ZANU PF Secretary for Legal Affairs, Patrick Chinamasa, has said the party’s Department of Legal Affairs is working on implementing Resolution Number One, which seeks to extend President Emmerson Mnangagwa’s tenure to 2030.
Speaking at the Manicaland Provincial Co-ordinating Committee meeting in Mutare on Sunday, 16 March, Chinamasa said consultations will be held with key stakeholders, including the Politburo and Central Committee, to determine the best approach for amending the Constitution.
He said that if the proposal is approved, the party will direct the Government to initiate the constitutional amendment through Parliament. Said Chinamasa:

Let me address you regarding Resolution Number One, adopted at the national conference in Bulawayo last year. Those present will recall my statement that the President intended to remain in office until 2028, a stance he has since reiterated recently.
The question now arises — why do we wish to extend his term until 2030? Our rationale is that his leadership has been beneficial for the country, and we desire him to complete the developmental initiatives he has undertaken.
If we unite and speak with one voice, his acceptance will be in our favour. The party has tasked me as the Secretary for Legal Affairs with implementing this resolution.
I will consult stakeholders to determine the best approach, which involves amending the national Constitution.
Once we have a clear plan, including consultations with the Politburo and Central Committee, and if the Central Committee approves, we will instruct the Government to amend the Constitution through Parliament.
As for the President’s decision, do not concern yourselves with whether he accepts or declines. That is his prerogative.
If the resolution is passed and the Constitution is amended, it will be up to him to decide. We will not be involved, and I doubt he will consult us. If he does, we will be fortunate.

He also urged party members to uphold discipline and avoid using social media to undermine the party leadership, warning that any rogue elements would be expelled.

Chinamasa Outlines ZANU PF’s Plan To Extend Mnangagwa’s Presidency

President Emmerson Mnangagwa’s spokesperson, George Charamba, said that the proposal supported by some within ZANU PF to extend the President’s second and final term by two years to 2030, or to amend the constitution to allow him to seek a third term, is “dead and buried.”
Charamba was responding to the Zimbabwe Catholic Bishops Conference (ZCBC), which had expressed concern over the focus on extending Mnangagwa’s term, rather than addressing “bread and butter issues.”
Speaking in an interview with <a href="https://www.herald.co.zw/government-slams-latest-zcbc-pastoral-letter/">The Herald</a> on Wednesday, Charamba said President Mnangagwa has “made it very clear and in plain language” that he has no intention of seeking an extension of his term beyond what is allowed by the constitution. He said:

The bishops raised the issue of the debate around the Presidential term of office. Whilst this is really within their remit to proffer views and ideas on the matter, what Government found a bit disturbing is the fact that the Bishops conference is pronouncing itself on a matter which is in fact dead and buried.
The President, some two or so weeks ago, met with editors and made it very clear and in plain language that he has no intention whatsoever of pushing for an extension of his term beyond what is constitutionally provided for.
It is therefore rather surprising that the eminent bishops decided to revisit what in fact is now a closed matter.
When the party or any citizens express a desire to change the Constitution to accommodate an extra term for the President, that wish does not and cannot close the matter.
The nominee for that extension has to want to have that term extended, isn’t it? This is why we talk about what we call an acceptance speech or a statement.
The President has made it clear that he has no intention of accepting that proposal which is coming from the party and from society.
And once the nominee has turned down the proposal, then it means the debate on the matter, whilst it may continue in society, cannot have any serious executive implication, in which case one does not expect the Holy fathers and Bishops to continue to harp on a matter which in fact stands closed.

Charamba also addressed the Catholic bishops’ complaint that Zimbabweans are being overtaxed by the government. The bishops said that those fortunate enough to still be employed are bearing a heavy tax burden. Said Charamba:

Secondly, we also could not understand why, especially after the inaugural Cabinet meeting statement by the President, why the issue of the burden of taxation, which is receiving attention from Government, why it continues to exercise the minds of the Bishops.
If the statement by the President at the commencement of the 2025 Cabinet Year did not bring comfort to the Bishops, one wonders what would.
I think it is very important that far from raising a matter which is already receiving executive attention, it would actually be a lot more helpful if the bishops can actually take the message of hope to society that indeed something is being done by way of rationalising our tax system to lighten the burden on the citizen.

Charamba argued that tax reforms cannot be implemented overnight, as doing so would have significant implications for the economy as a whole. He said:
<blockquote>
You want to make sure that you are very deliberate and calculated in the way you reform the tax system so that you do not affect the revenue streams which are so needful when it comes to public investments and social development. We are talking about lives here.
We are talking about key basic services which cannot be dispensed with and which have to be funded from the revenues that come from the tax structure that we have in the country.
So really our message to the bishops is to please bear with us, bear with Government as it reforms the tax structure with the ultimate objective of lightening the burden on the citizenry which is in fact the goal that we are all working towards.
Yes, that also holds with respect to institutional reforms. I think all institutions remain candidates for reforms if we are going to run institutions that are a living tissue for the common good.

The Catholic bishops also criticised the unpunished corruption, claiming that those responsible are not only uncensored but are often rewarded while draining the nation’s resources. In response, Charamba said:

Reform in changing institutions is one challenge that all living institutions face and it does not exclude any one institution. 
Yes, there is an appreciation of the sentiments expressed by the Bishop with respect to fighting corruption, which by the way, is something that Government considers as a priority area.
We need everyone to come to the table; Government which means the Executive arm of the State, Parliament, the Judiciary, the churches themselves, civil societies and above all the citizens because ultimately corruption occurs and happens within society. 
Once a society says no to corruption then necessarily we defeat it because what corruption levies on the citizens is always very high and creates conditions of poverty which the Bishops are worried about.

ZANU PF Women’s League national chairperson, Mabel Chinomona, has declared that President Emmerson Mnangagwa will not be stepping down, despite growing calls from some war veterans for his resignation before the end of his term.
The calls for Mnangagwa to resign have intensified in recent weeks, notably from war veterans like Blessed Runesu Geza and Andrease Mathibela.
These demands come amid efforts by Mnangagwa’s allies to extend his presidency beyond his second and final term, set to expire in 2028.
Speaking to the national executive of the Women’s League in Harare on Friday, Chinomona castigated the continued attacks on the President, calling the situation unprecedented. She said:

People are busy giving each other positions on social media, that this is your year, so-and-so will assume leadership. There is no sun that rises before another one sets…
It is common knowledge that from Mnangagwa, there will come other leaders, it is everywhere, this one comes and goes…

Chinomona, who also serves as Senate President, accused some party members of accepting bribes as small as US$10 to undermine the party leadership.
At Friday’s event, she showcased state-of-the-art egg incubators, which will be distributed across all 10 provinces to support poultry projects led by women.

