seems not to have been handled correctly, with allegations that a number of privileged businesspeople have allegedly privatised the land and are said to be lining their pockets while the youths are wallowing in poverty.</blockquote>
Saviour Kasukuwere yesterday would not confirm or deny the setting-up of a probe team, saying he did not attend Cabinet last week and was on sick leave. NewsDay reports that minister of information Christopher Mushohwe was not available for comment.
