Air Vice Marshal (Retired) Winnie Mandeya, who passed away on Monday, has been declared a national heroine.
ZANU PF National Political Commissar, Munyaradzi Machacha, conveyed the message to her family on Tuesday evening, saying the Government is prepared to inter her at the National Heroes Acre on Wednesday, pending the family’s approval. Said Machacha:

The national heroine has been granted the highest recognition of national heroine and she will be buried together with other heroes and heroines at the National Heroes Acre. We were looking to have her buried on Friday May 2, pending agreement with the family.
If the family is comfortable with that, then Government will start doing the necessary in terms of arrangements.

AVM Mandeya joined the liberation struggle on 29 September 1975, receiving her basic military training at Nachingweya in Tanzania. She was later deployed to Gaza Province, where she served until 1978, before being selected to pursue a nursing course.
Following Zimbabwe’s independence in 1980, AVM Mandeya began her post-war service in the President’s Department, where she played a key role in the 1981 Commission of Inquiry into missing persons.
On 1 July 1984, she transferred to the Air Force of Zimbabwe, where she served with distinction for decades, ultimately rising through the ranks before retiring from active duty.
AVM Mandeya passed away at the age of 64 at St Anne’s Hospital in Harare.

The Zimbabwe Lawyers for Human Rights (ZLHR) has joined the global community in commemorating International Workers’ Day, calling for urgent reforms to improve the working conditions and rights of workers across Zimbabwe, particularly in the informal sector.
In a statement issued on 1 May, ZLHR acknowledged this year’s international theme: “Occupational Health and Safety: A Fundamental Right at Work”, which also includes a growing focus on the impact of artificial intelligence (AI) and digitisation on workplace safety. Said the ZLHR:

The theme underscores the legal and moral imperative to safeguard every worker’s health, safety, and dignity in the workplace.
</blockquote>
The ZLHR noted that Section 65 of Zimbabwe’s Constitution guarantees the right to fair and safe labour practices, including fair wages, safe working conditions, and protection from forced labour.
Zimbabwe is also a state party to key international agreements such as the International Labour Organisation (ILO) conventions and the African Charter on Human and Peoples’ Rights, which enshrine labour rights as fundamental human rights.
Despite these legal frameworks, ZLHR said the reality for many workers in Zimbabwe remains concerning. The ZLHR said:

Many workers continue to labour under hazardous conditions without adequate protective measures or access to remedy in cases of workplace injuries or fatalities.
Workers in both the private and public sectors continue to earn low wages that do not allow them and their families to live above the poverty datum line, while unemployment and inequality is increasing at a shocking pace.
</blockquote>
ZLHR further criticised both the government and private employers for “turning their backs on the working people.”
The statement highlighted the plight of workers in the informal sector, which constitutes the bulk of Zimbabwe’s workforce. It reads:

The widespread criminalisation of informal livelihoods further exacerbates their vulnerability to exploitation, harassment, and unsafe working environments.
Informal workers are routinely excluded from occupational health and safety protections, social security schemes, and legal redress.”

The organisation also condemned the suppression of trade union activity in the country, noting a continued pattern of arrests, intimidation, and harassment targeting labour leaders and workers exercising their constitutional rights. ZLHR said:

The arbitrary arrest, detention, and harassment of labour leaders, which recently culminated in the apprehension of some University of Zimbabwe lecturers, undermines the constitutional promise of labour justice.
The conduct of law enforcement agents in suppressing legitimate activities of trade unionists is grossly unlawful.

ZLHR called on the government to urgently meet its constitutional and international legal obligations, including reforming and enforcing occupational health and safety laws to align with international standards.
The organisation also urged authorities to ensure that “all workers, including those in the informal economy, enjoy safe and healthy workplaces.”
ZLHR also called for an end to the “harassment and criminalisation of trade unionists and labour rights defenders” and for the protection of workers’ rights to organise, bargain collectively, and peacefully protest—freedoms guaranteed by the Constitution. Reads the statement:

ZLHR Marks Workers’ Day With Call to Protect Zimbabwe’s Informal Workers

President Emmerson Mnangagwa has called on members of the Zimbabwe Defence Forces (ZDF) to maintain loyalty and dedication in their service to the nation. 
Speaking at the burial of national heroes Walter Basopo and Brigadier General Tapiwa Rungani at the National Heroes Acre in Harare on Wednesday, 30 April, the President urged the current generation of ZDF officers, men, and women to emulate the professionalism and commitment displayed by the late heroes. He said:

The late Brigadier General was a larger than life commander in the ZDF. His professional conduct was always underpinned by integrity, humility, loyalty, enthusiasm and visionary leadership.
These traits must be emulated by the current crop of officers, men and women in the ZDF.
It is the dedication and commitment of gallant sons and daughters of the soil in the mould of Brigadier General (Rtd) Victor Rungani and director, Cde Walter Basopo that has helped Zimbabwe to march towards attaining its goals, even during times of adversity.

Basopo, a retired administrator with the Central Intelligence Organisation (CIO) and a veteran of Zimbabwe’s liberation struggle, passed away at Life Groenkloof Hospital in Pretoria, South Africa, after a long illness. 
Following independence in 1980, he joined the President’s Department as a trainee intelligence officer and served in various key roles, including intelligence officer, divisional intelligence officer, and deputy director for counterintelligence in 2005. 
In 2013, Basopo became deputy director for planning and coordination, and was later promoted to director for counterintelligence in 2022.
Rungani, who passed away on Tuesday last week at Mbuya Dorcas Hospital in Waterfalls, Harare, was a respected figure in the Zimbabwe National Army. He served as the director of the Engineering and Military Equipment Directorate.