So you must always see when people talk, which camp they belong to when they open their mouths.

When one of the editors asked if he could be persuaded to serve beyond 2028, Mnangagwa responded, “I will persuade the persuaders not to persuade me, so that I remain a constitutionalist.”
Aside from the question of a potential third term, Mnangagwa told the editors that he was aware of the complex and challenging environment in which the media industry operates, noting the rapid evolution of various factors, including technology. He said:

Not least among these is a seismic shift in reader/viewer/listener interest and behaviour. Much of it is caused, motivated, or aided by giant technological changes and possibilities.
The old media is dead and with it, old models and ways of doing your craft. We feel the impact and repercussions of these changes of technologies even in our own sphere of Government which is supposed to be stable and traditionally change-averse.

Wicknell Chivayo has weighed in on the recent proposal in the USA to allow President Donald Trump to serve a third term.
He argued that exceptional leadership should be allowed to extend beyond term limits if it serves the best interests of the people.
In a post on his social media, Chivayo drew a parallel to Zimbabwe, where he believes President Emmerson Mnangagwa has shown remarkable leadership.
He called for the possibility of extending Mnangagwa’s presidency, arguing that such a move would align with the will of the people.
Chivayo said that, in a functioning democracy, the pursuit of progress should take precedence over rigid constitutional constraints.
He further stated that he doesn’t mind if critics claim he supports an extension of Mnangagwa’s presidency for personal gain, asserting that he is willing to speak out on the issue regardless of any perceived self-interest. Said Chivayo:

I personally believe that PROGRESS must take precedence over PROCEDURAL CONSTRAINTS created by a Constitution.
Most will say I’m singing for my supper and yes indeed, without a shadow of a doubt, I will also sing for breakfast and lunch too.

Chivayo stressed the importance of policy continuity, pointing to leadership changes in the U.S. that have caused inconsistencies, and argued for a similar approach in Zimbabwe to ensure stability and foster economic growth. He said:

In my view, a performing President like PRESIDENT E.D. must be allowed to COMPLETE his vision for the nation. The WILL OF THE PEOPLE should always be at the core of democracy.
As we have seen in the U.S.A, policy inconsistencies caused by frequent leadership changes DISRUPT national progress.
For example, most of former President Biden’s policies implemented since 2020 and the recent banning of TikTok and were all SWIFTLY undone by President Trump on his first day in office, despite there being a Supreme Court order banning TikTok in USA.
By contrast, Zimbabwe is a CONSTITUTIONAL DEMOCRACY and even the President abides with Court judgments.
We cannot however afford policy INCONSISTENCIES, such as what is being experienced in the USA, especially considering PRESIDENT MNANGAGWA’s strong foundation for ECONOMIC GROWTH and stability.
Extending his leadership will certainly ensure CONSISTENCY and CONTINUITY, which are critical for achieving Zimbabwe’s long-term goals and VISION 2030 !!!!

However, the PRESIDENT has earned the trust of the people, who recognize his EXCEPTIONAL leadership and the progress achieved under the SECOND REPUBLIC.
With the GRACE OF GOD an extension of time in office for this WONDERFUL LEADER will certainly benefit the nation and ensure the success of Vision 2030 and beyond.

Chivayo has faced criticism from his detractors, who often label him a “tenderpreneur” — a term used to describe individuals who secure government contracts through political connections rather than fair competition.
 His critics allege that his success is more about political ties than business acumen.
Chivayo made inflammatory statements in leaked audio recordings, where he claimed to have a strong influence over President Mnangagwa and the political system.
In one recording, he allegedly boasted about being the president’s “blue-eyed boy” and suggested that his lucrative contracts were a result of his close relationship with Mnangagwa.
“Ndakachibata kuti dzvii,” he reportedly said, implying that the President is under his control.

Wicknell Chivayo thinks President Mnangagwa is doing a great job in Zimbabwe and should be allowed to stay in power longer for consistency and progress. He believes the constitution should change to reflect what the people want. Chivayo has faced criticism for his close ties to the president and leaked recordings that suggest he influences political decisions. Despite this, he still supports extending Mnangagwa's term for the benefit of the country's future.

Chivayo: Extending Mnangagwa's Term Will Ensure Consistency And Continuity

ZAPU President Sibangilizwe Nkomo has warned that any attempt by President Emmerson Mnangagwa to extend his rule beyond 2028 will face strong resistance, reported <a href="https://cite.org.zw/zim-will-become-ungovernable-if-you-extend-stay-in-office-mnangagwa-warned/">CITE</a>.
While categorically rejecting support for a coup, Nkomo said ZAPU demands fair and transparent elections in 2028, adding that Mnangagwa must step down once his second and final term ends.
Speaking to journalists in Bulawayo, Nkomo condemned Mnangagwa’s efforts to prolong his presidency, labelling them as “the grandfather of all illegalities.” He said:

Mnangagwa sneaked into power on the back of a military coup in 2017 and now seeks to extend his rule by staging another coup against the constitution of Zimbabwe. It is a treasonous ambition that no patriotic Zimbabwean should entertain.

Nkomo asserted that since Zimbabwe gained independence from Britain in 1980, ZANU PF has consistently taken the country’s citizens for granted. He said:

Nkomo dismissed the ZANU PF national conference held in Bulawayo in October 2024, where delegates resolved to extend Mnangagwa’s presidential term from 2028 to 2030, declaring that only those who profit from death and suffering are advocating for such a move. He said:

There is no vision that Mr Mnangagwa is presiding over. There is no iota of evidence to suggest that in 2030, Zimbabwe will provide upper-middle income for ordinary Zimbabweans.

We also call on the people of Zimbabwe to withdraw their consent and refuse to be governed by Mr Mnangagwa’s government beyond 2028.

ZANU PF says there is no need for a referendum to extend President Emmerson Mnangagwa’s second and final term from 2028 to 2030, as the elections will be postponed to 2030 via a Constitutional Amendment.
At its 21st Annual National People’s Conference in Bulawayo in October 2024, ZANU PF resolved to extend Mnangagwa’s term by two years.
Addressing a ZANU PF Harare Youth inter-district meeting on Saturday, Harare Provincial Chairman Godwills Masimirembwa explained the plan to amend the Constitution to extend President Mnangagwa’s term. Said Masimirembwa (via <a href="https://www.herald.co.zw/no-need-for-referendum-to-extend-presidential-term/">The Herald</a>):

After Parliament amends the Constitution by postponing the elections, it is not necessary to go for a Referendum. There will be no need for a Referendum. Parliament was directed to amend the Constitution in line with Resolution Number One.

