Bafana Bafana midfielder Teboho Mokoena may have been ineligible to play in the crucial Matchday 5 game against Lesotho after accumulating two yellow cards in previous matches (against Benin and Zimbabwe).
According to FIFA rules, a player who receives two yellow cards in separate matches must serve a one-match suspension, meaning Mokoena should not have played in the Lesotho match.
However, Mokoena was included in the starting lineup and played 81 minutes in the Lesotho match. If confirmed, this could violate FIFA’s qualification regulations, leading to a potential points deduction for South Africa.
The issue is tied to FIFA’s World Cup Qualifiers Rulebook, sub-section 9, which mandates a one-match suspension for players with two yellow cards.
If Mokoena’s ineligibility is confirmed, South Africa could lose the 3 points from their 2-0 win over Lesotho.
South Africa currently leads Group C with 13 points, ahead of Rwanda (8 points) and Benin (8 points).
A points deduction would reduce Bafana Bafana’s total points tally to 10, making the race for automatic qualification tighter, especially with Nigeria (7 points) also in contention.
However, they might avoid this penalty because Lesotho failed to lodge a formal protest within FIFA’s stipulated 24-hour window after the match.

The Zimbabwe Football Association (ZIFA) has announced changes to the examination process for aspiring football agents following amendments to the FIFA Football Agent Regulations (FFAR), approved by the FIFA Council on 10 December 2024.
Under the new regulations, the FIFA Football Agent Exam will be conducted online, eliminating the need for candidates to attend in person. Starting in 2025, the exam will be held annually.
The application period for the 2025 exam will run from 4 March to 17 April 2025, with the exam scheduled for 18 June 2025.
ZIFA has welcomed these changes, which align with FIFA’s commitment to enhancing inclusivity and accessibility in football governance.

The incoming ZIFA president will receive an annual compensation of US$50,000 from the Confederation of African Football (CAF), a major increase from the previous US$20,000 paid to national association heads.

Other key officials, including CAF vice presidents and executive committee members, also saw salary hikes of US$20,000.
Presidents of zonal bodies such as COSAFA and CECAFA received a raise of US$25,000.
It was also decided that a chairman would be appointed to lead the African Clubs Association, with an entitlement to US$50,000 per year.
National association presidents are not full-time employees but serve as volunteers, compensated for their time and duties.
CAF President Patrice Motsepe and other FIFA vice presidents earn US$300,000 annually, while FIFA President Gianni Infantino’s salary exceeds US$4.67 million.
When attending FIFA-related events, these officials are entitled to a US$250 daily allowance.
Members of FIFA committees who do not receive an annual salary are compensated with daily grants of US$300, or US$200 if meals are provided.
For the past two years, ZIFA has been overseen by a Normalisation Committee chaired by Lincoln Mutasa.
Meanwhile, Philemon Machana, Martin Kweza, Nqobile Magwizi, Twine Phiri, Makwinji Soma-Phiri, and Marshall Gore are the six candidates approved by ZIFA’s integrity and ethics committee to stand for the ZIFA presidency.

ZIFA Normalisation Committee chairman Lincoln Mutasa has dismissed as fake a letter purportedly sent by FIFA, which claimed that the world football body’s independent ethics committee was probing Nqobile Magwizi’s candidature.
Magwizi, reportedly linked to businessman Kudakwashe Tagwirei, who has supported Dynamos and Highlanders financially through his company Sakunda, is among several candidates cleared to run in the upcoming ZIFA presidential elections on January 25.
Speaking to <a href="https://www.herald.co.zw/zifa-dismiss-fake-fifa-letter-association-not-reinstating-disqualified-candidates/">The Herald</a>, Mutasa said it was untrue that they were being probed by FIFA for the manner in which they had accepted Magwizi’s nomination.
He also dismissed claims that his Normalisation Committee may have breached the ZIFA constitution in the process of accepting and rejecting nominations by the association’s board aspirants. Said Mutasa:

Mutasa insisted that the process used by the Normalisation Committee was guided by the ZIFA constitution of October 2024, was above board, and was applied equally to all aspirants.
The letter, supposedly written by Martin Ngoga, a FIFA Ethics Committee vice-chairman, is unsigned and erroneously refers to Ngoga as the chairperson of the committee.
The purported FIFA letter, dated January 10, 2014 [which is 11 years ago], was allegedly in response to a letter from an anonymous investigative sports journalist who had red-flagged Magwizi’s candidature. Reads the letter in part:

The 2034 edition will feature the first-ever 48-team tournament in a single host country, with matches planned across 15 stadiums in five cities: Riyadh, Jeddah, Khobar, Abha, and Neom.
King Salman Stadium in Riyadh, expected to have a capacity of 92,000, is likely to host both the opening and final matches once completed.
The Saudi bid received widespread acclaim from over 200 FIFA member federations during the virtual meeting hosted by FIFA President Gianni Infantino in Zurich.

Ngezi was given until last week to appeal the FIFA ruling, or they would face a two-year transfer ban, effective until the second transfer window of 2026 if they fail to pay the full amount within 45 days.
FIFA documents sent to the Zimbabwe Football Association (ZIFA), the Confederation of African Football (CAF), and Mafu’s representatives confirm that the decision was made on August 27, with notifications sent to all parties three days later.
At the time of Mafu’s dismissal in 2022, Yvonne Manwa, the current ZIFA CEO, was serving as the chief executive officer of Ngezi Platinum Stars. The FIFA correspondence states:

Ngezi Platinum Stars FC must pay the claimant (Bongani Mafu) US$196,750 as compensation for breach of contract without just cause.
The decision was passed on the 27th of August 2024 by the FIFA Football Tribunal’s Player Status Chamber.
The decision was communicated to Ngezi Platinum Stars Football Club, Bongani Mafu, ZIFA and CAF on the 30th of August 2024.
Should any of the parties wish to receive the grounds of the decision, a written request must be received by FIFA, within 10 days of receipt of notification of the findings of the decision.
Failure to do so within the stated deadline will result in the decision becoming final and binding and the parties being deemed to have waived their rights to file an appeal.

