The ruling ZANU-PF party has congratulated Venezuelan President Nicolas Maduro on his re-election in the country’s presidential vote held on 28 July 2024.
According to Venezuela’s National Electoral Council (CNE), with 96.87% of the ballots counted, Maduro secured 51.95% of the votes, defeating opposition candidate Edmundo González who received 43.18% of the votes.
In a statement issued on 2 August 2024, ZANU-PF Secretary-General Obert Moses Mpofu expressed the party’s “resolute” support for Maduro and his PSUV party. Said Maduro:

On behalf of the revolutionary Zimbabwe African National Union Patriotic Front (ZANU PF) party, I present our heartfelt congratulations to our brother Cde Nicolas Maduro and the people of Venezuela on his re-election as President of Venezuela.

ZANU-PF’s endorsement of Maduro’s electoral victory comes amid concerns from international observers about the fairness and transparency of the vote.
The United States of America said “it is clear” that President Nicolas Maduro lost the popular vote in Venezuela’s election. Secretary of State Antony Blinken said:

Given the overwhelming evidence, it is clear to the United States and, most importantly, to the Venezuelan people that Edmundo González Urrutia won the most votes in Venezuela’s July 28 presidential election.
In addition, the United States rejects Maduro’s unsubstantiated allegations against opposition leaders.
Maduro and his representatives’ threats to arrest opposition leaders, including Edmundo González and María Corina Machado, are an undemocratic attempt to repress political participation and retain power.

As reported by <a href="https://edition.cnn.com/2024/08/01/americas/venezuela-election-opposition-machado-hiding-intl-latam/index.html">CNN</a>, on Tuesday after the vote, National Assembly President Jorge Rodriguez, who is a member of Maduro’s inner circle, called for the arrest of both Machado and Gonzalez.
However, the country’s Public Ministry later clarified that no arrest warrant had been issued for either opposition figure.
This comes after protests broke out across Venezuela earlier this week after the CNE announced Maduro as the winner.

ZANU PF Congratulates Venezuela's President Maduro On Re-Election

ZANU PF has expressed worry over the poor electoral performances of former liberation movements in neighbouring countries.
In an interview with <a href="https://www.herald.co.zw/zanu-pf-monitoring-regional-polls/">The Herald</a>, Obert Mpofu, the ZANU PF Secretary-General, said that the party is closely following the upcoming elections in Mozambique, Namibia, and Botswana, set to take place later this year.
He claimed that former colonial powers were attempting to infiltrate the region and undermine the political dominance of these liberation movements. Said Mpofu:

That is really one area which seems to be of great concern to us. We have been meeting as former liberation movements and coming up with new ideas of really protecting ourselves from infiltration and from the colonial, irrational and detractive countries which are against us.
We are also worrying about the developments that are coming up now as a result of the democratic processes within the region.
We just had some elections recently in South Africa. We expect some elections in Mozambique, Namibia, and Botswana.
We have learnt and will be learning from those elections. But it is becoming very clear that the enemy’s hand is really in the region.

Mpofu’s comments come against the backdrop of recent electoral developments in South Africa, where the ruling African National Congress (ANC) lost its majority for the first time since the end of apartheid in the 2024 general elections held on May 29.
The ANC was forced to form a coalition government, partnering with the traditional opposition Democratic Alliance as well as other smaller political parties, to retain power after its share of the vote declined significantly compared to previous electoral cycles.
ZANU PF also failed to secure a two-thirds majority in Parliament in the 2023 general elections even though the polls were condemned by international observer missions, including SADC, as not meeting regional standards.
However, soon after the elections an unknown former MDC member Sengezo Tshabangu recalled elected opposition CCC representatives saying he was the party’s interim secretary-general.
Subsequent by-elections enabled ZANU PF to finally secure a two-thirds majority in the National Assembly, amid reports Mnangagwa intends to hang on to power beyond 2028 when his second and final term ends.

ZANU PF Monitoring Upcoming Elections In Neighbouring Countries - Obert Mpofu

ZANU PF First Secretary President Emmerson Mnangagwa on Wednesday urged Party members to resist an alleged onslaught from Western countries against liberation movements in the region.
This comes weeks after South Africa’s African National Congress (ANC) lost its parliamentary majority for the first time since the end of apartheid in 1994.
In the National and Provincial Elections held on 29 May 2024, the ANC garnered a mere 40.2% of the vote, down from the 57.5% it received in 2019.
The ANC is now engaged in talks with various other parties such as DA and IFP to form a unity government for it to remain in power.
Addressing the 376th Ordinary Session of the ZANU PF Politburo at the party’s headquarters in Harare yesterday, Mnangagwa said:

I challenge us to remain vigilant and resolute in the face of the neo-imperial machinations from our country’s detractors.
Lessons and emerging trends against former liberation movements within and beyond the region are stark reminders of the sustained hegemonic tendencies of our erstwhile colonisers.
We must raise the political consciousness of our membership to defend our country, independence and territorial integrity, now and into the future.

ANC Poll Disaster Unnerves Mnangagwa, ZANU PF

The governing ZANU PF party is set to commence the restructuring of Party Cells and Villages during the weekend of 1 and 2 June 2024. 
In a circular dated 28 May 2024, and addressed to all ZANU PF Provincial Chairpersons and Provincial Commissioners, the party’s National Commissar, Munyaradzi Machacha outlined the stages of the restructuring exercise. Reads the circular:

1. This Circular informs provinces of the sequence of important awareness meetings leading to PHASE 1 of the establishment of the new Party Cells and Villages.
2. The restructuring programme begins with the convening of PCC meetings during the weekend of 1 and 2 June 2024. The Commissariat Department shall deploy Politburo Members to address these PCC meetings on how the restructuring programme should be conducted.
3. After the PCC meetings, Provinces should call for Inter-District meetings at all DCC centres on 8 and 9 June 2024. Each Province should deploy its members of the PCC to go and address these inter-district meetings to cascade the same message about the framework for the conduct of the restructuring programme at the Cell and Village levels.
4. The Inter-district meetings should be followed by nationwide inter-branch meetings to be held on 15 and 16 June 2024. The actual restructuring should then effectively begin on 17 June 2024 and end on 17 July 2024. The Inter-Branch meetings are very important in this programme since it is the Branch Executive Committees that are finally going to physically carry out the actual restructuring of the Cells and Villages under their jurisdiction with supervision from District DCC and Provincial leadership.
5. Members of the newly established Cells and Villages should meet during the weekend of 6 and 7 July 2024 to conduct a self-verification exercise to authenticate the membership of their respective Cells and Villages.
6. PHASE 2 of the restructuring programme will involve officials deployed from Party Headquarters and the Provinces to carry out a final verification exercise of the Party’s membership in the Cells and Villages. This phase would mark the completion of the restructuring exercise of the Party’s grassroots organs.
7. This restructuring exercise should integrate into the Cell and Village structures new members recruited through the KHE Returnees Programme. Provinces are advised to work together with the KHE Returnees Provincial and Admin District Coordinators whose lists shall be provided from Party HQ Commissariat Department.
8. The above programme will be followed immediately by the computerisation of the membership recorded in the new Cell and Village registers.

ZANU PF Set To Commence Cell Restructuring

About 200,000 former opposition members have reportedly joined ZANU PF under its Kumusha/Home/Ekhaya (KHE) programme in the past few years.
KHE is housed under the ZANU PF Commissariat Department and is being led by its director and former MDC Member of Parliament, Blessing Chebundo.
Speaking to <a href="https://www.sundaymail.co.zw/200k-ex-opposition-members-join-zanu-pf">The Sunday Mail</a>, Chebundo said the department would continue to reach out to those in the opposition so that they join the ruling party. He said:

So far, we have 200,000 people in our books who have joined the ruling party from the opposition. In Mashonaland West, at least 6,000 people have joined the party.
</blockquote>
ZANU PF Political Commissar Mike Bimha said the former opposition members should be welcomed with open arms. He said:

We want more people to come through to ZANU PF and from their testament, the Government, led by President Mnangagwa, is doing the right things to address people’s concerns.
</blockquote>
The latest to join the party include opposition bigwigs in Mashonaland West province such as Gift Konjani, Takalani Matibe and Virginia Mafuta.
Speaking at a ceremony hosted for them in Chegutu on Saturday, the defectors said that they were won over by ZANU PF’s development-oriented policies. Konjana said:

My Damascene moment came when I took time to look at the environment and works being carried out since the coming of the Second Republic.
I realised that it was important to put my weight behind the work that was being done by President Mnangagwa.
</blockquote>
Matibe, who is a former MDC Member of Parliament for Chegutu West constituency, said:
<blockquote>
The mantra by President Mnangagwa, that of leaving no one and no place behind, made me realise that I should join the train towards development.
I realised that if I decided to stay in an environment of perpetual negativity, I would be the one to miss out while others were progressing.
</blockquote>
The defection of opposition members to ZANU PF has weakened opposition parties’ political influence.
Internal divisions within opposition ranks have intensified as some members question the defections and the effectiveness of their leadership.