He asserted that the proposed amendment aligns with Section 91(2) of the Constitution, which disqualifies anyone from running for president after serving two terms, with each term defined as three or more years. Said Masimirembwa:
<blockquote>
The Referendum is only necessary if we interfere with the term limit provision, which is a three-year period. If the President serves less than three years, it’s not considered a full term. He falls within the term limit of the presidential term provision.
</blockquote>
Masimirembwa argued that the proposed extension does not violate constitutional term limits, as it merely postpones the elections to 2030 without changing the two-term cap. He said:
<blockquote>
This will be in line with the two-term limit of the President according to the country’s Constitution. He will be within the confines of the two-term limit. What is required is just to postpone the elections up to 2030.
There is no need to worry about interference with the term limit, so the party resolution is in tandem with the term limit provision.

The Zimbabwe People’s Revolutionary Army (ZPRA) Veterans Association has warned that amending the National Constitution to allow President Emmerson Mnangagwa a third term could lead to severe consequences, including bloodshed.
At a press conference on Thursday at the Bulawayo Media Centre, ZPRA Veterans Association National Spokesperson Buster Magwizi voiced support for fellow war veterans who recently opposed the proposed extension of Mnangagwa’s term beyond 2028. Said Magwizi (via <a href="https://cite.org.zw/zpra-veterans-warn-of-instability-if-constitution-is-violated/">CITE</a>):
<blockquote>
Our solidarity is not just a message of solidarity. It is an expanded contribution to political correctness.
The veterans who stood out in a press briefing last week led by Blessed Runesu Geza in Harare were very correct because no one else dares to advise the government correctly on what to do or the leadership on what is straight and what is crooked. We hold the sanctity of the constitution sacrosanct.

Magwizi criticized those who dismissed the veterans who spoke in Harare as “mad, crazy, and biased,” accusing them of seeking to benefit from corruption.
He was referring to Douglas Mahiya, the ZANU PF Secretary for War Veterans, Ex-Political Prisoners, Detainees, and Restrictees.
Mahiya argued that Geza’s sentiments did not represent the position of war veterans but were pushing a foreign agenda to cause disharmony within the party.
Deputy National Spokesperson for the ZPRA Veterans Association, Joakim Moyo, condemned the push for a third term, calling it fraudulent and a direct assault on the constitution. Said Moyo:

There has been a litany of injustices which make us sick as ZPRA veterans. We have always stood as people advocating for political correctness, and we are prepared to go down, dying doing the same thing.
We are a people who want to adhere to the Constitution as a national guide and live by it. The spirit and the flesh of it should be observed by everyone, regardless of size.
Probably let me get down to the constitution and say, we stand ready to defend the constitution of Zimbabwe, and would like to warn all those pushing the 2030 mantra that it is fraudulent.
The current constitution was arrived at as a nationally driven issue. Everybody was consulted and everybody spoke.
And our constitution observed the democratic principles that underlie what you call a democracy.

The ZPRA Veterans Association in Zimbabwe is warning that changing the Constitution to let President Mnangagwa have a third term could lead to serious consequences, like violence. They support other war veterans who oppose this change. Some people are calling the veterans crazy, but the veterans say they are standing up for what is right. They believe in following the Constitution and will defend it. They think changing the Constitution is not fair and goes against democracy. They are ready to fight to protect the Constitution.

ZPRA Veterans Warn Of Serious Consequences If Constitution Is Amended

Sengezo Tshabangu, the disputed interim Secretary General of the Citizens Coalition for Change (CCC) and leader of the opposition in Parliament said that his party will oppose President Emmerson Mnangagwa’s attempt to extend his rule beyond the constitutional two-term limit.
This declaration comes just weeks after Tshabangu publicly supported Mnangagwa’s potential third term during a visit to the president’s Precabe farm in Sherwood, Kwekwe.
Tshabangu’s endorsement of ZANU PF’s proposal to amend the constitution to allow a third term for Mnangagwa sparked criticism from other opposition figures, who labelled him a traitor.
However, in a statement issued by his spokesperson, Nqobizitha Mlilo, after a meeting with Speaker of the National Assembly Jacob Mudenda, Tshabangu took a different stance.
He expressed strong opposition to the proposed third term, calling it “repulsive and repugnant” and incompatible with Zimbabwe’s national aspirations. Said Mlilo:

The recurring question: will the CCC support calls for President Mnangagwa’s third term? Framed this way, it’s a pointless discussion.
2028 postponement of elections, or the 2030 agenda, if it’s the same thing, as we have said before, can not be an end in itself.
2028 postponement of elections and or 2030 agenda cannot be indivualised to the extent of messianic redemption of a country by an individual.
We have said the so-called 2030 agenda and the postponement of the 2028 elections are matters which have not been presented in any lawful forum of the management of our common state affairs. It is internal to ZANU PF…
Senator Tshabangu met with the Speaker of Parliament, Advocate Jacob Mudenda and conveyed our position that the idea of a third term is as repulsive and repugnant as it is inconsistent with our national aspirations.
It is unnecessarily divisive. We will oppose it. We suggested that the idea should be abandoned so as not to cause unnecessary national disharmony.

Mlilo said that Tshabangu’s meeting with the Speaker of Parliament was a proactive step to convey the party’s position on opposing the third-term bid, especially since the issue has yet to be presented in Parliament.
However, Tshabangu’s recent statement has been met with scepticism by some who question his sincerity.
Critics argue that without the support of State institutions, Tshabangu would not have been able to take control of the CCC, leading them to suggest that he may be indebted to ZANU PF.