President Mnangagwa told soldiers in Zimbabwe to be loyal and professional. He spoke at a hero's burial. He praised the late Brigadier General's qualities and urged soldiers to follow his example. Two heroes were being honored - Walter Basopo from the intelligence department and Brigadier General Rungani from the army. Basopo passed away in South Africa after being in the Central Intelligence Organisation. Rungani was a respected figure in the army. Mnangagwa Urges Defence Forces To Uphold Loyalty And Professionalism

Three South African police officers who had been missing since April 23, 2025, were found dead in a river six days later.
Two female constables, Boipelo Senoge (20) and Keamogetswe Buys (30), and the male constable, Cebekhulu Linda (24), were last seen leaving a petrol station near Johannesburg.
Their bodies were discovered by divers in the Hennops River, approximately 70 km (43 miles) away, along with the remains of two other unidentified individuals.
Speaking to the media along the N1 in Pretoria on Tuesday, National Police Commissioner General Fannie Masemola confirmed that the bodies of the three missing constables had been found. He said:

It is with deep sorrow that I confirm that our three members have been found, together with two other bodies, one being an admin clerk that is attached to our Lyttleton police station.
</blockquote>
The Commissioner said police had “searched everywhere for our three missing police officers,” and that the high-level team tasked with investigating their disappearance had “spent sleepless nights combing the length and breadth of Gauteng, Free State, and Limpopo.”
Masemola added that, after following all possible leads and analysing the gathered evidence, the investigation led them from the Grasmere Toll Plaza on the N1, past the Buccleuch Interchange, and onto John Vorster Drive. He said:

We had hoped to find our three police officers safe, unharmed and alive, but this is not the case.
</blockquote>
The two female constables, along with the male constable, were travelling in a white VW Polo sedan from Bloemfontein to their area of deployment in Limpopo when they went missing. At the time of their disappearance, the officers were off duty.
With the assistance of the South African Police Service (SAPS) drone pilots, Cybercrime Unit, Hawks, Crime and Counter-Intelligence Unit, SAPS and Gauteng Traffic Air Wing, as well as the Bidvest Protea Coin Air Wing, police initially discovered vehicle parts believed to belong to a VW Polo along the N1.
This led officers to the banks of the Hennops River, where they discovered a Renault Kangoo panel van. Said the Commissioner:

Our SAPS and Tshwane divers immediately commenced with the search, where we discovered two bodies, one of the driver of the Renault panel van who it just came to light that he is one of our employees attached to the Lyttleton Police Station and the second body was that of Constable Senoge. We had to abandon the search as it was already dark.
This morning, the third body was discovered which is believed to be that of Constable Linda. We further found a fourth decomposed body; we are still trying to identify who this person is. Later this afternoon, we sadly found the fifth body of Constable Buys.
We are still searching for the VW Polo and our investigation is continuing. We don’t want to speculate at this stage what led to the discovery of these bodies in this river, whether it was an accident or not, our investigation will reveal those aspects once we find their vehicle.
We would like to thank the families, and the task team involved in the search for working tirelessly to ensure a breakthrough in this case.

Three Off-Duty South African Police Officers Found Dead In River After Nationwide Search

A nine-year-old boy from Mutero Village in Buhera died on the spot when an ox-drawn scotch cart he was in was involved in an accident.
Assistant Inspector Wiseman Chinyoka confirmed the accident, which claimed the life of Malvine Masingake.
The incident occurred on April 25, around 2 PM, when Malvine’s mother, Tabeth Pokonyorai, instructed him and two others, Blessing Josiah and Cuthbert Mahumberu, to collect her from a bus stop using a scotch cart. Said Chinyoka:

The three got into the scotch cart, but unfortunately, no one was leading the oxen. As a result, they lost control, and the cart overturned.
Josiah and Mahumberu managed to jump off and escape unhurt, but Malvine failed to jump off in time and was hit on the forehead by the cart and died on the spot.

A report was made to Muzokomba police, who responded to the scene and determined that Malvine had sustained severe head injuries. His body was subsequently taken to Murambinda Mission Hospital for a post-mortem.

Buhera Boy (9) Killed In Scotch Cart Accident

The Ministry of Local Government and Public Works has extended the pensionable age for local authority workers to 70 years.
In a recent circular dated April 7, 2025, and signed by Minister Daniel Garwe, the new directive follows the promulgation of Statutory Instrument 197 of 2024.
According to the circular, employees appointed before January 1, 2025, may retire at the age specified in their contracts. 
However, those who wish to continue working beyond that age may do so, up to the new limit of 70 years. Reads the circular:

The mandatory retirement age in local authorities is now 70 years.
However, members appointed before January 1, 2025 are permitted to retire at the age stipulated in their contracts of employment.
Members, who do not wish to continue serving beyond the age stipulated in their original contracts of employment shall notify the town clerk, town secretary, chief executive officer in writing, six months before their effective date of retirement, for processing.
</blockquote>
Garwe also raised the minimum age for early retirement from 55 to 60 years for employees appointed on or after January 1, 2025. For those appointed before this date, the early retirement age remains at 55. Said Garwe:
<blockquote>
The stipulated age for early retirement for members appointed into the service of local authorities has been increased from 55 years to 60 years.
However, for those members appointed before January 1, 2025, it shall remain at 55 years.
</blockquote>
The circular also states that no individual may be appointed under pensionable conditions of service at or beyond the age of 55; however, such individuals may still be engaged on annually renewable contracts. It reads:

No person can be appointed on pensionable conditions of service at or beyond the age of 55 years.
However, such a person may be engaged on annually-renewable contracts.
Those wishing to renew their contracts of employment shall notify the town clerk, town secretary, chief executive officer (who) will then seek authority from the minister responsible for Local Government for the renewal of the contract, thereafter normal recruitment processes will apply.

However, Garwe said that the provisions of this circular will not apply to members who retired on or before December 31, 2024.