"200, 000 Former Opposition Members Join ZANU PF"

South Africa’s Independent Electoral Commission (IEC) said that Zimbabwe’s governing party, ZANU PF, has not been accredited to observe the 29 May national and provincial elections.
This comes after ZANU PF Secretary General Obert Mpofu last week revealed that South Africa’s ruling party, ANC, had invited them to help their elections campaign.
A few days later, ANC and South African President Cyril Ramaphosa confirmed they had invited ZANU PF to observe the elections.
This was criticised by several South African opposition parties including the African Transformation Movement (ATM).
ATM leader Vuyo Zungula then wrote to the IEC protesting the move, saying allowing ZANU PF to observe South Africa’s elections risks tarnishing the legitimacy and credibility of the country’s electoral processes.
In response to Zungula, the IEC chairperson Mosotho Moepya said they have not accredited ZANU PF or any other political party to observe the elections in South Africa. Said Moepya:

I acknowledge receipt of your letter dated 10 May 2024 in which you expressed concerns regarding ZANU PF’s participation in the 2024 National and Provincial Elections as an observer.
The Commission would like to reassure you and the ATM community that it has not accredited ZANU PF or any other political party, to observe the elections in South Africa.
The Commission strongly believes in the integrity of the elections it manages and therefore safeguards against measures that would compromise its processes.

South African citizens will head to the polls on May 29 2024 to cast their votes for both the national and provincial elections.
For the first time, individuals not associated with political parties can stand as independent candidates in both national and provincial elections.

"ZANU PF Has Not Been Accredited To Observe South Africa’s May 29 Elections"

Vuyo Zungula, the leader of the African Transformation Movement (ATM), a South African opposition political party, has written to the Independent Electoral Commission (IEC), over ZANU PF’s alleged involvement in observing South African elections.
South Africa is set to hold national and provincial elections on 29 May 2024 amid indications that South Africa’s ruling ANC has invited its Zimbabwean counterpart, ZANU PF, to campaign on its behalf, and participate as an observer mission during the elections.
In a letter dated 10 May 2024, addressed to IEC’s Mosotho Moepya, Zungula said allowing ZANU PF to observe South Africa’s elections risks tarnishing the legitimacy and credibility of the country’s electoral processes. Reads the letter:
<blockquote>
I write to you as the President of the African Transformation Movement (ATM) to express our grave concerns regarding recent reports indicating that ZANU PF, the ruling party of Zimbabwe, intends to participate as part of an observer mission for the upcoming elections in South Africa.
We strongly condemn the notion of ZANU PF being allowed to observe our elections for several significant reasons.
Firstly, Zimbabwe has a well-documented history of electoral malpractice and voter fraud in recent years, which seriously undermines the credibility of any electoral process they are involved in.
Allowing ZANU PF to observe our elections risks tarnishing the legitimacy and credibility of our own electoral process.
Zimbabwe has faced serious challenges in conducting free and fair elections, as evidenced by reports from various international organisations over the years.
Furthermore, permitting ZANU PF to observe our elections is not only concerning due to their track record but also because of their close association with the ruling party in South Africa, the African National Congress (ANC).
Recent reports have suggested that the ANC has sought assistance from ZANU PF in their election campaign.
This raises serious questions about the impartiality and independence of any observation mission involving ZANU PF in South Africa.
Therefore, we urge the Independent Electoral Commission of South Africa to reject any participation of ZANU PF in the observation of our elections. 
Instead, we recommend engaging countries and organisations with established track records of upholding democratic principles and conducting free and fair elections.
It is imperative that we safeguard the integrity of our electoral process and uphold the trust of the South African people in our democratic institutions.
Allowing ZANU PF to participate in any capacity would undermine these fundamental principles.
We trust that the IEC will give due consideration to our concerns and take appropriate action to ensure that the upcoming elections in South Africa are conducted in a transparent, credible, and impartial manner.

ZANU PF’s Election Observers Will Undermine Credibility Of South Africa's Elections, Says ATM Leader

ZANU PF top officials were frustrated after the party failed to give them fuel and provide accommodation for this year’s Independence Day celebrations.
The main celebrations were held at Murambinda growth point in Buhera, Manicaland Province.
In the past, ZANU PF central committee members have enjoyed various perks such as fuel and accommodation during national events.
A message seen by <a href="https://www.newsday.co.zw/local-news/article/200025793/zanu-pf-bigwigs-denied-uhuru-freebies">NewsDay</a> that was sent to central committee members from the party’s national headquarters through the party’s provincial offices ahead of the Independence Day celebrations yesterday, reads:
<blockquote>
Central committee members are advised by the national transport department that there won’t be accommodation, fuel or bus fare refunds.
Those willing to attend national events shall take advantage of the buses allocated to the province—Liaise with local district coordinators for pick-up points and routes.
</blockquote>
According to NewsDay, party insiders revealed that the decision was prompted by budgetary constraints and the necessity to prioritise more urgent matters.
Some party officials consider the move a betrayal after they worked hard for the party to win elections last year.
ZANU PF director for information Farai Marapira said there might have been a “glitch” for senior party officials not to get fuel and accommodation. He said:

The party has always looked after its leadership. As with any programme a glitch may be here and there but not a failure. We are not a party that fails its cadres.
All central committee members and all other members are catered for professionally and fully.

ZANU PF leaders are known to live in luxury and extravagance while the party’s rank and file wallow in abject poverty.
A central committee report to the 7th ZANU PF National People’s Conference in 2023, says in 2017, before the late former President Robert Mugabe was removed from power, the ruling party only had 45 vehicles. The fleet has since increased to 531 vehicles.
Early this month, ZANU PF chief whip Pupurai Togarepi revealed that legislators were sleeping in cars when they attended parliamentary business because the Treasury had not availed funds for their hotel stay.

ZANU PF Bigwigs Denied Independence Day Freebies

ZANU PF has fired former Mutare North MP Batsirai Pemhenayi for allegedly backing former party political commissar Saviour Kasukuwere’s presidential bid ahead of the August 23, 2023, harmonised elections.
Kasukuwere was blocked from contesting in the elections by the courts because he had resided outside of Zimbabwe for more than 18 months and hence was no longer a registered voter.
Former ZANU PF Youth League political commissar Godfrey Tsenengamu told journalists a few months before the elections that they had mobilised disgruntled ZANU PF members to rally behind Kasukuwere’s candidature.
Tsenengamu cited Pemhenayi whom he said was recruited to mobilise support in Manicaland province.
Pemhenayi contested in the ZANU PF primary elections last year but lost in the internal polls to Admire Mahachi.
According to a letter dated March 7, seen by <a href="https://www.newsday.co.zw/local-news/article/200024872/kasukuwere-ghost-haunts-zanu-pfas-politburo-endorses-chipangas-return">NewsDay</a>, ZANU PF secretary-general Obert Mpofu confirmed the expulsion of Pemhenayi. Reads the letter:

The letter serves to advise you that the politburo sitting at the 372nd ordinary session on February 29, 2024, endorsed the national disciplinary committee decision to expel you from the party with immediate effect.
The decision was arrived at after the national disciplinary committee had found you guilty of disciplinary offences prescribed in the Zanu PF party constitution article 37, section 549 subsections 9,12 and 16.
</blockquote>
Pemhenayi was once convicted and sentenced for assaulting former ZANU PF Manicaland provincial chairperson Mike Madiro’s personal assistant, Wilson Nyamande.
The ZANU PF politburo also recommended the suspension of Manicaland Provincial Women League chairperson Happiness Nyakuedzwa. Reads the letter signed by Mpofu:

You have been suspended from holding any leadership position in the party for a period of two years with immediate effect.
Suspension is in accordance with the amended ZANU PF constitution article 36 section 531, subsection 4.
</blockquote>
Nyakuedzwa is accused of insulting Zanu PF Women’s League secretary for external affairs Betty Kaseke.
She is also accused of misusing party resources in Manicaland’s timber project, among other allegations.
Meanwhile, the ZANU PF politburo has endorsed the re-admission of former youth league leader Kudzai Chipanga.
Chipanga was fired from the ruling party in 2017 together with several other members aligned to the G40 faction following the ouster of then-President Robert Mugabe in a military coup.
According to the letter, Chipanga is now free to participate in all party programmes and activities without prejudice.