Tshabangu Withdraws Support For Mnangagwa's Third-Term Bid

Information, Publicity, and Broadcasting Services Minister Jenfan Muswere has criticized a group of war veterans who opposed ZANU PF’s efforts to amend the Constitution and allow President Emmerson Mnangagwa to run for a third term.
At a press conference in Harare on Sunday, January 26, war veteran and ZANU PF central committee member Blessed Runesu Geza, along with five other veterans, called for Mnangagwa to step down, saying he was “not fit to run this country.”
The group also rejected any constitutional changes and dismissed Mnangagwa’s claim that he had no intention of staying in power beyond 2028.
In a statement on Tuesday, Muswere accused Geza of hypocrisy, pointing out that he had been a strong supporter of ZANU PF’s Resolution Number 1 from the 21st National People’s Conference, which calls for the President to remain in office until 2030. Said Muswere:

We are concerned about the extent to which these individuals, while purporting to be members of the ruling party (and) bona fide members of the War Veterans fraternity, are not using legal and relevant structures to discuss their grievances.
It is unfortunate that these individuals have also played to the whims of demonising the President for reasons best known to them.
What is surprising is that such individuals, including Cde Blessed Geza, was one of the lead proponents of Resolution Number 1 of the 21st National People’s Conference which underscores the need for the President to remain in office until 2030. Cde Geza was among the conference delegates who lobbied for that resolution to be passed.
Therefore, it is surprising that today he is turning his back against a resolution he helped create. It is unfortunate that the bitterness he suffered from the 2018 primary election defeat is now causing him to go as far as rewriting the history of the President.

Muswere called the press conference held by the war veterans a “charade” and suggested that they were ungrateful for the government’s support and contributions to war veterans. Said Muswere:

Addressing ZANU PF members at the party’s inter-district meeting at Hurungwe Primary School in Murewa on Sunday, Garwe asserted that Mnangagwa should remain in office beyond 2028 to oversee the fulfilment of Vision 2030, which he conceived. There are some people who are saying President Mnangagwa said he wants to rest. Yes, he said so. But, let me say this, President Mnangagwa is not the one pushing for his stay in office beyond 2028. It is a resolution from the people.
If the voice of the people is the voice of God, then as a people, we are saying God is speaking to his people and the people are pleading with the President to stay in office beyond 2028.
So, to leaders here present, let this information be spread to the cell level. Let everyone know that one of the resolutions during the (ZANU PF) Conference held in Bulawayo was that President Mnangagwa should stay in office until 2030.
So, we are saying Vision 2030 is unstoppable and will be fulfilled with President Mnangagwa in office. No one will stop it.

Garwe said ZANU PF should now focus on amending the Constitution to extend Mnangagwa’s stay in office beyond 2028.
He added that there is a lot of development happening across Zimbabwe and that there is peace everywhere, therefore Mnangagwa should stay in office.

At a news conference in Harare on Sunday, 26 January, war veteran and ZANU PF central committee member Blessed Runesu Geza criticized Mnangagwa’s administration, suggesting that they might be acting on behalf of a military faction within the ruling party.
Geza, accompanied by five other men he introduced as commanders from ZPRA and ZANLA “who fought in the trenches to liberate this country”, declared that Mnangagwa had failed and should leave office peacefully. He said:

It is clear to us that Mnangagwa has failed, he is not fit to run this country and his time to go is now!
We ask him to go peacefully. If he refuses to take heed of this advice, we have no option but to ask the no people of Zimbabwe to deal with a rogue president in line with the constitution.

War veteran Knox Chivero, speaking after Geza, declared that it is Mnangagwa’s time to leave “peacefully or otherwise.”
The war veterans vowed to oppose any changes to the Constitution and dismissed Mnangagwa’s claims that he had no ambition to stay in power beyond 2028. 
Geza warned that such plans would “throw the country into disquiet.” He added:

According to Geza, Mnangagwa has “systematically targeted and purged war veterans in various arms of government and replaced them with crooks.”

Geza claimed that the rising frequency of deaths of ex-generals was suspicious, adding that they believe the deaths are “linked to Mnangagwa’s blue-eyed boy Owen Mudha Ncube.”
Owen Ncube is the Gokwe-Kana MP, the Midlands Provincial Affairs and Devolution Minister, and also the former Minister of State for National Security.

Mahere Decries "ED2030" Agenda As Power Grab By A Corrupt ZANU PF "Coterie"

Former Chitungwiza Mayor Lovemore Maiko has been released on bail after being arrested for allegedly leading a protest against ZANU PF’s campaign to extend President Mnangagwa’s tenure.
According to the Zimbabwe Lawyers for Human Rights (ZLHR), Maiko, a former opposition Citizens Coalition for Change Councillor, was arrested on 21 January 2025.
He was charged with participating in a gathering with the intent to promote public violence, breaches of peace, or bigotry.
Prosecutors alleged that Maiko and about 50 accomplices, who have not yet been apprehended, held an unsanctioned gathering at Zengeza 3 Shopping Centre in Chitungwiza.
The protest was against ZANU PF’s plans to extend President Mnangagwa’s term beyond 2028.
Prosecutors claimed that Maiko and his accomplices sang political songs and chanted slogans like “2030 tazviramba” (“No to 2030”), “siyanai naye Chamisa” (“Leave Chamisa alone”), and “Pasi na Mnangagwa” (“Down with Mnangagwa”).
The 37-year-old Maiko and his accomplices reportedly dispersed after the alleged offence.
Maiko, represented by human rights lawyer Tapiwa Muchineripi, was set free on 23 January 2025 by Chitungwiza Magistrate Dennis Mangosi.
He was granted bail of $200 and ordered to report once a week on Fridays at ZRP St Mary’s Police Station in Chitungwiza.

Former Chitungwiza Mayor Lovemore Maiko was arrested for protesting against President Mnangagwa's attempt to stay president for longer. He was released on bail after being charged with causing trouble at a gathering. He and his friends sang songs and chanted against Mnangagwa. Maiko, who is 37 years old, now has to report to the police every week. He was helped by a human rights lawyer and the court let him go. Former Chitungwiza Mayor Granted Bail After Leading Protest Against Mnangagwa's Third Term Bid

On Tuesday, the ZHOCD warned that extending Mnangagwa’s term would amount to a coup against the constitution.
Muswere claimed ZHOCD consists of donor-funded individuals pretending to represent the Church in Zimbabwe.
He reminded Christian leaders that ZANU PF is the political establishment that delivered freedom of expression and religion. The statement reads:

Submissions by Honourable Members of Parliament reflect the aspirations of those who voted the constituencies they were elected to serve.
The Parliament is not answerable to narrow, sectoral and regime- change donor funding antics by a paltry conglomerate of civil society entrepreneurs purporting to represent the views of the Church in Zimbabwe.
In the same vein, such Western donor organisations need not to be reminded that ZANU PF is a political establishment which delivered freedom of expression and freedom of religion among many other rights we all enjoy today.
Likewise, the ZANU PF-led Government still ferociously defends freedom of worship for all Zimbabweans most of which are not affiliated to the Zimbabwe Heads of Christian Denominations (ZHCD) outfit.
However, it is crucial for ZANU PF’s godly existential values not to be abused by minority entities and individuals bent on misrepresenting the cordial relationship which the state and the church enjoy.
The proposal to move a motion on the Presidential Term Limit Extension will follow the provisions of the law.
It must be emphasized that the Constitution will remain centrifugal throughout this process with no iota of infractions.