Investigative journalist Hopewell Chin’ono has publicly called out the Ministry of Information, Publicity and Broadcasting Services over conflicting government statements regarding the status of the Bulawayo–Victoria Falls Road construction project, raising fresh concerns over transparency and possible violations of public procurement laws.
In an open letter addressed to Permanent Secretary Nick Mangwana, Chin’ono questioned a series of contradictory statements issued by various arms of government, most notably the Ministry of Transport and Infrastructure Development, about the awarding and commencement of work on the long-awaited road rehabilitation project.
On 29 April 2025, a government statement, published by The Herald newspaper and shared on the Ministry of Transport’s official X (formerly Twitter) account, claimed that eight road construction companies were already on site working on the highway.
Chin’ono challenged the accuracy of that report, pointing out that the public procurement and tender process for that specific project had only closed the day before.
Following public scrutiny, the Ministry of Transport, through its Permanent Secretary Joy Pedzisayi Makumbe, issued a clarification, attributing the earlier statement to a “mistake” by the ministry’s social media team.
Makumbe conceded that no construction companies were yet on site, essentially retracting the initial claim.
However, Chin’ono highlighted further contradictions, citing a statement made in Parliament on March 6 by Deputy Minister of Transport Joshua Kurt Sacco, in which he announced that a contract had been awarded to Bitumen World under a public–private partnership.
The remarks by Sacco appeared to directly contradict Makumbe’s recent assertion that no contract had yet been awarded.
Adding to the confusion, Mangwana himself appeared on the DJ Ollah 7 podcast in Bulawayo last week, repeating the claim that the tender process had concluded and that some companies were already working on the road. 
His comments mirrored the ministry’s now-retracted position and the deputy minister’s remarks. Wrote Chin’ono:

So did Deputy Minister Sacco lie to Parliament, Nick? Did The Herald newspaper lie to its readers? Did you lie in the podcast interview too? Did the Transport Ministry social media team also lie?
Or is the Permanent Secretary for Transport now lying to cover up the corrupt act of awarding a contract without a tender process in violation of the Public Procurement Act?
What is the true situation Nick? You are the guardian of information for this government, its Chief propagandist, can you inform us of the correct position please?
We now have three statements, not only from the same government but from the same ministry, issued on different occasions, and the fourth statement from yourself too. Why is there a cover-up, Nick?

Hopewell Chin’ono is upset with the government for saying different things about the road project between Bulawayo and Victoria Falls. The government said construction was happening, but Chin’ono says that’s not true because the tender process just ended. The Minister admitted it was a mistake. But the Deputy Minister said a contract was awarded. Another official also said construction was happening. Chin’ono is questioning who is telling the truth and why there are conflicting statements. He thinks there might be corruption or lying going on. He wants the government to be honest.

Chin’ono To Govt: "Tell The Truth About The Bulawayo–Victoria Falls Road Contract"

Civil servants who took part in the mop-up national mobile registration exercise in 2023, ahead of the harmonised elections held in August that year, are set to receive part of their allowances, two years later, after Treasury released US$3 million towards settling the outstanding payments.
In a statement issued on April 30, 2025, the Civil Registry Department said the latest disbursement from Treasury brings them closer to clearing the arrears owed to those who were hired for the exercise.
The Department added that a balance of US$3.7 million remains outstanding and that they are working closely with Treasury to ensure the remaining amount is settled as soon as possible. Reads the statement:

The Civil Registry Department wishes to provide an update regarding the mop-up national mobile registration exercise conducted in 2023.
Members who participated in this initiative were entitled to allowances and they were partially paid. The Department is pleased to announce that Government, through Treasury has however, released a total of USD3 million towards settlement of the outstanding allowances. This brings us closer to settling the outstanding amounts owed to members.
However, there remains an outstanding amount of USD3,7 million and we are working closely with Treasury to ensure that the remaining amount is settled as soon as possible.
The Department would like to take this opportunity to extend its sincere appreciation to members who participated in the mobile registration exercise for their hard work, dedication and continued patience as we work towards addressing this matter. We will continue to provide updates on the progress of these payments.

Commenting on the development, journalist Ranga Mberi remarked that when it comes to payments, the government seems to operate with two columns.
He suggested that the first column consists of those who are paid millions—promptly, in full, and often without even doing the work—just so they can post about it on Instagram, while the second column includes those who actually do the work, such as civil servants or grain farmers, but are paid only a fraction of what they’re owed, and years after the fact.

Two years after the 2023 voter registration exercise, civil servants have started to receive some of their allowances. The government released $3 million to settle part of the outstanding payments owed to those who participated. However, there is still $3.7 million left to be paid. The Civil Registry Department is working with Treasury to settle the remaining amount as soon as possible. People are happy to start receiving their money but are still waiting patiently for the rest. Some people think the government pays quickly to some but slowly to others who actually do the work.

Civil Servants Finally Receive Part Of  Allowances For Participating In 2023 Voter Registration Exercise

The Zimbabwe Gender Commission (ZGC) has started a nationwide inquiry into sexual harassment in universities and colleges.
In a government notice published this week, the Commission highlighted a rise in complaints about misconduct in higher education.
ZGC is calling on students, staff, and the public to come forward with any evidence or testimonies to support the investigation. The ZGC said:

As part of our mandate, the Zimbabwe Gender Commission is investigating cases of sexual harassment in institutions of higher and tertiary education.
</blockquote>
Individuals with relevant information are encouraged to submit written complaints, witness statements, or supporting documents by August 31, 2025. Submissions can be made in person at the Commission’s offices or sent via email to complaints@zgc.co.zw.
Following the submission period, oral hearings will be scheduled, with dates to be announced in due course.
In a government gazette notice, ZGC chairperson Margaret Mukahanana-Sangarwe said:

It is hereby notified that, in terms of section 5 of the Zimbabwe Gender Commission Act [Chapter 10:31], the Zimbabwe Gender Commission intends to investigate complaints of sexual harassment in institutions of higher learning in Zimbabwe.
Further to the above notice, an invitation is hereby given to any victims or witnesses to any acts of sexual harassment and abuse in tertiary institutions to present to the Commission written complaints, witness statements, and any other supporting documents or evidence which can assist in the investigation.

The investigation is expected to uncover misconduct, strengthen accountability, and drive policy changes to safeguard students and staff.
Organisations such as Emthonjeni Women’s Forum and the Female Student Network Trust have consistently called for institutional reforms to address harassment and create safer learning environments.

