Outgoing Chitungwiza acting mayor Kelvin Mutimbanyoka has claimed that he cleared the 47-month salary backlog and improved service delivery in the Municipality during his time in office.
Mutimbanyoka succeeded former mayor Lovemore Maiko who was recalled by the MDC-T.
Addressing journalists in Chitungwiza this week, Mutimbanyoka said when he became acting mayor, there was chaos in Chitungwiza. <a href="https://www.newsday.co.zw/local-news/article/200016087/chitown-council-clears-47-month-salary-backlog">NewsDay</a> quoted him as saying:

I want people to appreciate where we are coming from as Chitungwiza Municipality. l joined council in 2018 as a councillor and in August 2021, l was elevated to the office of deputy mayor.
I then became the (acting) mayor of this town and that is when most of the transformation happened at the council. When I became the [acting] mayor for sure it was all chaos.
Workers were not being paid, nothing was happening in terms of service delivery, and obviously, councillors had been messing around.
When l got into this office, the first thing l had to tackle was corruption and land was being sold out of council business.
We cautioned the people against being hoodwinked by land barons. l stopped that chaos and council took over its responsibility.
We had a problem with our workers. We had so many ghost workers. Workers had salary arrears going as far as 47 months, we cleared the 47 months’ salary backlog, as we speak.
They are getting 30 percent of their salaries in US$. We decided to set a target for all the managers: every head of department needed to account for everything they were doing.
The work culture and ethic are impressive. Our people are working, and the service delivery is being given to the people.

Mutimbanyoka said the African Development Bank donated US$1.8 million, with most of the money going towards improving the sewer, drainage system and restoration of the tower lights. He added:

We have since bought two tipper trucks,  a grader and a compactor roller. We also bought a backhoe and we have computerised all the departments.
</blockquote>
Chitungwiza, just like the majority of urban councils dominated by the opposition, has failed to deliver services to residents.
Chitungwiza is notorious for land barons, “rivers” of raw sewage and perennial unavailability of potable water.

Chitungwiza Municipality Clears 47-month Salary Backlog

The City of Harare has shutdown Prince Edward and Warren Control pump stations for repairs on leaking 1000mm steel pipes between Southerton and Rugare. Works at Prince Edward station were completed from August 31 to September 1, 2023, while Warren Control rehab will take place from September 2-3, 2023, and Southerton-Rugare-Letombo line rehab from September 4-8, 2023. Harare City Has Shutdown Prince Edward And Warren Park Waterworks

The Zimbabwe Republic Police (ZRP) has reported that nineteen police recruits were arrested for engaging in disorderly behaviour in Harare Central Business District (CBD). Reports suggest that the “police recruits” were indiscriminately beating members of the public during the evening hours of Friday, August 18, 2023.
In a statement seen by Pindula News, police national spokesperson, Assistant Commissioner Paul Nyathi, confirmed that investigations are currently underway. He said:

<h3>UNRULY CONDUCT BY POLICE RECRUITS IN HARARE CENTRAL BUSINESS DISTRICT</h3>
The Zimbabwe Republic Police confirms that investigations are currently underway in connection with the unruly conduct exhibited by some Police recruits in Harare Central Business District on 18th August 2023 between 1830 hours and 1930 hours.
Nineteen (19) Police recruits have been arrested and will face the due processes of the law.
The Commissioner-General of Police does not condone violent behaviour by any police officer and assures the public of the professionalism of police officers as they interact with the people of Zimbabwe and visitors.

There have been calls to ascertain the authorities who deployed these police recruits. Some speculate that they may be ZANU PF supporters who were provided with police uniforms. However, further details such as the recruits’ identities and recruitment process remain undisclosed. 
Police brutality, particularly in major cities, is a recurring issue that persists before, during, and after elections. In 2018, during protests against the Zimbabwe Electoral Commission’s (ZEC) delayed announcement of presidential results, six civilians lost their lives at the hands of the police and army in the CBD of Harare. ZRP: 19 Police Recruits Arrested For Beating The Public In Harare

Harare Metropolitan Provincial Affairs and Devolution Secretary Tafadzwa Muguti has expressed concern over the rate at which fuel stations are being built in the province.
Speaking at a Highlands Residents Association meeting held at the Highlands Presbyterian Church last Friday, <a href="https://www.hmetro.co.zw/fuel-stations-madness/">Muguti said</a>:

I am also not a fan of service stations, they are already too many. I am not a fan of billboards.
They are already too many but I’m also not a fan of service stations, which go into wetlands and other places like what’s going on now.
We now have houses that are being turned into service stations.
So, it’s getting a bit crazy, in fact, it’s now crazy actually.

Muguti also said the majority of the service stations were constructed without engagements with residents in violation of the Regional Town and Country Planning Act.

Too Many Fuel Service Stations In Harare, Says Muguti

Workers have expressed dissatisfaction with the <a href="https://www.pindula.co.zw/2023/08/010/treasury-reviews-paye-and-personal-income-tax/">government’s recent review of the tax-free threshold</a>, which has been increased to $500,000 starting this month. They argue that there is nothing to celebrate because the majority of workers earn below that figure. The previous tax-free threshold was $91,666, with the highest marginal tax rate of 40% applicable to salaries of $15 million and above.
<a href="https://www.pindula.co.zw/Japhet_Moyo/">Japhet Moyo</a>, the secretary-general of the <a href="https://www.pindula.co.zw/Zimbabwe_Congress_of_Trade_Unions/">Zimbabwe Congress of Trade Unions</a>, criticised the government for ignoring the plight of the long-suffering workers. He stated that the new tax-free threshold fails to address the fundamental needs of workers and highlighted that anyone earning $500,000 is still below the poverty datum line. He told NewsDay:

They have done absolutely nothing. The new tax-free threshold does nothing with regards to addressing the fundamental workers’ needs.
You cannot tax the poor. Anyone earning $500 000 with the prevailing market rate is earning below the poverty datum line.

According to the Consumer Council of Zimbabwe, a family of six now requires $2.6 million per month to survive. Despite these rising costs, the average salary of the least-paid civil servants is $250,000, excluding US dollar allowances.
Various union representatives, including David Dzatsunga and Tecla Darangwe, expressed their disappointment with the review of tax brackets and called for an increase in salaries and a reduction in the tax-free threshold. They argued that the threshold should be indexed to the US dollar, considering its impact on the economy.
Obert Masaraure, the president of the Amalgamated Rural Teachers Union of Zimbabwe, criticized the review for not meeting their demands for US dollar salaries. He also raised concerns about the potential devaluation of the local currency after the elections.
Recent statistics indicate that the economy is moving towards dollarisation, with a significant portion of transactions, particularly for food purchases, being conducted in foreign currency. However, the government remains committed to the Zimdollar, despite calls for its abandonment.
A report by the Zimbabwe Coalition on Debt and Development emphasised the role of diaspora remittances in sustaining the economy, as many formal workers struggle to meet the poverty datum line.