The CiZC held a meeting on Wednesday with participants from various sectors, including labour, the church, business, parliamentarians, war veterans, political parties, students, women, and youth organizations. CiZC said in a statement:

The primary objective of the meeting was to devise a comprehensive, collective strategy aimed at resisting the erosion of constitutional norms and protecting democratic governance against the backdrop of proposed amendments that threaten to entrench authoritarian rule.
The participants reached a clear and unanimous consensus regarding the proposed constitutional amendments aimed at removing presidential term limits. The participants firmly argued that such changes would significantly undermine the spirit and collective will of the Zimbabwean populace.
The meeting explicitly rejected these amendments, characterizing them as self-serving manoeuvres orchestrated by a small clique of politicians pursuing personal ambitions over the broader interests of the nation. This clique’s pursuit of power, they noted, undermines the very foundation of Zimbabwe’s democracy.
Furthermore, the meeting underscored that these proposed amendments, fundamentally contradict the democratic principles enunciated in the country’s constitution.
The meeting expressed concern that enacting such changes would exacerbate the lingering legitimacy crisis leading to increased international isolation and a further decline in the country’s global standing.

The participants tasked CiZC with building an inclusive movement from all sectors of society to defend democratic space and resist the proposed constitutional amendment.
This aims to unite various stakeholders, including the media, diplomats, community mobilizers, and rapid response teams, to empower ordinary Zimbabweans to engage in this cause.
The meeting also resolved to organize a national all-stakeholders convention to prepare for a united response, specifically a collective Vote NO if a referendum is called regarding any constitutional changes.

We believe His Excellency intends to remain true to his oath to uphold, defend and respect both the Constitution and the Law in letter and spirit.

The ZHOCD reiterated its call for President Mnangagwa to uphold the constitutional term limits and support a peaceful transition of power in 2028, following free, fair, and credible elections.
The group warned that the proposal to extend presidential term limits could severely undermine public trust in Zimbabwe’s electoral processes and destabilize the country, especially at a time when unity and peace are crucial for economic and social transformation.
In response to these concerns, the ZHOCD urged the President to respect the Constitution and ensure that elections are held in 2028, facilitating a smooth transition of power.
The ZHOCD also called on all Zimbabweans to unite in support of the country’s constitutional integrity and prioritize the nation’s well-being.
Further, the group called for the Government to implement necessary electoral reforms and promote multi-party democracy in preparation for the 2028 elections.
The churches urged Members of Parliament to strengthen constitutionalism by fulfilling their oversight role, ensuring that the Executive respects and defends the Constitution, including adherence to presidential term limits.
The ZHOCD also urged all political parties to commit to upholding the Constitution and laws of Zimbabwe.

Christian Leaders Warn Mnangagwa Term Extension Would Be A Constitutional Coup

MDC leader Douglas Mwonzora has warned that amending the constitution to remove term limits and allow President Emmerson Mnangagwa to run for office again would deepen Zimbabwe’s international isolation.
ZANU PF MPs have laid out plans to also extend the life of the current parliament by five years.
A draft motion seeking to trigger amendments to the constitution to pave the way for the controversial extension of Mnangagwa’s term of office and those of parliament and local government beyond 2028 has been leaked.
The unsigned motion, originated by ZANU PF MP for Bikita South Energy Mutodi and seconded by CCC legislator for Mpopoma-Mzilikazi Charles Moyo, went viral on social media on Tuesday.
Addressing journalists in Harare on Wednesday, Mwonzora said amending the National Constitution will further isolate Zimbabwe and make the country a pariah state. Said Mwonzora (<a href="https://www.zimlive.com/removing-presidential-term-limit-will-deepen-zimbabwes-isolation-mwonzora/">via ZimLive</a>):

Zimbabwe is under international isolation. If we read the documents that established that isolation, ZDERA for example, and comments by the Commonwealth, we find out that one of the reasons we are under international isolation is the dearth of democratic practices.
What this amendment will do is to cement Zimbabwe’s image as a pariah state. Zimbabwe will remain under sanctions and we think this is selfish on the part of those fighting for a third term.

Mnangagwa has repeatedly used various platforms, including an interview with CNN, to assert that he is a “constitutionalist” and will serve no more than two five-year terms.
However, Mwonzora has argued that Mnangagwa’s actions contradict this stance, accusing him of being the driving force behind efforts to “desecrate the constitution” by removing term limits. He said:

In our view, the president is indicating right while turning left. MPs want an additional unearned term because some of them are now unelectable.
The claim that they have run the country so well Mnangagwa deserves a third term is not true. The common man and the common woman are not experiencing any of this.

Mwonzora played a key role in drafting the new constitution, which came into effect in 2013 during the Government of National Unity (GNU) era.
He believes the document “stands among the best in the world” and that the imposition of term limits was a deliberate decision by Zimbabweans to prevent a repeat of Robert Mugabe’s 37-year rule.
Mwonzora asserted that the constitution is sacrosanct and must be protected, and his party will strongly oppose any attempts to amend it. He said:

We are going to make preparations for a “No” vote during the referendum. In this case, there will be two referendums, the first would be a question on whether the term should be extended or not.
We will join forces with whoever wants to join forces with us to fight this third term which amounts to desecration of the constitution.
There will be a second referendum because the constitution says that even if there is an extension of a term, that extension cannot benefit the incumbent.
There would need to be that referendum this time specifically stating whether or not Mnangagwa must stand again.
These two referendums must not be held within six months of each other.

Mwonzora pointed out that Mnangagwa’s supporters are overlooking the fact that when his current term ends, he will be 86, and after an additional term, he will be 91.
He also highlighted that Zimbabweans are enduring severe economic hardships, exacerbated by over-taxation, low pensions, and the raising of the pensionable age to 70. Mwonzora stressed that these are the critical issues that MPs should be addressing.

