The Skyline tollgate in Zimbabwe is set to be relocated to the 36km peg along the Harare-Masvingo Road, moving it outside the urban area. This comes as part of the government’s plan to ease the financial burden on motorists living in peri-urban areas who are paying tolls twice daily on their way to and from work. The Shamva tollgate has already been moved from the Harare urban area to the Juru area and is now operational.
The Zimbabwe National Road Administration (ZINARA) has assured that they have enough funds to support the tollgate relocation. In addition to the relocations, there are plans to upgrade existing tollgates on major highways to accommodate the growing volumes of traffic. The tollgates listed for relocation are Skyline, Dema, Lion’s Den, Umguza, and Shamva, while those to be rehabilitated are Norton, Esigodini, Mushagashi, Mupfurudzi, and Colleen Bawn tollgates.
The tollgate relocations take into consideration traffic patterns, road safety, and the convenience of road users. Zinara will fund the reconstruction, rehabilitation, and relocation of the tollgates. The government aims to involve the people of Zimbabwe, especially women and youths, in road rehabilitation and infrastructural development to benefit from the country’s development policies.
Transport and Infrastructural Development Minister Felix Mhona, along with Minister of State for Provincial Affairs and Devolution for Harare Metropolitan Province Charles Tavengwa, recently toured the rebuilt roads in Harare and Chitungwiza. Minister Mhona appealed to the people of Zimbabwe, especially women and youths, to participate in road rehabilitation and infrastructural development, aligning with the policy of “Nyika inovakwa nevene vayo” (the nation is built by its own people) that President Mnangagwa is promoting. He spoke to <a href="https://www.herald.co.zw/plans-to-relocate-tollgates-at-advanced-stage/">The Herald</a>:

From Chitungwiza Road we moved to Harare-Beitbridge Road where we have opened 3km today (on Monday), passing through the tollgate and I would also like to deliver the message to the people of Zimbabwe that we are also going to relocate the tollgate. 
I have mandated ZINARA together with the Department of Roads, so that we take advantage of what we have within our ministry, the CMED, so that we start working on a new tollgate at the new site.

The minister said the relocation of tollgates aims to address concerns raised by motorists regarding their locations. Many people have complained about tollgates being situated on their daily commuting routes. As a result, the government is moving the tollgates further out to accommodate the growth of nearby communities.

Plans To Relocate 5 Tollgates At Advanced Stage - ZINARA

Zimbabwe’s Minister of Transport and Infrastructural Development, Felix Mhona, has said delays in rehabilitating the country’s road network were due to budget limitations. 
Mhona assured Parliament that all stalled road projects have now been resumed nationwide. He highlighted the significance of good roads for economic growth, noting that a well-developed road system leads to a stronger economy. He affirmed the government’s commitment to utilising domestic funds to enhance the country’s infrastructure. He said:

We are against sanctions and we are using our resources, contrary to other jurisdictions where roads are rehabilitated using the funds from World Bank and IMF.
</blockquote>
In response to Minister Mhona’s statement, Collins Bajila, the Emakhandeni-Luveve legislator, raised concerns about the government’s plan to rehabilitate roads under local authorities. Mhona explained that although the government is working on these roads, once the rehabilitation is complete, they will be handed back to the respective councils.
The government accuses the councils of neglecting the road networks within cities. Referring to the Road Act, subsection 5 (4), the government states that if a local authority fails to fulfil its responsibilities, the Ministry of Transport will step in and take over the task of rehabilitating the road. Mhona said:

The road will eventually be submitted back to the local authority. Indeed, we rehabilitate such roads and hand them over for maintenance to the municipal authorities.
That is why you see most urban roads being refurbished. When we take over, it means that someone has failed to do their job.
We appreciate the fact that the roads that were alluded to by the Hon. Members are going to be rehabilitated and we will take them back to the municipal authorities.

The government has periodically halted payments to its contractors in an attempt to stabilise the depreciating Zimbabwe dollar and combat hyperinflation. However, this decision has caused delays in project completion. "Delays In Road Rehabilitation Due To Budget Constraints," Says Transport Minister

Parliament has summoned Transport and Infrastructural Development Minister Felix Mhona to explain the upsurge in road traffic accidents across the country, reported <a href="https://www.newsday.co.zw/local-news/article/200019829/parly-summons-mhona-over-road-accidents">NewsDay</a>.
Minister Mhona is also expected to to explain why proper procedures were not followed in handling the deceased’s remains, in the case of the Bulawayo-Beitbridge Highway accident which claimed 22 lives.
This development comes after more than 30 people were killed in just three road traffic accidents in recent days.
On Monday last week, six people were killed in a road accident in Mwenezi, and three others in Chipinge in similar circumstances.
Barely 24 hours later, 22 people were killed when a South Africa-bound Toyota Quantum minibus crashed head-on against a truck.
Raising the issue as a point of national interest in the National Assembly, Mberengwa West legislator Tafanana Zhou (ZANU PF) called on Mhona to issue a ministerial statement outlining the government’s plans to curb road traffic accidents. Said Zhou:

Mr Speaker Sir, road accidents are prevalent, and since we are approaching the festive season, I propose that we get a ministerial statement regarding what the government plans to do in order to curb road carnage during the festive season.
I also want to say that when an accident occurs, respect for the dead people should be observed by putting their remains in a body bag.
Therefore, I am requesting the minister to bring in a ministerial statement explaining why the deceased’s remains are not being put in a body bag.