Workers Dissatisfied With Government's Tax-Free Threshold Increase To $500,000

A legal battle has erupted between Alexandra Park residents, Harare City Council, and a fuel company over the construction of a petrol station without proper public consultations. The residents claim that the required public participation was not carried out, as the site is close to residential areas.
They have initiated legal action to nullify the development and are seeking an urgent court order to halt construction until a decision is reached. The petrol filling station was constructed at the junction of Swan Drive and Churchill Avenue. The development is also set to effect substantial changes to both Swan Drive and Borrowdale Road.
Last week, residents initiated a class action in the High Court to prevent the establishment of a pump station and fast food outlet by Redan Kerosene (Pvt) Ltd. The suit includes Redan, Mr. Mark Campbell Hounsell, the City of Harare, and town planner Mr. Mudzengerere. Residents expressed concerns about the adverse impact the fuel station would have on the locality.
Mrs. Elena Gonye, representing the residents, stated that they objected to the development, citing its contradiction to the existing development in the area and its detrimental effects on the local community. Mrs Gonye stated in her founding affidavit:

Applicants submit that a petrol station and fast food restaurant would seriously impact on the residential suburb in terms of increased traffic, intolerable noise pollution, contamination of underground water and would pose a deadly health hazard to residents who would live in close proximity to the fuel.
In addition, the changes to the public road would lead to a lethal traffic chaos in the area and would need to be fully investigated by experts in the road traffic department.

The residents say despite multiple attempts through their legal counsel, they have failed to obtain a copy of the physical document approving the works from the council’s Mount Pleasant office. They argue that they have fulfilled all legal requirements in pursuing their objections but have faced silence from the council.
The residents accuse council officials of facilitating the development and violating regulations for commercial enterprises in the suburb. If a permit has been granted, the residents demand a review based on bias, procedural incompetence, and invalidity, with a call for nullification. Meanwhile, the residents have urgently applied for an interim order to halt construction until the dispute is resolved, citing allegations that Redan and Mr. Hounsell have proceeded without following proper procedures. They seek the court’s prompt attention to the matter.

Harare Residents Take Council To Court Over Service Station Constructed Without Public Consultation

The European Union (EU) on Friday made a donation of 4×4 off-road motor vehicles to support the Zimbabwe Economic Partnership Agreement (ZEPA) project.
The vehicles will be utilised by the Ministry of Foreign Affairs and International Trade, the Ministry of Women Affairs, Community, Small and Medium Enterprise Development, and the National Plant Protection Office, which operates under the Ministry of Lands, Agriculture, Fisheries, Water, and Rural Development.
Ambassador Pavelin Musaka, the Acting Permanent Secretary for Foreign Affairs and International Trade, expressed gratitude for the EU’s support and highlighted the alignment of this collaboration with Zimbabwe’s national goals outlined in the National Development Strategy 1 (NDS1) and the country’s vision of achieving upper-middle-income status by 2030.
Musaka said this donation underscores the EU’s role as an important partner to Zimbabwe, particularly in the country’s pursuit of economic diplomacy under the engagement and re-engagement policy of the Second Republic. Musaka said:

This occasion is a demonstration of the importance of partnerships through the availing of the necessary tools of trade for the three beneficiary institutions. Your Excellency, allow me to extend our sincere gratitude for this gesture, which is a reflection of our continued cooperation.
These vehicles we are receiving today, add to the growing list of deliverables that have been achieved through the ZEPA, which include policy reviews and capacity building, to various Ministries and Agencies such as ZimTrade, the Zimbabwe Revenue Authority (Zimra), Competition and Tariff Commission (CTC) and National Competitive Commission (NCC), to name a few.
I am also informed that there is also some ICT equipment yet to be delivered.
 The support from the EU dovetails with the Republic of Zimbabwe’s Vision 2030, ‘Towards a prosperous and empowered upper middle-income society by 2030’. The advent of the Second Republic saw a major shift towards economic diplomacy that is being championed by the President, His Excellency, Dr. E.D Mnangagwa, anchored upon the national economic blueprint, the NDS1, which runs from 2021-2025.
The NDS1 aims at ensuring high, accelerated, inclusive and sustainable economic growth as well as socio-economic transformation and development as we move towards an upper middle-income society by 2030.

Speaking at the same event, Mr. Franck Porte, EU’s head of cooperation, highlighted the growing trade between Zimbabwe and the EU. Porte said trade volume increased by 25% in 2022, reaching €735 million, with Zimbabwe’s exports valued at €512 million. He added:

Trade, a cornerstone of the EU-Zimbabwe partnership, has been a focal point since May 2012 when Zimbabwe gained preferential access to the EU’s 27 markets under the Interim Economic Partnership Agreement (I-EPA) together with four fellow ESA states: Mauritius, Madagascar, Comoros and Seychelles.

Mr. Porte reaffirmed the EU’s commitment to supporting Zimbabwe’s economic growth. EU Donates 4x4 Off-Road Motor Vehicles To Zimbabwe

The Zimbabwe Republic Police (ZRP) prevented Harare Mayor Jacob Mafume from commissioning Rufaro Stadium this morning. Originally scheduled for Saturday, the event was subsequently rescheduled to Wednesday and then Thursday, only to be cancelled following orders from the police.
Journalists and council officials were instructed to leave the stadium, which is still undergoing renovations. Despite claiming that the stadium is 95% complete, Mayor Mafume received instructions from the Mbare Police not to proceed with the commissioning ceremony.
In response to media inquiries about the stadium’s status and the matter of maintaining law and order, the police released a statement redirecting all questions to the Permanent Secretary for Provincial Affairs and Devolution for Harare Province, Tafadzwa Muguti. The ZRP emphasizes that it follows the guidance of the Permanent Secretary, who holds responsibility for government and local authorities’ programs in the city. Read the statement:

ZRP Blocks Harare Mayor From Commissioning Rufaro Stadium

George Guvamatanga, the Secretary for Finance and Economic Development, has sent a formal letter to the Zimbabwe Revenue Authority (ZIMRA) informing them about the review of Pay as You Earn (PAYE) and personal income tax tables. The letter, addressed to ZIMRA’s Commissioner General, Regina Chinamasa, states the following:

<h3>RE: REVIEW OF PAY AS YOU EARN/ PERSONAL INCOME TAX TABLES</h3>
I am writing to discuss the matter mentioned above.
As you are aware, the local currency Pay as You Earn (PAYE) tax table, which includes a tax-free threshold of ZW$91,666 per month and a highest marginal tax rate of 40% on incomes exceeding ZW$1,000,000 per month, was last reviewed on 1 January 2023. However, recent macroeconomic changes have led to salary adjustments, resulting in many employees falling into higher tax brackets. Consequently, some salaries and wages are subject to higher tax rates.
To provide relief to taxpayers and stimulate demand for goods and services, Treasury has approved a review of the local currency tax tables, effective from 1 August 2023. The tax-free threshold has been increased from ZW$91,666 per month to ZW$500,000 per month, and the highest marginal tax rate of 40% now applies to incomes above ZW$15,000,000 per month.