ZANU PF Expels Official Linked To Kasukuwere’s Presidential Bid

ZANU PF Politburo member, Ziyambi Ziyambi, has called for disciplinary action against his party’s Members of Parliament (MPs) and officials who habitually skip crucial party meetings.
Speaking at a ZANU PF Mashonaland West Provincial Coordinating Committee (PCC) meeting in Chinhoyi on Sunday, Ziyambi emphasized that attendance at party meetings is a constitutional requirement that must be respected and adhered to.
According to a report by <a href="https://www.newzimbabwe.com/zanu-pf-to-crack-whip-on-mps-officials-bunking-crucial-meetings-of-party-organs/">NewZimbabwe.com</a>, Ziyambi expressed his disapproval of MPs and party officials bunking meetings without providing satisfactory apologies. He highlighted that such behaviour is unacceptable. He said:

I have made a worrying observation that only three or so MPs out of the so many that we have in the province have come for today’s PCC meeting. Let me remind fellow comrades that attendance is a requirement.
Even in various organs of the party, the Youth, Women’s and War Veterans leagues, kindly ensure this requirement is fulfilled by having regular meetings with all members present.

During the meeting, only four legislators — Chegutu West MP Shaky Timburwa, Magunje MP Supa Monga, Hurungwe East’s Chenjerai Kangausaru, and Chinjai Kambuzuma of Hurungwe West — were present out of a possible dozen-and-a-half MPs from the province.
ZANU PF Mashonaland West chairperson, Mary Mliswa-Chikoka, said the party will take disciplinary action against those who continue to be absent.
She informed the delegates that the ZANU PF national commissariat department had assigned the provinces the responsibility of preparing for the forthcoming cell and village restructuring initiative.

ZANU PF Warns MPs, Officials Skipping Crucial Meetings Of Party Organs

Reports have emerged suggesting that ZANU PF, through its government workers affiliates, including the Teachers for Economic Development (ED) and Nurses for ED, may be involved in the hijacking of civil service recruitment processes.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200024553/zanu-pf-hijacks-govt-recruitment">NewsDay</a>, ZANU PF affiliates have set up centres in various provinces. These centres shortlist government job seekers who are also party members.
The shortlisted members’ names are then taken to the Public Service Commission (PSC). Government officials are allegedly pressured to prioritize these ZANU PF-affiliated candidates for employment or training.
The recruitment process is overseen by ZANU PF district and provincial party chairpersons, as well as party legislators and affiliate leaders.
Jobseekers are required to provide evidence of their links to ZANU PF, such as party membership cards or participation in party events.
For instance, in Chikomba District, ZANU PF Chikomba West legislator and ICT minister Tatenda Mavetera is leading the recruitment efforts.
A communiqué sent to party members seen by NewsDay reads:

However, PSC secretary, Tsitsi Choruma, professed ignorance on the matter, saying “I have never seen the ZANU PF recommendation letters”.
ZANU PF director of information, Farai Marapira told NewsDay that the recruitment programme did not originate from the party. He said:

As the economy is starting to recover and expanding, more jobs are opening up and we want these jobs to be taken up by Zimbabweans, so we conscientise the nation on the jobs that are coming up so that people fill up these spaces.
The affiliates, in their autonomy have the right to behave as they do, but this is not a ZANU programme and ZANU PF does not look for jobs for people, but if it is the wish of the affiliates to do so, I believe it is within their mandate because I believe they are independent juristic independent institutions. But we encourage Zimbabweans to take up the new jobs as our economy is expanding.

ZANU PF Accused Of Hijacking Civil Service Recruitment

The ruling party in Zimbabwe, ZANU PF, has expressed disappointment with the European Union’s decision to <a href="https://www.pindula.co.zw/2024/02/04/eu-renews-zimbabwe-sanctions-for-another-year-citing-the-situation/">extend the arms embargo on the country.</a> They believe that the EU should consider the professionalism of the Zimbabwean security forces and their commitment to human rights when making such decisions.
The EU recently renewed its restrictive measures for another year, until February 20, 2025. In a statement seen by Pindula News, the reason for the extension is cited as “the situation” in Zimbabwe. The sanctions include an arms and equipment embargo that could be used for internal repression, as well as a targeted freeze on assets belonging to Zimbabwe Defence Industries.
In response, Farai Marapira, the ZANU PF Director for Information and Publicity, stated that this decision hinders the country’s progress towards prosperity. ZANU PF Disappointed As EU Extends Arms Embargo On Zimbabwe

The ruling party in Zimbabwe, ZANU PF, has gained a two-thirds majority in Parliament after winning at least two constituencies in recent by-elections. These by-elections took place on Saturday 4 February 2024 to fill vacancies left by the recalls of Members of Parliament and councillors by CCC’s disputed interim secretary general Sengezo Tshabangu. Six constituencies held by-elections, including Chegutu West, Seke, Goromonzi South, Mkoba North, Pelandaba-Tshabalala, and Zvimba East.
ZANU PF was able to secure a two-thirds parliamentary majority, which they had failed to achieve in the general elections held on 23-24 August 2023. They only needed to win three seats to reach this majority. They now have 190 seats in the 280-member National Assembly.
In Marondera, ZANU PF won all three vacant council seats. In Ward 10, ZANU PF received 489 votes compared to CCC’s 152. In Ward 8, ZANU PF had 435 votes while CCC had 121. In Ward 3, ZANU PF received 325 votes while CCC had 73.
Zvimba East constituency:
ZANU PF’s Kudakwashe Mananzva won the Zvimba East constituency with 10,359 votes, defeating independent candidate Oliver Mutasa and CCC’s Agrippa Alberito, who received 1992 and 855 votes respectively. Oliver Mutasa, a recalled CCC MP, ran as an independent candidate.
Pelandaba-Tshabalala constituency:
Joseph Tshuma of ZANU PF won the Pelandaba-Tshabalala constituency with 1845 votes, defeating CCC’s Moreblessing Tembo (464 votes) and DOP’s Abraham Yona Nkomo (156 votes). This constituency was previously represented by Gift ‘Ostallos’ Siziba before his recall by the CCC.
Seke Constituency:
Kashambe Munyaradzi Tobias, who belongs to the ZANU PF party, has been elected as the Member of Parliament for Seke Constituency. He received 8,586 votes with Everisto Chisi getting 669 votes, while Willard T. Madzimbamuto received 2401 votes. 
Mkoba North:
ZANU PF also claimed Mkoba North, with candidate Ncube Edgar receiving 2,415 votes and defeating Patrick Tayiya of DOP, who received 1,663 votes. The seat was previously held by CCC MP Amos Chibaya, who was recalled and then barred from standing in the by-election by a court.
Chegutu West Constituency:
Shakemore Timburwa of ZANU PF won the by-election in Chegutu West Constituency, becoming the MP with 6,697 votes. The previous CCC candidate, Admore Chivero, lost as an independent candidate, receiving 2,626 votes. Gift Konjana of MDC-A received 668 votes.
Goromonzi South Constituency:
In Goromonzi South Constituency, Washington Zhanda of ZANU PF won with 6,865 votes, while Reuben Chikudo of CCC received 1,067 votes.
The Election Resource Centre, an election watchdog, noted that voter turnout remained extremely low, averaging 13% at observed polling stations by noon on election day.

ZANU PF Secures Two-Thirds Majority In Zimbabwe Parliament After February By-Elections

The ruling ZANU PF party and the opposition Citizens Coalition for Change (CCC) have joined a legal dispute in which CCC lawmakers, who were recalled by Sengezo Tshabangu are challenging their recall. They argue that Tshabangu, the disputed interim secretary general of the CCC, is not a legitimate authority and therefore had no right to recall them.
This legal battle has been ongoing since last year, and the first group of recalled opposition legislators’ attempts to be reinstated have not been successful. In a recent development, a member of ZANU PF, the ruling party, filed an application at the High Court to prevent a recalled CCC lawmaker named Amos Chibaya from participating in the upcoming by-elections scheduled for February 3.
Tshabangu also filed an urgent application at the High Court to bar 23 candidates he recalled in November from using the CCC party’s name in the upcoming by-elections. Tshabangu insists that the recalled lawmakers should not be allowed to contest under the CCC banner.
The matters will be heard by High Court Judge Justice Pisirayi Kwenda on Thursday. The hearing was initially scheduled for Wednesday but was postponed after the CCC, led by Nelson Chamisa, requested to be joined in the proceedings. It was agreed that both applications should be heard simultaneously since they involve similar issues.
The lawyers representing the recalled lawmakers stated that they were not able to proceed with the argument due to the existence of another separate case involving Amos Chibaya and others that dealt with the same issues. The parties involved have been given time to file all necessary documents and prepare their arguments before the hearing on Thursday. Obey Shava representing the recalled lawyers told the media:

We had returned to court for argument in a matter in which Mr Tshabangu is seeking to have members of Parliament and Council, who were participating on a CCC ticket barred from contesting.
 Unfortunately the matter could not proceed because apparently there is a similar matter involving Amos Chibaya and others which was before a separate judge which was dealing with the same issues which we are dealing with.
So the decision was made that the matters be heard simultaneously. In the meanwhile, the parties have been given some time to file all their outstanding papers and prepare their arguments in advance.