The Speaker of the National Assembly Jacob Mudenda requested the ZANU PF chief whip to take up the issue with Minister Mhona for the statement to be ready by 28 November.

Parliament Summons Transport Minister Over Upsurge In Fatal Road Accidents

The Minister of Transport and Infrastructural Development Felix Mhona has said losing 22 people in a single accident is the worst nightmare. He made the remarks in his condolence message following the death of 22 people in an accident involving a Toyota Quantum and a truck at the 27-kilometre peg along the Bulawayo-Beitbridge Road. The Minister said the Government had already initiated steps to curb road carnage when the tragedy occurred. Below is the full statement :

<h3>STATEMENT ON THE TOYOTA QUANTUM CRASH</h3>
It is with a heavy heart that I address the nation on the bus crash which occurred on Tuesday 14 November 2023, at the 27 km peg along the Bulawayo-Beitbridge Road in Umzingwane District.
Tragically, 22 people died on the spot when the driver of a Toyota Quantum attempted to overtake and encroached into the lane of an oncoming lorry, leading to a head-on collision. Indeed, this is a worst nightmare to lose several of our beloved ones in such a single terrible crash, and it is certainly the worst nightmare that families and the whole nation can endure.
Our thoughts are with the victims of the crash, the bereaved families, the injured and the survivors who witnessed the gruesome, traumatic and dark moment of the accident. During this somber period, we call upon the whole nation to commiserate with the affected families, at a time when we wish a speedy recovery to the injured. We only wish that we do not record further casualties as the survivors continue to receive treatment and care.
Incidences of this nature only serve as a clarion call to all our stakeholders of the road traffic ecosystem, including motorists, operators and passengers to be more vigilant against road traffic violations, especially speeding. This unfortunate fatality is recorded as we approach the festive season, and it is our hope that such occurrences do not recur. The Ministry rallies all traffic law enforcement agencies, road traffic safety actors, motorists and road users to collaborate against road fatalities.

We urge the nation to formulate rational decisions in making travel choices and prioritise use of safer vehicles with the right state of mind. Rational behaviours and attitudes are ingredients of a safer road traffic management regime, where all actors play their party for traffic safety. As passionate proponents of Road Safety, we wish to assure the nation that the Second Republic is committed to the formulation of robust legal, policy and administrative mechanisms to improve the country’s road safety regime and performance. The recent enactment of Statutory Instrument 118 of 2023 on Speed Limiting and Monitoring Devices Regulations and Statutory Instrument 119 of 2023 on Licensing of Drivers Regulations are an eloquent testimony of our commitment.
We continue to urge all stakeholders to ensure compliance with the legal framework. The Government, through my Ministry, shall continue to monitor the situation and render appropriate assistance to the bereaved families and survivors of the accident.

FULL TEXT: Transport Minister Says Losing 22 People In A Single Accident Is "A Worst Nightmare"

Zimbabwe’s Minister of Transport and Infrastructural Development, <a href="https://www.pindula.co.zw/Felix_Mhona/">Felix Mhona</a>, has requested that rural communities provide a list of gravel roads that require repairs. He also asked them to specify the amount of fuel needed for the repairs. However, Mberengwa residents are expressing their desire for tarred roads instead. They believe that having tarred roads would be more beneficial and convenient for them.
Mhona, made the call during the question and answer session in parliament, on Wednesday while responding to Tinashe “Goga” Shumba, a member of the ruling party ZANU PF and a representative for Mberengwa Central. Shumba had raised concerns about the difficulty of travelling on these gravel roads during the rainy season, especially since they connect homes, clinics, and hospitals in rural areas. Shumba said:

My question is directed to the Minister of Transport and Infrastructural Development. What is the government policy on re-gravelling rural roads? There is the Rural Rehabilitation Programme.
They are resurfacing roads, but they are not putting the gravel. During the rainy season, these roads are not accessible yet they lead us to critical public institutions like hospitals and clinics.

In response, Minister Mhona encouraged rural communities to communicate with the government through the Rural Infrastructure Development Agency (RIDA) and Rural District Councils (RDC). He mentioned that the ministry is considering taking additional measures instead of solely relying on their department for assistance. He said:

We are saying let us reason together, do your compilation of the roads that you require to be graded and the amount of fuel that you require so that we start funding for fuel through your rural district council and through RIDA, so that you will also be in a position to rehabilitate your roads before the advent of the rains.

Gravel roads need to be maintained regularly, but according to Shumba, they are deteriorating further as the rainy season approaches. The minister agrees with Shumba’s concerns, stating that although they grade the roads, some of them have become weaker and need to be re-graveled first. However, he acknowledges that even after grading, the roads often end up in poor condition again when it rains.
Shumba’s question to the Minister of Transport, however, failed to inspire Mberengwa residents. One of those is Dr<a href="https://www.pindula.co.zw/Takavafira_Zhou/"> Takavafira Zhou</a>, the president of the Progressive Teachers Union (PTUZ). He said:

I certainly don’t see any expertise in this question from an MP of Mberengwa that is rich in mineral resources and has nothing to show for this. The 3 Mps from Mberengwa (<a href="https://www.pindula.co.zw/Tafanana_Zhou/">Tafanana Zhou</a>, <a href="https://www.pindula.co.zw/Tasara_Hungwe/">Tasara Hungwe</a> and Shumba) must lobby for the tar macadimisation of our roads by companies looting our minerals such as lithium, chrome, lime, platinum, antimony, emeralds, copper etc. Apparently, Goga is just staying or mining adjacent to Chinese looting lime from Mberengwa. Why is he failing to move a motion in parliament at the plundering nature of Chinese and Kuvimba and the destruction of roads? Why is he and other MPs from Mberengwa not lobbying for local processing of lime, lithium, chrome, platinum, emeralds etc in order to add value to Mberengwa and beneficiation, I wonder?