If Ngezi Platinum Stars lose their appeal, it could turn out to benefit players and coaches who have been subjects of unfair labour prices.

Ngezi Platinum Stars Face Two Year Transfer Ban For Unpaid US$$200,000 To Former Coach

Walter Magaya’s football club, Yadah Stars, has been banned from registering players both internationally and locally after the team failed to comply with a FIFA disciplinary ruling.
In a June 12 judgment, FIFA had given Yadah Stars until July 27 to pay a $82,000 penalty stemming from the club’s botched contractual deals with three Brazilian players. However, the club failed to make the required payment by the deadline.
As a result, FIFA warned that Yadah would be banned from registering new players for three consecutive transfer periods if they did not settle the fine.
When the 45-day window elapsed without the club paying the Brazilians, FIFA followed through on the punishment.
In correspondence dated August 6th, FIFA revealed that the ban had now been implemented and directed the Zimbabwe Football Association (ZIFA) to ensure the prohibition on player registrations takes immediate effect.
The FIFA head of discipline, Americo Espallargas, also communicated the decision to the Footballers Union of Zimbabwe, which is a member of the global players’ union FIFPRO. Wrote Espallargas:

We refer to the above-mentioned matter as well as to the Decision passed by FIFA in the matter ref. no. FPSD-14605 (the Decision).
In this context, it appears that, despite the Decision, the respondent, YADAH FC (the Respondent) has still not complied with its financial obligations towards Juan Luciano Farias (the Claimant).
In this regard, we wish to inform the parties that a ban from registering new players internationally has been implemented by FIFA.
Moreover, and by the aforementioned decision, the Zimbabwe Football Association (in copy) is requested to immediately implement the respondent the Club YADAH FC, if not done yet, a ban from registering new players at the national level.
We thank you for taking note of the above and for your valuable cooperation in this matter.

ZIFA was furnished with similar letters citing the names of Pedro and Pereira de Brito.
The FIFA penalties stem from Yadah’s breach of the contracts they had entered into with the Brazilian trio of Joao Pedro Marques Barcellos, Juan Luciano Faria, and Deivid Pereira de Brito, who were unveiled by the club on July 14, 2023.
The South American players, unhappy with the treatment they received from Yadah, took their case to FIFA on May 10.
FIFA determined that Yadah had terminated the players’ contracts “without just cause” just a few months after signing them.

FIFA Bans Yadah From Signing New Players

FIFA has extended the mandate of the Zimbabwe Football Association (ZIFA) Normalisation Committee (NC) until January 2025, with some changes to the Committee’s composition.
The NC’s initial mandate expired on June 30 2024, but FIFA has now prolonged the Committee’s tenure.
Mutasa will continue to serve as the chairperson, while Rosemary Mugadza and Nyasha Tashinga Sanyamandwe have been retained as members.
However, two other previous members, Cynthia Malaba and Sikhumbuzo Ndebele, have had their mandates terminated as of June 30th, 2024. Said ZIFA in a statement:

Reference is made to the decision of the Bureau of the FIFA Council (hereinafter: the Bureau) of 10 July 2023 to appoint a normalisation committee at ZIFA as well as the decision of the Bureau of 28 June 2024 to extend the mandate of the said committee until 31 January 2025 at the latest.
According to the decision taken by the Bureau on 10 July 2023, the FIFA administration, in consultation with CAF, reserves the right to dismiss any of the members of the normalisation committee and/or to appoint further members at any time.

FIFA Extends ZIFA Normalisation Committee Mandate To January 2025

FIFA has reportedly resolved to extend Lincoln Mutasa’s tenure as the chairman of the ZIFA Normalisation Committee (NC).
According to <a href="https://www.herald.co.zw/fifa-extend-mutasas-tenure-at-zifa-normalisation-committee-to-focus-on-elections/">The Herald</a>, FIFA head of development programmes for Africa, Solomon Mudege, is in the country following the expiry of the Normalisation Committee’s initial mandate on June 30, 2024.
Mudege is in the company of the world body’s regional development manager for Southern Africa, David Fani.
However, FIFA director of member associations Africa Gelson Fernades and the senior manager of member associations Sarah Solemale did not travel to Harare, according to the report.
Instead, the FIFA officials have been participating virtually, during the series of meetings that Mudege has lined up to address the state of ZIFA and the Zimbabwean game.
The FIFA officials, who flew in on Tuesday night, met the Normalisation Committee in a lengthy meeting on Wednesday after which Mutasa’s tenure was extended.
According to the report, FIFA has retained former Mighty Warriors captain and coach Rosemary Mugadza, as well as lawyer Nyasha Sanyamandwe, as members of the ZIFA Normalisation Committee.
However, the global football governing body has opted to remove former Highlanders defender Sikhumbuzo Ndebele and Mutasa’s former deputy, Cynthia Malaba, from the committee. The Herald quoted a source as saying:

FIFA had considered bringing in a whole new Normalisation Committee, but there were fears that appointing new people could delay the whole bid to hold ZIFA elections because these new members would need time to settle in.
So it was resolved to carry on with those that are already there in the system and then tweak the composition of the Normalisation Committee.
FIFA and the Normalisation Committee have been having a series of meetings. After evaluating their performances and impact on the association and the Zimbabwe football reform process, FIFA decided to drop Ndebele and Malaba and retain the other three.
So from now on, FIFA wants Mutasa and his committee to ensure that the ZIFA Congress holds an extraordinary meeting to deliberate on and adopt the constitutional amendments.
After that, the Normalisation Committee must appoint an electoral committee and outline the elections road map.
FIFA want the ZIFA elections to have been held by the first quarter of next year, which would mean that the remainder of the year must be used to start the elections for the affiliate bodies.
So, the rest of the administrative issues will now be handled by the general secretary (Yvonne Mapika Manwa) and the secretariat.
This means the Normalisation Committee cannot afford to divert their attention to such things as the national teams or administrative or development matters.
That explains why FIFA told the Normalisation Committee to leave the appointment of a substantive coach to the next ZIFA leadership.