Mwonzora Warns Attempts To Amend Constitution Will Deepen Zimbabwe's International Isolation

Bikita South MP Energy Mutodi (ZANU PF) has confirmed the authenticity of a leaked draft Constitution Bill that is being worked on for introduction to Parliament.
The controversial draft bill seeks to use parliament to amend the constitution and postpone the 2028 general elections by up to five years, that is, up to 2033.
The bill seeks to extend Mnangagwa’s rule by two years beyond his current second term constitutional limit, which is set to expire in 2028.
In a statement, Mutodi acknowledged the leaked document and said it remains a draft that is still being developed. He said:

It has come to our attention that a proposed motion on Presidential, Parliamentary and Local Government term limits has been untimely leaked to the media.
While we confirm authenticity of the contents of the proposed draft motion, we want to reiterate that until signed by its proponents and approved by the Honourable Speaker of Parliament Advocate JFN Mudenda, it remains a draft and work in progress.
We understand the leak due to a number of online exchanges between Honourable Members of the draft motion in its formative stages.
However, on my own behalf and on behalf of the interested Honourable Members, I wish to categorically state that due process will be followed in accordance with the Standing Rules and Orders and the Constitution of Zimbabwe, leading to a properly approved motion.

FURTHER concerned that the Zimbabwe political landscape has been plagued by toxicity and polarization, which call for a comprehensive electoral reform process, dialogue and consensus by all the people of Zimbabwe;
RECOGNIZING efforts made by President Emmerson Mnangagwa to engage with all political players through the Political Actors Dialogue (POLAD), Churches and other interested parties in charting a development-oriented, peaceful and prosperous nation of Zimbabwe in addition to His Excellency’s inspirational philosophy “NYIKAINOVAKWANEVENE VAYO”;
CONSIDERING that political leaders from across the political divide represented in Parliament agree that now is the time to heal, unite and create a formidable foundation for our democracy.
NOW THEREFORE calls upon the Minister of Justice, Legal and Parliamentary Affairs to bring before this House for its approval, a ConstitutionalAmendment Bill that seeks to amend:
(a) Section 95(b) of the Constitution of Zimbabwe to allow the term of the President to be extended by any period not exceeding 5 years as shall be determined by Parliament.
(b) Section 91(2) of the Constitution of Zimbabwe to allow Parliament with an overwhelming majority to decide or determine an additional period of time the President may continue to hold office at the expiry of his or her second term.
(c) Section 143 (1) and 158(1)(a) of the Constitution of Zimbabwe to allow for the life of Parliament to be extended by such period Parliament may determine for the sake of economic development, peacebuilding and the restructuring of government including addition and abolition of government posts.
(d) Section 328 (7) to remove any disability to continue to hold office the Constitution has cast upon office bearers in elected positions whenever a term extension is introduced.

Mutodi Confirms Leaked Draft Constitutional Bill To Move 2028 Elections To 2033

Constitutional law expert Lovemore Madhuku has said a third-term bid by President Emmerson Mnangagwa’s loyalists is highly unlikely and will face challenges.
In a recent interview with Open Parly, Madhuku described the effort to secure a third term for Mnangagwa as a formidable task, fraught with numerous obstacles. Said Madhuku:

I think I can say that it is almost impossible. Legally yes you can go through the steps, but once you know what those steps are, you realise that it’s almost impossible.
</blockquote>
Madhuku said the steps would require a publication of the first Bill where they seek to amend the Constitution. He added:

Ordinary people will have to debate it within a 90-day period. Thereafter, take it to Parliament. It must get a two-thirds majority both in the National Assembly and in the Senate and thereafter, there must be a referendum.
We should then vote yes with a majority. Now, that alone tells you that it will be very difficult because I know that in the 90 days for debate and so on, it will come out very clearly that most Zimbabweans don’t support it and when it goes to Parliament, we’re not sure how they will vote.
It cannot be assumed that since ZANU PF has a two-thirds majority they’ll obtain the two-thirds majority. They may not obtain a two-thirds majority. But if they get it, they have to go to a referendum.
That is in respect of the first Bill and then, with a referendum voting yes or no, it will just be a referendum on President Mnangagwa and I don’t think that he wants it. It doesn’t matter how you couch the Bill.
When you then go to the stage of voting yes or no, it will be very simple. Do you want the President to continue or you would want the President to serve 10 years?
So most people who respect the President would simply want him to rest after 10 years. So when you say possible, I think it might be a very loose word.

In 2024, the ZANU PF Annual People’s Conference in Bulawayo passed a resolution calling for an extension of Mnangagwa’s term beyond 2028.
Mnangagwa, however, has rejected the proposal, reaffirming his commitment to abide by the constitutional term limits.
On Sunday, Mnangagwa hosted legislators from ZANU PF, along with a few members of a splinter faction of the Citizens Coalition for Change (CCC) led by self-appointed secretary-general Sengezo Tshabangu, at his Pricabe Farm in Kwekwe.

Mnangagwa's Third-Term Bid Faces Major Hurdles - Madhuku

Citizens Coalition for Change (CCC) self-styled interim secretary-general Sengezo Tshabangu said he was not opposed to President Emmerson Mnangagwa extending his stay in power beyond 2028, at the end of his second and final term.
Tshabangu assumed control of CCC soon after the 2023 general elections, with support from Parliament and the courts, which legitimized his leadership of the party.
During a tour of Mnangagwa’s Pricabe Farm in Kwekwe on Sunday, Tshabangu said that if Mnangagwa’s extended stay in power has the support of Zimbabweans, it should be accepted. He said:

If our presence here improves your stay in power, and that makes the people of Zimbabwe happy, then let it be.

Tshabangu, who was introduced as the leader of the opposition in Parliament, was given a prominent seat at the event, where he proudly declared, “I am so proud to represent the opposition.”
Once a relative unknown in late 2023, Tshabangu swiftly rose to prominence by declaring himself the Secretary General of the CCC party shortly after the elections.
His self-appointed position came at a time when the party lacked clearly defined roles, and he capitalized on this void.
Tshabangu made waves by writing letters to the Speaker of Parliament, recalling over a hundred CCC MPs, councillors, and senators, a move that was swiftly executed despite protests from within the party.
He also filled proportional representation vacancies with his handpicked appointees. However, he largely failed to field candidates in by-elections for contested seats, which allowed ZANU PF to claim victories and expand its parliamentary majority.
In a further controversial move, he appointed himself as a senator for Matabeleland North.
It now appears that Tshabangu is keen to avoid the 2028 elections, which would likely mark the end of his brief political ascent.
He seems prepared to support ZANU PF MPs’ push to extend the current parliamentary term until at least 2030.
This contentious proposal would require a national referendum and constitutional amendments, as per legal experts.