However, progress has been slow, with only 13 kilometres of the road being tarred until 2018 when construction resumed. Since then, an additional 22 kilometres have been completed, reaching Yorks township.
Mberengwa is known for its vast mineral resources, including lithium, chrome, lime, platinum, antimony, gold, and emeralds. However, despite mining activities by both local and foreign companies, the district remains one of the poorest in the country. This raises concerns about the equitable distribution of resources and the need for effective governance and transparency in the mining sector. It is essential for the government and relevant stakeholders to address these issues and ensure that the district’s mineral wealth translates into tangible development and improved living conditions for the local communities. Minister Asks Rural MP To List Gravel Roads For Repairs, Residents Demand Tarred Roads

The <a href="https://www.pindula.co.zw/ZINARA/">Zimbabwe National Road Administration (ZINARA)</a> has announced that they have relocated a tollgate on the Harare-Nyamapanda Road. The tollgate, previously located between the 19.5km and 20.5km pegs just outside Harare city limits, has been moved north to the 40km and 41km pegs. The new tollgate site, now known as Juru tollgate, was officially gazetted in Statutory Instrument 217 of 2023 by the Minister of Transport and Infrastructural Development, <a href="https://www.pindula.co.zw/Felix_Mhona/">Felix Mhona</a>. In a public notice, ZINARA explained that a temporary structure will be used at the new site until the planned toll plaza is installed. Read the notice:

ZINARA Has Relocated And Renamed Shamva Tollgate

The Government says the rehabilitation of the dilapidated Bulawayo-Victoria Falls Highway has started, with Bitumen World (Private) Limited teams already on the ground.
This follows an urgent call by motorists and business leaders for the Government to repair the badly damaged road.
Addressing delegates during the 2023 Infrastructure Summit and Expo, which was officially opened by President Emmerson Mnangagwa on Friday, Transport and Infrastructural Development Minister, Felix Mhona, said funds have been released for the rehabilitation of the road. He said:

We thank His Excellency for being a listening President. You don’t just hear, but act.
Last week we were inundated with calls especially from this province (Matabeleland North) complaining about the state of Victoria Falls Road, and others were saying: ‘Minister have you driven on that road yourself?.
I want to thank you Your Excellency in that when you directed and mandated me this last week that you wanted the road works to start progressively before you land in this particular city, and precisely this has happened.
I want to thank you Your Excellency for the money you have given us, the contractor is now back on the road doing the work, and for this you deserve applause.

The Bulawayo-Victoria Falls Highway is a strategic trade route on the regional north-to-south corridor, linking Zimbabwe with South Africa, Zambia, Botswana, Namibia as well as the DRC.
The deplorable state of the road has been blamed on the increased number of haulage trucks that mainly transport coal from different mining companies.

Rehabilitation Of Bulawayo-Victoria Falls Road Resumes - Minister

Transport and Infrastructural Development Minister Felix Mhona has said corruption is undermining the credibility of the Zimbabwe National Road Administration (ZINARA).
Speaking at ZINARA’s annual general meeting held at a local hotel in Harare this week, Mhona said:

Corruption undermines the credibility of the organisation and erodes public trust in the Road Fund.
</blockquote>
He urged ZINARA to work with various stakeholders including the media to improve its image. <a href="https://www.newsday.co.zw/local-news/article/200014177/corruption-damaging-zinara-image-minister">Mhona said</a>:

This includes partnering with civil society organisations where possible and the media to promote awareness of the organisation’s mandate, brand at large and also the good things being done which may at times go unnoticed.
This includes implementing strict procurement procedures to realise value for money, ensuring that contracts are awarded fairly and transparently, and conducting regular audits to identify and address irregularities.

In December 2021, Zimbabwe Anti-Corruption Commission (ZACC) chairperson Justice Loice Matanda-Moyo said ZINARA, the Vehicle Inspection Department (VID), and the Zimbabwe Republic Police (ZRP) were the most corrupt state departments.
Last month, a ZINARA licensing officer Patricia Chikorwe, stationed at the Harare Exhibition Park Branch, was sentenced to three years in jail after she was convicted of 258 counts of criminal abuse of office for manipulating the vehicle licensing system, resulting in a loss of potential revenue of US$168,458 for ZINARA.
In February last year, the ZACC arrested 12 ZINARA employees for fraud involving $9,8 million after they created fake tap cards which they swiped for motorists at the Shurugwi tollgate.