Gender Commission Probes Sexual Harassment In Universities

Matabeleland-based civil society group Ibhetshu LikaZulu has criticised Local Government Minister Daniel Garwe for reprimanding Bulawayo Mayor David Coltart following his meeting with self-proclaimed Ndebele King, Bulelani Khumalo.
King Bulelani Khumalo is recognised by some in the Matabeleland region as the cultural monarch of the Ndebele people.
Minister Garwe expressed disapproval of the meeting, which took place in the Bulawayo Mayor’s Parlour, and reiterated the Government’s position that Bulelani Khumalo is not officially recognised and is considered “an imposter.”
He further asked Mayor Coltart to explain the circumstances of the invitation and the official reception extended to Khumalo, whom he referred to as a foreign national.
The Minister also sought clarity on whether the invitation had been authorised by the Ministry of Local Government and Public Works or any other designated authority.
In response, Ibhetshu LikaZulu issued a statement describing the Minister’s letter as “an insult not only to an individual but to the entire Ndebele nation.” Mbuso Fuzwayo, Secretary-General of Ibhetshu LikaZulu said:

The Minister’s comments are not just directed at the Mayor, they are a direct affront to our King and our people. Such contempt reflects a broader disregard for our history, our heroes, and our cultural future…
King Bulelani is not self-appointed. His recognition followed a rigorous and culturally legitimate process. To treat him as illegitimate is both ahistorical and deeply disrespectful.
</blockquote>
Fuzwayo said that Mayor Coltart’s decision to meet with the King was completely appropriate, as Bulawayo was originally the capital of the Ndebele Kingdom.
The group also criticised what it called ongoing attempts to undermine Ndebele kingship and erase the legacy of King Lobengula.
Fuzwayo added that cultural practices do not need permission or approval from the government. He said:

When the time comes for the coronation of our King, the government will be informed, not consulted. Our cultural sovereignty does not and will not depend on validation from political authorities.
The cultural rights of the Ndebele people, including the right to freely associate and to honour our heritage, are enshrined in the Constitution… We remain unwavering in defence of our King, our culture and our identity.

King Bulelani, one of the claimants to the throne and a descendant of King Lobengula, was chosen through a traditional process involving cultural experts and members of the royal family.

They say cultural practices don't need government approval. They will inform the government, not consult, for their king's coronation. Ibhetshu LikaZulu remains firm in defending their king, culture, and identity.

Ibhetshu LikaZulu Defends Mayor Coltart's Meeting With Ndebele Cultural Monarchy

The Ministry of Transport and Infrastructural Development has retracted its earlier claim that all companies contracted to rehabilitate the dilapidated Bulawayo–Victoria Falls Road are currently on site.
On Tuesday, 29 April 2025, the Ministry announced via its official X (formerly Twitter) account that government efforts to upgrade the Bulawayo–Victoria Falls Road were progressing, with rehabilitation works expected to commence in May. The post further stated that eight contractors involved in the project were already deployed.
However, it subsequently emerged that the tender process for the project had only closed on the same date—29 April 2025—indicating that some companies were still in the process of submitting their bids at the time the Ministry claimed contractors had already been selected and mobilised.
In a statement issued later on Tuesday, the Permanent Secretary in the Ministry of Transport and Infrastructural Development, Mr. P.J. Makumbe, clarified that no contractors are currently on site, as the tender process is still ongoing.
Makumbe further acknowledged that an officer assigned to manage the Ministry’s social media platforms had posted the inaccurate information without first verifying it with technical officials from the Department of Roads, thereby breaching the Ministry’s Standard Operating Procedures for information verification.
He explained that the tender, which was issued on 17 April 2025, officially closed on 29 April 2025 at 11 AM. 
Following the close of the bidding period, an evaluation committee is expected to assess the submissions. 
He added that the results will then be submitted to the Special Procurement Oversight Committee for final review and approval before contracts are awarded to successful bidders. Part of the statement reads:

No Contractors Yet On Site for Bulawayo–Victoria Falls Road Rehabilitation, Transport Ministry Retracts Claim

The Natural History Museum in Bulawayo has received a donation of 16 specialist fossil storage cabinets from the United States. 
The cabinets were provided by the Yale Peabody Museum of Natural History and were handed over by U.S. Ambassador to Zimbabwe, Pamela Tremont, on Thursday last week.
The cabinets are intended to help the museum organise, store, and protect its extensive fossil collections, which include some of Africa’s oldest dinosaur remains.
In her remarks at the event, Ambassador Tremont said the donation represents a shared commitment to preserving global heritage. She said:

These fossils are millions of years old. They predate Zimbabwe. They predate the United States. They are all of our histories.
Preserving them for research, science, and future generations is in all of our interests. I hope these cabinets are extremely useful in your important work.

The donation was facilitated by Dr. Moira FitzPatrick, Director of the Natural History Museum, and Dr. Chris Griffin, Assistant Professor of Geosciences at Princeton University, who previously conducted postdoctoral research at Yale.
Dr. Griffin was part of the international team that discovered Mbiresaurus raathi in 2017, the oldest known dinosaur fossil in Africa, dating back 230 million years.
The handover took place alongside the annual U.S. Fulbright Exchange lecture, which featured Dr. Jennifer Kyker of the University of Rochester. 
Dr. Kyker presented on the life and work of renowned Zimbabwean photographer Chicago Dzviti.
The event was part of a series of engagements by the U.S. Embassy at the Zimbabwe International Trade Fair to promote American trade, investment, and educational partnerships in Zimbabwe.

The Bulawayo Museum in Zimbabwe got 16 fossil cabinets from Yale Peabody Museum in the US. The cabinets will help store and protect Africa's oldest dinosaur remains. The Air Force of Zimbabwe (AFZ) is mourning the loss of one of its distinguished pioneers, Air Vice Marshal (Retired) Winnie Mandeya, who passed away in the early hours of Monday at St Anne’s Hospital in Harare. She was 64.
Her death was confirmed by the Commander of the Air Force of Zimbabwe, Air Marshal Jacob John Nzvede, who paid tribute to her long and faithful service to the nation.
He said the late Air Vice Marshal Retired Mandeya served the AFZ with dedication and loyalty since 1984. Said Air Marshal Nzvede:

Air Vice Marshal (Retired) Winnie Mandeya was born on 14 July 1960 in Rusape. She was one of the survivors of the infamous Chimoio attack.
In 2022, her decades of dedicated service were recognised when President Emmerson Mnangagwa promoted her to the rank of Air Vice Marshal, a position equivalent to Major General in the Zimbabwe National Army.
A funeral parade for Air Vice Marshal (Retired) Mandeya will be held this Tuesday at Manyame Air Force Base to honour her life and service.