Tshabangu Backs Extended Presidential Term For Mnangagwa

A faction within the Citizens Coalition for Change (CCC) party, led by Jameson Timba, has publicly rejected calls by party chief whip Charles Moyo to postpone the 2028 harmonised elections until 2030. 
Moyo, aligned with a rival faction led by Sengezo Tshabangu, suggested dialogue with ZANU-PF to achieve this postponement, citing the need for smoother implementation of the National Development Strategy 2.
However, CCC Member of Parliament Darlington Chigumbu, Shadow Cabinet Spokesperson and representative for Budiriro South issued a statement unequivocally rejecting this “ED2030” proposal on behalf of the Timba faction. Said Chigumbu:

As Members of Parliament elected by the people and who represent the Alternative, we would like to distance ourselves from the statement allegedly made by Hon. Charles Moyo regarding moving the constitutionally due 2028 elections to 2030.
We reiterate that we are constitutionalists, and the year 2030 agenda is not part of our policy agenda as a party.
As enshrined in Section 2(2) of our Zimbabwean Constitution, the constitution is binding on every person, natural or juristic, including the State and all executive, legislative, and judicial institutions and agencies of government at every level, and must be fulfilled by them.
We would also like to make it categorically clear that, as opposition MPs, we have no association with ZANU PF resolutions and cannot be compelled to ratify them.
The only relationship we have with ZANU PF, in the context of our parliamentary work, is to deliver policies that help grow our beloved country, Zimbabwe.

CCC Faction Rejects Call To Postpone 2028 Elections

ZANU PF politburo member and former Cabinet Minister Supa Mandiwanzira has called on party members in Chipinge to support the resolution to extend President Emmerson Mnangagwa’s second term to 2030.
Speaking to villagers in Chipinge recently, Mandiwanzira explained the ED2030 slogan following the party’s People’s Conference in Bulawayo, which resolved to push for the extension of Mnangagwa’s term. Said Mandiwanzira:

There were people who did not want to chant that slogan because they did not agree with it. Democratically they were right.
One of the things we agreed at the Bulawayo conference, was that we wanted Mnangagwa to be in office until 2030 because he is our number nine in a football match, the player who keeps on scoring.
This was presented as having come from the provinces and no one disputed it, all attendants said that is what they wanted.
Now that we have agreed we are now all supposed to follow our party position and support Mnangagwa’s bid for a term that extends to 2030.
No one should fear doing so, this is about ZANU PF’s agreement at the Bulawayo conference. Before going to the conference we could have said it was a Harare, Masvingo project but now we say it is a ZANU PF project.

Mandiwanzira Rallies Chipinge Villagers Behind ED2030 Agenda

ZANU PF’s bid to extend President Emmerson Mnangagwa’s presidency beyond 2028 is reportedly gaining traction, with several party structures rallying nationwide support for the plan.
Mnangagwa’s current term is constitutionally set to end in 2028, marking the completion of his second and final term as President. Despite this, there are growing calls within his party to extend his tenure.
The President has repeatedly said that he has no intention of staying in office beyond the end of his second term in 2028.
Despite Mnangagwa’s position, various ZANU PF affiliates and structures, which played key roles in his previous campaigns, have openly endorsed the idea of extending his presidency until 2030.
Last weekend, ZANU PF chairpersons from all 10 provinces gathered at the President’s Precabe farm in Kwekwe, where they reaffirmed their commitment to pushing for the extension of Mnangagwa’s term to 2030.
In an interview with the <a href="https://www.theindependent.co.zw/local-news/article/200035887/plot-to-keep-mnangagwa-in-power-beyond-2028-thickens">Independent</a>, ZANU PF spokesperson Chris Mutsvangwa said that the party plans to promote Mnangagwa’s achievements since taking office in 2017 as part of the campaign to extend his presidency. Said Mutsvangwa:

This entails mass awareness of the sterling record of President Emmerson Dambudzo Mnangagwa as a deliverer of rare calibre statesmanship.

He will garner overwhelming membership support on merit and track record of performance and delivery. This is why his detractors are quaking.
They are hankering to turn him into a lame-duck leader through a foisted and premature anointment of an incompetent successor.

ZANU PF is set to hold an elective congress in 2027, ahead of the harmonised elections scheduled for 2028.
ZANU PF Harare provincial chairperson, Goodwills Masimirembwa, told The Independent that the party is awaiting a constitutional amendment that would allow President Mnangagwa to remain in office beyond 2028. Said Masimirembwa:

Implementation of National Conference resolutions is done by ZANU PF national leadership, not by provinces. Harare Province adopted the 2030 resolution together with other provinces. Nothing has changed.
We remain in full support and look forward to the amendment of the constitution or passing of other legal instruments to enable His Excellency Dr E D Mnangagwa to continue serving as State President beyond 2028.
ZANU PF provinces are not in the business of thinking about other candidates during the term of an incumbent. Our total and undivided loyalty is to His Excellency Dr Emmerson Dambudzo Mnangagwa.

Mnangagwa is currently limited by the constitution, which permits only two five-year terms in office.

Mnangagwa’s current second and final term is set to end in 2028, and any extension would require an amendment to the national constitution.
Mnangagwa has, however, said he will not seek a new term at the end of his current term in 2028 insisting that he is a constitutionalist.
Over the weekend, ZANU PF provincial chairpersons presented a unified message at the meetings, suggesting a coordinated push for Mnangagwa’s term extension.
Addressing ZANU PF inter-district meetings in Zone 3 Kuwadzana and Zone 4 at the Harare provincial offices on Sunday, Harare provincial chairman Godwills Masimirembwa announced that a key resolution was to extend Mnangagwa’s term from 2028 to 2030. He said:

The position is that the resolution was adopted at the conference. As Harare province, we will continue to humbly call on President Mnangagwa to accept the wishes of the people for him to serve beyond 2028.
We have heard what has been said by the party’s Secretary for Legal Affairs, Cde Patrick Chinamasa, but we as President Mnangagwa’s children are happy with his performance.
We are excited by his leadership, and we continue to knock on his door, humbly requesting that he accept our pleas to enable the process of amending the constitution to take place.
The good thing though is that Cde Chinamasa indicated that it is possible to amend the constitution and therefore it is possible to act lawfully, and constitutionally to extend the term of office of the President or to come up with a legal mechanism that will allow the President to serve up to 2030.