Corruption Undermining ZINARA's Credibility - Minister Mhona

The Government says it will soon introduce a new law to curb road traffic accidents that have killed hundreds of people so far this year.
Transport and Infrastructural Development Minister Felix Mhona Mhona said that the Government will soon gazette a new Statutory Instrument on measures to curb the road carnage.
He said the law would ensure the right age requirement for bus drivers is met while fixing the maximum speed for buses, among other measures.
Mhona made the remarks in Dotito, Mashonaland Central province last week after visiting the scene of the CAG bus accident that claimed seven lives. He said:

The law will make sure buses that are brought into the country are fixed in a manner that makes sure they do not go above 100km/hr.
We have excitable drivers who are also inexperienced and underage. We will address all this in our new law that is coming soon.
</blockquote>
Mhona also announced that the soon-to-be-introduced plastic discs will reduce a massive backlog of driver’s licenses. He said:
<blockquote>
It will be acceptable in 27 countries in and out of SADC. There is a code that shows everything about the driver and on the 19th of this month, there will be an official launch of the license. It will also reduce the making of fake driver’s licenses.
We had a backlog of over 600 000 driver’s licenses and this will ensure we bring this to an end. We were having problems with licenses.

Govt Mulls New Law To Curb Road Accidents

The Ministry of Transport and Infrastructural Development says it will soon launch a new National Driving Licence System which will among other things, change the present five numerical Classes to the new thirteen alphanumerical categories.
Addressing journalists in Harare Wednesday, Transport and Infrastructural Development Minister, Felix Mhona said 13 categories of the new driving licence will conform to the requirements of the United Nations Convention on Road Traffic; International Organization for Standardization and International Electrotechnical Commission. He added:

The 13 categories of the new Driving licence will, amongst others, make provision for the combination categories of a vehicle and trailer.
The new categories will also accommodate the different sizes of vehicles and prevent the current scenario where drivers are tested on a small vehicle and then be authorised to drive a very large vehicle which the driver may not be able to control in a safe manner.
</blockquote>
The transitional arrangement from the Present Numerical Classes to the New Alphanumerical Categories is as follows:
Class 1 will be known as “DE” – Articulated passenger vehicle for the carriage of persons having more than 16 seats, and may be combined with a trailer not exceeding 750kg GVM
Class 2 will be known as “CE” – Articulated goods vehicle exceeding 7 500kg GVM may be combined with a trailer not exceeding 750kg
Class 3 will be known as “A” – Light motorcycles and medium motorcycles with power not exceeding 35KW, with or without a sidecar.
Class 4 will be known as “BE” – Light articulated vehicle with a GVM not exceeding 3500kg and not having more than 8 seats may be combined with a trailer not exceeding 750kg.
Class 5 will be known as “BE*” – Previously class 5 was only for Agricultural or Industrial tractors or any other suitable vehicles/machinery.
After the transitional phase, the following Professional Driver Permit Categories will come into effect:

Code G for Goods vehicles with a Gross Vehicle Mass exceeding 3 500kg. The applicable minimum age for this category is 18 years;
Code P for Passenger vehicles with a seating capacity of more than 8. The applicable minimum age for this category is 25 years; and
Code D for Dangerous Goods vehicles for the transportation of Hazardous and Dangerous Goods. The applicable minimum age for this category is 25 years.

The Government says the Kariba Airport will be relocated to a new site to accommodate more aircraft and boost tourism in the town.
Speaking at the launch of the Fastjet flights in Kariba last week, Transport and Infrastructural Development Minister Felix Mhona said:

Relocating the airport to a new site will accommodate a wide range of aircraft and promote Kariba as a tourist destination.

Kariba Airport Set To Be Relocated

The Ministry of Transport and Infrastructural Development has introduced digital Route Permits for public service buses.
In a statement, Transport Minister Felix Mhona said the digital Route Permit will make it easier for law enforcement agents to verify and validate the authenticity of permits. Reads the statement:

Pursuant to the objectives of the National Development Strategy 1, which envisages the modernisation of our economy using ICT and digital technologies, the Ministry of Transport and Infrastructural Development wishes to advise the public of the launch of the digital Route Permits for public service buses.
A digital Route Permit is issued in terms of Section 12 of the Road Motor Transportation Act [Chapter 13:15].
The permit, which has enhanced security features and counterfeit deterrence measures, has a digitally signed barcode that is readable by any mobile phone.
In that regard, it is now easy for traffic law enforcement agents to verify and validate the authenticity of this Permit.
Further, the new ICT system for processing this Route Permit is fully integrated with the Central Vehicle Registry to validate vehicle licensing and registration details.
This system is also integrated with insurance companies to validate statutory third-party motor insurance and passenger liability cover.
This will enhance the ease of doing business for bus operators, who will enjoy the convenience of reduced waiting times when they apply for the new Route Permit issued at our Road Motor Transportation Offices situated in all the provincial centres across the country.

Govt Introduces Digital Route Permits For Public Service Buses

Transport and Infrastructure Development Minister Felix Mhona said that the government has started disengaging from the Univern contract after it was deemed inconsistent with the Procurement Act.
This came after the Public Accounts Committee (PAC) report made under the 2016 Audit Report presented before Parliament showed that the granting of the contract to Univern was not consistent with the Procurement Act.
Both the Audit Report and PAC established that it was improper for the Zimbabwe National Roads Administration (ZINARA) to pay huge amounts of money to Univern when it had not constructed a single tollgate.
Addressing lawmakers in the National Assembly, Mhona said the government cannot continue with the contract. He said:

We have started disengaging from Univern. So, we cannot say we have given them a lifetime.
They were arguing to say their contracts are ending in 2029/30 but we said alas, we cannot continue with this contract which was a one-paper or whatever.
We need to regularise and make sure we are in line. We cannot wake up and we don’t want them.
We need to take over from them and we have done that in terms of the database, which was also another problem where the database was still within their purview.
We are less than 24 months for them to end their contracts. We are taking over the systems.
We are saying at the end of the day, for a contract that did not have an end date; we managed to sit and say we need this to have finality in terms of the contract arrangement.
Precisely, I do concur that it was a bad contract, no one disputes that.