Air Vice Marshal (Rtd) Winnie Mandeya Dies At 64

The Judicial Service Commission (JSC) has extended the mandatory retirement age for judicial officers from 65 to 70 years.
The amendment, which comes into effect on 1 May 2025, was enacted through Statutory Instrument 42 of 2025, cited as the Judicial Service (Amendment) Regulations, 2025 (No. 3), and was officially published last Friday. The SI reads in part:

Subject to section 17(Judicial Service Act), a member appointed on pensionable terms of service – (a) before the effective date, may have a pensionable age of 65 years with the option to retire at 70 on full pension: Provided that any retirement after the year of the 65th anniversary and before the 70th anniversary shall be deemed to be early retirement; or (b) on or after the effective date, shall have a pensionable age of 70 years.
</blockquote>
The new regulations require the Paymaster to furnish the JSC with a list, by 1 June each year, of all members who will attain the age of 65 or 70 during the following year.
They also make provision for instances in which a member of the JSC may opt to retire prior to reaching the prescribed retirement age. Reads the SI:

A member may, on giving three months’ notice of retirement, be permitted by the Commission to retire before pensionable age at any time after attaining the age of 60.

The JSC may also require a member to retire if they are found permanently unfit to carry out their duties. This determination must follow a medical examination conducted by a medical board appointed by the Secretary for Health.
The JSC may also compel retirement if a member becomes inefficient or incapable of performing their duties effectively. This may be due to reasons other than mental or physical deficiency or infirmity. Other relevant factors may also be considered.

The Judicial Service Commission has decided that judges can now work until they are 70 years old instead of 65. This change will start in May 2025. Judges can also retire early if they want to. They can also be asked to retire if they are not able to do their job properly. The Paymaster has to give a list of judges who will turn 65 or 70 every year. If a judge is found to be unable to do their job well, they may be asked to retire.

JSC Extends Retirement Age For Judges To 70 Years

Zambian and Zimbabwean nationals took part in counter-protests at the Chirundu Border Post on Monday, 28 April, effectively bringing commercial activity to a halt at the crossing between the two countries.
According to reports, a tense stand-off lasted several hours as Zambian nationals protested and prevented Zimbabweans from entering Zambia.
It is alleged that in recent weeks, Zambian authorities have been arresting Zimbabwean nationals attempting to cross the border without valid permits, while undocumented Zambians have reportedly been allowed into Zimbabwe without facing similar consequences.
Zimbabwean nationals detained for immigration violations are said to be paying up to 24,000 Kwacha (approximately US$800) to secure their release.
On Monday, the situation escalated, with Zimbabwean nationals staging their own protest in response to what they say is ongoing harassment and exploitation.
The demonstration was fueled further by reports that Zambian vendors were turned away by Zimbabwean immigration officers, prompting them to join the protest in anger.

Zambians and Zimbabweans got into fights at the Chirundu Border Post, stopping businesses from running. Zambians are angry about Zimbabweans crossing without permission but Zambians face consequences when they try. Zimbabweans have to pay a lot of money if they get caught for not having papers. Both groups protested because they feel mistreated. Zambian sellers were also stopped at the border, which made the situation worse. The arguments went on for many hours causing troubles for travelers between the two countries.

Zambians And Zimbabweans Protest At Chirundu Border Post

A 25-year-old man from Mbizo, Kwekwe, reportedly took his own life by locking himself in a room and then detonating explosives around midday on Independence Day.
Police recovered only blood-stained teeth from Talent Runi’s rented room in Mbizo.
Assistant Inspector Fungai Ngawagare, the Deputy Spokesperson for the Zimbabwe Republic Police (ZRP) in Midlands Province, confirmed the incident to The Mirror. She said:

Zimbabwe Republic Police confirms investigating a suspected suicide case in which a 25-year-old Mbizo man was found dead in his room with his teeth blown out and blood stains were all over.

It is alleged that Runi and his cousin, Tinotenda Tsvangira, had recently arrived in Kwekwe from Gokwe. 
After parting ways, Tsvangira received a concerning call from his aunt, who informed him that Runi was contemplating suicide.
In a hurry, Tsvangira rushed to Runi’s residence, only to find all entrances locked. Undeterred, he entered the room through a window, where he made a grim discovery: Runi had died, with blood splattered across the walls.
Tsvangira immediately filed a police report. Officers who responded to the scene found only a few remnants: scattered teeth, both used and unused explosives, igniting cords, and a box of matches littered throughout the room.

A man named Talent Runi, 25 years old, killed himself by blowing himself up in a room he locked himself in. Police found only bloody teeth in the room in Kwekwe, Zimbabwe. Runi had recently come to Kwekwe from Gokwe with his cousin, Tinotenda Tsvangira. Tsvangira rushed to Runi's room after receiving a worrying call from his aunt, but it was too late. Police found explosives and matches in the room. It's a sad and shocking incident.

Kwekwe Man (25) Blows Himself Up

Zimbabwe’s local currency, Zimbabwe Gold (ZiG), returned to positive monthly inflation in April 2025, recording a rate of 0.6%, up from -0.1% in March. 
This marks a 0.7 percentage point increase, indicating a reversal from the brief period of deflation in the previous month.
According to the Zimbabwe National Statistics Agency (ZimStat), this means that:

Prices, as measured by the all-items ZiG Consumer Price Index (CPI), increased by an average of 0.6% from March 2025 to April 2025.
</blockquote>
The ZiG CPI now stands at 185.68, up from 184.50 in March, and a significant rise from 100.00 in April 2024, which served as the base at the time of the currency’s introduction.
The year-on-year inflation rate for ZiG in April was reported at 85.7%—the first official annual rate since the currency was launched in April 2024.
This elevated figure is largely attributed to price increases that followed the October 2024 devaluation of the local currency.
In contrast, inflation in US dollars remained subdued. ZimStat reported a month-on-month USD inflation rate of 0.2% in April, slightly higher than the 0.1% recorded in March.
The USD CPI rose from 121.87 to 122.12 over the same period. While food prices remained largely unchanged, non-food items saw a modest increase of 0.3%. ZimStat explained:

The year-on-year inflation rate for USD-denominated prices stood at 14.4% in April.
ZimStat also published data for the Weighted Consumer Price Index, which reflects changes in prices across both ZiG and USD transactions.
In April 2025, the weighted month-on-month inflation rate was 0.3%, up from 0.0% in March. The weighted CPI rose slightly to 126.18, from 125.84. The weighted annual inflation rate was recorded at 26.2%.
The Food Poverty Line (FPL) for one person in April 2025 was ZWG 862.06. This represents the minimum monthly amount required to meet basic food energy needs (2,100 calories per day).
The Total Consumption Poverty Line (TCPL), which includes both food and essential non-food items, stood at ZWG 1,263.41 per person.

Zimbabwe's money, ZiG, had a positive inflation rate of 0.6% in April 2025, after a brief period of prices going down. This means prices went up by 0.6% on average. The year-on-year inflation rate for ZiG was 85.7%, the first official rate since April 2024. US dollar inflation was lower, with a rate of 0.2% in April. Food prices stayed the same, while non-food items went up by 0.3%. The Weighted Consumer Price Index showed inflation at 26.2% annually. The Food Poverty Line was ZWG 862.06 for basic food needs, and the Total Consumption Poverty Line was ZWG 1,263.41 for all basic needs.

ZiG Annual Inflation Reaches 85.7%

Zimbabwe is seeking US$2.6 billion in bridge financing to settle its arrears with international creditors, according to the African Development Bank (AfDB).
Finance, Economic Development and Investment Promotion Minister Mthuli Ncube is heading Zimbabwe’s delegation at the IMF and World Bank Spring Meetings in Washington, where he is pushing for a new Staff Monitored Programme (SMP) with the IMF. The AfDB said in a statement on Wednesday:

The government of Zimbabwe has proposed a plan to secure bridge financing of $2.6 billion to clear arrears to international financial institutions.
</blockquote>
An SMP is an arrangement between a country and the IMF under which the country’s economic policies and reforms are monitored by IMF staff — but without any financial assistance from the Fund.
Unlike other IMF programmes, an SMP does not involve lending. It is purely a form of technical support, to help countries build credibility with international creditors — often seen as a vital first step towards debt relief.
Zimbabwe currently owes foreign creditors US$21 billion, with a significant portion of that made up of arrears.
These arrears block access to low-cost loans from institutions such as the World Bank and AfDB — funding that other countries often rely on for major infrastructure projects like roads and railways.
The bridge financing Zimbabwe is seeking would be a temporary loan used to clear these overdue payments.
Once the US$2.6 billion in arrears is settled through this funding, Zimbabwe would move closer to becoming eligible for concessional loans from global financial institutions.
The Ministry of Finance says Zimbabwe is nearing agreement on a new SMP with the IMF, saying:

A roundtable on Zimbabwe’s arrears clearance and debt resolution was held on the sidelines of the Washington meetings.
The meeting was chaired by AfDB President Dr Akinwumi Adesina, who is leading Zimbabwe’s debt resolution efforts.
Also in attendance were IMF African Department Director Abebe Selassie, World Bank Vice President for Eastern and Southern Africa Ndiamé Diop, and representatives from France, the UK, Germany, the Netherlands, SADC, along with facilitator Joaquim Chissano.
At the meeting, Dr Adesina said Zimbabwe had made “a lot of progress, against all odds,” and noted that the request for bridge financing could be considered by the end of the year.
However, he warned that recent developments may undermine that progress — particularly Zimbabwe’s new Private Voluntary Organisations (PVO) Amendment Bill. Said Adesina:

The Zimbabwean government has defended the new law, saying it is necessary to prevent money laundering and to promote security and accountability.
However, critics argue that it expands state control over NGOs and stifles civil society.
In response to the law’s enactment, the European Union has suspended support for certain governance programmes.

Zimbabwe Seeks US$2.6 Billion "Bridge Financing" For Debt Clearance

Former Finance Minister Tendai Biti has condemned the government over the dire state of Zimbabwe’s professionals, claiming that lecturers and teachers have been reduced to “ragtag beggars,” while school dropouts and ex-convicts flaunt ill-gotten wealth “like confetti.”
Biti made the remarks on X (formerly Twitter) in response to the ongoing strike by University of Zimbabwe (UZ) lecturers, who are demanding fair wages and improved working conditions.
He challenged the government to prioritise the welfare of key public sector workers—including teachers, doctors, and nurses—by paying them a dignified, livable wage. Wrote Biti:

Education is a fundamental driver of dignity development and upliftment is the ultimate equaliser.
Teachers and lecturers are a national asset. That the Harare regime is paying US$250 to a University Professor whilst billions are being looted by gangsters and cronies is an indictment In any normal country it is a privilege to teach at a University.
In Zimbabwe our professionals have been reduced to rag tag beggars whilst drop outs and convicts parade ill begotten loot that they dish out like confetti.
Teachers doctors nurses and all must be paid a decent living wage. This regime has failed and failed in absolute terms.
It’s treatment of working people , its debasement of professionals, the collapse of public services , the corruption, the decay are daily narratives.
We therefore restate the call for a new consensus. This one has failed!

Lecturers at the University of Zimbabwe (UZ) have embarked on a two-day industrial action in pursuit of improved remuneration, following an earlier disruption by the police.
The fresh strike comes one week after police disbanded a previous picket and arrested three leaders of the lecturers’ union.
The academic staff have since secured a High Court order prohibiting police from interfering with their peaceful protest. As a result, they intend to suspend all lectures on Thursday and Friday.
In an official notification addressed to the police on Wednesday, Dr. Onesimo Kadare, Vice President of the Association of University Teachers (AUT), confirmed that the lecturers would stage a picket on April 24 and April 25, between 9 AM and 2 PM. During this period, no teaching activities will take place at the university.