Tshabangu’s lawyer told Pindula News that they had consented to the joinder of “another CCC” and confirmed that the matter would be heard on Thursday at 2:00 PM. ZANU PF And CCC Join Case In Which Tshabangu Seeks To Block Recalled MPs From By-elections

Citizens Coalition for Change (CCC) councillor Nomusa Moyo has accused ZANU PF’s Insiza North legislator, Farai Taruvinga, of impeding development in the Matebeleland South area. Moyo claims that Taruvinga has hindered progress by refusing to cooperate and directing her to the CCC candidate he defeated in the August 2023 harmonised elections, <a href="https://www.newsday.co.zw/local-news/article/200021687/councillor-mp-clash-over-stolen-transformer">NewsDay</a> reported. Moyo is cited as saying:

We had an electricity transformer stolen recently in Shangani and I tried to talk to the ZINWA officials so that they engage the ZESA so that the transformer can be replaced to enable people to get water.
ZINWA and ZESA officials said they had no funds to attend to the problem and I phoned the MP hoping that he will assist since he has access to the Constituency Development Fund and Devolution Funds. But he told me that I must first wear the ZANU PF coat so that he can help me.

Moyo alleges that Taruvinga responded by insisting she could get assistance from CCC’s losing Parliamentary candidate David Masuku. Moyo said she questioned how a defeated candidate could have access to ministries and government departments.
Moyo expressed her frustration, stating that if Taruvinga refused to work with her as a CCC councillor and only collaborated with Zanu PF, it would hinder the development of her ward for the next five years. Taruvinga could not be reached for comment at the time.
Moyo recorded a phone conversation with Taruvinga, where he allegedly insisted she get assistance from Masuku instead. Moyo had approached Taruvinga about a borehole drilled by the MP in the Shangani growth point. She said the borehole has no power and a functioning pump, depriving people of access to water.
The disagreements between Moyo and Taruvinga are not unique. Throughout the years, there have been reports of officials who refuse to cooperate with members of different political parties. In some cases, these officials even go as far as undermining the development efforts of elected officials from opposing parties. This situation hampers progress and can hinder the overall development of the community.

CCC Councillor Accuses ZANU PF MP Of Impeding Development

Nelson Chamisa, the leader of the opposition party Citizens Coalition for Change (CCC), believes that his party was unfairly denied victory in the 2023 elections. He expressed his confidence that God would restore their win.
During his campaign, Chamisa promised his supporters that his party would come to power in the 2023 harmonised elections, but he ultimately lost to President Emmerson Mnangagwa. Chamisa disputed the results and called for a new election, claiming that the Zimbabwe Electoral Commission (ZEC) and the ruling party ZANU PF had colluded to manipulate the results in Mnangagwa’s favour. He cited various irregularities, such as delayed voting, mix-ups with ballot boxes, and voter intimidation, as evidence for his call for a fresh poll. These irregularities were also noted by both local and international observers.
In his New Year message, Chamisa urged his supporters to remain focused on bringing about change and transformation in Zimbabwe. He expressed his belief that despite being robbed of victory in 2023, God will restore their position. Chamisa declared:

Chamisa has faced criticism in the past for being perceived as inactive in his efforts to bring about change in Zimbabwe. His critics accuse him of being too gentle, cowardly, and overly focused on religious teachings. However, Chamisa has defended his approach, stating that peace is the key to removing the ruling party, ZANU PF, from power. He draws parallels to historical figures like Martin Luther King Jr. and Mahatma Gandhi, who achieved victory through peaceful means.
On the other hand, Chamisa’s critics argue that ZANU PF is ruthless and requires a more assertive challenger like Job Sikhala or Tendai Biti – both senior officials in the CCC. They suggest that a more aggressive approach is necessary to counter the ruling party effectively. Statement by ZANU PF acting Secretary-General Patrick Chinamasa on Unlawful Land Occupations and the Illegal Activities of Land Barons:

1. ZANU PF is alarmed at the mushrooming and proliferation of illegal occupations and settlements on Communal, Local Authority and State land in and around major towns and cities, Rural Service Centres and Growth Points and perpetrated by Land Barons some of which are masquerading as ZANU PF supporters and through use of name dropping falsely suggest that their illegal activities have the authority and blessings of ZANU PF. Yet other Land Barons are using doctored and falsified documents as one of the strategies to mislead innocent Stands buyers to part with their hard-earned cash.
2. These illegal activities of Land Barons are currently very prevalent in Mashonaland West, Mashonaland East and Manicaland Provinces.
MASHONALAND WEST
3. In Mashonaland West province Land Barons are illegally parcelling out land on Lot 4 Somerby farm, fronting the Harare – Bulawayo Highway formerly owned by West Stone Hurst (Pvt) Ltd and measuring 102 hectares. Illegal settlements on Lot 4 Somerby farm, not only are they illegal but have given rise to violent clashes causing injuries to six persons namely Timothy Kuguyo, Monalisa Kuguyo, Medial Kuguyo, Kevin Gemu, Agnes Bhero and Otilia Gemu.
4. Also in Mashonaland West Province the following further farms are also being affected by illegal occupation and settlements; Penrose farm (143 ha), Lilfordia (660 ha), Haydon (744.57) Rainham (1200 ha) and Spitzkop (477 ha)
5. On Haydon Farm 4.1 ha of open spaces earmarked for a school and a hotel have been illegally occupied.
MASHONALAND EAST PROVINCE
6. In Mashonaland East Province, Land Barons are illegally selling residential stands on Resettlement Farms and the affected farms include, in Seke District under Manyame Rural District Council Longlands Farms, Kimcote Farm, Mnandi Farm which belongs to the late Cde Amos Midzi and Ealing farm which belongs to the late Colonel Katuka. Also badly affected by the prevailing wave of illegal occupations are villages outside Chitungwiza and most Rural Service Centres in Seke District, in particular, the Dema area has not been spared from the illegal land occupations.
7. Under The Goromonzi Rural Council area illegal settlements have been taking place at Proton Farm, Caledonia Farm and villages in the Domboshava and Chishawasha. In Caledonia, Land Barons are selling out land randomly and occupying spaces reserved for schools and clinics. Worse in the Goromonzi area is the fact that individual villagers and village heads have joined Land Barons in selling their land to prospective land buyers in rural areas like Chinhamhora and Chishawasha area.
MANICALAND PROVINCE
8. In Manicaland Province the ZANU PF Mutare DCC Chairman Yard Binali and some of the Mutare DCC members Brian Marange, Tawanda Ndawe, Webster Mudzimwa and Trust Matima are at the centre of the illegal distribution and occupations of land in the Gimboki area.
9. Also in Manicaland Province illegal parcelling out of land by unknown Land Barons has been reported to be taking place along Rusape River which provides water to Rusape town, but luckily the Law Enforcements Agents Police, Army and President’s Office have timeously intervened to stop the illegal resettlements.
10. In all illegal land occupation and parcelling out of stands the pegging of the stands is done using rudimentary methods measuring the perimeter of the stands using “nhano”.
ZANU PF POLICY ON ILLEGAL LAND SETTLEMENTS AND ILLEGAL ACTIVITIES OF LAND BARONS
ZANU PF wishes it to be known that on illegal occupations, illegal sale illegal parcelling out of stands and any illegal land developments on Communal, Local Authority, State and Privately owned Land its Policy is as stated below:
a) ZANU PF condemns without reservation the illegal settlements occupations, parcelling out and sale, of the aforementioned land without the permission of the relevant authority
b) ZANU PF’s policy is for planned urban settlements and this can only be done by relevant Local and Central Government Authorities.
c) ZANU PF has never granted authority to any of its general membership including persons who hold leadership positions at any level in the structures of the Party to participate in illegal occupations and land distributions whether as Buyers or Land Barons.
d) ZANU PF calls upon Law Enforcement Agencies to enforce the law without fear or favour.
e) ZANU PF wishes it to be known loud and clear that there is no land which should be considered to have no administering authority. Communal land is administered under the Communal Lands Act and is vested in the President of the Republic. State Land is also vested in the President and administered variously under the Ministries of Lands, Agriculture, Fisheries and Water and Local Government and Public Works. Other land fall under the jurisdiction of Local Authority Councils. Finally, there is land which falls under private ownership. Therefore any occupation or settlement or development of any land requires the lawful, authorization of the relevant Planning Authority which has jurisdiction over such land.
f) Unplanned settlements are a recipe for future disaster and a Town Planner’s nightmare as they come without the necessary infrastructure such as water, sewerage, roads and electricity and invariably without land set aside for social amenities such as schools, hospitals, clinics, sporting facilities and business centres. It costs more in terms of resources to take corrective measures over illegally settled land.
g) ZANU PF Manicaland Province has already taken disciplinary action against the Mutare DCC Chairman Mr Binali and a number of his DCC colleagues, namely Brian Marange, Tawanda Ndawe, Webster Mudzimwa and Trust Matima. ZANU PF will not hesitate to take disciplinary action against any of its members reported to be participating in illegal Land Occupations and distribution whether as Buyers or Land Barons.
h) Finally ZANU PF demands that all illegal land occupations, illegal sale or parcelling out of land or stands and illegal land developments should stop forthwith and calls upon Law Enforcement Agencies to enforce the law and bring any perpetrators to book.