FIFA reportedly informed the Committee that their tenure will not exceed the agreed-upon date this time. Added the source:

Instead, they must try to even finish the task beforehand but what is clear is that FIFA now wants elections for a substantive ZIFA executive committee to be held.

Mudege and his team are expected to have a meeting with the Sports and Recreation Commission (SRC) board on Friday morning.
The ZIFA Normalisation Committee has faced criticism during its tenure for failing to significantly improve football administration in Zimbabwe.
Some have argued the committee has performed worse than the previous ZIFA leadership under Felton Kamambo, whose suspension by the SRC a few years ago ultimately led to Zimbabwe being banned from international football tournaments by FIFA.

FIFA Extends Lincoln Mutasa's Tenure As ZIFA NC Chairman

FIFA is not satisfied with the reform process in Zimbabwean football and is now set to assemble a new Normalisation Committee for the Zimbabwe Football Association (ZIFA), reported <a href="https://www.herald.co.zw/fifa-to-name-new-zifa-committee/">The Herald</a>.
The mandate of the current ZIFA Normalisation Committee chaired by Lincoln Mutasa is set to officially expire on June 30.
The Herald reported that the Normalisation Committee is set to be unveiled on July 2 and will be handed a nine-month tenure to complete the task commenced by Mutasa and his team who were appointed on 11 July 2023.
ZIFA chief executive Yvonne Manwa on Friday night told the publication that they were still to receive official communication from FIFA on the future of the Normalisation Committee. She said:

We have not been informed officially of anything with respect to the Normalisation Committee.
There has been no communication as to whether there will be changes or not.
But what is common knowledge is that yes the term of office of the Normalisation Committee is coming to an end on June 30 and we will stand guided by FIFA on the next steps.

FIFA head of development programmes for Africa, Solomon Mudege and director Member Associations Africa, Gelson Fernandes, are reportedly finalising their list for the new leadership for ZIFA. A source was quoted as saying:

FIFA had been hoping that the outgoing Normalisation Committee would have covered a lot of ground in terms of the tasks they were given when they were appointed last year.
But to the disappointment of FIFA, a lot of the work has not been done and ZIFA is not even ready for elections.
The reforms have gone on at a very slow pace and for FIFA they are looking at having another Normalisation Committee, which they hope will do a better job and address the problems that have been at ZIFA.
The names of those who are being earmarked for the Normalisation Committee are still a closely guarded secret that only those in Switzerland know about.
But there is a determination by FIFA to also make some amends by identifying a stronger team that will do far much better than what Lincoln Mutsa and his team have done.

Harare businessman Nigel Chanakira is reportedly expected to be appointed as the chairperson of a new ZIFA Normalisation Committee.
The current Normalisation Committee comprises Mutasa, Rosemary Mugadza, Sikhumbuzo Ndebele, Nyasha Sanyamandwe, and Cynthia Malaba.

FIFA Set To Appoint A New ZIFA Normalisation Committee

The Zimbabwe Football Association (ZIFA) has unequivocally disassociated itself from the alleged FIFA induction courses.
ZIFA’s official statement issued on Monday, April 8, clarifies that it is currently not engaged in organizing these courses.
ZIFA warned that impersonating football officials constitutes a criminal offence, and all communication related to FIFA courses will exclusively occur through official ZIFA channels. Reads the statement:

The Zimbabwe Football Association has taken note of the dissemination of false information concerning the induction of FIFA courses.
We wish to clarify that the Association is not involved in these courses at present. Furthermore, there are no ongoing courses currently, but the Association will organize them in due time.
It is crucial to emphasize to the public that impersonating football officials is a criminal offence, as is the spreading of such misleading and alarmist statements through social media platforms.
All communication regarding FIFA Courses will be strictly conducted through our official channels. We urge the public to disregard any statements not issued through official ZIFA channels.

ZIFA Currently Not Offering FIFA Induction Courses

Violence erupted during Sunday’s Turkish Süper Lig match between Trabzonspor and Fenerbahçe, leaving a bitter aftermath. After the final whistle, Trabzonspor fans stormed onto the field, attacking Fenerbahçe players. 
The situation escalated as home supporters invaded the pitch at Trabzonspor’s stadium, where Fenerbahçe had secured a 3-2 victory.
In the chaotic scenes, a Trabzonspor fan confronted celebrating Fenerbahçe players, leading to physical altercations. 
Tensions flared during the 87th minute of the match when objects were hurled onto the field after Michy Batshuayi scored the decisive goal for the visitors. The situation escalated as Trabzonspor fans swarmed the players.
Former Blackpool and Queens Park Rangers player, Nigeria winger Osayi-Samuel, knocked down one of the pitch invaders, while former Chelsea forward Batshuayi aimed a kick at another. 
Turkey’s Interior Minister, Ali Yerlikaya, promptly initiated an investigation into the incident. He emphasized that incidents of violence on football pitches are never acceptable. 
The Turkish Football Federation (TFF) echoed this sentiment, labelling the events as “unacceptable,” and vowed to impose necessary criminal sanctions on those responsible.
FIFA President Gianni Infantino also weighed in, condemning the scenes. He declared that such violence, whether on or off the field, has no place in our sport or society. He said:

The violence witnessed after the Turkish Süper Lig match between Trabzonspor and Fenerbahçe is absolutely unacceptable – on or off the field, it has no place in our sport or society.
I have said it before, and I will say it again – without exception, in football, all players have to be safe and secure to play the game which brings such joy to so many people all over the world.
I call on the relevant authorities to ensure that this is respected at all levels and for the perpetrators of the shocking events in Trabzon to be held accountable for their actions.