Former Finance Minister Tendai Biti is upset because Zimbabwe's teachers and lecturers are struggling to survive while criminals show off expensive things. The lecturers at the University of Zimbabwe are on strike because they want fair pay and better working conditions. Biti wants the government to pay teachers, doctors, and nurses a good salary because they are important. The lecturers have been protesting, but the police tried to stop them. Now they have permission to protest peacefully and will not teach on April 24 and 25. Biti thinks the government has failed and there needs to be a big change.

Zimbabwe's Professionals Reduced To “Ragtag Beggars” - Biti

Zimbabwe recorded 384 road traffic accidents during the 2025 Easter and Independence holidays, a significant increase from 286 accidents reported during the same period in 2024.
On Tuesday, 22 April, Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi released the official traffic accident statistics for the 2025 holiday period.
Despite the rise in overall accidents, there was a slight decrease in the number of fatal accidents. A total of 21 fatal accidents were recorded this year, compared to 26 in 2024. Twenty-four people lost their lives on the roads in 2025, down from 27 fatalities last year.
However, the number of people injured rose to 178 in 2025, up from 159 in 2024. Said Nyathi:

On Easter and Independence Holidays, a total of 384 road traffic accidents were recorded compared to 286 recorded during the same period last year. 
The number of fatal road traffic accidents and people killed decreased from 26 to 21 and 27 to 24, respectively. The number of people injured went up from 159 to 178.
One of the road traffic accidents recorded during the 2025 Easter and Independence Holidays include the accident which occurred at the 51 km peg along Harare Bulawayo road on 21st April 2025 at around 1200 hours, where four people were killed, while 14 others were injured when a Toyota Hiace kombi which had eighteen [18] passengers on board, veered off the road and overturned. 
As a result, three [03] passengers died on the spot and one [01] died upon admission at Norton Hospital.
During the period, three [03] hit-and-run fatal road traffic accidents were recorded in Murewa and Harare. 
The first accident occurred on 19th April 2025, at the 57km peg along Mutoko-Chidye dust road, when an unknown motorcyclist hit a pedestrian and sped off. 
The victim died upon admission at Mutoko Hospital. The second accident occurred on 20th April 2025 along Harare-Bulawayo Road at Tynwald flyover when an unknown male adult was hit by an unidentified vehicle and died on the spot.
On the same date, another accident occurred along Harare-Bulawayo Road, near Puma service station in Whitehouse, where a 66-year-old man was hit by a Nissan Caravan vehicle. 
The victim died upon admission at Parirenyatwa Group Hospital, and the driver of the vehicle did not stop after the accident.

Over Easter and Independence holidays in 2025, Zimbabwe had 384 road accidents, more than last year. But fewer people died in accidents this year, 24 compared to 27 last year. However, more people got hurt, 178 compared to 159 last year. Some accidents were hit-and-runs, where the driver didn't stop. Overall, road safety is important to prevent accidents and keep people safe.

384 Road Accidents Recorded Over Easter and Independence Holidays - ZRP

A senior Zimbabwean government official, George Charamba, who serves as Deputy Chief Secretary for Presidential Communications, has warned journalists and media outlets against disseminating video messages by Blessed Geza.
Responding to an excerpt of Geza’s recent statement shared on the social media platform X by The NewsHawks, Charamba asserted that the act of republishing such content can only be done by people who are part of the “insurgency.”
Charamba warned journalists that those who circulate Geza’s messages are complicit in subversive activities. Said Charamba:

In his latest message, delivered via social media platforms on Tuesday night, which was deemed subversive by Charamba, Geza issued a warning to Zimbabweans for disregarding his call for a national shutdown intended to pressure President Emmerson Mnangagwa to step down. He said:

Garai kumba mose because munhu amuri kuteerera iyeye ndiye munhu atiri kuda kuti aende… Chatinokumbirisa kuti mugare kumba ndechekuti pakurwiswa kuchaitwa zvigananda izvi, zvimwe zvacho zvine ma bodyguard ane pfuti, zvimwe zvacho zvakatsvagirwa ma mercernary ane pfuti, panokwanisa kuitika exchange yepfuti mukaitwa crossfire.
(When we say ‘shut down,’ stay at home. All of you stay at home because the person you’re listening to is the one we want to leave… We ask you to stay home because during the attacks that will take place on these [Zvigananda], some of them have bodyguards with guns, others have hired mercenaries with guns. There could be an exchange of gunfire, and you might get caught in the crossfire.)

This is not the first instance in which Charamba has issued threats against local journalists for publishing content deemed unfavourable by the political establishment.
In 2023, Charamba threatened members of the press with imprisonment for reporting on corruption allegations involving individuals linked to Zimbabwe’s ruling elite, as exposed in Al Jazeera’s “Gold Mafia” documentary.

Meanwhile, HStv journalist Blessed Mhlanga remains in pre-trial detention following his arrest on 24 February 2025 in Harare.
Mhlanga is being charged under Section 164 of the Criminal Law (Codification and Reform) Act, accused of transmitting data messages allegedly inciting violence and causing damage to property.
The charges are linked to a series of interviews he conducted with Blessed Geza, a war veteran and outspoken critic of President Emmerson Mnangagwa’s administration.

Retired Brigadier General Victor Chikudo Rungani has passed away. He died on Tuesday morning at Mbuya Dorcas Hospital in Waterfalls, Harare.
Brig Gen Rungani was a distinguished and respected figure in the Zimbabwe National Army, where he served as the Director of the Engineering and Military Equipment Directorate.
Throughout his military career, he played a vital role in strengthening the army’s engineering capabilities, earning recognition for his leadership, technical expertise, and dedication to national service.
His passing was confirmed by the Minister of State for National Security, Lovemore Matuke.

A road traffic accident claimed the lives of three people and left eleven others injured along the Mutare–Masvingo Road.
The Zimbabwe Republic Police (ZRP) has confirmed the accident which occurred at the 167-kilometre peg on Monday, 22 April 2025, at approximately 4:30 PM.
According to the police, a Toyota Hiace kombi with fourteen people on board veered off the road to the right, overturned, and landed on its left side.
The cause of the accident has not yet been officially determined, but it appears the driver may have lost control of the vehicle due to speeding.
The bodies of the three people who died were taken to Silveira Mission Hospital mortuary for post-mortem examinations. The eleven injured passengers are being treated at the same hospital.