Addressing an inter-district meeting in Chikomba on Sunday, Mashonaland East provincial chairman Daniel Garwe said:

The thematic committee which presented on that was led by Cde Chinamasa and he presented the resolutions as they are.
After he presented that, we did not see anyone, or people or organisations who objected to the resolutions which then means everyone at the conference was satisfied by all the resolutions including the 2030 one.
Our appeal is that you give the feedback as it is, not a distorted one. All the resolutions were adopted and this should be conveyed to people during inter-district meetings.
The President said when his term is over, he will leave, he also said that he is a constitutionalist, yes, he is. This is according to the constitution. But let us not mix the constitution and vision.
President Mnangagwa has a vision and he needs support, loyalty and endurance. The vision has a destination.

Addressing a Provincial Coordinating Committee (PCC) meeting on Saturday, ZANU PF Masvingo provincial chair Robson Mavhenyengwa said:

We will be taking our conference resolutions to the grassroots in the district because we are coming from our conference (Annual National People’s Conference) and the top amongst the resolutions that we are taking to the grassroots is that President Mnangagwa should remain in office until 2030, that resolution was supported by all provinces (of the party) and that will be our number one resolution when we go to the people in the grassroots.
We are saying as Masvingo province we are solidly behind President Mnangagwa’s vision and we fully support that he remains in office until 2030.

Three ZANU PF Provinces In Coordinated Push For Mnangagwa's Term Extension

Blessing Geza, a war veteran and member of the ZANU PF Central Committee, has strongly condemned party members advocating for an extension of President Emmerson Mnangagwa’s tenure beyond the constitutionally mandated two terms, calling such actions treasonous.
He argued that those pushing for this move should be expelled from the party.
In an <a href="https://www.newsday.co.zw/local-news/article/200034753/ed2030-an-act-of-treason-war-vetdeclares-amendment-will-never-happen">exclusive interview with HStv</a>, an online television and radio channel operated by Alpha Media Holdings, Geza criticized the ZANU PF resolution, passed during the party’s 21st National People’s Conference in Bulawayo, which proposed extending Mnangagwa’s presidency until 2030.
Geza described the resolution as ill-advised and contrary to the principles of Zimbabwe’s Constitution. Said Geza:

I was at the conference and I thought I was saddened… First and foremost, we have a Constitution which must be respected by everybody.
The President himself took an oath of office to respect the Constitution of Zimbabwe. They took the oath of office so they could protect and defend the Constitution of Zimbabwe but they are not doing that.
They are committing treason. Those people must be arrested and those people must be fired from ZANU PF. We want to see those people charged.

The former Sanyati legislator claimed that ZANU PF has been hijacked by opportunists, with war veterans increasingly sidelined within the party.
He lamented that the people who fought for Zimbabwe’s independence have been marginalised, while those seeking to exploit the party for personal gain have taken control. He said:

I mean because the party has been hijacked even if you go to structures, all those (army) generals were “fired” from the party.
ZANU PF is a product of ZANLA and ZIPRA, the people’s movement but they are not even being recognised, you know, right? They are attacking the Constitution.
They don’t even talk about the armed struggle. They don’t talk about the opposition. Mark my words, that will never happen, not under our watch.

ZANLA or the Zimbabwe African National Liberation Army was the military wing of the Zimbabwe African National Union (ZANU) during the liberation struggle.
ZIPRA or the Zimbabwe People’s Revolutionary Army, was the military wing of the Zimbabwe African People’s Union (ZAPU), which played a significant role in the war of independence.
Geza also accused President Mnangagwa of failing to unify ZANU PF following the 2017 coup that brought him to power.
He argued that instead of fostering reconciliation and cohesion within the party, Mnangagwa’s leadership has deepened divisions, leaving the party fragmented and plagued by internal strife. He said:

The president was supposed to take the opportunity to unite the nation so that it could move forward. He failed but people, you see, know when the president came back from South Africa, is this happening?
But these people [ED2030 brigade] are a security threat and on this issue, the JOC [Joint Operation Command] must take action, and the service chiefs must take action.
Are our laws not sufficient enough to deal with such things?
These 2030s are doing what they want right? They are doing what they want to the President, you know. It’s unfortunate.
The role which we played, we are being sidelined, we have been sidelined but I blame ourselves because they say they are in control.

Geza asserted that there is no possibility of President Mnangagwa extending his tenure beyond 2028, citing clear constitutional provisions that prevent such an outcome. He said:

Mnangagwa was elected in 2018 and his two terms end in 2028 and he cannot go beyond that unless the Constitution is changed.
And even if the Constitution is changed, it also puts a safety net in it, which says that the incumbent or the person who presides over that constitutional change must not benefit from it.

Meanwhile, President Mnangagwa has reiterated that he will step down in 2028 when his second and final term in office concludes.
However, he has not instructed his supporters to cease advocating for an extension of his tenure, leaving critics questioning his sincerity.

Pushing For Mnangagwa's Term Extension An Act Of Treason - War Veteran

ZANU PF has passed a resolution allowing President Emmerson Mnangagwa to extend his term until 2030, but the president has rejected this proposal.
The announcement was made on Saturday by Patrick Chinamasa, the party’s secretary for legal affairs, during the ZANU PF Annual People’s Conference in Bulawayo.
According to the National Constitution, Mnangagwa is limited to a maximum of two terms and cannot run for office again when his current term ends in 2028.
Chinamasa said the party had resolved that Mnangagwa’s term as President and first secretary of ZANU PF should be extended beyond 2028 to 2030.
The resolution also calls for the party and government to initiate necessary amendments to the national Constitution to implement these changes.
However, Chinamasa clarified that Mnangagwa has no intention of serving beyond the constitutional limits, adding that the resolution “will not go anywhere.” He said:

I understand clearly the motivation behind the resolution. We have scored great achievements in a very short time under the leadership of the president.
I understand the motivation is that these achievements should continue. Our department was being asked the question: ‘Is it legally possible (to extend Mnangagwa’s term)?’

ZANU PF Secretary for Legal Affairs, Patrick Chinamasa, confirmed that Mnangagwa had no desire to extend his mandate beyond the constitutional limits. Said Chinamasa:

I asked again for a meeting in mid-September to seek an answer. I was given the same answer that I was given in August.
But just to be sure whether I was in the right direction, I called and asked for another meeting which His Excellency granted me which was on Tuesday and this time I had a witness, I was not alone fortunately.
I was given the same answer that I was given in August, September and Tuesday. Just before I took to the podium, I whispered in the ear of the President “Is what you told me at the three meetings still standing” and he was emphatic, it still stands.