This incident is part of a string of controversial events in the Turkish league during the 2023-24 season. Notably, in December, referee Halil Umut Meler was struck by MKE Ankaragucu president Faruk Koca, leading to a suspension of Super Lig fixtures.
Currently, Fenerbahce holds the second position in the Super Lig, trailing leaders Galatasaray by just two points and enjoying a comfortable 30-point lead over Trabzonspor in third place.

Violence Breaks Out Between Fans And Players In Turkish SuperLig Match

FIFA president Gianni Infantino has ruled out the introduction of blue card in football saying he was not made aware of the proposals before they became public.
Reports emerged last month that the International Football Association Board (IFAB), which is the body that makes football rules, had started the trials, although not at the elite level.
The proposed card would have seen players who showed dissent to a referee or committed a cynical foul to stop an attack shown a blue card before being sent to a sin-bin for 10 minutes.
However, addressing reporters at the IFAB AGM at Loch Lomond in Scotland, Infantino said FIFA was opposed to blue cards. <a href="https://www.theguardian.com/football/2024/mar/01/ifab-under-pressure-to-accelerate-protective-measures-against-concussion">He said</a>:
<blockquote>
There will not be any blue cards used at elite level. This is a topic that is non-existent for us. FIFA is completely opposed to blue cards.
I was not aware of this topic, the president of FIFA – and I think FIFA has a say in IFAB. If you want a title it is a red card to the blue card.

Infantino also said the addition of a blue card would damage the traditions of the game. He said:

We have to be serious. We are always open to looking at ideas and proposals. But once you look at it you also have to protect the essence and tradition of the game. There is no blue card.

FIFA Completely Opposed To Blue Cards - Infantino

FIFA has refuted reports that a blue card is to be introduced in professional football as part of sin bin trials to be announced this Friday.
A sin bin is an area off the field of play where a player who has committed a foul can be sent to sit for a specified period.
In a statement issued this Friday, FIFA said reports about the introduction of a blue card at elite levels of football are incorrect and premature, adding that the issue will be discussed at the International Football Association Board (IFAB) on 02 March. FIFA said:

FIFA wishes to clarify that reports of the so-called “blue card” at elite levels of football are incorrect and premature.
Any such trials, if implemented, should be limited to testing in a responsible manner at lower levels, a position that FIFA intends to reiterate when this agenda item is discussed at the IFAB AGM on 2 March.
</blockquote>
This comes after English outlet, <a href="https://www.telegraph.co.uk/football/2024/02/08/blue-cards-to-be-introduced-for-football-sin-bins/">The Telegraph</a>, reported that football lawmakers International Football Association Board (IFAB) will announce the revolutionary rule change on Friday, although it won’t be implemented at the top level straight away.
However, the publication also reported that elite trials could still begin as soon as next season.
The introduction of the blue card will be the first major disciplinary change since the introduction of the yellow and red cards at the 1970 World Cup.
The blue card is envisaged to limit fouls that prevent a promising attack or counterattacks with shirt pulls or other deliberate fouls plus dissent.
A player will be shown a red card if he/she receives two blue cards during a match or a combination of yellow and blue.
According to the report, players will be removed from the field for 10 minutes if they commit a cynical foul or show dissent towards a match official.

"Blue Card" Reports Incorrect And Premature - FIFA

The Sports and Recreation Commission (SRC) has accused the ZIFA Normalisation Committee of stalling progress in efforts to find a lasting solution to challenges facing local football which resulted in Zimbabwe being banned from taking part in international football for several months by FIFA.
Speaking to <a href="https://www.sundaymail.co.zw/src-zifa-deal-on-football-roadmap-in-limbo">The Sunday Mail</a>, SRC director-general Eltah Nengomasha revealed that ZIFA NC is yet to finalise the memorandum of understanding (MoU) that will pave the way for a roadmap to development. Said Nengomasha:

The MoU draft was done last year and it has been about five months now but the Normalisation Committee have never bothered to respond on the matter. Specific follow-ups have been made since then but to no avail.
</blockquote>
There seems to be palpable tension between the SRC and ZIFA NC and this may attract the attention of FIFA.
Last month, SRC chairperson Gerald Mlotshwa criticised ZIFA NC for “boycotting” the commissioning of Walter Magaya’s The Heart Stadium in Waterfalls by President Emmerson Mnangagwa.
However, ZIFA NC chairman, Lincoln Mutasa, claimed they had only been notified of the commissioning two days before the event.

SRC Accuses ZIFA Of Stalling Progress On Football Roadmap

FIFA president Gianni Infantino has paid tribute to the late “Dream Team” legend and coach <a href="https://pindula.co.zw/Rahman_Gumbo">Rahman Allen Thulani Gumbo</a> whose remains were buried at Lady Stanley Cemetery in Bulawayo on Saturday, 18 November.
Dr Rush, as Gumbo was affectionately known by football fans, who played for and coached the Zimbabwe senior national team, passed away last Friday in Botswana.
In a letter to the ZIFA Normalisation Committee Chairperson Lincoln Mutasa, Infantino expressed his sorrow over Gumbo’s passing. He wrote:

In memory of Rahman Gumbo
Dear Chairperson,
I would like to express my sincerest and heartfelt condolences on the passing of former international 
player and national team coach Rahman Gumbo.
Words seem inadequate to express the sadness we feel for this loss.
During his career, Rahman Gumbo won several caps with the Zimbabwe national team and, at club 
level, he will be remembered for his career with Highlanders FC.
Following his retirement, he started a successful managerial career, notably in Zimbabwe, Botswana, South Africa and Malawi, winning several league titles.
He also coached the national team of Zimbabwe in three different stints.
Legend of Zimbabwe Football, one of the country’s leading football figures, his legacy and achievements, and in particular his personality, his leadership, his popularity and his human qualities will not be forgotten, and he will be truly missed.
On behalf of the international football community, I wish to extend our deepest sympathy to the Zimbabwe Football Association, and to Rahman Gumbo’s family, friends and loved ones. Our thoughts are with all of you.
We hope that these memories and our words of support may help bring some peace and solace at this difficult time.