Treasury Reviews PAYE And Personal Income Tax

National Chiefs’ Council president, Chief Fortune Charumbira, has announced that he will not be seeking re-election to the helm of the national traditional chiefs’ body at the upcoming polls scheduled for tomorrow. Chief Mtshane Khumalo, the current deputy of Matabeleland North province, is believed to be a leading contender to succeed Chief Charumbira, who has served two terms.
The National Chiefs’ Council is holding a meeting in Bulawayo in preparation for the elections to elect a new president and deputy, who will automatically become Members of Parliament as Senators.
Last week, the Zimbabwe Electoral Commission (ZEC) held successful elections to choose 36 chiefs into the National Chiefs’ Council, officially commencing the 2023 harmonized elections.
Chief Charumbira was overwhelmingly voted back as one of the five Chiefs’ Council members from Masvingo province after defeating Chief Neromwe (Mr. Clemence Madzingo) of Zaka by 27 votes to 7. He is also the president of the Pan-African Parliament.
Chief Khumalo praised Chief Charumbira for his exceptional leadership skills, which saw him gain the support of all African regions to become PAP leader. He described Chief Charumbira as a pillar and a sanctuary of Zimbabwe’s traditional leadership institution, with his exemplary leadership representing the ethos of the past, present, and future.
The National Chiefs’ Council unanimously resolved to deploy Chief Charumbira to an “appropriate post” where the organization can continue tapping into his wisdom while he continues to serve as PAP leader. The council believes that Chief Charumbira’s expertise and leadership are still required to strengthen the traditional leadership institution in Zimbabwe.

The National Railways of Zimbabwe (NRZ) has taken a proactive approach to address the persistent issue of vandalism and theft of railway infrastructure by offering employment opportunities to whistle-blowers. This initiative aims to encourage individuals to come forward with relevant information that assists in curbing such illegal activities.
Theft of railway equipment and the illicit removal of electricity and signal equipment have plagued the NRZ over the years. These acts of vandalism have not only resulted in significant financial losses but have also led to train derailments, tragically causing unnecessary loss of life.
During the 8th Annual General Meeting in Bulawayo, NRZ’s General Manager, Ms. Respina Zinyanduko, informed stakeholders about the employment incentives being provided to whistle-blowers who provide information leading to the recovery of stolen property. She said:

We are offering jobs to our informers. In some instances, members of the community will advise NRZ that someone is in possession of stolen NRZ property. Such people, we have always tried to incorporate them into our Loss Control Department. so as to encourage other would-be informers to also do the same.

NRZ Offers Employment Opportunities To Whistle-Blowers To Fight Railway Vandalism

Harare Mayor Jacob Mafume has announced that the local authority will launch an investigation into how some of its assets were included in the portfolio of West Properties, a company listed on the Victoria Falls Stock Exchange (VFEX), with the council’s approval.
West Properties, previously known as Augur Investments, generated controversy <a href="https://www.pindula.co.zw/2023/03/29/west-properties-zimbabwe-announces-listing-on-victoria-falls-stock-exchange/">when it listed on the VFEX in April</a> due to ongoing court cases. Augur Investments had acquired vast tracts of land from the Harare City Council (HCC) as partial payment for an unfinished project involving the Harare Airport Road. Augur formed a joint venture with the council called Sunshine Property Development, which was granted significant land in Harare. However, the properties are now listed on the VFEX without the involvement or knowledge of the local authority.
According to the joint venture agreement, Augur controls 70% of the shares and was responsible for providing capital for Sunshine’s projects, while the council was to provide land and retain a 30% shareholding.
Mayor Mafume expressed concern that the council had not been informed about the inclusion of Sunshine assets in West Properties’ portfolio. He emphasized that such matters should have been discussed by council committees and brought to the attention of the full council. Mafume indicated that he would request the town clerk to assess whether the council’s interests were being protected in the Sunshine deal. If not, the council would seek legal advice to safeguard its interests and those of the residents. Mafume stated:

As we speak, this has not been discussed by any of our committees.
This is something that council had to be informed of because those properties are still the properties of council.
We have a stake in Sunshine and there are many condition precedents that have to be fulfilled before anything happens and we certainly will ask the town clerk and our representatives in those boards to see whether they is communications that come to council and have not been brought to the attention of the full council.
If not, we will then be taking advice from our legal practitioners as to how we can protect the interest of the council and the residents.
We are not aware, we certainly did not seek the endorsement o the council.
We have processes under the Zimbabwe Investment Development Agency that we have to follow.
There are quite a number of hurdles that a public entity has to cross over and most importantly, we have to consult the residents as to whether they want to be tied up in such a setup.
Certainly, I would have expected the representatives in the (Sunshine) board to have informed us.
It is a subsidiary duty as councillors to protect the interest of council and we will embrace all the options that we have as a council to defend the interest of council.
Should the advice lead us in that (VFSE listing) we will exercise all options as advised by our legal practitioners, and chamber secretary department to make sure that the interest of residents is not entangled in areas that will not add value to the residents nor interests where they that have not been consulted.

Last month, the council declined to address questions related to the transfer of land to Augur Investments in the Sunshine deal, citing ongoing court cases. However, it was later revealed that there were no active court cases involving Sunshine. The inquiries sought to clarify the establishment of the joint venture and the circumstances surrounding it in 2007.
In March, West Properties published a prospectus for listing on the VFEX, including Warren Hills Property and other properties owned by Sunshine in its property portfolio, subsequently listing them on the US dollar-denominated bourse. Harare Mayor: Council Is Investigating Assets Included In West Properties' VFEX Portfolio

Almost 600 illegal immigrants were arrested and deported from Zimbabwe to their countries between January and June 2023, according to the latest statistics from the Department of Immigration.
Additionally, 71 individuals are under investigation for forging police clearances and educational qualifications. Currently, 219 foreign nationals are being held in various centres across the country, awaiting deportation. Department of Immigration chief director Ms Respect Gono told The Sunday Mail:

While there are positives to derive in attracting investors and expatriates into the country, continued violations of Zimbabwe immigration laws by some foreign nationals remain of concern.
About 597 foreign nationals were arrested, prosecuted and deported from Zimbabwe for the period extending January 1 to June 30, 2023.
Zimbabwe is currently holding 219 irregular migrants, detained countrywide.
Some are held pending deportation and others are serving prison sentences, while others are held in custody pending trial.”
Of concern is the surge in cases of foreign nationals, particularly from North Africa, who enter Zimbabwe masquerading as tourists or businesspersons and then start engaging in the sale of kitchenware, carpets and bedding sheets without authorisation.
Their presence is now commonplace in high-density areas . . .
They would then approach residents while fronting local women, offering goods on a three-month credit facility, and return as and when payment is due.
They become quite hostile each time a client defaults.

Gono stated that Egyptian nationals Mohammed Ibrahim, Hamed Elkazaz, and Ziad Fathy Ali Awad were arrested for related offences, and their kitchenware was confiscated by the Zimbabwe Revenue Authority (ZIMRA). She emphasised that while Zimbabwe welcomes foreign nationals contributing to national development, it is mandatory for them to engage in designated sectors, leaving reserved sectors for locals.
Violation of visa conditions and documentation fraud are the most common immigration offences. As a response, Zimbabwe recently launched the National Migration Policy to strengthen its legislative and institutional apparatus, combat illegal immigration, and tackle transnational organized crimes. Despite the challenges, the country has also seen an influx of investors and skilled professionals in sectors such as mining.