ZANU PF Statement On The Illegal Activities Of Land Barons

According to Sengezo Tshabangu, politicians from Harare and or Mashonaland do not entertain the idea of a united Matabeleland as they view it as a security threat. He claims to have seen this in the ruling ZANU PF and experienced this under the leadership of Morgan Tsvangirai, the late founding leader of the opposition Movement for Democratic Change (MDC). He told Zenzele Ndebele during an interview:

There is nobody from that end who wants a united Matabeleland. A united Matabeleland is a security threat. A united Matabeleland gives them sleepless nights. A united Matabeleland is a threat to the establishment itself. It is now being transmitted to the opposition politics. I don’t think President Emmerson Mnangagwa would want a united Matabeleland. Morgan Tsvangirai was never at one given time at ease with a united Matabeleland so is Nelson Chamisa, he is scared of a united Matabeleland.

This neglect of Matabeleland provinces by political elites is not a new issue. It is often alleged that these regions are only considered during election periods. Political analysts often say the ruling party, ZANU PF, is particularly fearful of a united Matabeleland due to the historical event known as Gukurahundi. This violent period occurred after independence when former President Robert Mugabe deployed the 5th Brigade to suppress alleged dissidents in Matabeleland and Midlands. Thousands of people were killed, and the wounds from this tragedy remain unhealed.
Tensions between Mashonaland and Matabeleland can be traced back to the pre-colonial era when Ndebele Kings raided Mashonaland for resources. Some believe that the Shona-speaking political elites still harbour concerns about a united Matabeleland due to this historical context. There are fears that a united Matabeleland could lead to secession and potentially result in civil wars similar to those experienced after independence.
Sengezo Tshabangu’s remarks come as Zimbabwe commemorates Unity Day on 22 December. Unity Day marks the signing of the Unity Accord in 1987, which ended the civil war between ZANU-PF led by Robert Mugabe and the Joshua Nkomo-led PF-ZAPU. A United Matabeleland Is Seen As A Security Threat - Tshabangu

ZANU PF has officially announced the candidates who will contest in the February 2024 by-elections in the Chegutu West and Zvimba East constituencies in Zimbabwe. The two parliamentary seats became vacant after Eddie Chivero and Oliver Mutasa were recalled by the opposition Citizens’ Coalition for Change (CCC).
In a letter dated December 16, 2023, ZANU PF national political commissar Mike Bimha informed Mary Mliswa-Chikoka, the party’s Mashonaland West chairperson, that Wellington Shakemore Timburwa and Kudakwashe Munhanzva will represent the party in Chegutu West and Zvimba East, respectively. Bimha wrote:

This letter serves to notify that following their victory in the primary elections, the under-listed candidates shall represent the party on the 3 February 2024 by-elections, (a) Chegutu West constituency Wellington Shakemore Timburwa, (b) Zvimba East constituency Kudakwashe Munanzva.
In view of the above please facilitate the filing of Nomination Court papers and to start preparations for the by-election campaigns.

The announcement puts to rest the speculation that former Chegutu West Member of Parliament (MP), Dexter Nduna, would challenge his disqualification to stand as the party’s representative. Nduna had expressed optimism about reversing the decision, but ZANU PF disqualified him from contesting the primary election for reasons that remain unknown, according to <a href="https://www.newzimbabwe.com/zanu-pf-picks-by-election-candidates-ahead-of-nomination-court-sitting/">NewZimbabwe</a>.
In addition to the parliamentary by-elections, ZANU PF has also announced candidates for several local council ward by-elections. Mliswa-Chikoka stated that despite some disruptions caused by rain, the internal polls were conducted fairly and freely. She said people were able to vote for their preferred candidates despite the weather conditions. She added:

ZANU PF Announces Candidates For February 2024 By-elections

Members of Parliament (MPs) in Zimbabwe’s ruling party, ZANU PF, have demanded higher salaries and additional benefits, including houses and Toyota Land Cruisers, before passing the country’s 2024 budget.
They argue that their benefits should be on par with those of ministers and complain that the budget of US$60,000 for each MP’s vehicle is insufficient. They are calling for housing allowances, staff, fuel allowances, and higher salaries to meet regional standards. They also want the construction of constituency offices and loans for purchasing houses.

GD6 is not useful to me, I need a Toyota Land Cruiser for me to be able to move from one point to another…
We need to sit down to discuss this issue. If there is need to have a committee of MPs who can present our issues and not to be given small amounts which do not help us; it is not acceptable.

Shurugwi South MP Wilson Mhuri added:

The motor vehicles that we use are not in good condition since most of our vehicles broke down during campaigns. What motor vehicle does he (Ncube) have in mind?
I am not looking down upon the vehicle scheme, but vehicles for US$60,000 are not befitting of the stature of an Honourable Member of Parliament.

Insiza South MP Spare Sithole demanded that MPs who were in the ninth parliament should get the difference between the value of cars they were told they could import, and what they were eventually permitted. He said:

In the previous parliament, the 5th session, you promised us vehicles which were at US$80,000 but at the end of the session, you said the vehicles were now US$50,000 so there was a difference of US$30,000 which we thought we would be given as cash.
So as we are passing this budget, are we going to be given that difference?

Edmore Samambwa, MP for Zhombe, asked if the new MPs would also get US$40,000 loans like their predecessors. He said:

We also want to know before we pass this budget that, is duty-free still applicable in the 10th parliament as it was in the previous parliament. We also want to know, if members of the 9th parliament got US$40,000 loans are we also going to get them?

Ompile Marupi, MP for Gwanda South, added:

Why is there a selective application in terms of loan amounts? For example, ministers get US$500,000, deputy ministers get US$350,000 and the Member of Parliament gets US$40,000?

Finance Minister Mthuli Ncube has responded by increasing the budget for parliament and allocating funds for vehicles. However, he stated that the government cannot afford to repay the difference in vehicle prices from the previous parliament. Ncube assured the MPs that parliament and the treasury are working together to improve their salaries, with a target salary of US$2,000. He also proposed a South African model where land is identified for building accommodation for MPs. Ncube acknowledged the MPs’ concerns about poor accommodation and services provided by hotels and suggested that loans could be obtained for buying houses. However, he emphasized the need for further discussions to agree on the best model for providing accommodation.

ZANU PF MPs Demand Higher Salaries, Additional Benefits Before Passing The 2024 Budget

China has donated over 1,000 books along with computers and printers to Zimbabwe’s ruling ZANU-PF party. The donation ceremony took place at the ZANU-PF headquarters in Harare, where Zhou Ding, the Chinese ambassador to Zimbabwe, handed over the items to Munyaradzi Machacha, the principal of the Chitepo School of Ideology, ZANU-PF’s ideology school.
The donation includes a wide range of books covering various subjects, such as Chinese history, financial reforms, and foreign affairs according to <a href="https://english.news.cn/20231216/10fc52b1da79468ba7f7bdd24ae4d49d/c.html">Xinhua</a>. These resources will be utilized in the library of the recently completed ideology school in Harare. Machacha told Xinhua after the handover ceremony:

China Has Donated Over 1,000 Books, Computers, Printers To ZANU-PF

Zimbabwe’s main opposition party, the Citizens Coalition for Change (CCC), has criticised the government for the way the by-elections held on 9 December 2023 were conducted. The CCC believes that these by-elections were unnecessary and that the government denied citizens the opportunity to vote.
The party’s spokesperson, Promise Mkwananzi, released a statement condemning the by-elections after the Zimbabwe Electoral Commission (ZEC) announced that ZANU PF had won 7 out of the 9 Parliamentary seats. These seats were previously held by CCC, which had won them in the August 2023 harmonized elections. The seats became vacant after Sengezo Tshabangu, the self-proclaimed interim secretary-general of CCC, recalled the CCC Members of Parliament, accusing them of no longer belonging to the party.
The CCC alleges that ZANU PF influenced Tshabangu to recall CCC MPs and argues that ZANU PF was the mastermind behind these by-elections. CCC MPs who had been recalled were barred by the courts from participating in the by-elections. Read Mkwananzi’s statement seen by Pindula News:

<h3>Statement on the Fraudulent By-Elections</h3>
The just-ended ZANU PF masterminded by-elections gave the full picture of the regime’s brazen determination to undermine democracy, shred the constitution and deny citizens their inalienable right to vote representatives of their choice.
What is worse is a showcase of a complicit judiciary in undermining the very laws they are supposed to uphold. In a string of judicial absurdities on the eve of the by-elections, at midnight, Justice Muzenda, who contested ZANU PF primary elections in 2013, was brought from Mutare to deliver a nocturnal “order to execute” the Katiyo Judgement without granting CCC and it’s candidates their right to be heard through a lawyer of their choice.
Whereas the court was willing to hear ZANU PF imposters Tshabangu in the heart of the night, it refused to hear our appeal on an urgent basis with respect to the Mutevedzi Judgement.
Despite being the party sponsoring the recalled candidates and being party to the both the Katiyo proceedings and the resultant appeal, the CCC was not invited to Justice Muzenda’s Justice sojourn.
The party took all necessary legal steps to ensure the inclusion of our candidates on the ballot through appealing the misdirected Judgement by Justice Katiyo arising from an equally misdirected initial Judgement by Justice Mutevedzi. It is sad that more than forty years after independence, citizens have to approach the courts to be on the ballot paper and actually being denied that right, effectively denying citizens the choice to vote for the removed candidates.
The effect of the biased judgement is a judicial coup on the concerned constituencies and a result that is illegitimate and unrepresentative of the will of the voters. This further exacerbates the ongoing legitimacy impasse stemming out of the flawed sham of the 23rd of August 2023.
It is disturbing that the government spent a whooping USD5 million dollars conducting needless by-election only to deny citizens the choice to vote in that election further evidence of scarce financial resources poured down the drain at a time when resources are direly required to combat cholera, equip hospitals and prepare emergency measures for the forecasted severe drought.
The ill-fated by-elections are a sham as evidenced by an unprecedented low voter turn out and unusually high number of spoilt ballots both signalling the people’s anger and growing impatience against the regime’s shenanigans.
Coupled with the flawed and contested outcome of the 23rd of August 2023, the effect of this order is a judicial coup on the right to vote and to be voted for in Zimbabwe-an undeniable affront against the constitution of Zimbabwe. Accordingly, we will be filing a formal complaint with the Judicial Service Commission.
Under the continued leadership and guidance of CCC President Advocate Nelson Chamisa we continue to reiterate that only SADC-facilitated dialogue with a view to implement the reforms necessary to enable the conduction of a fresh election is the only solution to Zimbabwe’s deepening legitimacy and political crisis.

"Zimbabwean Govt Spent USD5 Million Conducting Needless By-election, Denied Citizens To Vote" - CCC

Munyaradzi Kufahakutizwi who was elected Member of Parliament for Mabvuku-Tafara Constituency in the 2 August 2023 harmonised elections believes that it is time for Zimbabweans to stand up and defend themselves against ZANU PF’s disregard for the constitution.
He was commenting on the High Court order which barred him from contesting in the Mabvuku-Tafara constituency by-election to fill the vacant post which became vacant when he was recalled from Parliament by Sengezo Tshabangu.
Speaking during an interview with NewZimbabwe, Kufahatizwi who was the Citizens Coalition for Change (CCC) candidate expressed concern that ZANU PF was pushing Zimbabwe towards a one-party state. He said:

They are squeezing us to the bone and pushing us towards a One-Party State.
We believe that they did this to attain a two-thirds majority so they amend the constitution and allow President Emmerson Mnangagwa to be a life president.
As Zimbabweans, it is high time we stand up because we cannot continue being ruled by this heartless government. People are really angry.
They took away the life of an innocent pastor who was campaigning; if they had known that they would just take the seat they should have spared his life because now they have destroyed his family’s future.

He was referring to the murder of Tapfumaneyi Masaya, a clergyman and activist for the opposition Citizens Coalition for Change (CCC) party, who was <a href="https://www.pindula.co.zw/2023/11/14/police-confirm-death-of-tapfumanei-masaya/">allegedly abducted and later found dead</a> in Harare. The CCC claims that Masaya suffered severe injuries and his body had decomposed due to the injection of a harmful substance. 
Masaya was abducted while campaigning for Kufahakutizwi who had been recalled by Tshabangu who claims to be the CCC’s interim secretary-general. Tshabangu has to date recalled scores of CCC MPs alleging that they are no longer members of the party. However, Nelson Chamisa, the leader of the CCC, strongly denies Tshabangu’s claim and refutes the notion that he is the party’s interim secretary-general. Chamisa firmly believes that Tshabangu is being manipulated by the ruling party, ZANU PF, to recall CCC members from Parliament for the ruling party to secure a two-thirds majority.
Following the recalls, <a href="https://www.pindula.co.zw/2023/12/10/zec-releases-09-december-2023-by-election-results/">by-elections were held on December 9, 2023,</a> and ZANU PF emerged victorious in seven out of the nine contested seats, all of which were previously occupied by CCC members.

"As Zimbabweans, It Is High Time We Stand Up" - Kufahakutizwi

ZANU PF has condemned a new visa restriction policy which United States of America Secretary of State Antony Blinken announced this week, aimed at people accused of undermining democracy in Zimbabwe.
Lawrence Socha, spokesperson at the U.S. Embassy in Harare, told <a href="https://www.voanews.com/a/zimbabweans-reacting-angrily-to-us-visa-restrictions-announced-by-blinken/7386773.html">VOA</a> that the new visa restriction policy would affect individuals complicit in undermining democracy. Said Socha:
<blockquote>
Such acts might also include engaging in corruption, including bribery that undermines the electoral process, interfering with the independent operation of the judiciary, or abusing or violating human rights in Zimbabwe.
The visa restriction policy will apply to specific individuals involved in these acts, and it is not directed at the Zimbabwean people.
The United States supports Zimbabwe’s aspirations to have free and fair elections that reflect the will of the people and strengthen democracy, the rule of law, and the protection of human rights.
</blockquote>
ZANU PF Director for Information and Publicity Farai Muroiwa Marapira said the party is unfazed by the new U.S. visa restriction policy. He said:

As ZANU-PF, we are not surprised by this new activity by the American government. We all know their intent on changing the government.
And all their machinations having failed in August, some tantrums are expected and this is what is obtaining. We remain unfazed and remain resolute.
We hold on to the words of wisdom from our president; President ED Mnangagwa. We are an enemy to none and a friend to all and our doors are open.

Meanwhile, Citizens’ Coalition for Change (CCC) spokesman Promise Mkwananzi said other governments and regional bodies such as SADC should also take measures to punish individuals complicit in undermining democracy in Zimbabwe. Said Mkwananzi:

We note the measures taken by the Americans against the authors and sponsors of chaos, illegitimacy and illegality in Zimbabwe.
I think it is important not just for the American government but as well as other governments, and regional bodies such as SADC and others to ensure that they put some disincentives against people who would want to undermine the will of the people of Zimbabwe and disrespect the voice of the Zimbabwean people, including of course those that are not in ZANU-PF, but who are complicit with the regime in undermining the wishes and the will of the people of Zimbabwe.

Zimbabwe’s August 2023 Harmonised Elections were marred by delays and shortages of voting materials in the opposition’s strongholds, especially in Harare.
Many observer missions – including from SADC and EU, said the election processes fell far short of the requirements of the country’s electoral laws as well as the regional bloc’s guidelines.