FIFA President Pays Tribute To Rahman Gumbo

Former ZIFA president Felton Kamambo has written to FIFA urging the world soccer governing to reverse its decision to lift Zimbabwe’s suspension from international football.
In his letter to FIFA dated 22 October 2023, Kamambo argued that the Sport and Recreation Commission (SRC) reneged on one of the conditions of the lifting of Zimbabwe’s suspension.
Kamambo wants FIFA to force SRC to push the National Prosecuting Authority (NPA) to stop his ongoing case at the Harare magistrates’ court
He said one of the conditions of the lifting of Zimbabwe’s suspension by FIFA was the withdrawal of the charges he is facing.
Kamambo faces charges of criminal abuse of office emanating from his continued use of the ZIFA letterhead while on suspension by the SRC in 2022.
<a href="https://www.herald.co.zw/kamambo-urges-fresh-fifa-ban/">The Herald </a>reported that Kamambo is fronting his colleagues in the ousted ZIFA board, who include Philemon Machana, Bryton Malandule, Stanley Chapeta and ex-chief executive Joseph Mamutse.
In the letter to FIFA, Kamambo alleged that the SRC had deliberately misled FIFA on the court issue. Reads the letter:

This seeks to inform that the SRC, acting together with the National Prosecuting Authority have insisted that the criminal charges levelled against the then General Secretary (Mamutse) and four members of ZIFA will not be withdrawn.
This is against an understanding between ourselves, FIFA and SRC that the SRC had withdrawn criminal charges against us.
A letter purportedly withdrawing the case penned by SRC chairman Gerald Mlotshwa to the NPA copied to ourselves, however, was unclear on the real intentions of the SRC.
In our letter dated 8 July 2023 herewith attached also indicated that the SRC letter was not withdrawing the charges.
Our lawyer’s opinion also herewith attached retaliated (sic) that the SRC was not withdrawing and went further to elaborate the process which is supposed to be followed in order to withdraw the case.
As a result, we were formally advised in court by the NPA that the matter was not going to be withdrawn.
For the avoidance of doubt, we remain accused in a live matter in instances where we had through our lawyers clearly advised in July 2023 that, no withdrawal had been effected and that the SRC letter relied upon as a withdrawal was just a trick to hoodwink FIFA.
We are aware that the decision made by the Bureau of Council was arrived at on the basis of false information by the SRC as has now been confirmed in our last court appearance on the 3rd of October 2023.
We are also aware that the decision by the Bureau Council will require ratification by the full FIFA Council scheduled for the 23rd of October and later Congress for it to remain in force.
We therefore formally advise the FIFA Council that this condition for reinstatement remains unmet and that SRC deceived FIFA into this decision.
Under the circumstances, FIFA is forced to rescind its July decision until all the conditions have been met.
You will note we had agreed with FIFA to step aside to allow our football a chance to come back in circumstances our term of office still had a year to run.
We agreed to this decision and never challenged it for the love of our game and to protect the negatively affected football economy.
In hindsight and in light of the current developments of our continued persecution, we submit that this will need relief by FIFA.

Kamambo Urges FIFA To Reimpose ZIFA Suspension

FIFA has reportedly rejected the appointment of <a href="https://pindula.co.zw/Nyasha_Kadenge">Nyasha Kadenge</a> as Zimbabwe Football Association (ZIFA) chief executive officer (CEO), <a href="https://www.sundaymail.co.zw/new-fifa-reject-kadenge-ceo-appointment">reported The Sunday Mail</a>.
Kadenge’s appointment was due to be confirmed on Monday, 09 October, after she emerged as a surprise choice for the vacant post by the ZIFA Normalisation Committee.
The Sunday Mail reported sources as saying that FIFA directed ZIFA to conduct thorough background checks for all prospective candidates and Kadenge was deemed not suitable to be appointed as ZIFA CEO. Said the sources:

FIFA insisted on a thorough background check being made on all prospective candidates for the CEO and other posts which ZIFA intends to fill.
From those background checks, it was noted that in terms of FIFA ethics, Kadenge did not fit the bill.
Normalisation Committee members are now having to try and come up with an alternative name for CEO.
</blockquote>
Kadenge’s reported appointment was reversed before an official unveiling ceremony on Monday.
Kadenge was hauled before a disciplinary committee by Ngezi Platinum Stars before the club sacked her in early May 2022 after almost six years at the helm.
The club, however, did not disclose why she was relieved of her duties.
After she left Ngezi, Kadenge briefly served as an administrator at the Tanzanian outfit Singida Fountain Gate in Dodoma before returning to Zimbabwe.
ZIFA has been without a substantive CEO for nearly two years after then-general secretary Joseph Mamutse went AWOL.
Mamutse refused to continue his duties in the absence of then-president Felton Kamambo.
Chief Operations Officer Xolisani Gwesela acted as CEO until September 2023, when the Normalisation Committee dissolved his post.
Technical director Wilson Mutekede and national teams general manager Wellington Mpandare also suffered the same fate as Gwesela.

FIFA Reject Nyasha Kadenge Appointment As ZIFA Chief Executive Officer

FIFA 2030 World Cup World Cup matches will be played on three continents, namely Africa, Europe and South America.
In a surprise announcement on Wednesday, 04 October, a year earlier than planned, FIFA said the 2030 World Cup will be hosted by Morocco, Spain and Portugal.
The football world governing body also said Uruguay, Argentina and Paraguay will host the first three matches to mark the tournament’s centenary.
FIFA said the joint bid from Morocco, Portugal and Spain was the sole candidate to host the tournament. Reads the statement:

The FIFA Council unanimously agreed that the sole candidacy will be the combined bid of Morocco, Portugal, and Spain, which will host the event in 2030 and qualify automatically from the existing slot allocation subject to the completion of a successful bidding process conducted by FIFA and a decision by the FIFA Congress in 2024.
Additionally, having taken into account the historical context of the first-ever FIFA World Cup, the FIFA Council further unanimously agreed to host a unique centenary celebration ceremony in the country’s capital, Montevideo… as well as three World Cup matches in Uruguay, Argentina and Paraguay respectively.
</blockquote>
The inaugural World Cup tournament in 1930 was held in Uruguay and won by the hosts after they defeated Argentina in the final in Montevideo.
FIFA president Gianni Infantino said that FIFA and football have the power to unite people in a divided world. He added:
<blockquote>
The FIFA Council… unanimously agreed to celebrate the centenary of the FIFA World Cup, whose first edition was played in Uruguay in 1930, in the most appropriate way.
As a result, a celebration will take place in South America and three South American countries – Uruguay, Argentina and Paraguay – will organise one match each of the FIFA World Cup 2030.