Nearly 600 Illegal Immigrants Deported From Zimbabwe Between January And June 2023

The Zimbabwe Revenue Authority (ZIMRA) employees have announced their intention to strike due to the failure of their representatives and the employer to reach a consensus on salary matters.
Represented by the Zimbabwe Revenue &amp; Allied Workers Trade Union (ZIMRATU), the workers stated that Collective Bargaining Negotiations were conducted on the 13th of March 2023, 23rd of March 2023, 20th of April 2023, and 9th of May 2023. Unfortunately, a deadlock was declared by the Negotiating Committee during the last session.
Throughout both formal and informal discussions, both parties presented proposals, including the request to receive Housing and Transport Allowances in United States dollars (USD). Additionally, various proposals were put forth, such as considering the Salary Value Presentation Model, all in an effort to reach an agreement. Regrettably, these attempts were unsuccessful.
In light of the impasse, the matter was referred for conciliation after the full council of the NEC (National Executive Committee) failed to resolve the issue.
In a show of solidarity, the <a href="https://www.pindula.co.zw/Zimbabwe_Banks_and_Allied_Workers_Union" title="Zimbabwe Banks and Allied Workers Union">Zimbabwe Banks and Allied Workers Union (ZIBAWU)</a> expressed support for the ZIMRA workers and their collective job action. They encouraged all workers to stand together and support the strike until their demands are adequately addressed. They posted on Twitter:

The revenue collector used to be a renowned employer of choice, largely due to generous salaries. However, employees now contend that the devaluation of the Zimbabwe dollar has made it impossible for them to fulfil their daily work obligations. They assert that providing basic necessities such as housing, transportation, food, and education fees for their families has become an unattainable dream, despite their pivotal role in revenue collection for the government. The workers are additionally frustrated by the insufficient transport allowance, which fails to cover even half of the required monthly payment of US$104 due to the continuous depreciation of the Zimbabwean currency. These concerns have led the workers to accuse the revenue collector of disregarding their grievances.

ZIMRA Employees Announce Strike Over Salary Disagreements With Management

Chief Justice Luke Malaba has affirmed the independence of Zimbabwe’s judiciary and urged judges to stand by their legal decisions, regardless of political criticism. Speaking at a Judicial Service Commission symposium in Gweru, Malaba said that judges are impartial and base their decisions solely on the rule of law.
He stressed that the judiciary is an independent branch of government whose decisions are not influenced by political interests or slogans. Malaba insisted that judges should not be swayed from making legal decisions in a particular manner, as this would be a “terrible mistake.” He added that judicial decisions are based on facts and the rule of law, and that it is essential for citizens to have confidence in the judiciary system. 
The Chief Justice also emphasised the need for judges to emphasise competence and to take personal responsibility to ensure they are professionally up to date. He challenged judges to expeditiously deliver judgments and to use the Integrated Electronic Case Management System (IECMS) to increase efficiency and remove paperwork. Malaba expressed confidence in the judges and their ability to perform their duties to the highest level. He said:
<blockquote>
Politics is for politicians and judges know no slogans. In any case, I don’t think judges know what a slogan is. We are totally apolitical, we don’t think politically but legally and to us the law is the master. Politics is for politicians no matter who they are.
I want to emphasize this because there is a mistake, a terrible mistake to think that judges must decide in a particular manner which is ridiculous.
In a constitutional democracy where the rule of law is a foundational value, you cannot speak of the rule of law without judges. You must have confidence in the judges, you put them there because you have confidence in them.
They qualify to be called judges because they are impartial. Section 164 of the Constitution of Zimbabwe specifically entrenches judicial independence and states that courts must apply the law and Constitution impartially, expeditiously and without fear, favour or prejudice.
So, I don’t believe and I don’t accept a situation where some people want to make it fashionable to criticise judges for the decisions they make. It just doesn’t make sense. You can’t do that and still want to be in a democracy. You can’t be a person who still wants to be in a democracy and still undermine the rule of law.
I am standing here to say clearly you are fully protected in your decisions, make your decisions, whatever decisions that come out and if they are legal, make them. There are channels to take when one is aggrieved.
Section 165 (7) of the Constitution is critical for us because it simply says you as a judge, a judicial officer, must take personal responsibility to ensure you are professionally up to date.
The judge must take responsibility, personal responsibility and not institutional responsibility to make sure that he or she has the requisite skill to perform at the highest level.
The standards of performance are defined by law and they are efficiencies and effectiveness of performance, expeditious performance, decisions that must come as quickly as reasonably possible.
If we don’t do what the law wants us to do, we are in breach of the law, and God forbid that judges should do that. We are the first port of call, custodians of the law and we must know the law better than anyone else.
We are the experts of the law and that is why we are the embodiment, the custodians of justice. The word ‘justice’ is just thrown around several times, but how can we have justice without judges?
I have all the confidence in the men and women I have. We are all equal, we answer to the same standards, same aspirations, we answer to the demands of the Constitution because we are judges.
As judges we should deliver judgments within six months because your job is to deliver. Your job is to dispose of disputes, to solve disputes and don’t postpone disputes because people don’t come to court for disputes to be postponed but to be resolved.
The law says your case must be finished and on time. The law says finish the matter, and judicial power is with the judge. We are there as JSC to put in place measures that will make your job easier.
My job as chairperson of JSC is to ensure that there are measures that guarantee efficiency like giving you gadgets such as laptops. Use them because in those gadgets, there are systems that we put in place to make your job easy.

The Zimbabwean judiciary has faced accusations of being captured by the ruling ZANU PF party and the executive arm of government, particularly in high-profile political cases. The “lack of independence” has led to a lack of confidence in the judiciary system.

CJ Malaba Affirms Judiciary Independence, Urges Judges To Stand By Decisions

Harare Mayor Jacob Mafume has criticised President Emmerson Mnangagwa’s recent declaration of Harare’s waste management as a state of disaster, calling it a “grand looting scheme” that would hinder council operations.
Mnangagwa’s Statutory Instrument (SI) 140 of 2023 gives the Environmental Management Agency (EMA) authority to manage waste collection and disposal in the Harare Metropolitan province. Harare Metropolitan province comprises three local authorities — Harare City Council, Chitungwiza and Ruwa town councils.
Mafume, however, believes that the move is ill-informed and that the real issue is lack of funding. The mayor has called for the devolution funds to be disbursed and utilised for their intended purpose. He also argued that the SI was unclear, as EMA is already a regulatory authority. Mafume suggested that the move was an attempt to steal from the councils and that the President was ill-advised. He said:

We have been down this road before.
Government gazetted the Zimbabwe National Road Administration (Zinara) to take over roads and we have potholes in towns.
It also gazetted Zesa and we have dark cities.
We know it will end in tears.
Government has a tendency of taking over operations in the local authorities, but without the knowledge and expertise to manage.
What is required to resolve the waste management issues is funding.
We want the devolution funds to be disbursed and utilised for their intended purpose.
We have 15 compactor trucks that are stuck in South Africa because of financial issues.
We now have the Pomoma project, where residents have to fork out US$1,4 million.
How can one declare a state of disaster and demand money from the same local authority that is a disaster?
This is just a money-making scheme.
The President was ill-advised. We do not understand what the SI says. Ema is a regulatory authority already, but then the SI says it is going to supervise us.
Governance is not an essay-writing competition. We are going to continue working as we were doing.