ZANU PF Condemns US Visa Restrictions Announced By Blinken

The Roman Catholic Church and villagers in Chishawasha, Goromonzi district, are involved in a land dispute after the church announced plans to evict over 200 families from their ancestral communal land and convert it into a church-run urban settlement.
The villagers have taken the matter to court to seek an order to stop the evictions that will affect seven villages under Chief Chinamora. They want the Jesuit provincial superior of Zimbabwe, Fidelis Mukonori, to transfer the title deeds to them after conducting land surveys.
Mukonori is accused by the ZANU PF leadership of working with high-profile party members who are part of the Catholic Church to unlawfully evict the villagers and divide the land into residential plots for resale, <a href="https://www.newsday.co.zw/local-news/article/200020039/land-grab-exposes-zanu-pf-factions">NewsDay</a> reported citing court papers.
The land dispute goes back to the 1890s when the Chishawasha clan, also known as VaShawasha, was forced off the land by white settlers. The land was given to the Catholic Church as a token of gratitude for their support of the Pioneer Column.
The dispute intensified during the time of former President Robert Mugabe when the Minister of Local Government, Ignatius Chombo, ordered the remaining villagers to leave their land. However, there was a faction within the ruling ZANU PF party who disagreed with this decision.
In a letter dated March 9, 2021, the ZANU PF leadership in Goromonzi district accused some government officials of supporting the Roman Catholic Church, causing them to lose political support in the area. Read the letter in part:

Our Zanu PF party and the residents of Chishawasha need assistance from our leaders of the party since the urbanization issue wasn’t done in good faith.
The Jesuits formed a bogus Chishawasha Development Association as a divide-and-rule tactic, thereby offering a few rich selected residents with 99-year leases. The Zanu PF MP (Phineas Chiota) representing Chishawasha held a meeting with the Jesuits at Garnet House, thereby silencing the eviction issue facing residents around 2006. He instructed the Jesuits to leave the Vashawasha people with their land.

Some ZANU PF officials have accused Fidelis Mukonori of using his influence as a renowned priest and confidante of former President Robert Mugabe to pressure the government into facilitating a land grab. The party alleges that Mukonori colluded with the then Minister of Local Government, Ignatius Chombo, to promote the Greater Harare project, which involved the government and the Jesuits working together.
The ZANU PF leadership claims that Mukonori and Chombo held meetings with village heads, threatening them with arrests for allowing new settlers in Chishawasha. They also accused Mukonori of misleading residents into thinking that the urbanisation scheme was genuine, only for eviction papers to be given to other residents. The local ZANU PF leadership has called on President Emmerson Mnangagwa’s government to intervene and halt the evictions. Goromonzi district, known for its proximity to Harare, has been targeted by land barons and politicians for housing schemes.

Roman Catholic Bishop Mukonori Accused Of Working With ZANU PF To Evict Villagers

Zimbabwe’s main opposition party, the Citizens Coalition of Change (CCC) has strongly condemned President Emmerson Mnangagwa’s <a href="https://www.pindula.co.zw/2023/10/28/army-commander-named-zanu-pf-politburo-ex-officio-member/">appointment</a> of General <a href="https://www.pindula.co.zw/Philip_Valerio_Sibanda/">Philip Valerio Sibanda</a> to the <a href="https://www.pindula.co.zw/Zanu-PF_Politiburo/">ZANU PF Politburo</a>. Mnangagwa announced on Saturday, 28 October at the ZANU PF 20th National People’s Conference at the ZANU PF Conventional Centre in Gweru, Midlands that Sibanda, the Commander of the Zimbabwe Defence Forces (ZDF) was now an ex officio member of the Politburo. The appointment has attracted criticism from several political analysts and lawyers who say the move was unconstitutional. The CCC party said:

The Citizens Coalition of Change strongly condemns Mr Mnangagwa’s announcement of appointing a senior officer of the security forces, Army General Valerio Sibanda to the Zanu PF politburo. This action blatantly violates the Zimbabwe Constitution, specifically Section 208 (3), which clearly prohibits security service members from being active in any political party or organization.
The announcement is part of a pattern of constitutional violations under the Mnangagwa regime. Our New Great Zimbabwe Blueprint emphasizes the commitment of a CCC government to uphold the professionalism and independence of state institutions, including the security services.
The Citizens Coalition of Change will utilize all available legal means to preserve Constitutionalism and the rule of law, denouncing Mnangagwa’s abuse of the Constitution.

The relationship between the army and ZANU PF (Zimbabwe African National Union–Patriotic Front) and ZAPU (Zimbabwe African People’s Union) since pre-independence has been complex and marked by both cooperation and conflict. During the liberation struggle, ZANU PF and ZAPU had their respective military wings, with ZANU PF’s being the Zimbabwe African National Liberation Army (ZANLA) and ZAPU’s being the Zimbabwe People’s Revolutionary Army (ZIPRA).

The decision was made based on instructions from <a href="https://www.pindula.co.zw/Sengezo_Tshabangu/">Sengezo Tshabangu</a>, who claims to be the party’s interim Secretary-General. On October 18, 2023, Minister Chitando sent a letter to the town clerk, Mr. Christopher Dube, stating that the city’s local authority must now inform the Zimbabwe Electoral Commission about the recalls so as to prepare for upcoming by-elections in the area, according to the <a href="https://www.sundaynews.co.zw/minister-chitando-notifies-bcc-of-ccc-recalls-as-councillors-meet-to-elect-acting-deputy-mayor/">Sunday News</a>. Reads the letter:

I wish to inform you that I am in receipt of a letter from the Citizens Coalition for Change, stating that the following councillors have ceased to be members of the Citizens Coalition for Change political party. In terms of Section 121 of the Electoral Act, please proceed to inform the Zimbabwe Electoral Commission of these vacancies.

Today, the councillors met to choose an acting deputy mayor as a replacement for the recalled Mabutho. 
Bulawayo Mayor, <a href="https://www.pindula.co.zw/David_Coltart/">David Coltart</a>, criticised the recalls and stated that the Minister’s actions are a significant violation of section 68 of the Constitution, which guarantees the right to administrative justice. He said:

The Minister was required to ascertain whether the person purporting to act on behalf of the party was authorised to do so. He was also required to act in a procedurally fair manner, which includes the right of the Councillors affected to be heard before he acted. But the greatest breach is the moral breach – all of these Councillors have recently been voted into office by the overwhelming votes (over 80% majorities in most cases), directly or indirectly, of the citizens of Bulawayo. This is a total negation of democracy- it is an outrage.

Coltart said that ZANU PF is the only party benefiting from these actions and is likely responsible for them. He said although this undermines the work of the <a href="https://www.pindula.co.zw/Bulawayo_City_Council/">Bulawayo City Council</a>, they will keep working hard to improve the city. Coltart said they will also take legal and diplomatic actions to challenge this “unjust behaviour.”

Local Government Minister Chitando Informs Bulawayo City Council About Expulsion Of 12 CCC Councillors

Brighton Mutebuka, a Zimbabwean lawyer residing in the United Kingdom, has claimed that the ruling party ZANU PF sent <a href="https://www.pindula.co.zw/Sengezo_Tshabangu/">Sengezo Tshabangu</a> to sabotage and possibly destroy the opposition <a href="https://www.pindula.co.zw/Citizens'_Coalition_for_Change/">Citizens Coalition for Change (CCC)</a>. Mutebuka alleges that Sengezo Tshabangu, who has been in the spotlight after declaring himself as the CCC’s Secretary-General and recalling 15 Members of Parliament (MPs) and some councillors, is being controlled by the ruling party.
Parliament Speaker <a href="https://www.pindula.co.zw/Jacob_Mudenda/">Jacob Mudenda</a> acted upon Tshabangu’s instructions and removed the recalled legislators, disregarding a written communication from Chamisa stating that any dealings concerning CCC MPs should go through his office. Tshabangu who is also a lawyer, also asserted that <a href="https://www.pindula.co.zw/Nelson_Chamisa/">Nelson Chamisa</a> was no longer the party president and announced that he had appointed <a href="https://www.pindula.co.zw/Tendai_Biti/">Tendai Biti</a> and <a href="https://www.pindula.co.zw/Welshman_Ncube/">Welshman Ncube</a> in his stead. 
Mutebuka’s analysis suggests that Tshabangu is operating under the guidance of ZANU PF. In a social media post seen by Pindula News, Mutebuka drew parallels between the current events and the circumstances surrounding the formation of the CCC. This comparison likely refers to the previous recalling of MDC Alliance MPs and Councillors aligned with Chamisa, following the party leadership dispute that ended up in court. <a href="https://twitter.com/BMutebuka/status/1711822391779750222/history">Mutebuka said:</a>

3. The regime simply has to come to terms with that political reality. It has to be reminded that the world can see through its crude machinations.
 4. @CCCZimbabwe was formed in January 2022 after a similar charade to what we are witnessing. The regime spectacularly failed to decimate the opposition despite the array of weapons at its disposal. 
5. What the regime is missing is that, the more it targets @nelsonchamisa, the more it inadvertently amplifies his profile &amp; popularity. 
6. Trying to derail his political movement is simply futile. It’s the people who follow him who matter, not political names. The only way to stop him is to ban elections &amp; declare Zimbabwe a one party state.