Govt "Disengaging" From Univern Contract, Says Minister Mhona

The government has lifted the suspension of the licence for operation of all omnibuses belonging to Rimbi Travel and Tours with immediate effect.
However, the bus company has been barred from servicing the Harare to Nyamapanda route.
Rimbi and Zebra Kiss’s licences were suspended last month after their drivers were involved in a race along the Harare-Nyamapanda road that resulted in a fatal road accident on 17 January 2023.
The Minister of Transport and Infrastructural Development, Felix Tapiwa Mhona, lifted <a href="https://zero.pindula.co.zw/full-text-minister-suspends-rimbi-tours-licence-after-accident/">the suspension</a> of Zebra Kiss’ operating licence last week.
He has now done the same for Rimbi after they submitted “comprehensive measures” to prevent the recurrence of such incidents. A statement issued by Mhona on 03 February reads:

The Ministry of Transport and Infrastructural Development wishes to advise the public that it has lifted the suspension of the licence for operation of all omnibuses belonging to Rimbi Travel and Tours Pvt Ltd. 
The lifting of the suspension follows the submission of comprehensive measures that have been put in place by the Operator to avert such incidents in the future.
Prior to the Road Traffic Accident that occurred on 17 January 2023, efforts were made by stakeholders in the passenger transport sector to resolve the route conflict between Rimbi Travel and Tours Pvt Ltd and Tashllyt Investments Pvt Ltd trading as Zebra Kiss. 
The Ministry has therefore seen it in the best interest of all concerned stakeholders to cancel all Route Permits for Rimbi Travel and Tours Pvt on the Harare to Nyamapanda route. 
The Operator has consented to this arrangement and will be allowed to service other routes across the country.
The Ministry will continue to enforce and monitor compliance with the terms and conditions of all operators’ licences, including measures against reckless and negligent driving.

Surprisingly, Mhona did not bar Zebra Kiss from servicing the Harare to Nyamapanda route when he lifted their suspension.
It was the Zebra Kiss driver who was arguably at fault for causing the crash as he was blocking the road as well as the Rimbi bus driver’s vision several minutes before the accident.
The move may raise a few eyebrows as it appears to give Zebra Kiss an advantage over its competitor who has now been barred from the “lucrative” route.

Rimbi Travel & Tours Suspension Lifted But Barred From Harare-Nyamapanda Route

Transport and Infrastructural Development Minister Felix Mhona has defended the appointment of Retired Colonel <a href="https://www.pindula.co.zw/Tshinga_Dube">Tshinga Dube</a> (81) to the National Railways of Zimbabwe (NRZ) board.
Political analyst, Rashweat Mukundu, among other commentators, said the appointment was testimony that the country’s leadership does not understand what is required to revive the “struggling” parastatal.
However, addressing journalists at a traffic safety indaba in Harare on Thursday, Mhona said Dube was ideal for the post following his long experience in corporate affairs.
Mhona added that those criticising Dube’s appointment were failing to consider the positives that he is set to bring into the NRZ boardroom. He said:

It is surprising that some people from outside the country are concerned with his appointment while overlooking what he is bringing to the organisation.
Cde Dube served as a board member at CMED and he will come with great expertise.
He is fit and has experience.

Transport and Infrastructural Development Minister, <a href="https://www.pindula.co.zw/Felix_Mhona">Felix Mhona</a> has been criticised for appointing an 81-year-old former freedom fighter, Colonel (Retired) <a href="https://www.pindula.co.zw/Tshinga_Dube">Tshinga Dube</a>, to the National Railways of Zimbabwe (NRZ) board.
The company announced the latest appointment by Transport and Infrastructural Development Minister, Felix Mhona, on Friday 20 January 2023.
NRZ stated that Dube, a former Cabinet minister, would hold office for a term that would end on December 6, 2025. NRZ general manager, Ms Respina Ziyanduko, was quoted as saying:

 We are really excited as NRZ to have you as one of our board members. Our board is hands-on in terms of ensuring that they keep the organisation running and the management on their toes.

She said NRZ stood to benefit from Dube’s vast experience in Government, in different boards, organisations, and interactions with other international players.

Dube, who holds a Master’s Degree in Electro-Tech from MADI Institute of Technology in Moscow, Russia, said NRZ was critical in the development of the country in the transport and logistics sector.
He expressed gratitude for being included in the parastatal team. The Chronicle quotes him as saying:

Minister Mhona Criticised For Appointing 81-Year-Old Tshinga Dube To NRZ Board

Transport and Infrastructural Development Minister Felix Mhona says sanctions imposed on Zimbabwe by the United States of America and other factors are to blame for the huge backlog of metal driver’s licence discs.
Speaking in an interview with NewsDay, Mhona said the government is failing to procure raw materials for the production of metal driver’s licence discs resulting in the Central Vehicle Registry (CVR) struggling to clear the backlog. He said:

CVR has made positive steps in clearing the backlog on driver’s licence discs. However, the pace is not as fast as we would want because of several challenges, some of which are beyond the scope of CVR in particular, and the ministry in general.
For a better context, the raw materials used in the manufacture of licence discs are imported, and because of sanctions, it has been hard to procure them from traditional suppliers in the USA [United States of America].
We import the special alumni photo plates, the film, developer and gold dye and seal materials. It has been difficult to get supplies in stock.