The SI directs local authorities to reimburse EMA for its activities towards refuse collection and waste management. The declaration was published under the Civil Protection Act as SI 140 of 2023.
The chairperson of the Ruwa Local Board, Kizito Chivafa, described the SI as “weird”. He further stated that the board is still adhering to its weekly schedule of refuse collection, which is once per week. Chivafa expressed confidence in the board’s ability and referred to it as one of the smartest local authorities. He believed that the SI is just another statement and the residents could attest to the board’s efficient waste management.

ZINARA Reduces Toll And Licensing Fees From 01 August 2023

<a href="https://www.pindula.co.zw/Barbara_Rwodzi,/">Barbara Rwodzi</a>, a Zimbabwean legislator, reportedly had a police Assistant Inspector transferred from his station after he refused to drop a criminal investigation into a Zanu PF supporter.
The Assistant Inspector, identified only as Matsa, was stationed at Charandura Police Station in Rwodzi’s constituency but has been transferred to a Shurugwi Police Station. While some reports suggest that the transfer was made to protect Matsa from interference by public officials, others have suggested that Rwodzi sought to punish the Assistant Inspector for his refusal to comply with her request.
Police Spokesperson Assistant Commissioner Paul Nyathi has confirmed that the case involving Matsa, as well as the conduct of Barbra Rwodzi, is currently under investigation with the approval of Police Commissioner General Godwin Matanga. He said:

We have since launched an investigation into the matter. The commissioner has already released a statement to say investigations into the matter have been launched, thus the matter is being dealt with.

The matter was in the news just over a week ago following an exchange between the Tourism deputy minister and Matsa over the phone. The recording between the two revealed that Matsa was investigating Fidelis “Danger,” a known associate of the Member of Parliament (MP), who was allegedly caught tearing posters belonging to Citizens Coalition for Change (CCC) candidate Patrick Cheza.
The audio recording created a stir after Barbra Rwodzi used unprintable words to insult Matsa for refusing to comply with her demands to drop the investigation. Deputy Minister Rwodzi Allegedly Transferred A Police Officer For Refusing To Drop Investigations

Three Zimbabwe Road Administration (Zinara) employees and a technician from a local company were brought before Harare magistrate Taurai Manuwere on Monday on charges of fraud and money laundering. The four stand accused of converting toll fees collected from motorists passing through the Shamva tollgate, amounting to US$150,000, to their own use.
The accused were identified as Nyaradzo Gusha, Flavian Kundishora, and Tanaka Theresa Magaisa, who are Zinara employees stationed at the Shamva tollgate, and Patson Tavengwa, a field technician at 10-10 Technologies, <a href="https://www.newsday.co.zw/local-news/article/200014743/zinara-loses-us150-000-in-tollgate-scam">NewsDay</a> reported.
The State alleges that on July 19, Tavengwa, who was responsible for installing and repairing boom gates and technical equipment at the tollgates, conspired with his accomplices to install an illegal boom override system. This system bypassed the normal operating system, allowing the four accused to receive funds from the public under the pretence that the funds were being channelled to Zinara.
The accused were remanded in custody to await a bail ruling scheduled for tomorrow. The State’s total prejudice was US$150,000, and no funds have been recovered as yet.
Zinara is a government agency responsible for the management, maintenance, and development of the country’s road network. It is tasked with collecting toll fees, vehicle licensing fees, and other revenue streams to fund road infrastructure maintenance and construction projects across the country.
Zinara plays a crucial role in ensuring safe and efficient transportation in Zimbabwe, which is essential for economic growth and social development. The agency’s responsibilities include road construction, maintenance, and repair, as well as the provision of road safety measures, such as traffic lights, road signs, and speed limits.
The reports of corruption at Zinara are particularly concerning given the state of some of Zimbabwe’s roads. ZINARA Employees Convert US$150 000 Toll Fees To Personal Use

The Government has authorised local authorities, that can afford, to have their outgoing mayors and chairpersons buy vehicles that have been allocated to them.
This comes after some outgoing mayors and chairpersons requested to buy their official vehicles at the expiry of their terms of office.
<a href="https://www.sundaynews.co.zw/government-okays-disposal-of-mayoral-vehicles/">The Sunday News</a> reported that a few months ago, Bulawayo Mayor Councillor Solomon Nguni requested to buy his mayoral pool vehicle, a Toyota Hilux Double Cab, for 16 494 as his exit package.
In a communication dated 18 July 2023 to all local authorities, the Minister of Local Government and Public Works, July Moyo said:

I refer to applications from all authorities in relation to requests by the outgoing mayors and chairpersons to procure mayoral vehicles.
This serves to inform you that local authorities that can afford should consider disposing of the vehicles to the outgoing mayors and chairpersons.

As per tradition, exiting mayors are offered an opportunity to buy one of the mayoral pool cars as exit packages.

Outgoing Mayors Free To Buy Mayoral Vehicles - Govt

The Zimbabwe Parks and Wildlife Management Authority (ZIMPARKS) has suspended two senior officials, Edmund Chirongedzo, the Procurement Officer, and Delia Mapuranga, the Procurement Clerk, effective July 21, 2023, pending investigations into allegations of procurement irregularities.
The suspension follows accusations of tampering with quotations to give favoured suppliers an advantage. ZIMPARKS spokesperson, Tinashe Farawo said:

The Parks and Wildlife Management Authority would like to confirm the suspension of Edmund Chirongedzo the Procurement Officer and Delia Mapuranga the Procurement Clerk, effective 21 July, 2023, pending investigations on allegations of procurement irregularities involving tampering with quotations in order to give advantage to certain suppliers among other malpractices. The suspension is in line with the Government’s drive to fight corruption within public entities.

ZIMPARKS had earlier been accused by a group of Small and Medium Enterprises (SMEs) of threatening to cancel tenders awarded to them. The SMEs supply ZIMPARKS with supplies through tenders and Request for Quote (RFQ), and have accused senior officials at ZIMPARKS of attempting to create a corrupt procurement system. The SMEs had written to the office of the President and Cabinet expressing their concerns over the matter. Reads the letter:

We also seek to bring to the President’s attention that the move by the parastatal is digressing from national policies on Youth and Women Empowerment.
The move was communicated by on Brian Mupandawana who visited all SMEs providing procurement services to the environment entity. We believe that a wave of corruption is now game of the day at the parastatal and this is now affecting the survival of our local businesses.
We are kindly requesting our President through the responsible ministry to intervene on our behalf. We are living up to the Vision of the President in making Zimbabwe great using our own local SMEs, hence “Nyika inovakwa nevene vayo”. Anyone who clamps down on Women and Youths is an enemy of the Second Republic and Vision 2030.