Zimbabweans largely ignored an indefinite “stay-away” called by Blessed Geza, leader of a faction of war veterans demanding President Emmerson Mnangagwa’s resignation, as banks and major supermarkets in Harare and Bulawayo opened for business as usual on Tuesday, 22 April—the day the national shutdown was meant to commence.
Commuter omnibuses and long-distance bus services offloaded workers at drop-off points in both cities, indicating that the call for a shutdown had been widely disregarded.
Geza’s previous call for an “uprising” on 31 March had led to a near-total shutdown across the country, prompting fears of a repeat.
In anticipation, the Public Service Commission (PSC), which employs all civil servants, issued warnings of stern disciplinary action against public sector workers who failed to report for duty. Police were also deployed nationwide to ensure the smooth flow of traffic and public order.
Government spokesperson Ndavaningi Mangwana, posting on X (formerly Twitter) on Tuesday, declared that the strike call had failed. Said Mangwana:

Blessed Geza has accused President Emmerson Mnangagwa of mismanaging the country and enabling the looting of national resources by a select few, whom he refers to as “zvigananda”.
The war veteran, who was recently expelled from ZANU–PF, currently has an outstanding arrest warrant after being charged with treason by the authorities. He is believed to have fled the country.

We definitely can never accept or tolerate this behavior from Emmerson Mnangagwa and these Zviigananda any day longer. 
For instance, Mnangagwa and his criminal cartel abused Command Agriculture scandal to loot approximately 3 billion U.S. dollars.

Participation in any stay-away that disrupts service delivery constitutes a dereliction of duty and an act of insubordination.
Such actions are unpatriotic, undermine national unity, damage the economy, and hinder the collective progress of the nation.
The Public Service Commission will not tolerate any conduct that threatens the stability and functionality of public institutions.
Accordingly, the Public Service Commission wishes to clarify that Tuesday, 22 April 2025, and Wednesday, 23 April 2025, are normal working days.
All Public Servants, except those on duly authorised leave, are expected to report for duty at their designated workstations, observe normal working hours, and, where necessary, work beyond official hours in fulfillment of their duties.
Accounting Officers are hereby instructed to ensure that attendance registers are completed for their Ministries, Departments, and Agencies, including devolved structures.
Commission Inspectors will collect these registers at the usual time each day for purposes of enforcing appropriate Public Service regulations without delay.

Govt. Warns Civil Servants Against Joining National Shutdown

Nicole Fritz, executive director of the South Africa-based non-profit Campaign for Free Expression (CFE), has urged the international diplomatic community to step in and pressure Zimbabwean authorities to release senior journalist Blessed Mhlanga of Heart &amp; Soul TV (HStv).
Mhlanga has been held in pre-trial detention since his arrest on 24 February 2025, accused of transmitting messages that allegedly incite violence.
Fritz slammed the arrest as unlawful, calling it just one example of what she described as a broader effort by President Emmerson Mnangagwa’s government to silence critical voices and criminalise free speech using laws that go against the Constitution. She said:

It is high time that Blessed Mhlanga have his freedom restored, be returned to his family and be able to conduct his profession unhindered.
It is long overtime that the Mnangagwa government cease its relentless suppression of freedom of expression and allow Zimbabweans both to call and organise for better government.
We call on the diplomatic community, and on South Africa in particular, to make Blessed Mhlanga’s continued incarceration a matter for general engagement on Zimbabwe-related issues.

The charges against journalist Blessed Mhlanga stem from an interview he conducted with outspoken war veteran Blessed Geza, which aired on HStv.
During the broadcast, Geza openly accused President Mnangagwa of corruption and called for his immediate resignation.

Information, Publicity and Broadcasting Services Minister Jenfan Muswere, has urged Zimbabweans to brush off war veteran Blessed Geza’s call for a national shutdown on 22 and 23 April.
In a statement on Sunday night, Muswere said people shouldn’t waste their time listening to what he called “unproductive charlatans” and “peddlers of lies” who are trying to undo the progress made since the liberation struggle. He said:

We have a responsibility to build our country. Zimbabweans should utilise the internet for development. We should ignore calls from unproductive charlatans and merchants of falsehoods, who seek to reverse the gains of the liberation struggle, through demonisation of Zimbabwe’s image, its people and leadership, through misinformation and malice.
As Zimbabweans, we are hardworking, enterprising, focused people who have a responsibility to develop our country. We fought and we won. We conquered, we won and now we must continue to work together to develop our country.

Govt. Urges Citizens To Ignore Geza’s Call For A National Shutdown

Prominent lawyer and opposition figure Fadzayi Mahere has publicly challenged government spokesperson Nick Mangwana with a series of tough questions following what she described as a misleading presentation of the venue used for Zimbabwe’s 45th Independence Day celebrations.
Mahere criticised Minister of Housing and Social Amenities, Daniel Garwe, accusing him of lying to the public by claiming that the government had “built a new, fully equipped modern stadium” for the national event.
She questioned why such statements were made when, in reality, the structure failed to meet basic standards.
Mahere also pressed for clarity on the quality of the construction, asking why the minister had claimed the stadium would meet the “highest standards” when images and reports from the event told a different story—one of poor planning and substandard facilities.
Mahere demanded answers on how much public money was spent on the so-called stadium, and who was contracted to build it.
She highlighted the installation of bucket seats that reportedly sank into the mud and couldn’t be used, raising concerns over whether a proper public tender process was followed.
“Is the government going to recover the money it spent, or was this just another excuse to loot public funds?” she asked, drawing comparisons with the Gwanda Solar Project, where businessman Wicknell Chivayo was allegedly paid millions for work that never materialised.
In a direct challenge to Mangwana and the government, Mahere asked, “Are you proud of what you did yesterday? What image did you paint of Zimbabwe at 45? Do you think any nation looks at your nonsense and says, we want to be like that?”