He said the other factor that has led to the backlog is that more and more people are taking driver’s licences. Said Mhona:

More and more people are taking driver’s licences as cars are also increasing on the roads.
The number of cars we have on our roads has increased drastically, especially with the advent of ex-Japan vehicles.
As it stands, there is only one plant or machine to make the licences in Zimbabwe and it has to absorb all applicants.

Mhona also attributed the shortage of discs to obsolete machinery used in the production process. He said:

Most of the work from VID to CVR remains manual and this takes time. As it stands, there is only one plant or machine to make the licence discs in Zimbabwe and it has to absorb all applicants.
The production line also uses a special type of typewriter, for example, Olivetti and Brothers, which have unique characters and letters that help to weed out counterfeits.
Working space has been greatly compromised due to huge volumes from VID and police driving schools which test thousands daily and all these applicants are forwarded to CVR.

The government requires over ZWL$700 billion to complete its outstanding major road construction and rehabilitation countrywide.
This was said by Transport and Infrastructure Development Minister Felix Mhona while addressing journalists on Thursday on the sidelines of an annual strategic planning meeting held in Bulawayo. He said:

The ministry requires over $700 billion to fund the operations of the ministry. However, whenever one is doing a budget there is a resource and what can be afforded just like in any household set up and as a ministry, we got $125 billion as a resource and what can be accommodated.
To be honest, we cannot do everything at once, so we are stuck because our wish list contradicts what is available.
What we have in the pot determines what we get as a ministry, that is why we are calling on innovation and progressive ways of supporting the Treasury.

Mhona said financial challenges coupled with rains have proved a major setback for the road rehabilitation exercise.
He however said significant progress has been made on the Harare-Masvingo-Beitbridge Road and 350km had been completed by the end of October 2022. Said Mhona:

Linking this road is the Beitbridge Border Post, which has been upgraded and modernised under a Public Private Partnership with the Zim Borders Consortium. The aim of the project was to improve border efficiency.
With the completion of the project, the turnaround time at the border has improved to below three hours from an average of 20 hours.

More than 1 500 people have been killed on the country’s roads between January and September this year, a cabinet minister has revealed.
Speaking at the World Day of Remembrance for Road Traffic Victims (WDR) in Bulawayo on Saturday, Transport and Infrastructure Development Minister Felix Mhona expressed concern over the high number of people killed in road traffic accidents. He said:

This year alone, from January to September 2022, we had 38 776 crashes, 1 559 killed and 7 851 injured.
This translates to a traffic collision every 15 minutes, an average of 45 injuries per day, and an average of five deaths per day.
Friday nights, Saturdays and festive seasons are the worst.

Mhona said the government is committed to reducing road traffic accidents by 50 per cent under the National Development Strategy 1. He added:

The carnage on our roads must stop! Surely, it can only be through us that we put an end to the silent killer on our roads.
This is a war we can win as roughly 94 % of road traffic accidents are directly attributed to human error.
A change in human behaviour could therefore easily result in lowering the worrisome statistics.

1 500 People Killed In Road Accidents This Year - Minister Mhona

153 people die through road traffic accidents in Zimbabwe every month while the country loses US$406 million per year to traffic crashes, a cabinet minister has said.
Announcing the closure of the Mbudzi roundabout in Harare to pave way for the construction of a more modern traffic interchange intersection at the site, Transport and Infrastructural Development minister Felix Mhona said that the country has recorded 40 180 on average per year between 2010 and 2021. Said Mhona:

In Zimbabwe, the average number of crashes per year between 2010 and 2021 was 40 180 and the average number of people dying as a result of road crashes was 1 858 per year.
Put differently, five people die every day on the roads in Zimbabwe and this translates to 153 persons killed per month.
The country loses about US$406 million annually from an average of forty thousand road traffic crashes every year, and this is estimated to be nearly 3% of GDP.

Mhona added that globally, 1.35 million people are killed annually in road traffic accidents involving cars, buses, trucks, motorcycles, bicycles and pedestrians. He said:

More than half of those killed are pedestrians, motorcyclists, or cyclists.
Currently, cyclists and pedestrians make up 43% of road traffic fatalities in Africa.
As motorcycles have become more popular as a relatively affordable means of transport, motorcycle fatalities are also on the rise.
Crash injuries are estimated to be the eighth leading cause of death globally for all age groups, and the leading cause of death for children and young people.

The Minister of Transport and Infrastructural Development Felix Mhona has announced new driver’s licence fees.
In terms of Statutory Instrument 158 of 2022, published recently, new drivers will pay between US$15 and US$30, up from ZWL$1 000. Said Mhona:

A person applying in terms of section 8(2)(b) or (3) of the Act to an issuing officer for a tractor driver’s permit or duplicate tractor driver’s permit shall transmit with their application a fee of fifteen United States dollars (US$15.00).
12 (2) The fee to be remitted to the Registrar by a farmer or miner or their manager or a registering officer in terms of section 8(5) of the Act, shall be a fee of fifteen United States dollars (US$15.00).
12 (4), a person applying in terms of section 10(1) of the Act to an examiner for a Certificate of Competency shall transmit (a) with their application a fee for testing the applicant in respect of a Certificate of Competency for (i) class 3 or 4 vehicles a fee of twenty-five United States dollars (US25.00); (ii) class 1, class 2 or class 5 vehicles a fee of thirty United States dollars (US$30.00).