Tinashe Farawo has denied the accusations made by the SMEs that senior officials at ZIMPARKS were attempting to create a corrupt procurement system.

ZIMPARKS Suspends Two Senior Officials Over Procurement Irregularities Allegations

Tinashe Muyambo, the group chief executive at Masawara, one of Zimbabwe’s largest insurance industry players, has called for measures to be put in place to protect pensions and prevent a repeat of the losses experienced a decade ago, as 356 055 policies lapsed in late 2022.
Speaking at the 2023 Zimbabwe Independent Insurance Survey and Awards, Muyambo stressed the need for insurers and pension funds to “ring-fence” savings and protect them from shocks that could potentially harm the volatile economy. This would involve protecting savings from losses incurred by riskier operations. Muyambo emphasised the urgency of implementing such measures to regain confidence in the sector, which has been dented by policyholders sitting on the fence. He said:

 If we are serious (about) the insurance industry underpinning growth in this market, how can we ring-fence this industry from fluctuations?
How can you do it in a manner that is actionable? . This conversation not only needs to happen, but needs to be executed as quickly as possible because 2030 is not far and if we want to get there, we need to start picking up the pace on some of these matters.

Tinashe Muyambo was referring to President Emmerson Mnangagwa’s Vision 2030 roadmap, which aims to transform Zimbabwe into an upper-middle-income economy.
Following the loss of savings in 2009, the government commissioned a commission of inquiry, led by Justice George Smith, which found that US$5.86 billion worth of pensions had been lost. The commission recommended that the sector compensate victims, but insurers and pension funds have struggled with compensation. Last year, the government called on parliament to pass legislation to put the recommendations into action.
Former finance minister Tendai Biti, who oversaw Treasury during the insurance policy conversions in 2009, has criticized insurers for being reluctant to redeem pensioners. He urged the Finance Minister, Mthuli Ncube, to urgently enact a law that puts into effect the recommendations of the Justice Smith Commission of Inquiry and compensates pensioners who lost their US dollar savings. Biti emphasised that the recommendations need to be implemented immediately to restore confidence in Zimbabwe’s insurance and pensions sectors. Muyambo, in turn, stressed the urgency of implementing measures to protect pensions and build investor confidence in the sector. He added:

A stable political and economic environment that fosters investor confidence and encourages growth; efficient regulation and supervision to ensure financial stability and protect consumers and innovative products and services that meet the needs of consumers and businesses.

According to the survey, the insurance and pensions industry in Zimbabwe requires greater support for its development, given the expected continuation of the depreciation of the local currency. The survey predicts that the country will continue to experience foreign inflation spill-overs throughout 2023, with a sharp increase in food prices already feeding into domestic consumer prices. Unplanned government expenditures as the country moves into electioneering mode are also expected to drive an increase in the Zimbabwean dollar money supply, which may lead to a rapid deterioration of the exchange rate in 2023. It further reads:

Waning confidence in the local unit will also trigger full dollarisation as the general population will regard monetary amounts not in terms of the local currency but in terms of a more stable foreign currency. There is also evidence that most prices are being quoted in US dollars while most households and individuals prefer to keep wealth in non-monetary assets (real estate and commodities) or in a relatively stable foreign currency.

In April, an Insurance and Pensions Commission report said 356 055 policies lapsed during the final quarter of last year, as markets struggled to keep pace with a deteriorating economic crisis.

Increased Calls For Safeguarding Pensions In Insurance Industry As 356k Policies Lapse

The National Social Security Authority (NSSA) has vowed to take action against officials implicated in looting the state-run pension fund following a new forensic audit.
In an interview with the Zimbabwe Independent, NSSA board chairman Emmanuel Fundira said that the authority was working through the audit before taking any action. Fundira stated that NSSA wanted to “clear all the mess which has been existing in NSSA”. He said:

We want to clear all the mess which has been existing in Nssa. There have been correct and serious observations made in the audit and we are going to follow that as a bible and make sure that people are accountable for their transgressions.

Fundira who was appointed chairman in May spoke after a ceremony to honour outstanding insurers at the Independent Insurance Survey Awards 2023 on Wednesday this week.
The announcement follows the authority’s success at the 2023 Good Practice Awards in Abidjan, Côte d’Ivoire, where NSSA won three certificates of merit in recognition of service delivery initiatives. NSSA also won three awards at the Independent Insurance Survey Awards 2023.
NSSA’s acting general manager, Charles Shava, said that the awards demonstrate the authority’s journey towards service delivery excellence. He said NSSA’s vision is to become a world-class provider of social security by 2030, and Shava emphasised the importance of investing in technology to achieve this goal.
NSSA has over the years lost millions of dollars through corruption by some of the officials and some senior government officials, including former Public Service minister Priscah Mupfumira, who allegedly prejudiced the authority of US$6.5 million. The case is still pending. Corruption has resulted in the authority’s inability to pay pensioners. Some government retirees are reportedly receiving only US$35 as their pension pay-outs, despite decades of loyal service.

NSSA Vows To Act On Officials Implicated In Looting Pension Fund

David Hundeyin, an award-winning Nigerian journalist, was detained for over 10 hours at Harare Airport in Zimbabwe before being deported from the country.
Hundeyin had arrived in Zimbabwe from Ghana, where he had sought asylum for political persecution in his country. He was denied entry due to improper documentation, despite using the travel document of a country with a visa-free relationship. The Nigerian journalist tweeted on 19 July:

I landed in Zimbabwe earlier [today], and I have been detained at Harare Airport inside a smelly locked room for nearly 7 hours. They said that despite using the travel document of a country with a visa-free relationship, my nationality is still Nigerian, and thus, I need a visa.
I’ve been allowed to use the loo for the first time in 10 hours, and I’ve been assured that I will be allowed to catch my exit flight. I will keep updating until I board and have my passport returned to me.
</blockquote>
Hundeyin’s detention and deportation sparked criticism on social media, with Hopewell Chin’ono, an award-winning journalist of Zimbabwean origin, calling out the Zimbabwean government. Chin’ono said:

The journalist you are detaining at the airport is the African journalist of the year for 2020. He is a big journalist in Nigeria and not a chancer.
</blockquote>
In response, Nick Mangwana, a senior Zimbabwean government official, stated that Hundeyin had entered Zimbabwe with Ghanaian refugee papers claiming to be a Nigerian who was a refugee from his home country. Mangwana said that Hundeyin’s story was unsatisfactory to the immigration authorities and he was not considered a candidate for entry into Zimbabwe. Mangwana said:

Since he has chosen to put all his issues out without making full disclosure, it forces us to give details we would have preferred not. But we realize this may affect how Zimbabweans are treated when they visit Nigeria so we are going give the information here. David came with Ghanaian Refuge papers claiming he was a Nigerian who was a refuge from his home country. His country of Asylum is Ghana after claiming to be running away from persecution in Nigeria. People in this category certainly need Visas to enter Zimbabwe. He wasn’t coming in to work as a journalist. He said he was just coming to visit but without getting a Visa in Ghana first. Other parts of his story were also unsatisfactory to the immigration authorities. He was considered not a candidate for entry into Zimbabwe.