Mutebuka criticised the elderly leaders of Zimbabwe, including President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa/">Emmerson Mnangagwa</a>, Mudenda, and <a href="https://www.pindula.co.zw/Patrick_Chinamasa/">Patrick Chinamasa</a>, for engaging in “political foolishness” instead of leaving a meaningful legacy. He questioned the point of their actions, such as denying power to Chamisa, engaging in corruption, and terrorising citizens, when their own “end is near”.
Mutebuka found it embarrassing that a party formed in 1963 was fixated on fighting a 45-year-old leader of the opposition. He emphasised the need for Zimbabwe’s leadership to focus on the country’s development rather than eliminating the opposition. Ultimately, he questioned the significance of crowing over opponents if everything was left behind in the end.

UK-based Lawyer Says ZANU PF Sent Tshabangu To Destroy CCC

There was chaos in Parliament on Tuesday when anti-riot police were called to remove opposition <a href="https://www.pindula.co.zw/Citizens'_Coalition_for_Change/">Citizens Coalition for Change (CCC)</a> legislators who were protesting the recall of their 15 colleagues. A CCC supporter from Bulawayo, <a href="https://www.pindula.co.zw/Sengezo_Tshabangu/">Sengezo Tshabangu</a>, claimed to be the party’s interim secretary-general and initiated the recall of 15 CCC Members of Parliament (MPs) and 17 councillors, alleging that they were no longer members of the party.
When Speaker of the National Assembly, <a href="https://www.pindula.co.zw/Jacob_Mudenda/">Jacob Mudenda</a>, officially announced <a href="https://www.pindula.co.zw/2023/010/09/speaker-of-parliament-jacob-mudenda-announces-recall-of-ccc-mps/">the recall of the MPs</a>, opposition MPs responded by singing and chanting slogans against Mudenda, bringing the proceedings to a halt. CCC interim organising secretary <a href="https://www.pindula.co.zw/Amos_Chibaya/">Amos Chibaya</a> argued that Mudenda was wrong to accept Tshabangu’s letter, stating that all communication should come from their president,<a href="https://www.pindula.co.zw/Nelson_Chamisa/"> Nelson Chamisa</a>. <a href="https://www.newsday.co.zw/local-news/article/200017877/chaos-as-ccc-mps-defy-parly-recall">NewsDay</a> quotes him as saying:

Mr Speaker, we wrote a letter to you dated September 11, notifying you that all communication comes from our president (Nelson) Chamisa.
I don’t think it is proper for you to rule in favour of Tshabangu.

Mudenda ordered the recalled MPs to leave the House, but they refused and continued singing party songs. As a result, anti-riot police were called in to remove them. Mudenda also imposed a ban on all CCC MPs from attending Parliament for six sessions and docked their salaries for boycotting President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa/">Emmerson Mnangagwa</a>‘s State of the Nation address the previous week.
While the chaos unfolded, Chamisa held meetings in Harare with party members to plan the way forward after the recall of MPs and councillors. CCC interim spokesperson <a href="https://www.pindula.co.zw/Promise_Mkwananzi/">Promise Mkwananzi</a> dismissed Tshabangu as an impostor and a proxy for the ruling Zanu PF party. He said:

Action will be taken after a collective decision of all party organs.
The consultative process is underway today (yesterday).
We are having a series of meetings to discuss the issue and we will advise our members of the next step.
But we will not allow Zanu PF to subvert the will of the people.
</blockquote>
Zanu PF, however, distanced itself from the recalls.
Human rights lawyer <a href="https://www.pindula.co.zw/Beatrice_Mtetwa/">Beatrice Mtetwa</a> staged a solo demonstration in Harare against the recalls, holding a placard that read, “Tshabangu, respect our vote.” She expressed her anger over the recalls and criticised Mudenda for favouring political interests over the law.
Tshabangu’s spokesperson denied a circulating letter claiming that Chamisa had also been expelled from the party, stating that it was a fake document. The CCC was formed in January 2022 after the <a href="https://www.pindula.co.zw/2020/04/02/full-supreme-court-ruling-on-mdc-leadership-crisis-case/">Supreme Court ruled that Chamisa was not the leader of the MDC.</a> The CCC has yet to hold a congress to elect a permanent leadership since its establishment.

Chaos In Parliament As Anti-riot Police Eject CCC MPs

<a href="https://www.pindula.co.zw/Nelson_Chamisa/">Nelson Chamisa</a>, the leader of the opposition <a href="https://www.pindula.co.zw/Citizens%27_Coalition_for_Change/">Citizens Coalition for Change (CCC)</a>, has sent a letter to the Speaker of Parliament, <a href="https://www.pindula.co.zw/Jacob_Mudenda/">Jacob Mudenda</a>, advising him to ignore a letter from <a href="https://www.pindula.co.zw/Sengezo_Tshabangu/">Sengezo Tshabangu</a>. Tshabangu claims to be the interim Secretary-General of the CCC and has purportedly recalled nearly two dozen lawmakers.
Chamisa has urged Mudenda not to take any action based on Tshabangu’s letter. Tshabangu is a former member of the <a href="https://www.pindula.co.zw/Movement_for_Democratic_Change/">MDC-T</a> and <a href="https://www.pindula.co.zw/People's_Democratic_Party/">People’s Democratic Party (PDP)</a>. Mudenda is expected to make a decision on this matter soon.
In response to the development, Chamisa cites a letter purportedly he sent to Mudenda on 11 September 2023 informing the speaker that:

1. Any correspondence regarding any CCC Member of Parliament listed is to be directed to his office. 
2. Any communication or notification regarding any CCC Member of Parliament shall come from his office. 
3. No other person is authorized to correspond or communicate with Parliament concerning CCC Members in Parliament.

In the latest letter seen by Pindula News, Chamisa emphasised that the position had not changed adding that Tshabangu was not a member of the CCC party. He said:

Dear Hon Speaker
RE: LETTER PURPORTING TO RECALL MEMBERS OF PARLIAMENT ELECTED UNDER CITIZENS COALITION FOR CHANGE 
Fraternal greetings to you, Hon Speaker.
I have had sight of a letter dated 3rd October 2023 circulating on social media and reported by the news media addressed to the “Speaker of Parliament” from one Sengezo Tshabangu purporting to be the Interim Secretary General of the CCC and purporting to recall several members of our political party from the Parliament.
Pursuant to our letter dated “11 September 2023” in which I advised you on the communication protocols concerning CCC Members in Parliament, I am writing to confirm that
1. There have not been any changes to the communication protocols outlined in our letter dated “11 September 2023”. Changes, if any, will be communicated from this office. 
2. Sengezo Tshabangu is not a member of CCC and as such cannot provide, avail, or adduce evidence of any such membership as his name does not appear on any of CCC street or village registers of any district, in any province, as administered by the CCC Bureau of Organizing. 
3. In the CCC we have no such position as Secretary General or Interim Secretary General as alleged by Tshabangu. 
4. As at the present date, none of the Members of Parliament who were elected under the Citizens Coalition for Change have been expelled from the party I lead or recalled from the National Assembly, or for that matter, from any other elected position in Senate or any Local Council.
Hon Speaker, the conduct of Mr Tshabangu is in fact a wanton violation of our laws and a clear act of criminality. As such, criminal charges have been filed against him. Therefore, please kindly disregard the letter in question or any other correspondence from any other person purporting to represent the Citizens Coalition for Change.

Advocate <a href="https://www.pindula.co.zw/Thabani_Mpofu/">Thabani Mpofu</a> who represented Chamisa in the 2018 Presidential Election court case said the Parliament cannot act on a criminal letter in apparent reference to Tshabangu’s letter. He added:

The correct position was communicated to it in good time and has recently been affirmed. Not even the lowest of all lows can give oxygen to the human forest fire that Tshabangu is.

However, according to <a href="https://www.pindula.co.zw/Kucaca_Phulu/">Kucaca Ivumile Phulu</a>, a former CCC Member of Parliament for Nkulumane, the current situation in the CCC party is a test of leadership. Phulu believes it is unwise to disregard Tshabangu as a member of the party and suggests that engaging in constructive dialogue should be a priority over insults. Phulu said:

What is transpiring in CCC is regretable protagonists must prioritize engaging rather than insults. This is test of leadership. Ignoring Tshabangu &amp; saying he is not a membe CCC is ill advised. ENGAGE!  
The problem is that leadership always sees engagement very late, the result being that little is resolved.

After the August 2023 elections, Members of Parliament took their oaths of office in September. They are set to serve until 2028. Some analysts believe that ZANU PF is behind Tshabangu’s actions to recall CCC representatives so that it reduces the number of CCC members in Parliament, aiming to secure a two-thirds majority. ZANU PF fell short of a two-thirds majority by only four MPs.