Govt Hikes Driver's Licence Fees

Transport and Infrastructural Development minister Felix Mhona said that the Zimbabwe National Road Administration (ZINARA) is now sticking to its mandate of collecting and disbursing funds.
Speaking to journalists at the end of the tour of the Harare-Beitbridge highway on Saturday, Mhona lauded ZINARA board chairman George Manyaya for steering the parastatal back on course. He said:

Contrary to what has been happening where ZINARA was involved in construction works, I am happy to say that this is no more.
Others when they heard he [Manyaya] is the new chairman, they were wondering whether the youthful executive would lead ZINARA. He has succeeded.

ZINARA has in the past courted controversy after a forensic audit of the parastatal unearthed corporate governance deficit leading to the abuse of public resources.
A parliamentary portfolio committee report also revealed that ZINARA had recruited unqualified people without a process of public interviews, public scrutiny and public competition.
Mhona said ZINARA had become associated with the abuses of public funds and he enjoyed grilling the ZINARA team every time they appeared before a parliamentary portfolio committee. He added:

Transport Minister Lauds Transformed ZINARA

Some aspiring ZANU PF Members of Parliament are seeking transfers from urban to rural areas presumably to contest “safe” seats.
This was revealed during a recent ZANU PF Mashonaland East provincial coordinating committee meeting in Marondera.
Addressing ZANU PF members during the meeting which was held at the weekend, provincial secretary for administration, Felix Mhona said most transfers were from Harare province. Mhona said:

We are getting transfers of members, mainly from Harare to this province. They are so many. Some of them took part in the 2018 election but failed to win any seats.
The province should work hand in hand with the district on vetting and accepting such members.

ZANU PF has been struggling to make inroads in urban areas since the formation of the opposition MDC in 1999.
However, the party has huge support in Mashonaland East Province, especially in constituencies such as Uzumba, Maramba and Pfungwe.

Transport and Infrastructural Development Minister, Felix Mhona, on Wednesday, announced three additional members to the Zimbabwe National Road Administration (ZINARA) board.
The new board members are Advocate Kingston Magaya, Angeline Matopodzi and Brenda Nhliziyo.
The latest appointments follow that of the new ZINARA board chair, George Manyaya, and his deputy, Lizwe Bunu, a fortnight ago. Mhona said in a statement:

The Government has decentralised the issuance of vehicle number plates throughout the country to decongest the Central Vehicle Registry (CVR), a cabinet minister has said.
Speaking during the appointment of additional board members to ZINARA and the Airports Company of Zimbabwe, Transport and Infrastructural Development Minister, Felix Mhona, said:

We are decongesting the Central Vehicle Registry in order to clamp down on corruption.
We’ve heard of corrupt tendencies where some could go on to charge US$250 when the fees stand at US$80.
Motorists now have to go to their provinces and access number plates for their vehicles without having to go through inconveniences.

Last week the Transport Ministry announced that vehicle number plates are now available and easily accessible at the following Zimpost offices Chitungwiza, Causeway, Southerton and Bulawayo Main.

The government on Wednesday signed a US$85 million loan facility with Fossil Holdings, a local company, for funding the Mbudzi interchange flyover in southern Harare.
Transport and Infrastructural Development Minister, Felix Mhona signed the framework deal with Fossil Holdings chief executive Obey Chimuka at his offices in Harare.
Mhona indicated that Cabinet has approved the construction and that negotiations will be carried out for the loan facility.
He said the tender had been awarded to TEFOMA consortium consisting of Tensor Construction, Fossil Contracting and Masimba Holdings, all local companies. Said Mhona:

As part of the loan facility, the financier will offer technical and construction facilities, hence a contractor, TEFOMA joint venture, will be appointed the engineering procurement and construction contractor for the project.
As part of financial inclusion, other local contractors will be subcontracted to perform certain works. The loan facility is indicatively US$85 million.

Mhona said his ministry was finalising the technical issues that include design reviews of the interchange and identification of diversion routes to be used by motorists during the construction of the interchange.
He said all legal property owners forced to move during the construction of the interchange flyover will be compensated.
Mhona said diversion routes will be required to carry traffic during the construction of the Mbudzi interchange as the site will be closed to traffic. He said:

The primary diversion route will be through Stoneridge road from Boka Tobacco Sales floor, through Hopley residential area, crossing Chitungwiza Road into Forbes Avenue in Waterfalls and Malvern Road into Simon Mazorodze Road.
Another leg of the diversion route, part of the Mbudzi Interchange permanent works, will run to the existing Simon Mazorodze Road, on the western side and cater for northbound and local traffic.