Nigerian Journalist Detained And Deported From Zimbabwe After 10-Hour Ordeal

The Zimbabwe Electoral Commission (ZEC) has denied allegations that the voters’ roll recently given to presidential and National Assembly Constituency candidates is not searchable and analysable. In a statement seen by Pindula News, the ZEC Chief Elections Officer, Mr Utloile Silaigwana, stated that the voters’ roll is searchable and analysable. Reads the statement:

The Zimbabwe Electoral Commission (ZEC) would like to dismiss as false, allegations reported in some sections of the mainstream media that the voters’ roll recently given to presidential and National Assembly Constituency candidates is not searchable and analysable. 
The voters’ roll is searchable and analysable as per provision of Section 21(7)(1) of the Electoral Act[Chapter 2:13]. The provision permits the Commission to format the voters’ roll to prevent it from being altered or tampered with. It is for this reason why ZEC has issued out the voters’ roll in its current format. There is nowhere in the Act where it is stated that the roll should be in excel or printable formats known to have compromised security features.
 The voters’ roll issued out to candidates has columns for the voter’s surname, forename, ID number, gender, date of birth, voter’s address, polling station, ward, local authority, constituency, district and province as prescribed in Section 20(2) of the Electoral Act.
 Polling station codes have not been included on the voters’ roll, because they are an administrative tool used by the Commission to map out polling stations during delimitation hence they are not part of the voters’ roll as alleged. The electorate and other stakeholders should expect to see real names of polling stations and not codes on the voters’ rolls. 
Ordinary voters without access to the electronic voters’ roll are encouraged to dial the USSD Code *265# on their mobile phones to ascertain their registration status and respective polling stations. 
The Commission would like to urge all stakeholders with queries on the voters’ roll or any other electoral issue to approach the Commission for clarification. They should desist from casting aspersions on the voters’ roll and other electoral processes as this may affect voter turnout and discredit the polls.

<h3>JOINT PRESS STATEMENT ON IRREGULAR BILLBOARDS 21 July 2023</h3>
The Office of the Minister of State for Harare Metropolitan Province, the Ministry of Transport and Infrastructural Development and the City of Harare have noted the rampant corruption and the mushrooming of both legal and illegal billboards including directional signage on State and Council road verges.
According to the Government Billboard Policy and the City of Harare (Control of Advertising Signs) By-Laws,1981, it is illegal to erect billboards or any structure within the City of Harare area of Jurisdiction and along all State roads without a valid permit and approved plans. Whilst those approved should respect the distances in between billboards and also positioning.
In this regard, all unlicensed operators are advised to remove the said illegal signage and billboards within 48 hours from the date of this notice. Failure to do so, the Municipality will promptly remove any illegal billboards identified within the City whilst the Ministry of Transport and Infrastructural Development will remove all those along the State roads. The cost of removal will be borne by the owners of these billboards and signage. This also applies to illegal signage and posters on Council Streetlights and Street furniture.
Owners found to be in violation of the regulations will be subject to hefty fines and penalties as outlined in the City of Harare (Control of Advertising Signs) By-laws. Continued non-compliance may also prompt further legal action. Defying this notice, the City of Harare shall proceed to evoke the provisions of Section 20 as read with Section 29B of the aforementioned by law, that is to say City of Harare will remove the said illegal, billboards or wall murals and charge the removal cost incurred to the affected entities. 
Harare Metropolitan Province, the Ministry of Transport and Infrastructural Development and the City of Harare jointly herein place great importance on maintaining the safety and visual appeal of our cityscape for the benefit and enjoyment of all motorists, residents and visitors. We urge all billboard owners and commercial promoters to familiarize themselves with the applicable regulations and obtain the necessary permits to ensure compliance.
All existing billboards owners in the City of Harare are being requested to submit the following information to the Town Clerk and settle all outstanding payments by Tuesday the 25. of July 2023:
a) Valid Contract with the City of Harare or with the Ministry of Transport and infrastructural Development for the Billboard (s); 
b) Company Registration Documents; 
c) ZIMRA Tax Clearance; d) Proof of Payment; 
e) Certified Copies of Directors (Ds; 
f) Proof of Bank Account Activity; 
g) NSSA Compliance Certificate
Please note that all billboard companies that have applied for regularization will still be required to submit the above documentation whilst their issues are being investigated and considered.
All companies that have existing Street light pole advertising contracts have to ensure that the solar-installed streetlights on which they are advertising are in good working order as per agreement. The City of Harare is giving such companies 30 days notice to ensure that they repair and maintain all the solar streetlights. Failure to do so, these agreements will be immediately cancelled for breach.

Authorities Order The Removal Of Unauthorised Billboards Within 48 Hours

The CEO of <a href="https://www.pindula.co.zw/ZINARA/">Zimbabwe’s National Road Administration (Zinara)</a>, Nkosinathi Ncube, has apologised to stakeholders for the deplorable state of the Bulawayo-Victoria Falls Highway, which is now littered with potholes.
Speaking during an Infrastructure Summit and Expo hosted by the National Economic Consultative Forum yesterday, Zinara chief executive officer, Mr Nkosinathi Ncube Ncube attributed the damage to the Bulawayo-Victoria Falls Highway to haulage trucks that transport heavy cargo from the coal mines in Hwange, saying that the loads should have been transported by rail.
Ncube added that sustained maintenance of such infrastructure is a challenge due to the funding gap linked to the limited fiscal space. He noted that farmers were also incurring high transport costs due to the use of road transport instead of rail, and bemoaned non-compliance in paying road user fees, with about 30 percent of road users not compliant, thus frustrating efficient service delivery. He said:

Apologies to those who drove from Bulawayo to Victoria Falls, I am sure you saw the type of road we have. We fund and maintain these roads and the contractor (Bitumen World Private Limited) is on the ground to work on the worst affected sections of the road… In January we got a good budget for roads but all this has been eroded and is now inadequate hence in some places you see contractors abandoning the project sites. We have to address this working with the Ministry of Finance.

The road is a strategic connection to Victoria Falls, Zimbabwe’s prime tourism destination, and is critical for regional trading within the north-south corridor, linking Zimbabwe with South Africa, Zambia, Botswana, and Namibia. He stated that work to rehabilitate the worst-affected sections of the road had commenced and blamed non-compliance in paying road user fees for frustrating efficient service delivery.
Ncube noted that Zimbabwe lacks access to critical global lines of credit and development partner support, compounded with a lack of skilled personnel and procurement bottlenecks, limiting the country’s ability to effectively rehabilitate and maintain its roads. He emphasized the need for a holistic approach to steer sustainable road development and harness modern models that involve communities and private sector players as beneficiaries.
Ncube cited a World Bank-assisted study and lauded the success of partnerships demonstrated by the building of the Plumtree-Bulawayo-Harare-Mutare Highway by Group Five of South Africa.