Infantino said the first of these three matches would be played at Montevideo’s Estadio Centenario, where the first World Cup took place in 1930.
Meanwhile, Morocco will be the second African country to host the World Cup after South Africa in 2010.
Morocco are also set to host the 2025 African Cup of Nations, following the withdrawal of rival bids.
The Atlas Lions made history by becoming the first African and Arab country to reach the semi-finals of the World Cup, in Qatar in 2022.
Meanwhile, <a href="https://www.theguardian.com/football/2023/oct/05/im-not-a-fan-southgate-blasts-plans-for-2030-world-cup-on-three-continents">England coach Gareth Southgate said that he fears for the sporting integrity</a> after FIFA announced that the 2030 World Cup finals will be played on three continents.

FIFA 2030 World Cup Matches To Be Played In Europe, Africa And South America

The Federation of International Football (FIFA) on Monday, 10 July lifted its suspension on Zimbabwe from participating in international tournaments.
<a href="https://www.pindula.co.zw/">Pindula News</a> is publishing the letter from FIFA Secretary General Fatima Samoura addressed to the Zimbabwe Football Association (ZIFA) about the development:
<blockquote>
We would like to inform you that the situation of the ZIFA was submitted to the attention of the Bureau of FIFA Council (hereinafter: the Bureau).
On this occasion, the Bureau was reminded that, on 24 February 2022, the FIFA Council decided – in accordance with Article 16 paragraph 1 of the FIFA Statutes – to suspend the Zimbabwe Football Association (ZIFA) with immediate effect due to flagrant violations of the FIFA Statutes. It also decided that the suspension would be lifted only once the following conditions had been met:
<ul>
<li>The repeal of the Sports and Recreation Committee (SRC) decision of 26 November 2020 suspending the ZIFA General Secretary</li>
<li>The repeal of the SRC decision of 16 November 2021 suspending the ZIFA Board</li>
<li>The repeal of the SRC decision of 17 December 2021 setting up the restructuring committee</li>
<li>FIFA’s receipt of confirmation from ZIFA and its management, led by President Felton Kamambo and General Secretary Joseph Mamutse, that ZIFA and its premises are once more under their full and unconditional control</li>
<li>The withdrawal of the SRC’s legal complaint against the ZIFA President, three other 
ZIFA Board members and the General Secretary regarding alleged misuse of the ZIFA 
letterheads</li>
</ul>
Furthermore, the Bureau took note that, on 20 June 2023, the FIFA administration received confirmation that:
<ul>
<li>the suspension of the ZIFA General Secretary had been lifted by the SRC in May 2022;</li>
<li>the suspension of the ZIFA Board had been rescinded following resolutions passed by the ZIFA Congress in April 2022 and had been acknowledged by the SRC;</li>
<li>the withdrawal of the SRC as a complainant in the aforementioned legal case had been notified to the Prosecutor-General of Zimbabwe on 14 June 2023</li>
<li>the restructuring committee was considered by the SRC as null and void following the termination of its mandate at the end of December 2022.</li>
</ul>
Notwithstanding the above, the Bureau observed that the mandate of the ZIFA Board had come to an end in December 2022 insofar as the last elections of the ZIFA Board had taken place in December 2018 for a four-year term. Also, Mr Mamutse had apparently not resumed his position of General Secretary, thus leading to sanctions which were currently subject to an employment-related dispute at national level. In this context, from a legal standpoint, it is no longer possible for Mr Kamambo, his fellow Board members and Mr Mamutse (i) to resume their positions of leadership at ZIFA, and (ii) to confirm that ZIFA is under their full and unconditional control.
In particular, the difficulties in finding a consensus with the SRC in terms of its compliance with the decision of the FIFA Council has led to an extensive duration of the suspension imposed on ZIFA (i.e. approximately one and a half years). This has certainly contributed towards creating a political vacuum in the ZIFA leadership to date. Additionally, the obvious need for stability towards the football community and the SRC as well as the need for reforms were also raised as topics during the FIFA-CAF mission in Harare. There might be a momentum to address several sensitive topics that have been reported to FIFA and the SRC, such as sexual harassment in Zimbabwean football.
Under these circumstances, the Bureau of the Council decided on 10 July 2023 to lift the suspension on ZIFA with immediate effect and to appoint immediately a normalisation committee for ZIFA, pursuant to article 8 paragraph 2 of the FIFA Statutes. Its duties shall encompass the following:

<li>To run the daily affairs of ZIFA</li>
<li>To restructure the ZIFA administration</li>
<li>To establish, with the help of FIFA, a collaboration agreement between the Ministry of Sport/the SRC and ZIFA, which will define the responsibilities and objectives of each 
party, including (but not exclusively) on the topic of sexual harassment</li>
<li>To review the ZIFA Statutes and Electoral Code to ensure their compliance with the FIFA Statutes and requirements, and to ensure their adoption by the ZIFA Congress</li>
<li>To act as an electoral committee in order to organise and conduct elections of a new ZIFA Board based on the newly aligned ZIFA Statutes and Electoral Code</li>
<li>To ensure a proper financial handover to the new ZIFA Board</li>
</ul>
The normalisation committee will consist of a suitable number of members, who will be appointed by FIFA and CAF. The composition of the normalisation committee will be disclosed separately. While the aforementioned persons will assume their duties with immediate effect, all members of the normalisation committee must pass an eligibility check to be carried out by the FIFA Review Committee in accordance with the FIFA Governance Regulations. Their confirmation will be contingent upon the outcome of the eligibility check. Furthermore, the FIFA administration, in consultation with CAF, reserves the right to dismiss any of the members of the normalisation committee and/or to appoint further members at any time.
As the normalisation committee will also act as an electoral committee whose decisions will be taken at first and last instance, none of its members will be eligible for the positions to be filled during the elections under any circumstances, including in the event that their mandate as a member of the normalisation committee has been revoked or that they resign from their position. The specific period of time during which the normalisation committee shall perform its functions shall expire as soon as it has fulfilled all of its duties as mentioned above, but by 30 June 2024 at the latest.
During the term of the normalisation committee, FIFA Forward funds will be paid in monthly instalments and upon receipt of a budget, monthly reporting and other supporting documents such as bank statements. Funds will only be released for planned projects approved prior to the appointment of the normalisation committee. Exceptions may be granted with FIFA’s prior agreement. In addition, a forensic audit of ZIFA’s accounts will be carried out as soon as possible and upon restitution of the relevant documentation by the local authorities and individuals that have been in control of ZIFA thus far.
Finally, the lifting of the suspension imposed on ZIFA and the appointment of a normalisation committee shall take place without prejudice to the ongoing investigations and court proceedings at national level.

FIFA Lifts Suspension On Zimbabwe | Full Letter

A delegation from FIFA is set to arrive in Zimbabwe tomorrow (Monday), to finalise the appointment of a normalisation committee to run the affairs of the Zimbabwe Football Association (ZIFA).
A normalisation committee usually consists of members who will be appointed jointly by FIFA and the Confederation of African Football (CAF), subject to an eligibility check carried out by the FIFA Review Committee in accordance with the Fifa governance regulations.
The imminent visit by the FIFA delegation is the second in two months and comes a few days before the Bureau of the FIFA Council is scheduled to meet later this week.
The FIFA Council is the main decision-making body of the organisation in the intervals of the FIFA Congress.
<a href="https://www.newsday.co.zw/thestandard/sport/article/200013486/big-week-for-zim-football-as-fifa-visits-again">The Standard</a> reported sources as saying the FIFA Council scheduled for later this week will review Zimbabwe’s suspension from international football competitions. Said a source:

This follows consultations earlier in April with the SRC which included CAF.

In April, FIFA sent a delegation to Zimbabwe on a fact-finding mission.
The delegation consisted of Zimbabwean national Solomon Mudege, who is FIFA’s head of development programmes Africa, regional development officer David Fani and senior governance service manager Sarah Solémalé.
CAF was also represented during the three-day fact-finding mission.
The delegation held meetings with representatives from the Premier Soccer League, the Footballers’ Union of Zimbabwe and other pertinent parties in a bid to gather facts on the ground.
Zimbabwe national teams and clubs have not participated in international competitions for the last 16 months following the country’s suspension by FIFA.
FIFA suspended Zimbabwe after the Sports and Recreation Commission (SRC) suspended the ZIFA board led by Felton Kamambo for several alleged violations which include sexual harassment of female referees and failure to account for public funds.

Another FIFA Delegation Set To Visit Zimbabwe

The Gerald Mlotshwa-led Sports and Recreation Commission (SRC) has expressed satisfaction over recent engagements with officials from FIFA, CAF and COSAFA.
The officials from FIFA, CAF and COSAFA were in the country this week on a fact-finding mission.
In a statement released on Thursday night, SRC said it held “productive meetings” with the officials and they broadly agreed on the next steps to address ZIFA’s current situation. Reads the statement:

Throughout the week, FIFA and CAF engaged with various stakeholders and officials involved in Zimbabwean football to gather their perspectives.
A common sentiment among these stakeholders was the need for strong, lawful governance structures to support Zimbabwe’s return to international football, as well as a commitment to implementing necessary reforms for the sport’s future development and success in the country.
The SRC has also been involved in productive discussions with FIFA and CAF, including COSAFA, with a mutual goal of resolving the issues surrounding the Zimbabwe Football Association (ZIFA).
The conversations have been marked by good faith from all parties and a genuine interest in advancing solutions.
The outcomes of these discussions have been promising, with the SRC, CAF, and FIFA generally agreeing on the next steps to address ZIFA’s current situation.
… The commission deeply appreciates the firm support and positions taken by all stakeholders involved in this week’s consultations.
These stakeholders have been clear about the changes needed in Zimbabwean football and have collectively called for a swift resolution to ZIFA’s challenges.

The SRC said will provide further updates to the public on the matter in the first week of May 2023.
The SRC did not reveal the issues they agreed on with representatives from both FIFA and CAF.

SRC Optimistic After Meeting FIFA, CAF Delegation

A six-member FIFA delegation is expected to arrive in Zimbabwe on Monday morning in a move that may culminate in the readmission of Zimbabwe to the international football community.
The delegation, which includes officials from the Confederation of African Football (CAF), will meet the Sports and Recreation Commission (SRC).
The FIFA and CAF officials will spend three days in the country.
The <a href="https://www.sundaymail.co.zw/fifa-descend-on-zim">Sunday Mail</a> reported that FIFA head of development programmes in Africa, Solomon Mudege; the senior member associations governance manager, Sarah Solemale and David Fani, who heads the FIFA regional office for Southern Africa, are among the officials expected in Zimbabwe.
CAF director of member associations Sarah Mukuna and COSAFA president Artur de Almeida e Silva are part of the delegation.
The report says there is a possibility of FIFA appointing a Normalisation Committee to oversee the reform process, which would then culminate in elections to choose a new leadership. The Sunday Mail reported a source as saying:

As you know by now, FIFA and SRC have been discussing ZIFA matters continuously over the last year, with most of those meetings being virtual.
Only two weeks ago, another virtual meeting between the parties was held and it seems that was the breakthrough indaba in that the idea of a Normalisation Committee seemed to have gained traction.
The FIFA delegation wants to take time to hear from the SRC board on the situation at ZIFA and get an on-the-ground appreciation of what is obtaining in Zimbabwe football.
It appears that all the key parties to the discussions agreed that at this point the best solution for ZIFA is a Normalisation Committee that will oversee fresh elections within ZIFA, as well as ensure that the new executive implements the roadmap.