US$85 Million Loan Deal For Mbudzi Flyover Sealed

Transport and Infrastructural Development Minister Felix Mhona said the government now has adequate stocks of vehicle registration plates.
He said it will be mandatory by December for every vehicle to have number plates to reduce cases of hit-and-run by unregistered vehicles.
Mhona made the remarks while addressing Parliament on the road carnage recently.
He said the country was set to receive about 151 000 pairs of number places in December and build a supply of over 18 months. Said Mhona:
<blockquote>
… we received adequate stocks of number plates this past month.
According to the information that we have, we have about 35 000 unregistered vehicles and we have received 37 000 pairs of numbers.
It means that gap is going to be bridged. However, at the end of October, we are going to receive 151 500 and the consumption of number plates should just give you information.
</blockquote>
He said the country’s daily demand for number plates was 3 000, translating to 90 000 per month. Said Mhona:
<blockquote>
This is what we import after the advent of the statutory instrument that banned cars above 10 years.
Before that, it was 7 000 to 8 000, so now we are currently importing about 6 000 vehicles. So, it means we will then have a surplus above that.
It means by the end of October, if we then receive our batch for 151 000 for those who can do their mathematics, it means we will have almost close to 18 months’ adequate supply of number plates.

Mhona also revealed that the country experienced over 7 984 road accidents in which 282 people lost their lives and 1 373 got injured in the first quarter of the year.
He said his ministry had come up with a strategy to end road carnage which will be rolled out soon.

Govt Says It Has Acquired Adequate Vehicle Number Plates

The Minister of Roads and Infrastructure Development, Felix Mhona has said the rehabilitation of roads is underway nationwide urging Senate members to cite any road that needs urgent attention for the government to attend to it.
Mhona was responding to a contribution by MDC-T senator, Morgen Komichi during a senate session. Komichi had insinuated that there was no enthusiasm for the rehabilitation of roads despite the government declaring that local roads were a national disaster.
In response, Mhona said:
<blockquote>Thank you very much, Hon. President for this opportunity and I thank Hon. Sen. Komichi for his question. It gives me an opportunity to explain to Zimbabwe what His Excellency the President of Zimbabwe brought into this country. It means the measures that were supposed to be taken by road authorities are not being taken over by the Ministry. I would also like to show gratitude and notify this Senate that the programme and intention to fix the roads in the country is underway. As we speak, officials from the Government are all over in the country. They are going around the country looking at the projects that are being done in the country with regards to the fixing of the roads. 
Hon. Sen. Komichi. the Ministry is not stagnant we are open on it and we are open as Government officials to any suggestion of a road that you think needs pertinent action. You can actually tell us if there is a place that needs urgent attention: we can actually act upon it. The programme is all over the country and I am happy to explain. It is true that it needs to be done urgently and that we pay attention to our roads. The money that we are using, we are actually taking it from the national budget. I would like to say to this Senate let us bring our ideas together, help each other. Where we think it is petitioned you can actually relay the information to us, we are open to that and we are working to fix the situation.</blockquote>

Tell Us The Road That Needs Urgent Attention - Govt

Transport and Infrastructure Development Minister Felix Mhona told Parliamentarians recently that the government is mulling the introduction of a coupon system to ease congestion at tollgates countrywide.
This comes after motorists have complained of delays at tollgates as the Zimbabwe National Roads Administration (ZINARA) payment systems sometimes experience glitches.
Due to weak mobile network signals at some remote tollgates, motorists endure frustrating delays as the poor network hampers the efficiency of ZINARA’s electronic payment methods.
Responding to concerns that had been raised on Friday by legislators about congestion at tollgates due to network challenges, Mhona said:
<blockquote>They (ZINARA) have introduced what they call the tap card which was giving problems, particularly three or four weeks ago, but they have promised that there is now improved connectivity in terms of the point of sale where they have engaged a number of banks to be part of that very important programme.
So, you will see that ZINARA will soon be introducing a system whereby motorists will be issued with a coupon that they will use daily.
I want to assure members that we have been given a target of March 31 by which date ZINARA would have resolved the issue of queues.</blockquote>
Through Statutory Instrument (SI) 32 of 2021 gazetted early this year, ZINARA hiked tollgate fees and also started collecting the fees in foreign currency.
Light vehicles now pay US$2, minibuses US$3, buses US$4, heavy vehicles US$5 and haulage trucks US$10.
In local currency, light vehicles pay $164, minibuses $246, buses $328, heavy vehicles $410 while haulage trucks are charged $820.

Govt Mulls Introducing Coupon System At ZINARA Tollgates

The National Railways of Zimbabwe (NRZ)’s machinery and locomotives are obsolete and not moving with changing technologies.
This was said by Transport and Infrastructural Development Minister Felix Mhona who was speaking after touring NRZ properties in Bulawayo on Friday. He said:
<blockquote>What I saw today belongs to the scrapyard. Those machines and equipment are outdated.</blockquote>
The NRZ has 10 working locomotives out of 67 and has failed to attract business from mining companies moving heavy metals in and outside the country.
The parastatal requires at least US$400 million to get back on its feet in the short term.
Mhona challenged the NRZ board to come up with a feasible and pragmatic turnaround strategy to revive the company.
The Minister said the board should look at strategic partnerships as the Treasury does not have adequate resources for the company. Said Mhona:
<blockquote>To capacitate NRZ from the fiscus, the cake is very small. We go each year as a ministry and sometimes you are given a third of what you are anticipating.
Despite the cake being small as a nation we are endowed with mineral resources and we can turn around the organisation ourselves.
It is not about having the money but also the capacity to have the ideas of generating the money. We need the NRZ board to give us a turnaround strategy.
The moment you go with a begging bowl to the Treasury you will be frustrated because the Treasury is incapacitated.</blockquote>