ZINARA Apologises For Deplorable State Of Bulawayo-Victoria Falls Highway

Several opposition politicians in Zimbabwe have vowed to repeal the newly signed Criminal (Codification and Reform) Act clauses that criminalise criticism of the Zimbabwean government. <a href="https://www.pindula.co.zw/Zimbabwe_Patriotic_Bill/">The Patriotic Bill</a>, which contains controversial clauses, was widely criticised but still passed through the National Assembly and Senate, and was signed into law by President Mnangagwa.
Senior Citizens Coalition for Change (CCC) official, Felix Mafa, said his party would repeal the Act and other draconian laws once elected. In an interview with <a href="https://www.newsday.co.zw/local-news/article/200014110/well-repeal-the-patriot-act-ccc">NewsDay</a>, Mafa said:
Senior CCC official Felix Mafa told NewsDay yesterday that his party would quickly move to repeal the inserted clauses once elected.

As soon as CCC is inaugurated as the new government we are going to repeal that Act in totality and all other draconian laws and try to reconstruct our country economically.
We have no other term to express our uttermost disgust on this, but only to say that naturally draconian laws have to be disobeyed by everybody because we feel Zimbabweans have been turned into slavery and an extreme one-party State instead of democratisation.

Independent presidential candidate Saviour Kasukuwere’s spokesperson and chief election agent, Jacqueline Sande, emphasised the need for vibrant economic and social systems that provide a cushion to the vulnerable, and vowed to repeal such repressive acts of law. Sande said:

Repressive Acts of law, such as the Patriotic Bill and many others will be repealed.
</blockquote>
ZAPU spokesperson, Mso Ndlovu, maintained that patriotism cannot and should never be legislated, and that it is a voluntary act. Ndlovu said:

We didn’t go to war because there was some act compelling us to.  We went to war to fight against unjust laws like this one. Zapu’s position is that patriotism cannot, and should never be legislated. It is a voluntary act.

Political analyst, Kudakwashe Munemo, argued that the law would restrict citizens’ fundamental freedoms and rights of association, assembly, and expression, as outlined in the Constitution. Munemo urged the opposition to continue piling pressure on the government to repeal the Act.
The newly enacted Patriotic Act criminalises actions that intentionally damage Zimbabwe’s sovereignty and national interests, as well as participation in meetings aimed at promoting economic sanctions against the country. Critics argue that the Act could lead to human rights violations, particularly in the areas of freedom of expression, peaceful assembly, and association. Penalties for violating the Act include loss of citizenship, the right to vote, and even the death penalty. The Act also grants the government the power to intercept private communications between citizens and foreign officials.

Opposition In Zimbabwe Vow To Repeal The Patriotic Bill

The <a class="MarkdownLink_linkifiedLink__KxC9G">Zimbabwe Revenue</a> Authority (ZIMRA) has issued a notice stating that cross-border passenger-ferrying buses and imported vehicles from the <a class="MarkdownLink_linkifiedLink__KxC9G">Far East</a> transiting through Zambia from the Port of Dar es Salaam in Tanzania will no longer be allowed to use the <a class="MarkdownLink_linkifiedLink__KxC9G">Kariba Border Post</a> as a port of entry. In a statement seen by Pindula News, ZIMRA said the movements will now be required to use Chirundu One-Stop Border Post as the alternative until further notice.
This decision has been made due to high traffic congestion being experienced at Kariba Border Post, which has stretched its current infrastructure beyond its capacity to handle cross-border traffic. The current <a class="MarkdownLink_linkifiedLink__KxC9G">high traffic volumes</a> have also adversely affected ongoing government projects towards the refurbishment of the <a class="MarkdownLink_linkifiedLink__KxC9G">Kariba Dam</a> wall structures and the hydro-power plant, both of which are critical <a class="MarkdownLink_linkifiedLink__KxC9G">national resources</a> given their strategic economic importance. Reads the notice:

The Commissioner of Customs &amp; Excise wishes to advise all valued stakeholders, cross-border passenger bus operators, importers of vehicles and their clearing agents as well as all cross-border travellers through Kariba, that the Authority has suspended, until further notice, the use of Kariba Border Post as a port of entry for cross border passenger ferrying buses and vehicles imported from the Far East transiting through Zambia from the Port of Dar es Salaam in Tanzania. These movements will now be required to use Chirundu One-Stop Border Post as the alternative. This suspension is with effect from Thursday 20 July 2023 until further notice.

In liaison with our counterparts in the Zambia Revenue Authority, suitable intervention measures have been put in place to manage the adjustments of the port of entry (Zimbabwe) and port of exit (Zambia) on any declarations that had already been received and processed through the automated platforms of each Authority. All fresh declarations henceforth should reflect the port of exit and/or port of entry aligned to the changes effected by this notice as the case may be.

ZIMRA Closes Kariba Border Redirects Traffic To Chirundu Border Post

The Government of Zimbabwe has announced a salary increase of US$50 for civil servants, effective from June, with the local currency portion being pegged at the equivalent of US$150 at the prevailing interbank rate. Negotiations for further reviews of conditions of services are continuing.
Previously, government workers received a US$250 monthly Covid-19 allowance, while the rest of their remuneration was denominated in the local currency. The Treasury is working towards raising workers’ salaries to pre-October 2018 levels of US$540 per month for the least-paid employee.
The new salary package was tabled during a recent meeting of the National Joint Negotiating Council (NJNC), a platform that brings together the Government and worker representatives to discuss conditions of service. The Public Service, Labour and Social Welfare Minister Professor Paul Mavima stated that the package was meant to cushion workers from the rising cost of living. The salaries will continue to be raised until the workers’ demands are met. He told <a href="https://www.sundaymail.co.zw/civil-servants-get-backdated-usd-pay-rise">The Sunday Mail</a>:

As you are aware, workers have been agitating for a long time to have their salaries restored to pre-October  2018 levels of US$540 per month.
It is clear that Government is answering that call.
But considering the economic challenges we have, we are going there progressively.
As has been said, the NJNC will reconvene for further deliberations, but for now, Government has come up with a workable offer as we wait for another review.
If you do your calculations well, we are now only about US$100 short of meeting that demand.

The Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) president Mrs Cecilia Alexander said engagement with the Government under the NJNC has improved, and negotiations have been positive. Alexander said:

I can safely say they negotiated in good faith this time.
Even though they did not meet our expectations, the talks we had were positive.
As you can see, after effecting a pay rise, Government has made great interventions that have helped in reducing prices of basic commodities and the local currency has also strengthened against the United States dollar.

The NJNC is expected to reconvene soon for another round of talks.
Speaking during Tuesday’s post-Cabinet briefing, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said Cabinet approved a proposed salary increase for public sector employees. She added that negotiations will continue, guided by the spirit of continued improvement of the welfare of the civil service. In March, government workers were awarded a 100 percent salary increase and reviewed their Covid-19 allowance, except for health sector workers.