FIFA suspended Zimbabwe on 25 February 2022 for alleged third-party interference after the SRC had suspended the ZIFA board led by Felton Kamambo on 16 November 2021.
The other ZIFA executives suspended are Philemon Machana, Bryton Malandule and Joseph Mamutse.

FIFA Delegation Expected In Zimbabwe On Monday

FIFA is investigating a second ZIFA official over sexual harassment allegations following former referees boss Obert Zhoya’s five-year ban imposed by the world football governing body in 2022.
This was revealed by the Minister of Sports Kirsty Coventry when she appeared before parliamentarians on Wednesday to respond to questions on Zimbabwe’s ban from international football.
According to the <a href="https://www.theindependent.co.zw/sport/article/200009563/fifa-probe-zifa-board-member">Zimbabwe Independent</a>, Coventry reiterated that there was no way back for the ZIFA board members that were dismissed by the SRC.
The suspended officials include Felton Kamambo, Bryton Malandule, Philemon Machana and Stanley Chapeta. Said Coventry:

For clarity, the reasons that the SRC stepped in and suspended the board were three main reasons.
The first reason was that Government had given ZIFA about US$2 million which has never been accounted for.
Secondly, four female referees have come forward and given their statements to the police and they have been investigated. Three of those members were on the board.
One of those members has already received a lifetime ban from FIFA from their own investigations that have been done over the last two months with an S25 000 fine.
FIFA is now investigating the second member that was on the board that was sexually abusing and harassing these women.
FIFA knew that this was happening in 2018/19 when these women filed an appeal with FIFA and got no response.
They then came to Government, – SRC, Government and my office worked together with these women to ensure that police reports were done and statements were made.
We then went back to FIFA and CAF and we requested for them to step in but they refused.
We then stepped in and suspended the executive for the things that I have just shared with Members of Parliament, which I have shared previously.

FIFA found Zhoya guilty of sexually harassing three female referees and banned him as well as fining him US$20 000.
Meanwhile, Coventry said the government has accepted FIFA’s decision to suspend Zimbabwe from international football. She added:

We have never asked them to lift it (the ban). We do not want them to lift it at this point until we have cleared and cleaned up our soccer.

FIFA Probes ZIFA Board Member Over Sexual Harassment Allegations

FIFA upheld the suspension of Zimbabwe from international football saying the ban can only be lifted when or if the southern African country has implemented its recommendations.
Zimbabwe was suspended in February 2022 after the Sports and Recreation Commission (SRC) suspended the ZIFA board headed by <a href="https://www.pindula.co.zw/Felton_Kamambo">Felton Kamambo</a> over alleged maladministration and sexual abuse of female referees. 
FIFA said the suspension of the Felton Kamambo-led board constituted government interference with the sport.
The ban on Zimbabwe can only be lifted when the Felton Kamambo-led board has been reinstated, FIFA declared.
An overwhelming 199 over 200 people voted for the upholding of the suspension of Zimbabwe at the FIFA Congress being held in Rwanda. 
Meanwhile, SRC has said it did not apply for readmission. SRC board chairman, Gerald Mlotshwa said the commission’s immediate focus remains to oversee the implementation of key reforms which were recommended by the ZIFA Restructuring Committee before any efforts to have the suspension lifted. 
The SRC also says they are no longer in a position to legally reinstate Kamambo since he was recalled by the ZIFA Congress in April 2022.

FIFA Upholds Zimbabwe Suspension

Football fans have pleaded with President Emmerson Mnangagwa to intervene in the dispute between the Sports and Recreation Commission (SRC) and the suspended Zimbabwe Football Association (ZIFA) board to ensure that the sanctions imposed on the country by FIFA are lifted.
Zimbabwe national football teams and clubs are banned from participating in international football tournaments after the country was suspended by FIFA in early 2022.
The suspension came after the SRCled by Gerald Mlotshwa dismissed ZIFA board members including its president, Felton Kamambo over a litany of allegations including corruption and the sexual harassment of female referees.
In a recent statement, Zimbabwe National Soccer Supporters’ Association (ZNSSA) secretary-general Joseph Mutawu said Mnangagwa should intervene to end the impasse between SRC and ZIFA. He said:

We urge and plead with our listening President ED Mnangagwa to chip in, reign in Mlotshwa and Kamambo and knock sense in their heads.
</blockquote>
Football stars such as Marshall Munetsi, coaches, administrators, and parliamentarians have all been calling for Mlotshwa to reinstate Kamambo so that the country can return to international football.
Mlotshwa and the SRC have made it clear that getting the FIFA suspension lifted is not a priority. Said ZNSSA:

All these calls from the football-loving community and the oversight from Parliament fell on deaf ears of Gerald Mlotshwa-led SRC.
Mlotshwa has responded by saying that Zimbabwe was not in a hurry to get the FIFA suspension lifted. Like seriously Mlotshwa?
This was a rude and unthoughtful statement. How dare you Mlotshwa? As supporters, we have now realised that the road which was taken by SRC is leading us to nowhere.
The only expected destination in this case is leading Zimbabwe football into oblivion, destruction, extinction and misery.
That cannot happen under our watch as supporters and we demand that SRC end this madness.
</blockquote>
Mlotshwa recently said it was now impossible to reinstate Kamambo saying doing so will be in violation of the ZIFA constitution and SRC Act. He said:
<blockquote>
It is a fact that Felton Kamambo is no longer the ZIFA president, having been recalled by his own congress.
It follows, logically, that the SRC is not able to reinstate him to that position. 
Any such attempt would, ironically, be blatantly unlawful in terms of ZIFA’s current constitution, as well as the SRC Act.
